In the West Bank, Israeli settlers set fire to 6 Palestinian-owned vehicles and threw stones at an ambulance in Majdal Bani Fadil. Israeli settlers also threw stones and blocked traffic near Ramallah, al-Bireh, Huwwara, Jit, Dayr Balut, Tubas, Burin, and Jericho. Elsewhere, Israeli settlers vandalized 3 commercial structures in Ein al-Beida and Bardala. An Israeli settlement security guard shot and killed 1 Palestinian man who allegedly attempted to enter the Kedumim settlement armed with a gun. Israeli forces shot and injured 1 Palestinian during a raid in al-Eizariya. Israeli forces also shot and injured 1 Palestinian minor during a raid in Aida refugee camp. In East Jerusalem, Israeli forces shot and severely injured a 13-year-old Palestinian boy who allegedly shot and injured 2 Israeli settlers near Silwan. In Tel Aviv, some 60,000 Israelis protested against the Israeli government for the fourth Saturday in a row. In what the Israeli security cabinet called a response to the 1/27 attack on Israeli settlers in East Jerusalem, the cabinet decided to fast track legislation that will shorten the process for Israeli civilians to obtain gun licenses, revoke the social security benefits of the relatives of accused Palestinian assailants and see the relatives deported, demolish the homes of accused Palestinian assailants, and “strengthen” settlements in the West Bank. In the West Bank, Israeli forces shot and injured 2 Palestinians with baton rounds and arrested 2 others during a late-night raid in Askar refugee camp. Israel deported Salah Hamouri to France. The deportation led to condemnation from France, calling it illegal. The French statement said that France has taken all measures to ensure that Hamouri could “lead a normal life in Jerusalem, the city where he was born, lives and wishes to stay.” Hamouri called his deportation to France a part of Israel’s “policy of ethnic cleansing.” The PA condemned the deportation, calling it outrageous and setting a dangerous precedent. The U.S. state department spokesperson Ned Price told reporters that the U.S. defers to Israel explanation of security concerns related to the decision to deport Hamouri but said “regarding any broader implications of this beyond this discrete situation, we of course have serious concerns about any broader practice of revocation of residency and deportation from East Jerusalem. In an interview in Haaretz, U.S. ambassador to Israel Tom Nides said that the U.S. still intends to reopen the consulate to Palestinians in Jerusalem but that the Israeli government has made it clear that it does not want the consulate to reopen. Ambassador Nides insinuated that the same work that would be carried out at the consulate is being done by staff under the name of the Office of Palestinian Affairs at the U.S. embassy. (HA 12/18)

In the West Bank, Israeli settlers assaulted 1 Palestinian minor with metal clubs in Hebron. Israeli settlers also stole 30 bee hives and olive harvesting equipment in Deir Sharaf. Israeli forces shot and killed 2 Palestinians during a late-night raid in Jenin refugee camp; 3 were arrested. Israeli forces also demolished 2 Palestinian homes under construction in al-Ramadin and 2 commercial structures in Qalandia. Elsewhere, Israeli forces issued stop-work orders for 2 homes and 1 agricultural structure in Umm Lasfa in the Masafer Yatta area. 5 Palestinians were arrested during late-night raids in Kobar, Dura, and Beit Furik. In East Jerusalem, 2 Palestinians were arrested during late-night raids in Isawiya and Silwan. Israel’s interior minister Ayelet Shaked ordered the deportation of Palestinian human rights lawyer Salah Hamouri to France. Hamouri, who is from East Jerusalem and held Israeli residency status until it was revoked in October 2021, is a French citizen. He has been held on administrative detention since March 2022. Interior Minister Shaked said Hamouri would be deported due to his alleged senior position in the PFLP. Amnesty International said that the deportation, scheduled for 12/4, would constitute a war crime. It was reported on 12/2 that Israel had postponed the deportation of Hamouri. In the West Bank, Israeli forces demolished a coffee shop in Battir. For the 2d day in a row, Israeli forces fired tear gas near schools in Hebron, causing tear-gas related injuries among students. 13 Palestinians were arrested during raids in and around Bethlehem, Hebron, Tulkarm, Ramallah, Jericho, and Tubas. In East Jerusalem, 12 Palestinians were arrested during late-night raids in Issawiyya. In Gaza, 1 rocket was launched from Gaza toward Israel, landing in an open area and causing no damage or injuries. The PA announced 1 day of rage on 11/26 to protest the U.S. administration’s announcement that it no longer considers Israeli settlements in contradiction to international law on 11/18. (HA, WAFA 11/25)

Omar Shakir, the Human Rights Watch director for Israel and Palestine, left Israel after being expelled. Shakir’s deportation proceedings started in May 2018 and the decision to expel him from the country was upheld by the Israeli Supreme Court on 11/5. Shakir will remain in his position working from Jordan. (HA 11/25)

