In the West Bank, Israeli settlers raid Burin, setting fire to a vehicle and attacking homes. Israeli settlers also seize and occupy dozens of residential caves in Tuqu’, ‘Arab al-Rashayida, Kaysan, Za’atra, and Bayt Ta’mar. Elsewhere, Israeli settlers throw stones at Palestinian vehicles traveling in Huwwara. Israeli settlers posing as soldiers also attack a school in Khallet al-Maiya. Meanwhile, Israeli settlers throw stones at a house in Turmus ‘Ayya and attempt to set fire to it, causing damage to the house, a solar panel, and several vehicles. Israeli forces fatally shoot 2 Palestinians and injure 9 others during a raid in Dura; a video shows that Israeli forces used a Palestinian man they took from his phone shop as a human shield. A video circulating on social media also shows 2 Israeli soldiers kicking a man lying on the ground during the raid. Israeli forces also fatally shoot a member of the PA security forces during a raid in Nur Shams refugee camp. Elsewhere, Israeli forces shoot and injure a Palestinian man and demolish 2 homes and a barbershop, displacing 12 people during a raid in Qalqilya. Israeli forces also shoot and injure 8 Palestinians, including 2 children, at a checkpoint in Qalandia and in Bayt Liqya, Qiffin, and Nablus. Meanwhile, Israeli forces assault 2 Palestinians during raids in Dheisheh refugee camp and Beita. Israeli forces also demolish a greenhouse in al-Jalama. Israeli forces arrest 48 Palestinians during late-night raids in and around Hebron, Bayt Awa, Dura, Bayt Rima, Jalazone refugee camp, Beitin, Zababdeh, and Nablus, including 25 students at an-Najah University in Nablus. In Ra’anana, Israeli police arrest 2 Palestinians from Hebron, saying they rammed and stabbed 13 Israelis, killing 1 of them. Israeli forces subsequently raid the family homes of the 2 Palestinians in Bani Na’im and Bayt ‘Amr, taking measurements for punitive demolitions; tear-gas related injuries are reported in both places as Palestinians resist the raids. In Gaza, telecommunications services are down for the fourth day in a row. Israeli forces bomb Khan Yunis, Rafah, Gaza City, al-Bureij refugee camp, and Maghazi, killing at least 132 people. An Israeli soldier is killed in combat. Rockets are fired at Israel; no damage is reported. In Lebanon, Israeli forces conduct airstrikes on Maroun al-Ras. More than 24,100 Palestinians have been killed by Israeli forces in Gaza, including at least 16,870 women and children, and around 60,834 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 348 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 87 children. More than 4,197 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 186 Israeli soldiers have been killed and 1,113 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 108 trucks carrying aid enter Gaza via the Rafah crossing. Israel’s military says it has withdrawn an army division from Gaza, leaving 3 combat divisions in the area. The military also transfers the Duvdevan unit from Gaza to the West Bank as Israeli military officials say the West Bank is “on the brink of an implosion.” (AJ, HA, HA 1/15)

The Knesset approves the extension of an emergency regulation allowing Israel to deny Palestinian prisoners meetings with their lawyers for up to 180 days and approves the first reading of an extension of the temporary order which allows poorer conditions for prisoners. The Israeli cabinet approves the 2024 budget, slashing funds earmarked for the development of Palestinian communities in Israel by 15% and allocating $80 million to the Settlements and National Missions Ministry. 5 members of Benny Gantz’s National Unity party vote against the budget. Israeli opposition leader Yair Lapid claims Prime Minister Benjamin Netanyahu and Defense Minister Yoav Gallant are not speaking to each other. Gallant reportedly stormed out of a cabinet meeting this weekend after 1 of his aides was refused entry. (AJ, HA 1/15)

