Occupied Palestine/Israel: Administrative detention order is issued against ex-political prisoner Ziad Abu 'Ain, for allegedly planning to hijack Israeli bus. (Abu 'Ain spent less than 3 months at home following his release in the 5/20 prisoner exchange) [FJ 8/9]. Nablus remains under curfew following 7/30 murder of Albert Buchris. Five hundred police and a helicopter monitor his funeral [JTA 8/1]. Army enters al-Najah University and raids student council offices; preparations had been underway for student elections [JP 8/2]. Knesset passes bill requiring anyone running for Knesset to give up second citizenship [WP, PI, JTA 8/1]. Israeli police break into the site of preparations for the second annual Palestinian heritage festival in Tireh, order volunteers to stop work on the basis they do not have building permits [FJ 8/9]. Funeral is held in Afula for Israeli shot to death in West Bank. Riot police disperse crowd outside police station [PI 8/1]. Mayor Shalom Wach of Kiryat Arba cancels plan to dismiss all Palestinian workers employed by the municipality following Attorney General Zamir's ruling the plan is illegal UTA 8/1]. New American Ambassador to Israel Thomas Pickering assures P. M. Peres there has been no change in U.S. policy towards the PLO; U.S. will engage in talks with a Palestinian-Jordanian delegation only if convinced it will lead to direct talks with Israel; U.S. is ready, if requested, to help Israel and Egypt resolve Taba dispute [JTA 8/1]. The Jerusalem Post reports charges of corruption have been made against several Israeli companies and individuals operating in the black "homeland" of Ciskei; contracts with the trade commissioners in Israel have been terminated; all commercial relations with Israel have been cut [JP 7/31, JTA 8/5].

Military Action

Arab World: Suicide car bomb attack against an Israeli armored patrol in the security zone kills at least 3 Lebanese, including the driver, wounds unknown number of others, including Israeli soldiers. Syrian Social Nationalist party claims responsibility, saying its member, 'Ali Ghazi Talib, 22, carried out the attack [NYT 8/1].

Occupied Palestine/Israel: Knesset House Com. decides (8-5) to discuss MK Sarid's request to revoke Kach MK Kahane's parliamentary immunity. Caller claiming to be "Avenger" phones in death threat to Pres. Herzog. UK Foreign Sec. Howe meets with Elias Freij, Rashad Shawa, Gabi Baramki & Hikmat al-Masri in E. Jerusalem. Before Tel Aviv U. audience, US amb. to Israel Lewis criticizes Reagan peace plan, saying timing was "abysmal," tactics "worse," and results to date are "nil." Ciskei Pres. Lennox Sebe inaugurates "twinning" of Ariel settlement and Ciskei's capital, Bisho.

Arab World: In al-Sharq al-Awsat interview, King Hussein criticizes US role in Middle East and says he will buy Soviet weapons.

Other Countries: In global nuclear weapons survey, Carnegie Endowment for Intl. Peace reports Israel has capability to deploy 10-20 nuclear bombs.

Sec. of State for Human Rights Abrams urges US Jews to support Reagan's anti-Communist efforts in Central America. S. African FM Botha complains to Israeli amb. Lankin of Israeli investment & advisors in Ciskei and Bophuthatswana.

Occupied Palestine/Israel: 2 Palestinian students arrested in Beer Sheba (Bir Sab'a) on charges of possessing banned printed material. Al-Fajr poll finds 94% of Palestinians in Israel support Arafat leadership. 200 residents of Dheisheh refugee camp near Bethlehem attend mtg. at UNRWA office to protest Israeli threat of camp school closure. Galilee priest, Fowzi Khouri, released on IS100,000 bail after 1 month detention on charges of contact with PLO. 

Arab World: Gemayel ends talks with Reagan admin. with no further commitments of US assistance. Second-ranking Druze official murdered in Beirut; Christian Phalange blamed.

Other Countries: 2 Israeli firms sign deals for 1st Israeli factory in Ciskei tribal homeland, S. Africa; Israeli trade there includes sale of American-made Mooney light planes for fledgeling Ciskei airforce plus military training. [Israel and Taiwan lead investment in S. African "Bantustans."] British High Court decides to refer Israel's protest at UK's refusal to sell it North Sea oil to European Court of Justice. UN Security Council considers Arafat's request for assistance in evacuating Tripoli.

MILITARY ACTION:

Occupied Palestine/Israel: 3 Palestinian workers shot for not stopping at Gaza checkpoint while driving to work in Israel. About 30 Birkat Avraham yeshiva students go on rampage armed with iron rods, smashing windows, injuring 2 Arab men; 3 Arabs and 2 Jews arrested and released. IDF uproots five dunums of fruit trees belonging to Palestinian farmers along Kfar Saba-Qalqilya road where IDF believes petrol bomb attacks on Israeli traffic launched; farmers not to be compensated and ordered not to replant.

Arab World: Heavy artillery exchanges in Tripoli between rival Palestinian forces as talks on evacuation of loyalists stall. Bazooka attack on Israeli army vehicle kills 1 IDF soldier in Lebanon.

Military Action:

Syrian Army halts battle after Lebanese Army unit is ambushed by Amal militia and Iranian Revolutionary Guards near Baalbek; National Guard of 40 armed men formed at Ain el-Hilweh camp, led by Mossad-trained Palestinian Abdullah Nassar; fighting in Chouf maintains near Nabrah, IDF meets with rival leaders to restore 3 week-old cease-fire.

Casualties:

6 Lebanese Army soldiers killed, 12 wounded, 3 militiamen killed, 5 wounded in Bekaa Valley fight; villages in South Lebanon ordered by IDF and Haddad forces to pay thousands of Lebanese pounds for protection, and to obtain release of villagers held at Ansar detention camp; Lebanese Foreign Minister Salem says that 300,000 illegal aliens, mostly Palestinians, will eventually have to be removed from the country.

Israel/ Occupied Territories: Bomb found and dismantled at entrance of al-Aqsa mosque, 16 detained for questions, Jewish extremist group suspected; Foreign Minister Shamir says Israel will not freeze settlements as a condition for King Hussein's joining peace talks; Foreign Ministry denies reports that Israel signed agreement to sell arms to Ciskei bantustan; Israeli Journalists Association instructs members to boycott February 24 press conference on treatment of Palestinian and Lebanese prisoners at Ansar camp, called by Israeli Committee Against the War in Lebanon; central Ramallah under curfew after stone-throwing incidents; 24-hour guard on deposed Nablus Mayor Bassam Shakaa lifted; 300 women representing Women's Work Committees on West Bank hold 2nd annual conference in Jerusalem; Village League and Civil Administration open private electricity generating system in Bil'in in violation of Jerusalem Electricity Company concession.

Palestinians/ Lebanese: Lebanese Foreign Minister Salem says if Lebanon errs in the area of normalization with Israel it could lose its existence, Lebanon will not close 22 frontiers to open one; special envoy Habib presents latest compromise proposals on Lebanese-Israeli negotiation to Foreign Minister Shamir, then leaves for US.

Arab Governments: Jordan announces it will not enter any peace negotiations without PLO approval.
