In the West Bank, Israeli settlers shot and injured a Palestinian during a raid in Surif. Israeli forces shoot and kill a Palestinian child and injure 7 others during a raid in Bayt Rima. Israeli forces also shoot and injure 2 Palestinians with live ammunition during a raid in Balata refugee camp. Elsewhere, Israeli forces shoot and injure a 12-year-old boy during a raid in Ya’bad. Israeli forces also shoot and injure a Palestinian at a checkpoint near Nablus. In Gaza, Israeli forces bomb Khan Yunis, Jabalia refugee camp, Dayr al-Balah, Nuseirat refugee camp, and al-Bureij refugee camp, killing at least 162 people and attacking the Palestinian Red Crescent Society’s headquarters in Khan Yunis for the fourth day in a row. Israeli forces also withdraw from the Gaza City neighborhoods of Daraj and Tuffah after spending 10 days demolishing homes and cemeteries. Israel says it attacked more than 100 targets in Gaza overnight. Rockets fired from Gaza cause damage in Sderot. In Lebanon, 8 rockets are fired at Kiryat Shimona, no damage was reported. More than 22,600 Palestinians have been killed by Israeli forces in Gaza, including at least 8,800 children and 6,300 women, and around 57,910 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 319 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 81 children. More than 3,949 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured since 10/7, including Israeli soldiers. In addition, 173 Israeli soldiers have been killed and 1,020 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 12/23, at least 65,000 housing units had been destroyed and 290,000 had been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 80 trucks carrying aid enter Gaza via the Rafah and Karim Abu Salem (Kerem Shalom) crossings. France and Jordan jointly airdrop aid to Gaza from 2 C-130 transport planes. UNRWA appeals for more basic supplies, saying it does not have diapers for babies being sheltered in its facilities. Hamas political leader Ismail Haniyeh issues a video message to U.S. secretary of state Antony Blinken, saying he hopes the U.S. has learned lessons from its mistakes in the past 3 months and will working toward ending the occupation. Blinken arrives in Turkey, the first stop on his Middle East visit where according to the State Department he will work toward the protection of civilians in Israel, Gaza, and the West Bank, freeing more captives, getting more aid into Gaza, ensuring Palestinians in Gaza are not forcibly displaced, deter Houthi attacks in the Red Sea, reduce tensions at the Blue Line, and takes steps toward creating a Palestinian state. PA foreign minister Riyad al-Maliki speaks with UK foreign secretary David Cameron. According to a PA statement, Cameron condemns comments made by Israeli ministers Bezalel Smotrich and Itamar Ben-Gvir in favor of the displacement of Palestinians in Gaza. Scottish first minister Humza Yousaf calls Smotrich and Ben-Gvir’s statements “the textbook definition of ethnic cleansing.” (AJ, HA, WAFA 1/5; AJ, HA 1/6)

Hezbollah secretary-general Hassan Nasrallah gives a speech warning that if Hezbollah does not respond to the assassination of Hamas deputy political leader Saleh al-Arouri in Beirut then all of Lebanon will be exposed to Israeli attacks. The Israeli Broadcasting Corporation reports that the PA is working with South Africa on the genocide case against Israel at the ICJ in which hearings will begin next week. (AJ 1/5)

Rwanda, Chad, and the Democratic Republic of Congo deny reports by the Israeli publication Zman Yisrael that they have discussed receiving Palestinians from Gaza. (AJ 1/5; AJ 1/6)

Family members of 6 Israelis held captive in Gaza meet with Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the lack of progress in negotiating their release. According to Axios, Al Thani tells the families that Israel’s assassination of Saleh al-Arouri has made the negotiations harder. Al Thani also speaks with Lebanese caretaker prime minister Najib Mikati, discussing Israel’s effort to drag Lebanon into war with Israel. (AJ 1/5; AX 1/6)

In the West Bank, Israeli settlers raided Burqa, throwing stones at homes and vandalizing 2 vehicles. Israeli forces raided a girl’s school in al-Eizariya, causing damage to school property. In East Jerusalem, 1 Israeli settler was injured in a ramming incident near Qalandia. 1 Palestinian suspect was arrested. Israeli forces also shot and injured 1 Palestinian at a light rail station in the French Hill neighborhood, claiming he had stabbed a settler. Israeli authorities forced 1 Palestinian family to demolish parts of their own home in Jabel Mukaber. In Gaza, Israeli forces shot and injured 2 Palestinians near the Gaza fence, claiming that 1 of them had opened fire at Israeli soldiers; others suffered tear-gas related injuries. Israel assassinated 2 people in a drone strike in Beit Jann west of Damascus. The 2 were reported to be members of Islamic Jihad, which Islamic Jihad denied. Israeli tanks also attacked 2 temporary structures erected by the Syrian army near the Golan Heights. (AJ, AP, HA, REU 9/21)

