P.M. Shamir invites Syrian Pres. Asad "to come, to talk, to conduct negotiations and maybe to get to peace." Shamir also criticizes U.S. for delaying decision on whether to continue U.S.-PLO dialogue [WP, NYT, LAT 6/19; JTS 6/18 in FBIS 6/19].

White House spokesperson Marlin Fitzwater says Pres. Bush has written "lengthy" letter sent to Shamir over past few days offering congratulations on new gov't. and discussing U.S.-Israeli relations [WP, WT 6/19; MEM 6/22 (details of letter in MEM 7/27)].

Tel Aviv court charges Israeli Ami Popper, 21, with the 5/20 murders of 7 Palestinians. Five-man psychiatric panel rejects notion that Popper is "derranged," as Israeli authorities had first claimed [IDF 6/18 in FBIS 6/18; LAT 6/ 19].

Cairo declines Shamir's 6/15 call for Israeli-Egyptian summit, saying Egypt expects "concrete actions towards peace and establishment of dialogue in Cairo with Palestinians and not mere messages conveying good intentions" [MAP 6/18 in FBIS 6/19].

In letter to Israeli Pres. Chaim Herzog released today, Theo Klein, former head (1983-89) of France's 700,000-strong Jewish community, says Israel should meet PLO [MEM 6/19].

Occupied Palestine/Israel: Israeli pres. Chaim Herzog reduces to 15 years the sentences of 3 members of the Jewish Underground serving life sentences for the assault on Hebron University in 1983 in which 3 Palestinians were killed [WP 5/21].

Arab World: U.S. ambassador to UN Vemon Walters arrives in Damascus for talks with Pres. Asad. Walters tries to win release of the 18 foreign hostages held in Lebanon. [NYT 5/21].

Military Action

Occupied Palestine/Israel: 21 Palestinians are injured during clashes at Beach and jabalya camps. Curfew is imposed on Beach refugee camp. Army seals off roads to Jerusalem to stop Palestinians from going to Jerusalem for Friday prayers [FJ 5/22].

Arab World: Palestinian factions clash in Shatila and Burj al-Barajinah camps. Arafat loyalists are flushing out Palestinian dissidents. Fighting isaimed at securing better positions before impending entry of Syrian forces. [WP 5/20, NYT 5/21].

Occupied Palestine/Israel: Paestinian political prisoner Jibril Rajub, from West Bank, enters third week of hunger strike to protest his detention without charge or trial [FJ 12/6]. Pres. Chaim Herzog pardons 2 members of Jewish underground convicted of conspiring to blow up Dome of the Rock [NYT, WP, JP 12/9].

Arab World: National Catholic Reporter reports SLA and Israeli army hold hundreds of prisoners-mostly Shi'a, but including some Palestinians-in S. Lebanon detention center at Khiam; detainees are tortured, held without charge, denied access to lawyers [NCR 12/6].

Other Countries: Sec. of State Shultz describes Syria as being of "key importance," indicates U.S. is trying to persuade Damascus to join M.E. peace process [JP 12/8].

Military Action:

4 hours of artillery and rocket barrages between Phalange and Druze militias over 20 mile arc from Chouf to Junieh, Beirut suburbs worst hit since last summer; helicopter carrying US Marine commander fired on, no injuries; artillery and rocket battles in Tripoli between pro- and anti-Syrian militias; Gemayel orders Lebanese Army and Air Force to attack and silence any positions firing on Beirut; IDF officers in Bekaa say Syrian military activity in the area is defensive, no signs of preparation for attack.

Casualties:

6-7 killed, 25-34 injured in artillery barrages in Chouf and Beirut; 1 IDF soldier killed, 9 injured by artillery shell near convoy; 1 killed, 4 wounded in Tripoli; American Jewish Joint Distribution Committee resumes shipments of cement to assist in reconstruction of refugee camps in South Lebanon.

Arab Governments: Jordanian official says there are no prospects for the resumption of political dialogue between King Hussein and PLO Chairman Arafat on a joint stand to enter peace process; Syrian President Assad visits Riyadh, meets King Fahd; Ba'ath Party official says that after Syria's heavy sacrifices it has the right to discuss, take issue with and even oppose particular PLO action, criticizes Arafat for treating all Arab states alike.

US and Other Countries: US lifts unofficial ban on Navy ships visiting Israel, supply ship USS Savannah docks at Haifa to replenish stocks of Sixth Fleet ships anchored off Beirut; Jewish businessmen in Virginia form political action committee (PAC) to back pro-Israeli candidates; National Association of Arab Americans' spokesman says 24 PACs have been formed by pro-Israeli, Jewish American activists, NAAA considers forming PACs as well.
