In the West Bank, Israeli settlers assaulted Israeli activists helping Palestinians in Kisan with olive harvesting. Israeli settlers also assaulted Palestinians harvesting olives with sticks and pepper spray in Jamma‘in. Israeli forces shot and killed 1 Palestinian after he allegedly shot and injured a settlement guard at the Ma’aleh Adumim settlement. The Palestinian is also accused of having shot and killed an Israeli soldier on 10/8. Israeli forces also delivered demolition notices against 1 agricultural structure in Azzun ‘Atma and 1 in Nabi Ilyas. Elsewhere, Israeli forces prevented Palestinians from harvesting olives near Dayr al-Ghusun by denying them access to their land. Acting UN humanitarian coordinator for the occupied Palestinian territories Lucia Elmi said 2022 had been the deadliest year on average for Palestinians in the West Bank and East Jerusalem since 2006. Coordinator Elmi said at least 105 Palestinians, including 26 children, had been killed, up by 57% compared to the monthly average in 2021. (WAFA 10/19)

A group of Hamas officials, including Khalil al-Hayya, met with Syrian president Bashir al-Asad in Damascus. Hamas cut relations with the Syrian government in 2012 after the outbreak of the Syrian civil war. (REU 10/18; AP, HA, MEE, REU 10/19)

Hamas said that Saudi Arabia had released 83-year-old Hamas official Mohammad Al-Khudary from prison after 3 years; he was said to be traveling to Jordan. (AJ, MEE, REU 10/19)

Israeli defense minister Benny Gantz issued a statement saying that Israel will not supply air defense systems to Ukraine. Media reported that while Israel is under pressure to support Ukraine in their effort to repel Russian forces, the Israeli government is afraid that Russia will retaliate by supplying S-400 air defense systems to Syria and Iran. PA prime minister Mohammed Shtayyeh said Arab and Islamic countries had donated $39.5 million for developmental projects in Palestine through the Islamic Development Bank. (MEMO 10/20)

The PA also signed a $6.3 million economic support agreement with Norway and the UN development program for school projects in East Jerusalem. (WAFA 10/19)

In the West Bank, Israeli settlers razed Palestinian-owned land around the Yitzhar settlement. Israeli settlers with military escort also threw stones at Palestinian vehicles traveling near al-Bireh, causing damage. Israeli forces clashed with Israeli settlers as they evacuated the Oz Zion settlement outpost north of Jerusalem. Israeli undercover forces raided Birzeit University campus, forcing 5 students into a van with Palestinian license plates; 2 other students attempting to aid the 5 were shot and injured. The 5 students were released hours later. The PA condemned the raid. Israeli forces also demolished 2 residential structures and 1 agricultural structure near Idhna. 17 Palestinians were arrested during raids in Beit Fajjar, al-Khader, Jalazun refugee camp, al-Am’ari refugee camp, Beita, and Anzah. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King and MK from the Religious Zionist party Itamar Ben-Gvir made a provocative tour in Sheikh Jarrah. Israeli forces assaulted 1 Palestinian and confiscated his flag during the settler tour in Sheikh Jarrah. Israeli forces also demolished a car wash in Isawiya and a cemetery under construction in Umm Tuba. 3 Palestinians were arrested during late-night raids. In the Naqab desert, as the Jewish National Fund began a forestation project near Sawa in defiance of protest from local Palestinian Bedouins of the al-Atrash tribe who use the land for agriculture, Israeli police violently dispersed Palestinian protesters near Hura; leader of the United Arab List Mansour Abbas threatened to boycott Knesset sessions if the work continued. PA foreign ministry summoned the Dutch Head of Mission to Palestine Kees van Baar to protest the Dutch government’s decision, from 1/6, to end funding to the Palestinian Union of Agricultural Work Committees. (HA, WAFA 1/10)

Secretary general of the Fatah Central Committee Jibril Rajoub said at a press conference in Damascus that PA president Mahmoud Abbas would visit Syrian president Bashir al-Asad in Syria soon. The visit would be the 1st since the Syrian civil war. The UAE has lead the rehabilitation of President al-Asad’s government and King Abdullah II of Jordan recently followed suit with a phone call to al-Asad. (MEE 1/11; ALM 1/16)

Members of the U.S. House and Senate formed the Abraham Accords Congressional Caucus to promote normalization deals between Israel and various Arab and Muslim countries. Senator Jacky Rosen (D-NV) said that the bipartisan caucus will work to “strengthen existing partnerships and widen the circle of peace to new countries.” (MEMO, TOI 1/11)

Pro-Palestine activists shut down a facility in Oldham that produces technology for the Israeli weapons manufacture Elbit. Activists have, through different methods of civil disobedience, obstructed the work at the factory over an 18-month period. During that time, 36 activists have been arrested by English police. In the West Bank, 1 Palestinian was arrested during a late-night raid in al-Shuyukh; the man had been released after serving a 16-year sentence on 8/11. 10 others were arrested during late-night raids in and around Umm al-Rihan, Tubas, Beita, ‘Askar refugee camp, Bethlehem, and Fawwar. The PA called on the U.S. to intervene over Israeli plans to expand Israeli settlements with more than 2,000 housing units in the West Bank. The PA said the new construction contradicts U.S. president Joe Biden’s stance against settlement construction. (HA 8/12)