The UN release a report saying that Israeli settler violence had displaced more than 1,100 Palestinians in the West Bank since 2022. The report also said that the UN had counted an average of 3 settler attacks a day. (AP, HA, UNOCHA 9/21)

PA president Mahmoud Abbas addressed the UN General Assembly at its annual meeting, warning that peace in the region is impossible without the “Palestinian people enjoying full legitimate and national rights.” Abbas criticized world leaders for not holding Israel accountable for its atrocities and called on UN members to recognize the State of Palestine. It was reported that Palestinian officials had trouble getting meetings for Abbas on the sidelines of the UN General Assembly due to the publication on 9/7 of Abbas’ remarks at the Fatah Revolutionary Council in August that were said to be anti-Semitic. PA ambassador to the UN Riyad Mansour said in an interview that the Palestinian leadership is confident that Saudi Arabia would protect Palestinian interests in a potential normalization deal with Israel and that the Saudis have accepted the Palestinian position on the negotiations, including restarting peace talks and protecting Palestinians’ right to self-determination. Haaretz reported that the Palestinian demands includes a settlement freeze, expanding Areas B and C, full membership at the UN, reopening the PLO office in Washington, and reopening the U.S. consulate in East Jerusalem. Israeli foreign minister Eli Cohen told Israel’s Army Radio that there is a likelihood that a normalization deal can be finalized in the first quarter of 2024. (HA, REU 9/21)

The Ad Hoc Liaison Committee held a meeting on the sidelines of the UN General Assembly annual meeting in New York. Prime Minister Shtayyeh called on representatives from some 30 countries at the meeting to help the PA overcome its political and financial challenges. (WAFA, WAFA 9/21)

Israeli prime minister Benjamin Netanyahu said the Democratic Republic of Congo will move its embassy from Tel Aviv to Jerusalem and that Israel will open an embassy in Kinshasa after meeting Congolese president Felix Tshisekedi at the sidelines of the annual UN General Assembly meeting. The Wall Street Journal reported that the U.S. has proposed that the potential Saudi nuclear program, which is part of the Saudi-Israeli normalization negotiations, will be run by the U.S. Israeli opposition leader Yair Lapid called reports that the Netanyahu government is open to uranium enrichment in Saudi Arabia “reckless and irresponsible.” (HA, HA, MEE, WSJ 9/21)

In the West Bank, Israeli settlers uprooted 30 olive tree saplings in Qarawat Bani Hassan. Israeli forces shot and killed 1 Palestinian man during a raid in Dheisheh refugee camp, 6 others were wounded. Israeli forces also arrested, Yahya al-Saadi, the son of senior Islamic Jihad commander Bassam al-Saadi during a raid in Jenin. Elsewhere, Israeli forces demolished 1 mosque in Dura, 3 agricultural structures in Tarqumiyah, and issued a stop-work notice for 3 stores in Bayt Rima. Israeli forces also violently dispersed Palestinian protesters in al-Khader and Hebron, causing tear-gas related injuries. Israel said that 2 Israeli soldiers were injured by an explosive device thrown at them near Aida refugee camp, causing light injuries. 16 Palestinians were arrested during late-night raids in Ni’lin, al-Bireh, Dheisheh refugee camp, and Hebron. In East Jerusalem, 1 Palestinian was arrested during a late-night raid in Shu’fat refugee camp. In the Naqab, Israeli forces demolished the Palestinian village al-Araqib for the 210th time since 2010. An Israeli court upheld a demolition order for an apartment building in Wadi Qaddum in the East Jerusalem neighborhood of Silwan, giving the resident until 12/7 to demolish the building. Approximately 100 Palestinians reside in the building. (WAFA 12/5)

PA prime minister Mohammad Shtayyeh welcomed the EU and UN’s criticism of the 12/2 killing of a Palestinian in Huwwara but urged the organizations to take tangible action to hold Israel accountable. (WAFA 12/5)

