The IDF raids Jenin, fatally shooting a Palestinian woman hanging laundry on her roof, wounding an Agence France-Press (AFP) photographer; places a closure on Qalqilya; fires on residential areas in Khan Yunis, nr. Qalqilya and Ramallah; conducts arrest raids nr. Jenin and in Balata r.c., Bayt Furik, al-Bireh, Dahaysha r.c., Nablus, Tulkarm r.c.; reimposes a curfew on Husan (see 3/6). Palestine Liberation Front (PLF) leader Muhammad Abbas (alias Abu Abbas), responsible for the 1985 Achille Lauro hijacking in which 1 American died, dies in U.S. custody in Iraq, where he was captured by U.S. forces in 4/03. The IDF conducts arrest raids in Balata r.c., Bayt Hanun, Jenin; shells residential areas of Rafah; blows up a Palestinian home, 1 unit in an apartment building in Hebron. An IDF military court sentences 4 Hamas mbrs. each to 29 life terms plus 20 yrs. for involvement in planning the 3/27/02 Netanya bombing. Jewish settlers fr. Hebron run over, kill an 11-yr.-old Palestinian, chase 2 Palestinian school girls; attempt to reestablish a settlement outpost on the road to the Tomb of the Patriarchs/al-Ibrahimi Mosque, but are evacuated by the IDF, which declares the area a closed military zone. U.S. Special Forces in Baghdad capture Palestine Liberation Front leader Muhammad Abbas (Abu Abbas). Abbas reportedly had tried to flee to Syria twice but was denied entry; Syria reportedly passed information to the U.S. about his whereabouts. Abbas was convicted in absentia in 1986 by an Italian court for masterminding the 10/85 Achille Lauro hijacking, in which an American was killed. Italy wants to extradite Abbas to serve his life sentence, but the U.S. is debating whether to try him itself. (NYT, WP, WT 4/16; MM, NYT, WP 4/17; PR 4/23; MEI 5/2)

U.S. Secy. of State Albright, special envoy Ross arrive in Israel for 2 days of meetings with Israeli, PA officials that the U.S. hopes will pave the way for a 3-way summit among Arafat, Barak, Clinton by the end of 6/00. (MM, WT 6/5; CSM, NYT, WP 6/6; XIN 6/7 in WNC 6/9; MEI 6/16)

Sensing that secret final status negotiations with the PA have reached the endgame, MKs of Barak's governing coalition, led by Interior M Sharansky, request that Barak convene an emergency session to brief them on what is really happening in the talks, warning that they might quit the government if he does not begin to include them in his decision making. Barak survives (38-33, with 13 abstentions) a no-confidence motion in the Knesset based on the concessions he is presumed to have made to the Palestinians in secret final status talks. (NYT 6/6)

2 Americans file a claim in Israeli court against Arafat, Palestine Liberation Front (PLF) head Muhammad Abbas (Abu Abbas), seeking $5 m. in damages for their suffering in the 1985 Achille Lauro hijacking. Lawyers acted after learning Abbas had been in Jerusalem to attend Palestinian mtgs. In early 1999, Abbas dropped his opposition to the Oslo process, reconciled with Arafat. On that basis, the Israeli High Court decided on 10/12/99 against prosecuting him for the raid. (NYT 6/6; WJW 6/8; JP 6/16)

Fmr. Israeli PM Peres says that Israel began developing a "nuclear option" in the 1950s, but stops short of admitting the state has nuclear weapons. International experts estimate that Israel has 100 "ready-to-use" nuclear weapons. (WT 5/2)

5,000 supporters welcome Abu Abbas's return to Gaza to celebrate anniversary of Palestine Liberation Front, the group behind the 1985 Achille Lauro hijacking. In Beirut, Lebanon, an appeals court frees 2 fmr. PFLP mbrs. convicted of 1976 kidnapping, killing if U.S. Amb. Francis Meloy his economic counselor, and his driver. Judges rule that killings were covered under the 1990 amnesty for political crimes. U.S. denounces verdict. Occupied Palestine/Israel: P.M. Peres, in Washington, announces Israel is prepared to extend "the hand of peace" to Jordan [NYT, WP 10/18]. Peres begins high-level talks with U.S. officials to convince them the PLO must be kept out of the peace process, Jordanians and "moderate" Palestinians should be drawn in instead [MG 10/18]. Four Palestinians from the Gaza Strip are jailed for up to 7 years for allegedly planning agrenade attack on the U.S. embassy in Tel Aviv last year [NYT 10/18]. Israeli officials announce Israel will partly restore ties with Poland, broken off 18 years ago, by opening diplomatic interest section in Warsaw. Poland will do the same in Tel Aviv [CT, LT 10/18]. Al-Bayader al-Siyassi is banned from distribution for 2 weeks following publication of an interview with Yasir Arafat [FJ 10/25]. "Arab Culture in Israel Week" begins in various cities under auspices of Min. of Education [JP 10/17].

Other Countries: U.S. Justice Dept. issues arrest warrants and announces $250,000 reward for information leading to arrest of 3 men charged with murder and piracy in June hijacking of TWA Flight 847 [NYT, WP 10/18]. Italian prosecutors say they lean toward the theory that the hijackers' original target was in fact the Achille Lauro [NYT, WP 10/18]. Aide to Italian P.M. Bettino Craxi says U.S. has still failed to prove Abu 'Abbas masterminded the hijacking, says transcript of radio conversation is unsufficient proof and the U.S. claim is "completely ridiculous at times" [WP 10/18].

Military Action

Arab World: Four suicide bombers attack and demolish fundamentalist Christian Voice of Hope radio station in S. Lebanon, killing 2 workers there and themselves. The Lebanese Communist party takes responsibility for the attack [WP, NYT, LT 10/18].
