Reports indicate that unidentified Israeli who charges Shin Bet fabricated evidence against him was an army officer convicted of espionage in 1980 [NYT 4/16]. Red Cross closes offices in Gaza and Khan Yunis to protest army raid of offices, attack on women conducting sit-in [FJ 4/19]. Israel denies Egyptian request to allow 52 PNC members living in the occupied territories toattend the PNC session in Algiers [FJ 4/19]. Palestinian student is wounded when guard at Jewish settlement of Kiryat Arba near Hebron opens fire [FJ 4/19].

Arab World: Israeli planes fly over Sidon on reconnaissance missions monitoring movement of Syrian troops [BG 4/16].

Occupied Palestine/Israel: Chief of Staff, Lt. Gen. Moshe Levy, apologizes to UN and Ireland for killing an Irish UNIFIL soldier [CSM 1/15]. Al-Najah University is ordered closed for a second week [FJ 1/16]. Birzeit University lecturer Salih 'Abd al-Jawwad, held on charges of inciting a student demonstration on 12/4, is released after 39 days in prison [FJ 1/16].

Arab World: PLO Chairman Arafat arrives in Algiers where he is expected to participate in unity talks with other PLO factions [FJ 1/16].

Other Countries: In item based on leaked information from draft of Senate Select Com. on Intelligence report, the Washington Post reveals that Amiram Nir, aide to then P.M. Peres, first suggested sending funds from Iranian arms deals to Nicaraguan contras and that Israelater shipped Soviet-made arms to the contras. Report contradicts the official Israeli version of events surrounding the affair [WP 1/11].

Occupied Palestine/Israel: P.M. Peres states he is considering ways to promote self-rule among Palestinians in the occupied territories, outlines plans to nominate mayors in 3 major West Bank towns, would consider easing restrictions on travel to Jordan [NYT 2/27]. Israeli Army Chief of Staff Moshe Levy states 170 people were arrested during 6-day sweep in S. Lebanon, some have been transferred toprisons in Israel [NYT, TS 2/27].

Arab World: Radio Monte Carlo broadcasts statements by Nayif Hawatmah, general secretary of the DFLP, and a representative of the Palestine Communist party outlining conditions for rapprochement with Yasir Arafat's Fateh faction: (1) cancellation of the 11 February Amman agreement; (2) convening of the PNC; (3) creation of a collective leadership in the PLO [FJ 2/28].

Arab World: Car bomb explodes outside entrance to 'Ain al-Hilwah refugee camp, near Sidon, killing driver and wounding 10; explosion occurred a half-hour before Palestinian students were to join a march to commemorate a slain Sidon leader [NYT, WP, CT 2/27].

Occupied Palestine/Israel: Another 20 Palestinians are put under administrative detention [NYT, LT 9/4]. Military review board rejects appeals submitted by 3 West Bank Palestinians against deportation orders issued against them a week ago. They are expected to appeal to Israeli High Court [FT 9/4]. Shafiqa Abu Sitteh, 25, "accidentally" shot by Israeli soldier in the Gaza Strip last week, dies from her wounds in Beersheba Hospital [FJ 9/6]. Israeli army spokesman reports Iraeli navy seized another yacht, the Gandha, off the coast of southern Lebanon on 8/31, arresting 2 Palestinians, a Greek, and a Briton who were aboard. Spokesman states Palestinians confessed to being members of Fateh and to planning attack against targets inside Israel. Def. Min. Yitzhak Rabin states Israeli navy will intercept vessels anywhere in the Mediterranean to prevent attacks on Israeli targets [LT, CT, MG, JP 9/3]. Israeli Chief of Staff Moshe Levy tours Golan Heights and declares 2-kilometer-wide strip along demarcation line a closed military zone. Army is reportedly building new fortifications and strengthening forces in the Golan [FJ 9/6]. Jewish Telegraphic Agency reports a Modi'in Ezrachi poll shows 60% of Israeli adult public favor amnesty for imprisoned members of Jewish underground; 34% oppose it UTA 9/3].

