In Lisbon, Clinton, Barak hold talks on all tracks of the peace process, strengthening their bilateral relationship. Afterward, Clinton says a framework agmt. on permanent status (FAPS) is "within view," but Barak and Arafat are not ready to hold a summit to finalize a deal.
