The IDF fires missiles at the car of PRC leader Muhammad Abu Nusayra as he drives in Khan Yunis in an attempt to assassinate him; he is seriously wounded, his bodyguard Ali al-Sha‘ir is killed, several bystanders are injured. A Palestinian teacher is killed by stray IDF machine gun fire outside a Khan Yunis school. The IDF also fatally shoots 2 Palestinians near the border fence in central Gaza; fatally shoots 2 Palestinians who “approach” an IDF convoy in Balata r.c.; fires on stonethrowing Palestinians in ‘Ayn Bayt al-Ma’ r.c., on residential areas of Rafah (wounding a 9-yr.-old Palestinian inside her home); conducts arrest raids, house searches in Jenin town and r.c., al-Khadir and in and around Hebron, Nablus; raids, searches an ambulance building. In downtown Beersheba, 2 Hamas suicide bombers simultaneously detonate devices on 2 buses, killing 16 Israelis, wounding 82. The IDF demolishes the family homes of the bombers in Hebron. A Hamas suicide bomber detonates a device on a bus in Tel Aviv, killing 5 Israelis, injuring more than 50. Sharon convenes his cabinet, which unanimously decides to launch Operation Matter of Time to "isolate” Arafat, calls for the immediate extradition of around 20 wanted Palestinians (including Force 17 head Mahmud Damara, PA General Intelligence chief Tawfiq Tirawi) allegedly among the 200 Palestinians hiding in Arafat's offices (8 surrender in the evening). An Israeli judge rules that American teenager Samuel Sheinbein, wanted for murder in Maryland, is technically an Israeli citizen but may be extradited because his tie to Israel is only that of an "outside observer." Secy. of State Albright ends her trip to the Middle East with an unscheduled stop in Beirut, where she calls on all foreign powers to get out of Lebanon. On her way home, she acknowledges that the situation in the region "is probably even worse than I thought"; says that if she can't make a difference, she will concentrate on other international issues--"I can't be occupied with this full time." EU FMs meet in Brussels, agree to give PA additional $4.6 m. to help cover administrative deficits incurred due to the closure, call on Israel to release tax money. The Jordan-EU association agmt. is not signed because of because of technical differences, however the EU agrees to give Jordan $11.4 m. in special finanical aid to help "meet the needs of the most disadvantaged sections" of Jordan's population.