PA foreign minister Riyad al-Maliki met with ICC chief prosecutor Karim Khan, providing materials about Israeli war crimes against Palestinians. The U.S. weapons manufacture Lockheed Martin joined Israel’s Rafael Advanced Defense Systems in developing a laser-based anti-missile system, dubbed the Iron Beam. (HA 12/5)

In the West Bank, Palestinians protested in Hebron and Bethlehem against high consumer prices. Israeli forces started razing 30 dunams (7.5 acres) of Palestinian land in Kisan to expand a nearby settlement. 3 Palestinians, including 2 minors, were arrested during late-night raids in Beit Fajjar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 3 Palestinians were arrested during late-night raids in Sheikh Jarrah. The PLO Central Council convened for its 31st session in Ramallah. PA president Mahmoud Abbas said he seeks to hold presidential and legislative elections as soon as they can hold them in all the Palestinian territories, including East Jerusalem. The session was titled “Developing and activating the Palestine Liberation Organization, protecting the national project, and popular resistance.” It was the 1st PLO Central Council meeting in 4 years. The Israeli cabinet approved legislation to bar Palestinians married to Israeli citizens from obtaining permits to live with their family in Israel. Meretz and the United Arab List (UAL) opposed the bill, while centrist parties in the government coalition such as the Blue and White party and Labor supported it. Lawmakers from both UAL and Meretz called the bill racist. The bill will be voted on in the Knesset next week. (HA, WAFA 2/6; MEMO 2/7)

The African Union (AU) suspended debating the issue of Israel’s status as an observer state to the AU until the next AU summit in 2023. The new AU Chairperson Macky Sall of Senegal told reporters that a committee had been set up to discuss the issue to avoid a conflict about Israel’s membership amongst the AU nations. Officials said that 6 countries will be represented in the committee, including South Africa, Algeria, Rwanda, the Democratic Republic of the Congo (DRC), Cameroon, and Nigeria. South Africa and Algeria have both been vocal opponents of granting Israel observer status, while Rwanda and the DRC have been proponents. In the West Bank, Israeli forces shot and injured 1 Palestinian man trying to enter Israel for work by the separation wall near al-Yamun. Israeli forces violently dispersed Palestinian protesters near Dura and in al-Arroub refugee camp, causing tear-gas related injuries. Elsewhere, Israeli forces delivered demolition orders for 2 houses in Abu Nawwar and a stop-work order for a house in Nahalin. 3 Palestinians were arrested during late-night raids in Qalqilya and Ras al-Far‘a. New York state comptroller Thomas DiNapoli said that a review of Unilever had found that its subsidiary Ben & Jerry’s is engaged in BDS activity, leading the state’s pension fund to divest from Unilever due to New York’s anti-BDS law. Ben & Jerry’s announced on 7/19 that it would no longer sell its ice cream in Israeli settlements and that it would not renew its licensing agreement with an Israeli company to produce Ben & Jerry’s ice cream. Arizona, New Jersey, and Florida have also divested from Ben & Jerry’s since the announcement. The New York state pension fund is said to have $111 million in investments in Unilever. U.S. house democrat Betty McCollum (D-MN) introduced a resolution condemning Israel’s terror designation of 6 Palestinian rights groups. The resolution calls the decision repressive and anti-democratic. The resolution was cosponsored by representatives Alexandria Ocasio-Cortez (D-NY), Rashida Tlaib (D-MI), Ilhan Omar (D-MN), Ayanna Pressley (D-MA), Cori Bush (D-MO), Chuy García (D-IL), Marie Newman (D-IL), Raúl Grijalva (D-AZ), and André Carson (D-IN). The EU released a statement saying that it wants to see evidence from Israel that the 6 Palestinian rights groups that were designated terrorist organizations on 10/22 are in fact involved in terrorism. The EU noted that Israel in the past has misled the EU in saying it was funding terrorist-supporting rights groups. 12 European countries, including Germany, Denmark, Belgium, Finland, France, Ireland, Italy, the Netherlands, Poland, Spain, Sweden, and Norway released a joint statement, calling on Israel to reverse its decision from 10/27 to advance plans for new Israeli settlement units in the West Bank. Russia said in a tweet that it was disappointed by Israel’s decision. The UK urged Israel to reverse its decisions from 10/24 and 10/27 to expand settlements.
