Occupied Palestine/Israel: Israeli authorities issue 6-month town arrest orders against 2 unionists: Amal Wahdan, from al-Birah, of the Women's Work Committee; and 'Adnan Kilani, head of the Construction Workers Union in Ya'bad; arrests bring total number of known town arrestees in West Bank alone to 33 [FJ 8/14].

Arab World: President Habib Bourguiba of Tunisia announces he has divorced his second wife, Wassila, who had been an influential member of Mr. Bourguiba's governing circle and a strong advocate of the Palestinian cause [WP 8/12].

Military Action

Arab World: Israeli jets bomb suspected PLO and Abu Musa faction bases near Ba'albek in Biqa' Valley in Lebanon, killing 3 [LT 8/12].

Occupied Palestine/Israel: P.M. Peres arrives in Washington for talks with Reagan administration [NYT, LAT 10/17]. MK Meir Kahane is granted "certificate of identity" by U.S. consulate in Jerusalem [WP 10/17]. Knesset members walk out during half-hour speech by MK Meir Kahane in which he condemns Education Ministry's plans to sponsor meetings between Israeli and Palestinian students [JP 10/17].

Arab World: Tunisian Pres. Habib Bourguiba is reportedly at odds with most of his main advisors over whether to allow the PLO to retain its political headquarters in Tunis; Bourguiba is said to favor having the PLO leave, while his cabinet is arguing for closer relations with the rest of the Arab world [NYT 10/17]. King Hussein cuts short vacation in Northern Scotland and holds talks with British Foreign Office Minister for the M.E. Timothy Reton following failure of British to meet 2 PLO officials. Hussein then returns to 'Amman for talks with the PLO [DT 10/17]. Egyptian pilot of intercepted plane states U.S. jet fighters threated to fire on him if he did not agree to land in Sicily [MG 10/17]. Anti-American demonstrations erupt in Cairo for 2nd time in 4 days; leaders of opposition parties meet with Mubarak to ask that he sever relations with the U.S. and Israel [LAT 10/17].

Other Countries: U.S. announces body of man found on Syrian coast has been "positively identified" as that of Leon Klinghoffer [NYT 10/17]. UN General Assembly rejects attempt by 18 Arab states to oust Israel from the assembly. Egypt, Jordan, and Oman do not join in the effort [NYT 10/17]. Italian govt. falls over Achille Lauro affair. Republican party of Defense Minister Giovanni Spadolini withdraws from coalition in protest of decision to let Muhammad 'Abbas go free [NYT 10/17]. Socialist International, meeting in Vienna, lambasts Irael for Tunis air raid; speakers from Labor and Social Democratic parties from 10 countries (including Austria, W. Germany, Italy, and Tunisia) condemn the raid. Statement is issued at conclusion calling for political negotiations without preconditions, stating "all parties involved in the conflict must take part" [JP 10/17]. Spain's consul-general says Spain is expected to establish diplomatic ties with Israel by 31 December 1985, the day Spain is scheduled to enter the EEC [JP 10/18]. 

Military Action:

PLO rebels, supported by PFLP-GC and Saiqa fighters, launch series of attacks against loyalist positions along Beirut-Damascus highway toward Shtawra, taking 3 to 6 positions.

Casualties:

15 killed, 20 wounded among Fateh loyalists, commander of Yarmouk brigade reportedly captured by rebels; Lebanese police report total of 28 deaths in Beqaa fighting since Monday.

Palestinians/ Lebanese: Arafat travels to Algiers.

Arab Governments: Egypt's newly appointed ambassador to Israel says he will not take up residence there as long as Israeli troops remain in Lebanon without timetable for their withdrawal; Habib meets King Fahd in Riyadh, then travels to Cairo.

Political Responses:

Israel/ Occupied Territories: Representatives of 10 West Bank municipalities hold secret meeting in Toubas, reportedly to discuss question of contacts with Israeli Civil Administration.

Palestinians/ Lebanese: Arafat has talks with Algerian President Benjadid in Algiers, Tunisian President Bourguiba in Tunis.

Arab Governments: Syria says discussion of withdrawal of its troops from Lebanon will not take place until after total withdrawal of IDF; Mubarak and Habib meet in Cairo.

Military Action:

IDF moves into Chouf to disengage Druze and Phalange forces after all night artillery exchanges. Casualties: 4 dead, 7 wounded in Bsada, Maroufieh, Dhour Schweir, bringing to 100 total casualties in 9 weeks in Chouf.