Israeli forces arrested 18 Israeli settlers while evacuating temporary homes at an Israeli-deemed illegal settlement east of the Ofra settlement. In East Jerusalem, Israeli authorities issued 2 demolition orders for 2 buildings in Shu‘fat refugee camp. Israeli forces also demolished 2 Palestinian-owned homes in Silwan; at least 1 Palestinian was injured trying to protect his home. In Gaza, Israel reduced the fishing zone from 15 nautical miles to 6 in response to the rocket fired from Gaza on 4/29. Israeli authorities said that the rocket was launched by Islamic Jihad. Off the coast of Gaza City, a Palestinian fisherman was injured when he was hit by a rubber-coated bullet fired by Israeli naval forces. Israeli naval forces also removed and destroyed all fishing nets placed outside of the 6-nautical-mile fishing zone. In Israel, 2 Israelis were sentenced to 1 year in prison for assaults made on 4 Palestinian citizens of Israel in 2017 to deter them from dating Jewish women. The EU called on Israel not to deport Human Rights Watch director for Israel and Palestine Omar Shakir, who was denied a petition at the Jerusalem district court to halt his pending deportation on 4/16. (HA 4/30)

The EU asked the PA to accept the reduced tax revenue Israel is offering until a solution to the PA’s financial crisis is found. The EU stressed that the request “does not constitute a legal or political endorsement of Israeli deductions.” (HA 4/30; HA 5/1)

The U.S. government is working to designate the Muslim Brotherhood a foreign terrorist organization, said the White House. According to New York Times reporting, U.S. president Donald Trump was urged by Egyptian president Abdel Fattah al-Sisi to make the designation while on an official visit to Washington on 4/9. In a joint statement by U.S. democrats in the House of Representatives, concern was expressed for the Israeli-planned demolition of Khan al-Ahmar and Susiya. The U.S. members of Congress signing the statement were Jan Schakowsky (D-IL), David Price (D-NC), John Yarmuth (D-KY), Peter Welch (D-VT), Gerry Connolly (D-VA), Barbara Lee (D-CA), and Lloyd Doggett (D-TX). Member of the House of Representatives Betty McCollum (D-MN) reintroduced her bill H.R.2407 “Promoting Human Rights for Palestinian Children Living Under Israeli Military Occupation Act.” The bill, if passed, would amend the Foreign Assistance Act, cutting assistance to foreign countries that uses “military detention, interrogation, abuse, or ill-treatment of children in violation of international humanitarian law,” and authorize $19 million annually to NGOs monitoring human rights abuses associated with Israel’s military detention of children. The outgoing French ambassador to the U.S. Gérard Araud, who on 4/19 called Israel an apartheid state, will not be meeting Israeli officials when he visits Israel in early May, as Israel has barred its officials from meeting Araud. Additionally, Israel summoned France’s ambassador to Israel Hélène Le Gal to the Israeli foreign ministry for a reprimand for Araud’s statements. (HA 4/30)

The United Kingdom announced that it was contributing $11.7 million to help build a water desalination plant in Gaza. (WAFA 4/30)

The EU contributed $4.1 million to the PA’s private sector reconstruction agricultural program to help farmers in Gaza. In a separate announcement, EU foreign policy chief Federica Mogherini said that the EU was contributing with an additional $24.5 million in humanitarian assistance to Palestinians in Gaza and the West Bank. In the West Bank, Israeli forces demolished a home in Kobar village of a Palestinian convicted of wounding 7 Israeli settlers, leading to the death of an unborn baby. Israeli forces also seized several thousands of dollars allegedly meant for terror activities in Hebron. In late-night raids, Israeli forces arrested 21 Palestinians in and around Bethlehem, Hebron, Ramallah, and Qalqilya. The raid in Qalqilya led to clashes between Israeli soldiers and local residents seeking to block their passage. In Hebron, Israeli soldiers assaulted a Palestinian construction worker. In the West Bank village of Hizma, Israeli forces shot and injured a 13-year-old Palestinian using live ammunition during clashes when Israeli forces sealed off the entrance to the village. Israeli forces also demolished 3 agricultural structures and delivered dozens of demolition notices during their raid. Israeli forces also demolished a residential tent in Susiya near Hebron, displacing 10 Palestinians. Israeli authorities confiscated dozens of acres of Palestinian-owned agricultural land for a nature reserve south of Nablus. In East Jerusalem, the Israeli supreme court rejected Palestinian families’ appeal to protect 60 buildings in East Jerusalem from demolition. Some 500 families live in the 60 residential structures. The Jerusalem District Court denied a petition by Human Rights Watch director for Israel and Palestine Omar Shakir to reverse his pending deportation.