In the West Bank, Israeli settlers attacked and injured 2 Palestinians in Deir Istiya. Israeli settlers also stole several cows after Israeli forces arrested the owners of the cows in ‘Ain al-Hilweh. Elsewhere, Israeli settlers vandalized 60 olive trees and water pipes in Jalud. Israeli settlers also opened fire at Palestinian farmers near Qaryut. Israeli forces shot and injured 2 Palestinians, including a child, during raids in Aqabah and Silat al-Harithiya. Israeli forces also raided around 200 homes in Burqa, physically assaulting a woman and causing damage at several houses. Elsewhere, Israeli forces demolished an agricultural structure in Deir Balut and issued stop-work orders for a school near Yatta. 35 Palestinians were arrested during late-night raids in and around Hebron, Nablus, Jenin, Bethlehem, Ramallah, and Jericho. In East Jerusalem, Israeli authorities forced a Palestinian family to demolish part of their own home in Shu’fat. In Gaza, Israeli forces bombed Khan Yunis, Maghazi, al-Bureij refugee camp, Nuseirat refugee camp, Gaza City, and Jabalia refugee camp, killing dozens of people. Israeli forces also struck 50 buildings in al-Bureij refugee camp, Nuseirat refugee camp, and Maghazi between 12/24 and 12/25 and 1 of 2 water pipelines supplying water to southern Gaza. 5 Israeli soldiers were killed in combat. 21 patients were evacuated from al-Ahli Arab Hospital and 13 from al-Shifa Hospital to Khan Yunis. In Lebanon, Hezbollah said it killed an Israeli soldier near Kiryat Shmona. Israeli forces attacked Aita al-Shaab. In Syria, Israeli forces assassinated high-ranking Iranian Revolutionary Guard Corps commander Sayyed Razi Mousavi in an airstrike in the Sayyida Zeinab area outside of Damascus. Iran said Israel would “pay the price” for the assassination of Mousavi. An Israeli-made video of hundreds of Palestinians, including children, stripped to their underwear while being detained in a stadium in Gaza circulated in the media. The footage circulated amid reports that Palestinians have been executed in Israeli detention throughout Gaza. Hamas called on the ICC to hold Israel accountable for its killing and “terrorizing [of] civilians” in Gaza. (AJ 12/25; AJ, UNOCHA 12/26)

Israeli interior minister Moshe Arbel said he will revoke the East Jerusalem residency permit of Majed Juaba, claiming he is a known Hamas operative. (HA, HA 12/25)

Egypt presented a proposal for ending Israel’s assault on Gaza to Israel, Hamas, the U.S., and European governments that would see Israel withdraw from Gaza, all the captives released from Gaza, many Palestinian prisoners freed by Israel, and a united technocratic Palestinian government installed. In the first stage of the plan, all civilian captives would be released over a 7 to 10 day ceasefire period where Palestinian prisoners would also be released. The second stage would see all female soldiers released in exchange for Palestinian prisoners over a weeklong period. In the last stage, Hamas and Israel would negotiate the release of the remaining captives and Palestinian prisoners. Israeli prime minister Benjamin Netanyahu wrote an op-ed in the Wall Street Journal, saying there are 3 “prerequisites for peace between Israel and its Palestinian neighbors in Gaza,” the destruction of Hamas, demilitarization of Gaza, including a “temporary security perimeter” around Gaza, and “deradicalization” of Gaza. Netanyahu also visited Israeli soldiers in Gaza. (AJ, NYT 12/25)

MK and former Israeli ambassador to the UN Danny Danon said in an interview that Israel had received inquiries from countries in South America and Africa that are willing to take Palestinian refugees from Gaza in exchange for payment. Danon said “voluntary migration” is natural during and after wars, citing the situation in Syria. In response to Danon’s comments, Prime Minister Netanyahu said he encourages the displacement of Palestinians in Gaza but said Israel has not found countries that will take the displaced. Israeli foreign minister Eli Cohen said he had instructed his ministry to reject the residency permit application and extension of 2 UN staff members, saying the UN “cooperate with the propaganda of the terrorist organization Hamas.” (AJ, AJ, HA 12/25; NYT 12/26)

Ynet reported that the U.S. had rejected an Israeli request for Apache helicopters. Ynet also reported that the U.S. has sent 230 cargo planes and 20 ships loaded with weaponry to Israel since 10/7. (AJ 12/25; AJ 12/26)

Israel’s Channel 12 reported that Prime Minister Netanyahu had ordered Defense Minister Yoav Gallant and Mossad Director David Barnea not to meet each other unless Netanyahu is present, saying the ban was related to talks on the release of captives. (AJ, HA 12/25)

U.S. forces attacked alleged Kataib Hezbollah positions in Iraq, killing an Iraqi serviceperson and injuring 18 others. The Iraqi government called the attack “unacceptable.” 3 U.S. soldiers were reportedly injured in an attack by Kataib Hezbollah in Erbil. (HA 12/25; AJ, AP, HA, REU 12/26)

In the West Bank, Israeli settlers used pepper spray to assault 3 Palestinian women picking gundelia flowers near Kisan. Israeli settlers also threw stones at Palestinian vehicles near the Homesh settlement outpost. Later, when Israeli forces tried to intervene, the Israeli settlers threw stones at the Israeli forces. The Israeli Jerusalem municipality’s planning and building committee approved a plan to build 730 new Israeli settlement units in the Pisgat Ze’ev settlement in East Jerusalem. The PA and the Organisation of Islamic Cooperation condemned the plan approval. (WAFA, WAFA 3/12; WAFA 3/13)