Political Responses:

Israel/ Occupied Territories: Sharon says Israelis will not become involved in any fighting while in Zaire, Israel hopes to expand ties with Zaire to include economy, diplomatic cooperation and agriculture; Energy Minister Yitzhak Modai announces planned 800 megawatt hydro-electric plant at Dead Sea will be postponed, but construction of Med-Dead canal will continue, that Israel plans coaland nuclear-powered plants in the Negev; security forces arrest Najah University lecturer Sami Kilani, still hold 9 student council members, impose curfew on Nablus market area after protests over effective closure of Najah by daily roadblocks.

Palestinians/ Lebanese: Arafat meets with King Hassan in Marrakesh; Lebanese Government agrees to US troops in surveillance stations in South, seeks to end current border anarchy of Israeli goods entering Lebanon; Saad Haddad tells Lebanese press he's willing to withdraw if it's in best interests of Lebanon.

Arab Governments: Syrian Chief of Staff Gen. Hikmat Chehabi goes to Saudi Arabia with message from Assad for King Fahd; Syrian budget reportedly $4.6 billion, of which 54% or $2.6 billion goes to Ministry of Defense; President Mubarak, Prime Minister Kamal Hassan Ali, Undersecretary Osama el-Baz meet with Habib in Cairo; King Fahd meets with Habib in Riyadh.

Military Action:

Druze and Phalange militia exchange fire in Chouf; US Marines on full alert and deploy in firing positions as IDF patrol confronts Marines at checkpoint near Lebanese University; IDF armored car backs into barbed wire fence at another Marine checkpoint; US Embassy expresses concern over incidents to Israeli Government.

Palestinians/ Lebanese: Following week of meetings in Tripoli, Libya, PFLP, DFLP, PFLP-GC, Saiqa and PSF statement rejecting Fez and Reagan plans and any form of recognition or negotiation with the expansionist Zionist entity, adherence to armed struggle to liberate Palestine and all the occupied Arab territories; Lebanese- Israeli-US negotiators, meeting for 51?2 hours at Khalde, discuss ending state of war and security zone, make enough progress to turn issues over to subcommittee of Antoine Fattal, Eli Rubenstein, Christopher Ross, and form another subcommittee to deal with timetable for withdrawal of troops.

Arab Governments: Egyptian President Mubarak says Arabs must act on Reagan plan by end of year, PLO Chairman should recognize Israel, unilaterally if necessary; Syrian Foreign Minister Khaddam tours Bahrain, Saudi Arabia, Kuwait, UAE and Qatar; King Hussein returns to Jordan from talks with King Fahd in Saudi Arabia.

US and Other Countries: Habib and Draper will divide responsibilities to accelerate the peace process; State Department refuses to qualify last week's statement suggesting possibility of shortening the autonomy period; US says USSR has sent 90 aircraft, mostly MiG-21s, and 12 SA-5 missiles to Syria, which would be particularly effective against E2-C Hawkeye surveillance aircraft used by Israel in Lebanon war; 2 US soldiers in multinational force in Sinai wounded in mine explosion near Ofira; former Presidents Carter and Ford, in joint article, say that Israeli occupation of West Bank and Gaza is a major obstacle to any moderate Arab initiative for peace in the Middle East, and urge King Hussein to join autonomy talks; West German Foreign Minister Genscher attacks Israeli settlement policy, does not recognize the PLO or support an independent Palestinian state, but supports the June 1980 Venice Declaration that the PLO be involved in the peace process.

Casualties:

IDF soldier dies of wounds from Tyre building collapse; Wazzan promises to investigate raid on Palestinian-run hospital, says it won't happen again (drugs taken now estimated at $500-650,000 in value).

Arab Governments: Mubarak and Habib issue joint statement calling for Israeli withdrawal from Lebanon, urging Jordanian and Palestinian inclusion in Mideast peace talks; Habib leaves for Morocco for talks with King Hassan and Saudi King Fahd; Egyptian Foreign Minister Hassan Ali says US sent message to PLO through Cairo saying PLO recognition of Israel would enable US to deal with PLO; semi-official al-Ahram criticizes PLO rejection of Reagan plan.

US and Other Countries: US State Department asserts PLO Central Council did not reject Reagan plan.
