This is an ad hoc mtg., outside the normal cycle of "Barcelona" conferences, held to set priorities for preparation for the 4/99 Euro-Mediterranean conference planned for Stuttgart, Germany. The Barcelona process focuses on 3 areas for Mediterranean cooperation, unification: politics and security; economics and finance; social and cultural issues. The last mtg. was held in 3/97. UNSC votes unanimously to ban international travel by Iraqi officials, to postpone review of sanctions until Iraq cooperates with UNSCOM by allowing Americans on inspection teams. Resolution does not threaten use of force, but U.S. Amb. to the UN Bill Richardson says U.S. is considering a military option.
