Palestinian wounded by army gunfire in 3/11 clash in Biddu, near Ramallah, dies [NYT 3/14; FJ 3/20]. Israel responds to buming of 2 fuel trucks and stoning of others by cutting of gasoline supplies to Palestinian-owned service stations in occupied W. Bank. Police spokesman confirmed that more than half of the estimated 850 Palestinian policemen in the occupied territories have resigned. Military court indicts soldier from Givati brigade for manslaughter; soldier allegedly shot Palestinian who cursed him [WP 3/14]. In al-Birah, Israeli bus is destroyed in firebomb attack [FJ 3/20]. Sa'd Saftawi, head of a Gaza UNRWA school, is taken into administrative dtention [FJ 3/20]. Claiming land belongs to state, members of "Green Patrol" destroy 3,000 dunums of wheat and barley on Arab-owned land in Negev [FJ 3/20].

Arab World: Reports indicate UNRWA has decided to resume some activities in northem Lebanon and Biqa' Valley [FJ 3/13].

Other Countries: Washington Post reports 1985 memo reveals Atty. Gen. Edwin Meese and E. Robert Wallach briefed then-P. M. Peres on plans for pipeline from Iraq to Jordan [WP 3/13].

Military Action

Occupied Palestine/Israel: Violent clashes are reported in Jenin; authorities close entrances to refugee camp and erect cement barrier at city's eastem entrance. At least 86 are injured in Gaza Strip demonstrations [FJ 3/20].

Social/Economic/Political

Occupied Palestine/Israel: F.M. Peres confirms he wrote Atty. Gen. Edwin Meese III in 1985 about Iraqi oil pipeline project [LAT 2/22]. Peres states continued support for intemational conference but rejects role for U.S.S.R. [LAT 2/22]. UN officials charge Jerusalem police and border guards conducted 2 extensive raids in Shu'fat 2/20 and 2/21, beating residents and damaging property [WP 2/22]. Police reinforcements are deployed in Jerusalem in preparation for Sec. of State Shultz's visit [LAT 2/22]. Palestinian youth from Galilee is fined IS 1,500 and sentenced to 3 months imprisonment for raising Palestinian flag and participating in illegal demonstration 12/21 [FJ 2/28].

Arab World: According to diplomats in Cairo, PLO has withdrawn threat to abandon Cairo declaration (promising not to attack Israelis outside of Israel and the occupied territories) [NYT 2/22].

Other Countries: Palestinian journalist Hanna Siniora travels to Rome to meet with PLO officials about lifting ban on talks with Shultz [NYT 2/22].

Occupied Palestine/Israel: In Dayr 'Ammar refugee camp near Ramallah, Palestinian is shot, killed; army says shots may have been fired by settlers [LAT 2/22]. Israeli soldiers shoot, wound Palestinian during apparent knife attack on Israeli patrol in Nablus; youth also allegedly involved in attack is killed and 4 others wounded. Army drops tear gas from helicopters to break up crowds at funeral [FJ 2/28]. At least 6 Palestinians are wounded by live ammunition during clashes in Jenin-area town of Qabatiyyah and Gaza's Khan Yunis camp [WP, LAT 2/22]. Khan Yunis is ordered under curfew. Gaza hospital officials report treating 50 for gunshot wounds, beating injuries [FJ 2/28]. Curfew remains in force in Idna; curfews are imposed in Faradis, Za'tara, and Ta'amrah villages in Bethlehem area [FJ 2/28].

Arab World: IDF units raid S. Lebanon village of Bayt al-Siyad in attempt to locate Lt. Col. William Higgins, U.S. marine kidnaped 2/17 [LAT 2/22].

Occupied Palestine/Israel: Israel announces 100 Palestinians will be released from Gazan detention centers and several soldiers will be disciplined for excessive use of force. Commercial strike continues in many E. Jerusalem communities [NYT 1/30]. Nearly 200 demonstrators march in protest at al-Haram al-Sharif; 6 are arrested for incitement and carrying Palestinian flags [WP 1/30].

Other Countries: U.S. Sec. of State Shultz calls for "new blend of approaches" to Middle East peace process. Nimrod Novik and Simha Dinitz, Israeli Foreign Ministry envoys, arrive in Washington [WP 1/30]. U.S. officials state Attorney Gen. Edwin Meese was told of plan to give money to Israeli Labor party in return for assurances Israel would not attack proposed Iraqi oil pipeline [NYT 1/30].

Military Action

Occupied Palestine/Israel: Israeli officials continue to insist that calm is prevailing in occupied territories. UNRWA workers in E. Jerusalem charge at least 50 Palestinians were injured in military raid of Shu'fat [NYT 1/30]. Worshipers leaving mosques in Am'ari and Tulkarm refugee camps clash with soldiers, who use tear gas to disperse crowds; camps are briefly placed under curfew [FBIS 1/29; WP 1/301. In Jerusalem, 6 Palestinians are arrested on charges of raising Palestinian flags, chanting nationalist slogans after prayers on al-Haram al-Sharif [FBIS 1/29]. Troops use tear gas to disperse demonstrators leaving mosques in Ramallah and al-Birah [FBIS 1/29; FJ 1/31]. Military lifts curfews on Bayt 'Ur al-Tahta and Tulkarm and Am'ari camps [FJ 1/31]. Curfew on Sa'ir is lifted [FBIS 1/29].

