Syria, Saudi Arabia issue joint statement in Riyadh on peace process, saying "'just and comprehensive" settlement only achievable with Israel's "full withdrawal from all the occupied Arab territories," including Golan. (MM 10/10)

Israel frees Salim Husayn al-Zrai, 50, held in prison 23 years. Sentenced to life imprisonment in 1970 for infiltration attempt, Fateh activist released because of PLO adherence to its 9/13 commitment not to attack Israel. Release of this longest-held Palestinian prisoner of Israel interpreted as indicating future mass release of Palestinian prisoners. (CSM, NYT 10/20)

Israeli defense officials announce failure of 10/14 test of U.S.-funded Arrow missile. Another test in August also failed, and the GAO issued a report that month criticizing Israeli management of the program (see 10/23). (WT 10/20)

Occupied Palestine/Israel: After 10 days Israeli authorities lift curfew on the village of Burqa; villagers are forbidden to harvest olive crop [FJ 10/23].

Arab World: Christian Science Monitor reports that Israel's Labor party asked PLO through the Soviets to calm the uprising in order to help with the election [CSM 10/ 17].

Other Countries: Leaders of the American Jewish Congress, the American Jewish Committee, and the Anti-Defamation League of B'nai B'rith declare that the American-Israel Public Affairs Committee is out of step with the feelings of the American Jewish community; the three groups have agreed to form a joint political committee to work on behalf of Israel [NYT 10/17]. UNRWA releases its annual report at UN headquarters. In 1987 it spent $207 million to help 2.3 million Palestinian refugees. UNRWA reports that 47 workers are being detained by Israeli authorities [NYT 10/18].

Occupied Palestine/Israel: Reports indicate Israeli authorities are seeking to deport Faysal Husayni. Under Israeli law, Husayni cannot be deported because he is a resident of E. Jerusalem [JP 9/21]. Occupied Palestine/Israel: Six settlers demonstrate outside offices of al-Fajr newspaper in Jerusalem demanding it be shut because "it serves the PLO" [JP 9/12; FJ 9/13]. Jerusalem Post reports the National Insurance Institute released study showing the number of wage-earning families living below the poverty level in Israel increased 25% last year; 1 out of every 10 breadwinners is now categorized as "the working poor" [JP 9/11]. Energy Min. Moshe Shahal announces Israel will drastically cut oil purchases from Mexico following Mexico's failure to buy an agreed $100 million worth of Israeli exports [JP 9/12].

Arab World: Washington Post reports a 20- member "fact-finding" delegation from the American Jewish Congress has met with Pres. Husni Mubarak and King Hussein in a fact-finding mission to the Middle East. Mubarak and Hussein suggesthe PLO "be put to the test" by the U.S. on the issue of publicly recognizing Israel's right to exist [WP 9/12]. The U.S. should do this by agreeing to meet a Jordanian-Palestinian delegation [LAT 9/12].

Occupied Palestine/Israel: Israeli guards storm prisoners in their cells at Gaza prison, using tear gas and clubs, seriously injuring 2. Personal belongings of some prisoners are confiscated. Food and water are denied the prisoners for the following 3 days, and family visits are cancelled [FJ 9/27].

Arab World: Suicide car bomber Mariam Khayr al-Din, 18, rams a checkpoint at Hasbaya, outside the security zone. Casualty reports vary: Israel radio says she killed herself and wounded two SLA militiamen; Syrian Social Nationalist party claims she killed 18 militiamen and 2 Israeli intelligence officers [NYT, LT, LAT 9/12].

Occupied Palestine/Israel: Political prisoners in Hebron prison end 11-mo. hunger strike after officials promise improved conditions. Occupied Palestine/Israel: Former Stern Gang leader PM Shamir publicly denounces terrorism by Jewish settlers, and tells Knesset Israeli gov't. will not surrender its sovereignty over West Bank, but is ready to talk peace with any Arab leader. Arab World: Lebanese amb. to Libya Farhat [dismissed by Libya when his gov't. signed agreement with Israel May 17, 1983] returns to his post. Egypt's FM Hassan Ali summons Israeli amb. Sassoon to protest Israel's "inhuman and illegal practices in occupied Arab territories".

Other Countries: In UN Security Council session, Zehdi Terzi accuses Israel of killing or wounding 60 refugees in its recent attack on Ain al-Hilweh camp, S. Lebanon. In effort to monitor Arab influence in US, American Jewish Congress pres. Mann announces nationwide push for legislation compelling colleges & universities to report sources of grants over $100,000 a year. Meeting with Israel's Science Minister, Thai Science Min.