In response to an Israeli attack in Syria that killed 2 members of the Iranian Revolutionary Guard on 3/7, Iran fired 12 missiles at Irbil in Iraq targeting Israeli “strategic centers,” according to Iranian state media. The Iranian Revolutionary Guard released a statement saying it would continue to respond to Israeli attacks on Iranians in the future. Lebanese media reported that 4 Israeli officers were killed in the attack, while Iraqi and American sources said that there were no casualties. U.S. national security advisor Jake Sullivan condemned the Iranian attack and said that the U.S. is working with Iraq to help it gain missile defense capabilities. The New York Times later reported that the Iranian attack was also a response to a secret Israeli attack on an Iranian drone facility in Kermanshah on 2/12, which allegedly was carried out from Iraq with the use of 6 suicide quadcopter drones. Ukrainian president Volodymyr Zelenskyy told reporters in Kyiv that he would like to have a top-level meeting with Russia in Jerusalem to end the war, pointing out that early Israeli leaders were from Ukraine. Israeli prime minister Naftali Bennett has presented himself as a mediator between Russia and Ukraine, but he has been criticized by some Ukrainian officials for trying to persuade Ukraine into give up territory to Russia to end the war. Others have criticized Prime Minister Bennett for avoiding to take a hard stance against Russia and supporting Ukraine by trying to mediate. In the West Bank, Israeli settlers attacked Palestinians in Susiya, causing bruises, during a visit by EU representatives to the village. Israeli forces violently dispersed Palestinian protesters near Beita, killing 1 Palestinian using live ammunition; 7 others were hit by rubber-coated bullets and live ammunition, and 18 suffered tear-gas related injuries. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with rubber-coated bullets. 12 Palestinians were arrested during late-night raids in and around Yatta, Bani Na‘im, Bayt Liqya, Bethlehem, Biddu, Aqabah, and Qabatiya. In East Jerusalem, Israeli forces injured 1 pro-Palestinian activist and arrested 4 others for waving a Palestinian flag during a protest in Sheikh Jarrah; at least 1 was released from jail on 9/25 after an Israeli judge ruled that flying Palestinian flags was not illegal. PA president Mahmoud Abbas addressed the UN general assembly, outlining the territorial dispossession of Palestinians from historic Palestine at the time of the British Mandate to the current situation where Palestinians control 12% of the same land. President Abbas demanded that Israel withdraw from to the 1967 borders within 1 year. Abbas warned that if the world does not act to ensure the PA demand for a 2-state solution, then the “developments on the ground will dictate a reality [in which] the Palestinian people will demand its rights in the territory of all of historic Palestine,” hinting at moving toward demanding a 1-state solution. Abbas also accused Israel of ethnic cleansing and apartheid. Abbas addressed the UN general assembly in a pre-recorded video message. The U.S. think tank Center for Peace Communications hosted some 300 people in Erbil, Iraq, in a conference for normalizing ties between Iraq and Israel. Iraq’s presidential office, the prime minister’s office, and several influential organizations condemned the conference. An Iraqi court also issued arrest warrants for several of the attendees. In the West Bank, Israeli authorities announced that it would seize 193 dunams (47.7 acres) of Palestinian-owned land near Dayr Dibwan for settlement expansion. 17 Palestinians were arrested during raids in and around Hebron, Tulkarm, Rujeib, Qalqilya, Ramallah, Rummana, Sawahara al-Sharqiyya, Aida refugee camp, Nablus, and Qusra. Israel imposed a general closure for Palestinians in the West Bank and Gaza, closing all checkpoints for the Jewish Purim holiday. The closure was scheduled to be in effect from midnight on 2/25 to the night of 2/28. (HA 2/25)

Israeli prime minister Benjamin Netanyahu and Bahrain’s prime minister Crown Prince Salman bin Hamad bin Isa Al Khalifa spoke on the phone about the U.S. plan to reengage diplomatically with Iran about its nuclear program. (AP, HA 2/25)

Israel said that an Israeli-owned ship was attacked by 1 or 2 missiles in the Gulf of Oman. Other reports said that the damage done to the ship was caused by a blast, to which the cause had not been determined. Israeli defense officials claimed that the missiles were fired by the Iranian Revolutionary Guard Corps. No injuries were reported, and the ship was able to continue to the UAE to repair the damage. Haaretz reported that 2 U.S. senators, Ben Cardin (D-MD) and Rob Portman (R-OH) were circulating a letter to U.S. secretary of state Antony Blinken calling on him to take a more forceful stance on the ICC’s investigation of Israel and Hamas, in order to shield Israel. The pro-Israel group J Street said it was circulating their own letter, calling Cardin and Portman’s letter an “unnecessary act of political posturing,” saying the U.S. state department already rejected the ICC’s decision. J Street also criticized the Cardin and Portman letter for using “distributed territories” instead of “occupied territories” to describe the West Bank. (HA 2/25)

The U.S. attacked what the Pentagon said were Iranian-backed militia groups in eastern Syria, killing 17 people. The Pentagon said the strikes were in retaliation for 1 missile fired at a U.S. facility in Irbil, Iraq, which killed 1 U.S. national and injured 6 others on 2/15.
