In the West Bank, Israeli settlers from the Migdalim settlement dumped sewage waste on Palestinian agricultural lands in Qusra, damaging crops. Israeli settlers with military escort, for the 4th day in a row, tried to prevent Palestinian students from reaching their school in al-Lubban al-Sharqiya; Israeli forces assaulted 2 students and caused tear-gas related injuries to others. Israeli forces demolished 1 Palestinian home in ‘Anata. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir set up a tent and Israeli flags near the eviction-threatened Salem family home in Sheikh Jarrah, leading to a confrontation between Palestinians and Israeli forces; no injuries were reported. 2 Palestinian prisoners, who earlier in the year suspended their more than 100-day-long hunger strikes in protest over their administrative detention after striking a deal with Israel, were released. (WAFA 2/24; MEMO 2/25)

PA finance minister Shukri Bishara warned that the PA will have to institute reforms in wages and health care in order to offset its large budget deficit. The 2021 fiscal year budget deficit was $757 million. (WAFA 2/24)

In Syria, Israeli forces fired missiles at Syrian targets near Damascus, killing 3 soldiers and causing damage. (AP, HA 2/24)

French interior minister Gérald Darmanin said on Twitter that he, at the request of President Emmanuel Macron, will ban 2 pro-Palestinian activist groups: Palestine Vaincra (Palestine Will Win) and Comité Palestine Action (Palestine Action Committee). The IDF raids a branch of the Arab Bank in Azariyya, East Jerusalem, confiscates documents related to bank accounts belonging to Jerusalem residents allegedly linked to Hamas. The Knesset approves (68–48) Israeli PM Ariel Sharon’s (reelected on 1/28/03) new coalition government. The 68-seat coalition includes the right-wing, pro-settler National Religious Party (6 seats), opposed to creation of a Palestinian state; the right-wing, secular nationalist Shinui (15 seats), which supports unilateral separation; and the ultraright-wing National Union Party (7 seats), which represents Jewish settlers, opposes talks with the Palestinians, and advocates expelling PA head Yasir Arafat and Palestinians from the occupied territories and annexing the land. Acting FM Benjamin Netanyahu (Likud) becomes finance minister, acting Finance M Silvan Shalom (Likud) becomes FM; Likud’s Tshai Hanegbi (previously under criminal investigation by Israeli police) becomes internal security minister; Mofaz remains DM. Sharon says that the economy will be his 1st priority, the peace process his 2d; that the Palestinians would have to give up the right of return, agree to Jerusalem remaining the unified capital of Israel, and halt all violence if they want a comprehensive peace. A group of 13 American scholars working in Iran is ordered to pull out of Tehran 10 days ahead of schedule. Under orders fr. "the highest authorities in Washington," they are ordered to leave on the 1st plane available and are instructed not to discuss their travel plans with Iranian friends, contact anyone to cancel appointments, send e-mail, or call home. U.S. officials refuse to comment, saying the situation is "very sensitive." (WP 9/3, 9/4)

The Turkish separatist group, the Kurdish Workers Party (PKK), begins to pull out of Turkey a wk. ahead of schedule. Over the past yr., the PKK has suffered major military defeats at the hands of the Turkish military, lost Syria as its patron, suffered the arrest of its leader, Abdallah Ocalan. On 8/5, the party agreed to heed the call of Ocalan, who has been sentenced to death by Turkey, to end its 14-yr. insurgency for self-rule, take its cause to the political arena. (WP 8/26)
