Israel legalized the Mitzpe Dani settlement outpost near Deir Dibwan and approved plans to expand the settlement with 114 new housing units. (WAFA 7/19)

The Israeli defense ministry sent a letter to the lawyers representing 6 Palestinian rights organizations placed on the Israeli terrorism list, telling them they would need to get official permission to represent the organizations or face up to 7 years in prison. Chief of staff of the Israeli armed forces Aviv Kochavi visited Morocco for meetings with Moroccan defense officials. 21 Democratic members of the U.S. House of Representatives led by Ayanna Pressley (D-MA) wrote a letter to secretary of state Antony Blinken and director of national intelligence Avril Haines, expressing concern over Israel’s decision to label 6 Palestinian rights organizations terrorist organizations without producing any credible evidence to support the claim. EU foreign ministers agreed to restart the EU-Israel Association Council set up in 1995 but suspended in 2012 due to Israel’s settlement policy. 1 Japanese-owned vessel managed by an Israeli-run company was attacked off the coast of Oman, resulting in the death of 1 Romanian and 1 British national. The U.S., Israel, and the UK blamed Iran for the attack, saying it was carried out by a drone. Iran denied the accusation. An investigative report based on declassified documents revealed that Israel built 2 detention camps in the Sinai Peninsula in 1971 for Palestinian prisoners from Gaza. The 2 detention camps, Abu Zenima and Nekhel, were closed 1 year later. The investigation showed that many of the Palestinians sent to the detention camps were not suspected of any crimes. (HA 7/29)

In the West Bank, Israeli settlers vandalized some 100 olive saplings in Qusra. An Israeli settler also opened fire at PA Lands and Water Authority employees working near al-Twana; no injuries were reported and the settler was detained by Israeli forces. 1 Palestinian was arrested at a checkpoint southwest of Jenin. In East Jerusalem, 1 Palestinian family demolished their own home in Jabal Mukabir and Israeli forces razed land east of Issawiyya. Israeli forces also sprayed skunk water at Palestinian homes and arrested 1 minor during a late-night raid in Issawiyya. 1 other Palestinian was arrested during a house raid in Abu Tor. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Bayt Lahiya; no injuries were reported. In the West Bank, 2 Palestinian families were notified that Israel intend to seize 4 dunums of their land in Jaba‘ for construction of a parking lot for Israeli military vehicles. A Palestinian family from Ya‘bad accused Israeli soldiers of stealing money and jewelry from their house during a late-night raid. Israeli forces also demolished 2 Palestinian-owned water tanks near Tubas and seized a cement mixer near Salfit. 12 Palestinians were arrested during late-night raids in and around Ramallah, Nablus, Jericho, and Hebron. In East Jerusalem, 2 Palestinians were detained in al-Aqsa Mosque during prayers; both were released after 5 hours of interrogation and banned from entering the mosque for 2 weeks. During a visit by the Irish minister of foreign affairs Simon Coveney to Israel, Gaza, and the West Bank, the ministry announced that Ireland was funding a $8.8 million project for construction of solar panels in Gaza in partnership with the French Development Agency. In France, the French parliament passed a resolution to combat anti-Semitism that included anti-Zionism and criticism of Israel. The resolution adopted the language of the International Holocaust Remembrance Alliance’s working definition of anti-Semitism which equates some criticism of Israel as anti-Semitic. The resolution was passed despite a petition signed by 129 Jewish and Israeli scholars warning the French parliament about equating anti-Zionism with anti-Semitism. (HA 9/4)

At the UN, 5 resolutions pertaining to Israel and Palestine passed in the General Assembly. 13 countries changed their vote, compared to previous years, on the resolution in support of the Division for Palestinian Rights of the Secretariat. The 13 countries that previously abstained on the yearly vote were Germany, the Czech Republic, Austria, Bulgaria, Denmark, Estonia, Greece, Lithuania, the Netherlands, Romania, Slovakia, Brazil, and Colombia. In the West Bank, IDF troops shoot and injure 2 Palestinian men after they throw a pipe bomb at an IDF site nr. Bethlehem, and the IDF consequently conducts raids in the area and temporarily closes a nearby road. Separately, IDF troops patrol in a village nr. Qalqilya, sparking minor clashes with stone-throwing Palestinian youths; 1 Palestinian is arrested and there are no serious injuries. IDF troops on a late-night arrest raid in Ramallah disperse stone-throwing Palestinian youths. The IDF conducts further raids and house searches in Tulkarm, 3 villages nr. IDF maj.-gen. Sami Turgeman, cmdr. of the IDF’s s. operations, says that the recent rockets fired from Gaza “are isolated incidents” and that the IDF will not launch “an operation in the Strip because of them.” He reaffirms that Israel holds Hamas responsible for all rockets from Gaza, but notes that it is making efforts to stop the small Salafist groups from launching the attacks. According to a senior Israeli official, China recently informed Israel that it will not allow any of its citizens to work on Israel’s West Bank settlements. The restriction comes in the context of bilateral trade negotiations, which Israeli finance min. Moshe Kahlon initiated to facilitate his broader push to expedite construction of housing across Israel. Kahlon is hoping to have thousands of foreign workers come, replacing the current system of private construction firms hiring foreign workers as needed, which has resulted in a series of labor law violations and international criticism. Since 2011, Israel has signed similar agreements with Thailand, Sri Lanka, Bulgaria, Moldova, and Romania, bringing more than 12,000 foreign workers to Israel. (HA, TOI 6/7; AFP 6/8)
