The Palestine Chronology

Israel and Jordan agree on draft agenda for negotiations with a formal peace treaty as the eventual goal, within the framework of a comprehensive Arab-Israeli settlement. This first mutual written agreement between Israel and the Arab side includes discussion of the Jordanian territorial demand, and construction of the "Red-Dead canal" between the two seas (see 10/22). Israeli district court orders govt. to pay $62,000 in damages to family of unarmed Palestinian killed in 1988 by undercover IDF unit, $20,000 to family of Palestinian wounded in same incident. Precedent-setting ruling "basically" rejected Shin Bet claim that soldiers were on a military operation, an act of state with no liability. (WT 11/6; al-Fajr 11/9)

Knesset comm. decides not to revoke the parliamentary immunity ofMKs Naomi Chazan (Meretz), 'Abd al-Wahhab Darawsha and Taleb al-Sana (Arab Democratic Party), and Hashem Mahamid (HADASH) for meeting with top PLO officials recently, by vote of 8 to 6. (IDF Radio 10/28 in FBIS 10/29; WP 10/29)

Bank and Gaza Strip for 2 weeks [FJ 4/24].

Arab World: PLO announces Khalil al-Wazir will be buried in Syria. Tunisian govemment officially blames Israel for assassination of Wazir [WP 4/19].

Occupied Palestine/Israel: Entire W. Bank, except Jericho, is declared closed military zone [FJ 4/24]. Palestinian is killed when soldiers open fire on demonstration in Rafah. Palestinian from Gaza's Zaytun quarter is shot dead in separate incident. In Jenin, protester is shot in head, seriously wounded. Curfews continue in 16 camps, Nablus, and 'Anabta. Occupied Palestine/Israel: Inside the green line, hundreds of thousands of Arabs join general strike in solidarity with Palestinians in occupied territories. Israeli police, border guards respond to large demonstrations with tear gas, water cannons. About 200 Palestinians are arrested; 17 Israeli police, border guards injured [WP 12/22; FJ 12/27]. Stone-throwing, tire-burning crowds of demonstrators are reported in Jaffa, Nazareth, Lydda, Ramlah, and Abu Ghawsh. IDF troops fire on West Bank Palestinian crowds throwing Molotov cocktails, killing at least 2 in Jenin-area town of Tubas and 1 in Jenin. At least 22 are wounded by gunfire [NYT, WP 12/22]. Official Israeli death toll of Palestinians killed since 12/9 is now at 19 [CSM 12/22].

Occupied Palestine/lIsrael: Al-Fajr reports the Merkovitch Committee, formed to investigate issue of unlicensed construction in the occupied territories, recommends that, of 5,400 unlicensed Arab homes currently scheduled for demolition, 2,600 be given legal status, 300 be destroyed immediately, and 2,500 be scheduled for demolition at a later date [FJ 2/6]. Israeli military authorities order al-Najah University closed for 1 day to prevent possible campus protests [FJ 2/13].

Arab World: Starving residents of Beirut's Burj al-Barajinah refugee camp ask religious leaders for dispensation to eat human flesh [IN 2/7].

Other Countries: Arab-American groups charge 1/27 arrests of Palestinians in Los Angeles are beginning of U.S. plan to round up and deport Arabs [WP 2/7]. Amnesty International spokesman reports Arab prisoners held in S. Lebanon's SLArun al-Khiyam Detention Camp were tortured with electrical shockwaves [FJ 2/13].

Occupied Palestine/Israel: Two Israeli soldiers are injured by stones thrown at them while they patrolled Balatta refugee camp [FJ 2/13].

Arab World: Israeli navy stops Maria R., freighter enroute from Cyprus to Lebanon, arrests 8 Egyptian crewmen, 50 unarmed Palestinians [LM 2/10; WP 2/8]. SLA and Israeli forces engage in heavy fighting with Hizballah forces in Israel's "security zone" in S. Lebanon. At least 8 Hizballah, 1 SLA fighters are killed [IN 2/7].

Occupied Palestine/Israel: Some hundred Jewish extremists are arrested by Israeli police while trying to reach al-Aqsa Mosque during demonstration by nearly 10,000 celebrating the 19th anniversary of the "reunification of Jerusalem" [AFP 6/6]. According to Israel's Central Bureau of Statistics, "united Jerusalem" now has 460,000 inhabitants, including 331,000 Jews (71.5%). Al-Fajr reports that 2 released members of the Israeli settler underground have been reinstated into the army reserves and given duty [FJ 6/6]. Al-Fajr reports MK Abba Eban told dovish members of Knesset he recently met with PLO officials while in the U.S., that he believes there can be no peace without the participation of the PLO [FJ 6/6].

Occupied Palestine/Israel: DM Arens decides, for "security reasons," not to ban Arab-Jewish "Progressive Slate for Peace" election slate. Military censor bans article by Neturei Karta's Rabbi Hirsch from publication in al-Fajr. Families of commandos killed (4/12/84) by IDF demand permission to rebuild houses demolished 4/14/84.

Other Countries: US Defense Dep't. notifies Congress of Hughes Aircraft sale of 7 Firefinder mortar-locating radar systems to Israel for $87 million.

Arab World: IDF patrols attacked by rocket-propelled grenades (RPGs) near Mishki and al-Muhdadi villages, S. Lebanon; grenade attack on IDF patrol in Nabatiya.

Estimates of 8 to 20 Lebanese killed, over 21 wounded in Chouf fighting; UPI reports death toll in Beirut massacre now estimated at 1,962; IDF concedes troops looted in Lebanon "in a number of isolated instances," but claims all looters were severely punished.
