In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Surif; 1 Palestinian was injured by a stone to his head. Israeli settlers also tried to attack Palestinians in Kafr Qaddum before they were repelled by Palestinians. Elsewhere, Israeli settlers vandalized 45 olive trees in Burin. Israeli forces shot and killed 1 Palestinian minor while violently dispersing a protest in Deir al-Hatab. PA prime minister Mohammed Shtayyeh called the killing an instance of state terrorism. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 5 with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 6 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron and Burqa, causing tear-gas related injuries. Meanwhile, Israeli forces raided al-Bireh, violently dispersing Palestinian protesters; 1 was shot with a rubber-coated bullet, others suffered tear-gas related injuries. The Finnish Christian missionary group Felm said it had stopped funding Defense for Children International-Palestine because of Israel’s announcement on 10/22 that the organization is 1 of 6 to be declared a terrorist organization. Felm is the 1st to publicly take action based on the Israeli terror designation. Felm’s executive director said it had done so due to concerns of banking sanctions. The director said his group had not seen evidence to back Israel’s claim that the 6 rights organizations are financing or supporting terrorism. (MEMO, REU 11/5)

UNRWA commissioner-general Philippe Lazzarini told the Guardian that the UNWRA was close to collapsing, in part due to UK budget cuts to the agency by more than 50%. Commissioner-General Lazzarini said UNRWA is short $100 million for its budget for 2021. Lazzarini was in London to urge the Foreign Office to rethink its cuts to the UNRWA. (GDN, WAFA 11/5)

Off the coast of the Gaza Strip nr. Rafah, Israeli naval forces open fire on Palestinian fishing boats, while separately, Israeli forces fire 2 missiles that land close to the Egypt border fence, causing no injuries. Separately, off the coast nr. Bayt Lahiya, Israeli naval vessels open fire on Palestinian fishermen, causing no damage or injuries. In the West Bank, Jewish settlers attack a school in Burim village nr. Nablus. The settlers, along with IDF troops, subsequently clash with Palestinians, leaving 6 villagers injured. Separately, a Molotov cocktail is thrown at a settler’s car in the same area. The IDF conducts house searches and arrest raids in Dahaysha r.c. in Bethlehem and Al-‘Ubaydiyya village nr. U.S. Secy. of State Kerry and PA Pres. Abbas meet for a 2d day in Paris. An unnamed State Dept. official characterizes the talks as “constructive.” PA spokesperson Nabil Abu Rudayna tells Palestinian media that there can be no agreement, whether framework or final, that does not include Arab positions based on international resolutions, in a reference to the 2002 Arab League peace initiative. Meanwhile, senior Palestinian official Nabil Shaath says that he held separate, and secret, meetings with diplomats from Italy, Norway, Austria, and the UK, to discuss the ongoing negotiations. The International Atomic Energy Agency (IAEA) reports that amounts of enriched uranium in Iran’s stockpile have decreased significantly for the 1st time in 4 years, and also confirms that Iran is meeting its commitments under the 6-mo. interim agreement signed in 11/2013. Meanwhile, representatives of Iran and the P5+1 countries end talks with a framework for future negotiations and an agreement to hold their next meeting in Vienna on 3/17. However, little progress is made in this most recent meeting on the question of identifying Iranian concessions to be exchanged for a reduction in sanctions. Separately, the UK and Iran resume diplomatic relations, which were severed in 11/2011 when students ransacked the British embassy in Tehran. Bilateral relations will now be conducted directly “through non-resident charge d’affaires and officials,” according to a UK Foreign Office spokesperson. (AFP, AP, REU 2/20)

Israeli cabinet discusses removing settlers fr. Hebron. Frmr. Arab World: Israeli warplanes bomb Palestinian guerrilla bases in S. Lebanon, killing at least 5, wounding 6; Israeli army states targets were 3 houses used by opposition PLO factions, including Abu Musa's Fateh faction, which claimed responsibility for 1/26 bombing of Jerusalem restaurant [WP, LAT 1/30]. Arab World: King Hussein meets with Pres. Mubarak in 'Amman to discuss Peres' proposals for direct talks. Hussein states at press conference that U.S. Congress will not force him to negotiate directly with Israel by delaying arms sales to Jordan [NYT, CSM 10/25]. Al-Quds newspaper in Jerusalem reports Jordan has ordered several PLO offices in 'Amman closed, ordered staff reductions at others, and has refused permission to enter to several PLO commanders, including the head of Fateh's Force 17, Abu Tayyib, and Muhammad Milham, PLO Executive Committee member who refused to sign statement prepared by Brit. For. Min. denouncing use of violence and recognizing Israel's right to exist. (Move follows Arafat's recent cancellation of trip to 'Amman, reported failure of Arafat's deputy Khaled al-Hasan to reach understanding during recent talks with King Hussein on breakdown in talks with British For. Other Countries: State Dept. announces Asst. Sec. of State Richard Murphy made unpublicized trip to Jordan this week to give King Hussein private assurances from P.M. Arab World: Arab summit conference in Casablanca dispenses with principle of unanimity. Libya withdraws itrepresentation from the conference [WP, LAT 8/8]. Iraqi President Saddam Hussein decides at the last minute not to attend [LAT 8/8]. Lebanese President Amin Jumayyil says he supports his Muslim opponents' demand for greater power; blames country's 10- year-old civil war on the Palestinians [FT 8/7].