The PA said it had received 150,000 doses of the Pfizer COVID-19 vaccine. The health ministry further stated that it had received 1 million doses from Pfizer so far this year and that another 3 million would be delivered by the end of 2021. The PA also said it had sent 100,000 vaccine doses to Gaza, including 50,000 Pfizer and 50,000 of the Russian Sputnik vaccines. (AA, WAFA 8/12)

The Israeli high court of justice overturned former education minister Yoav Gallant’s decision to withhold the Israel Prize in mathematics and computer science from Oded Goldreich. Gallant had decided to withhold the prize given to Goldreich over claims that Goldreich is supporting a boycott of Israeli institutions in Israeli settlements. (HA 8/12)

Sudan said it would hand over its former president Omar al-Bashir to the ICC but did not provide a timeframe for doing so. Al-Bashir is wanted by the ICC for charges of genocide, war crimes, and crimes against humanity. (AJ 8/12)

AIPAC launched an ad campaign on Facebook implying that U.S. house representative Ilhan Omar (D-MN) stands with terrorists against the U.S. and Israel. The ad drew criticism from several pro-Israel organizations and Jewish Americans including J Street and Ilhan Omar’s staff, which claimed AIPAC ads were Islamophobic and putting Omar’s life at risk. Among other AIPAC targets in its ad campaign were Palestinian American Rashida Tlaib (D-MI), Alexandria Ocasio-Cortez (D-NY), and Cori Bush (D-MO). (AJ, HA 8/12)

In the West Bank, Israeli settlers vandalized 3 vehicles in Ni‘lin. Israeli forces violently dispersed Palestinian protesters in Ni‘lin, injuring 2 with rubber-coated bullets; others suffered tear-gas related injuries. Israeli forces also delivered a demolition notice for 1 house and 1 agricultural structure in Furaydis. 5 Palestinians were arrested, including 4 during late-night raids in Salem and Ya‘bad, and 1 at a checkpoint between Nablus and Jenin. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters near the entrance to Shaykh Jarrah, which is sealed off by Israeli forces; several people were injured by physical assault and tear gas. 6 Palestinians were arrested during raids in Shaykh Jarrah, Issawiyya, and the Old City. PA president Mahmoud Abbas congratulated Syrian president Bashir al-Asad with winning his 4th term as president. President al-Asad was said to have won 95% of the vote against 2 other candidates that had been allowed to run against him. (REU 5/28; WAFA 5/29)

In the Gaza Strip, Israel Defense Forces (IDF) troops open fire on open land nr. Khan Yunis, causing no injuries. In the West Bank, IDF troops conduct house searches and arrest raids in 1 village each nr. Hebron, Jenin, Nablus, and Salfit at night; patrols in 1 village each nr. Hebron and Salfit, and in Qalqilya and 1 nearby village in the afternoon, in 3 villages and al-‘Arub refugee camp (r.c.) nr. Hebron and 2 villages nr. Ramallah at night. (PCHR 2/20)

Palestinian Authority (PA) Pres. Mahmud Abbas tells a group of visiting Israeli students in Ramallah that he does not seek to “flood Israel” with millions of Palestinian refugees or to change the country’s “social composition.” Meanwhile, at an Al Jazeera event in Oxford, UK, Palestinian chief negotiator Saeb Erakat warns that Palestinians will call for a boycott of Israel and turn to international tribunals if the negotiations fail. In Egypt, a bomb explodes on a bus in Sinai, killing 2 South Korean tourists and the local driver, and wounding 12. Ansar Bayt al-Maqdis claims responsibility, and says that a suicide bomber executed the attack. (AP, REU 2/16; JTA 2/17; REU 2/18)

The Free Syrian Army (FSA) announces that it has replaced its leader, Gen. Selim Idriss, with Col. Abdelilah al-Bashir, a decision prompted by “the ineffectiveness of the command in the past few mos.,” according to an FSA statement issued following a meeting in Gaziantep, Turkey. Meanwhile, Syrian FM Walid Muallem accuses the U.S. of creating a “negative climate” for dialogue at the 2d round of talks in Geneva, as the Syrian delegation returns from Switzerland to Damascus. U.S. Secy. of State Kerry praises the opposition’s “seriousness of purpose,” and criticizes the Syrian govt. for stalling in Geneva and attacking civilians in Syria. On the Syria-Jordan border, 10 gunmen from Syria open fire on Jordanian troops as they patrol, according to a Jordanian military spokesperson. The soldiers return fire, wounding 7 and arresting 3, while suffering no injuries. (AP, REU 2/16)

Hizballah’s leader, Shaykh Hasan Nasrallah, says that his group intends to stay and fight in Syria because Lebanon is threatened by Takfiri groups. He also urges Arab nations to help a process of Syrian national reconciliation. (DS 2/16)