Occupied Palestine/Israel: At Hebron University, police use tear gas and live ammunition to disperse student demonstration marking 5th anniversary of Sabra and Shatila massacres. Demonstrators in Ramallah, al-Birah, and Gaza burn tires, construct barricades, and force stores to close [LAT, FJ 9/20]. Birzeit University administration voluntarily closes university following student demonstrations [FJ 9/20]. Police disperse demonstrators protesting detention of Faysal Husayni, arrest Ishaq al-Budayri, assistant director of Arab Studies Society [FJ 9/20]. Arsonists set fire to 25 dunams of Jewish National Fund forest near Jenin UPI 9/26]. At al-Najah U., Islamic Bloc says it will not accept new university rules governing campus mosque, religious celebrations. Other student groups accept new regulations [FJ 9/20]. Walid Zurba of Jerusalem wins court order preventing Israeli developer from buying rooms in his house [FJ 9/20]. Israeli Ministry of Trade renounces measures adopted by inner cabinet to sever some economic and cultural ties with S. Africa [WP 9/20].

Other Countries: Fawwaz Yunis, Lebanese Shi'i, pleads not guilty in U.S. court to charges related to June 1985 hijacking of Jordanian plane. Attorney Gen. Edwin Meese announces Yunis was captured 9/13 after being lured onto FBI-rented yacht in Mediterranean [WP 9/18; NYT 9/19].

Other Countries: The New York Times reports that Saudi Arabian arms dealer 'Adnan Khashoggi played important role in financing U.S.-Iran arms deals [NYT 11/26]. U.S. customs agents arrest arms dealer Kevin Gilday and charge him and 3 others with attempting to sell military equipmento Libya and Syria [WP 11/26]. U.S. Atty. Gen. Edwin Meese claims Israel acted on its own when it sent arms to Iran in late summer 1985, announces that profits from the arms deals were used to fund the Nicaraguan contras. Israeli government replies that U.S. requested the shipment and that Israel had no knowledge of funds diverted to the contras [LAT 11/26]. Head of Higher Islamic Council requests international protection for Jerusalem's Old City Arab residents [FJ 1/2].

Occupied Palestine/Israel: P.M.Peres outlines plan to "devolve" Israeli control of health, education, welfare, municipal services to Palestinians in occupied territories, says plan does not call for army withdrawal, would be temporary until negotiations began with Jordan [BG, NYT 2/13]. Israel and Ivory Coast formally renew diplomatic ties [BG, LT 2/13]. Thousands of demonstrators protest outside Kach party convention in Jerusalem [NYT, BG 2/13].

Other Countries: Forty-four U.S. senators ask Attorney General Edwin Meese III to indict Yasir Arafat for 4/2/73 murders of 2 U.S. diplomats in Sudan [WP, LAT 2/13].

Military Action

Occupied Palestine/Israel: Military command announces Israeli patrol boat fired on Turkish vessel which refused to stop 2/10, killing captain [JC 2/13].

Joint Druze-Phalange committee does not meet as tensions in Chouf run high over kidnappings by both sides; large IDF force patrols area; cease-fire broken near Bhamdoun but reestablished after IDF arrives; IDF truck carrying ammunition goes up in flames near Deir al-Qamar; Syrian Foreign Minister Khaddam visits Tripoli, negotiates immediate cease-fire after 4 hour meeting with local leaders.

Casualties:

IDF planning to reopen former PLO school at el-Mahshuk, near Tyre (many refugees still live in other schools, preventing reopening); students on strike in Chouf area; 2 killed, 25 wounded in Chouf; 3 IDF soldiers wounded in truck explosion.

Political Responses:

Israel/ Occupied Territories: Sharon declines to testify again before Commisison of Inquiry; Chief of Staff Eitan, Director of Military Intelligence Saguy, head of Mossad, and Sharon's civilian aide Dudai all decide to give additional evidence or to cross-examine witnesses; Shamir meets with Argentine president and foreign minister to discuss Lebanese war, Malvinas, "disappeared" Israeli citizens, ends visit amid indications Argentina will seek large arms purchases; majority of World Zionist Congress vote for resolution, proposed by Labor Party, calling for peace settlement based on "territorial compromise," but parliamentary maneuvering blocks formal adoption.

Palestinians/ Lebanese: Arafat meets with former World Jewish Congress president Philip Klutznik in Tunis; Lebanese Foreign Minister Salem meets with Reagan, asks for more troops, also says Colombia, Brazil and Portugal have been asked to donate troops; Gemayel and Wazzan meet with Draper to discuss US proposal of partial withdrawal as first step to create momentum; to seek solution to disagreement on venue of peace talks; Draper departs to join Habib in Israel; Gemayel telephones Assad following meeting.