Other Countries: New York Times reports U.S. administrations discussing convening a meeting of Western European states to sponsor direct Arab-Israeli negotiations as alternative to the international conference which King Hussein and PLO insist on, which would include the Soviet Union [JP 9/3].

Occupied Palestine/Israel: Bomb explodes at bus stop at Gilo settlement, south of Jerusalem, wounding 6; 11 Palestinians are arrested [JP 9/3]. Abu Musa faction of Fateh reportedly claims responsibility [MG 9/3]. Unidentified people ambush settler's car in Gaza Strip; Israeli police say several bullets hit the car. Several Palestinians detained by police [Fl 9/6]. Stones thrown at Egged bus smash its windshield near Ramallah; 3 Palestinian youths detained and released [Fl 9/6].

Arab World: Gunmen seriously wound Hussayn al-Hayabi, 50, Palestinian guerrilla official loyal to Arafat, after storming his home in 'Ain al-Hilweh refugee camp. Hayabi is 7th Arafat loyalist attacked since July in 'Ain al-Hilweh, and only one to survive [BG,WP,MG 9/3].

Occupied Palestine/lsrael: UN Undersec. Urquhart meets with DM Rabin and Gen. Moshe Levy to discuss possible expanded UNIFIL role in Lebanon.

Other Countries: US Senate passes bill HR3398 (96-0) containing provision for a Free Trade Area with Israel. EL AL (London) reveals it has been supplying food to Arab airlines.

Military Action

Occupied Palestine/Israel: Youths on Ramallah-Nablus road and near Dhahariya village stone Israeli vehicles.

Arab World: After Israeli-led "South Lebanon Army" patrol ambushed nearby, killing 4, IDF troops and SLA forces herd together unarmed Shi'ite male villagers (between ages 15 & 60) and unleash revenge-seeking Druze SLA militia members to kill 13 and wound 27. Suicide truck bombing at US Embassy annex in Aukar (East Beirut) kills 23. IDF expels 4 British journalists from S. Lebanon [as Israel bars journalists without written IDF permission from area].

Military Action:

Lebanese military says that explosive device at US embassy was hexogene, equivalent to 1,320 lbs. TNT.

Casualties:

Rescue workers continue to clear rubble at US embassy, casualty figures rise to 47 dead or missing, including CIA's chief Middle East analyst; police arrest nearly 100 suspects in bombing, mostly from neighborhoods around Sabra and Shatila camps.

Israel/ Occupied Territories: Minsterial settlement committee approves 3 new West Bank settlements; General Moshe Levy takes over as chief of staff; Arens says Beirut embassy bombing justifies Israel's demands for security arrangements in Lebanon; Muslim leaders demand full control over all Waqf properties, administered since 1948 by Israeli Ministry of Religious Affairs.

Grenades, mortars, rockets fired in Tripoli fighting between Lebanese Communist Party rnilitia and Soldiers of God militia; land mine explodes near Khiyam; Italian MNF patrol attacked with RPGs near airport; remote-controlled bomb explodes near IDF vehicle outside refugee camp near Tyre, area closed and searched; IDF surrounds town of Barja, arrests 3 Lebanese suspected of involvement in ambushes.

Casualties:

2 killed, 7 wounded in Tripoli fighting, schools and shops closed in old quarter of city; 9 Italian MNF wounded in 2 Beirut attacks, 2 vehicles destroyed; Lebanese Army informs residents of Burj al-Barajneh camp in Beirut that government prohibits repairs of bombed-out roofs, arrests 15 on charges of abusive construction, threatens to arrest additional 34 tomorrow.

US and Other Countries: State Department announces progress after third day of talks between Shultz and Shamir, emphasizes proposals for increased US responsibility for security, including training and equipping elite Lebanese force to patrol border, expansion in size and responsibility of MNF, and creation of a joint Lebanese- Israeli-US military commission to oversee security zone in South Lebanon; US officials say incentives to Israel such as high aid levels and release of F-16s are likely to accompany agreement to troop withdrawal accord; in statement read to conference on Soviet Jewry, Reagan says plight of Soviet Jews who are denied right to emigrate will remain in forefront of US foreign policy and human rights concerns.
