10 Palestinians were killed and dozens injured during fighting in Ain al-Hilweh refugee camp in Lebanon over the weekend. Fighting reignited on 9/7 after a month of relative quiet. The Jerusalem District Planning Authority approved the construction of 2 new Israeli settlements, Kidmat Tzion and the Hebron Strip, which is an extension of Givat Hamatos, in East Jerusalem. Kidmat Tzion lies within Ras al-Amud and will have 385 housing units. The plan was pushed by the Ateret Cohanim settlement organization which presented the plans in April. The Hebron Strip, of which 2/3 is in East Jerusalem, will have 3,500 housing units, a hotel, and a commercial area. (PCN 9/8; HA 9/11)

Al-Quds newspaper reported the U.S. has supplied the PA with armored vehicles, bullets, tear gas, sound bombs, riot shields, and k-9s with the approval of Israel. Palestinian and Israeli sources later told Haaretz that the U.S. had only transferred armored vehicles to the PA. The U.S. State Department denied that the U.S. had supplied weapons or ammunition. Israeli national security minister Itamar Ben-Gvir warned Prime Minister Benjamin Netanyahu of consequences if Israel had allowed weapons to be transferred to the PA. Netanyahu later confirmed that Israel had facilitated the transfer of armored vehciles to the PA, but not weapons. The PA said it had not received equipment from Israel. Israel’s Interior Ministry said that Palestinian Americans living in Gaza who are not considered a security threat by Israel will be able to enter Israel on a B2 tourist visa and use Israeli airports. First-degree Palestinian American relatives of people living in Gaza will also be allowed to visit Gaza for up to 90 days once a year. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf met with Israeli officials, reportedly discussing Palestinian demands related to the Israel-Saudi normalization deal. Israeli national security advisor Tzachi Hanegbi said at a conference at Reichman University that he is in talks with the PA about their demands but had threatened that if the PA approach the ICJ Israel will sever security and political ties. More than 20,000 people were feared dead after a storm broke 2 dams near the eastern Libyan city of Derma. At least 23 Palestinians died in the flood. The PA’s Emergency Intervention and Response Team arrived in Libya on 9/13 to assist with finding survivors. The storm also caused flooding in Gaza, damaging infrastructure and homes. Axios reported that the PA has provided Saudi Arabia with a list of possible deliverables in exchange for not opposing Saudi-Israeli normalization. PLO secretary-general Hussein al-Sheikh was reported to have given Saudi national security advisor Musaed bin Mohammed al-Aiban the list 3 months ago. The list reportedly included: changing the status of parts of Area C to Area B, for the U.S. to reopen its consulate to Palestinians in Jerusalem, for Saudi Arabia open a consulate to the PA in Jerusalem, for Saudi Arabia to resume funding of the PA, and for Israel to agree to resume final status negotiations under a clear timeline. Axios further reported that al-Sheikh, PA intelligence chief Majed Faraj, and PA president Mahmoud Abbas’ foreign policy advisor Majdi Khaldi met with U.S. assistant secretary of state for near eastern affairs Barbara Leaf last week in Jordan. Axios later reported that the meeting between the Palestinian officials and Leaf was tense, as Leaf dismissed the idea that the U.S. would support Palestine to obtain full UN membership. The Wall Street Journal reported that Saudi Arabia had agreed to resume financial aid to the PA in exchange for the PA ending its opposition to Saudi normalization with Israel. The Journal said that if PA counterterrorism measures in the West Bank succeeded then Saudi would not enter a normalization agreement that undermines efforts to create a Palestinian state. Parts of the minutes from the Israeli cabinet meeting on 8/30/1993, where the draft declaration of principles for the Oslo Accords were approved by the Israeli government, were released by the Israeli State Archive. In the meeting, then Foreign Minister Shimon Peres told the cabinet that the Palestinian negotiators wanted the Israeli settlements evacuated and upon Israel’s refusal offered to make the settlements free trade zones where both Palestinians and Israelis could live, which was also rejected by Israel. Israel held general elections for the 5th time since 2019. The right-wing bloc led by Benjamin Netanyahu won a majority of the seats and is expected to form a government in the coming weeks. The Likud Party won the most seats with 32. Yair Lapid’s Yesh Atid gained 24 seats while the third largest party was the Religious Zionism alliance, made up of the Zionist National Union-Tkuma and the Otzma Yehudit party and led by Bezalel Smotrich and Itamar Ben-Gvir, which won 14 seats. It was reported that Palestinian children in Tuba had been unable to attend school for 2 days as Israeli soldiers began refusing escorting the children to their school. Since 2004, Israeli soldiers have escorted children in Tuba to their school to protect them from settler attacks. Residents in Tuba said they believe canceling the escorting of the children was related to an incident on 9/12 where 1 Israeli settler was reported injured nearby after armed Israeli settlers attacked Palestinians working their land. The U.S. state department’s annual fiscal transparency report said that the PA has failed to provide complete data on its budget within the required period. The report noted that the budget was not approved by the Palestinian legislator and information about debt was incomplete. The State Department report called on the PA to publish its executive budget. U.S. Assistant Secretary of State for Near Eastern Affairs Barbara Leaf has in recent weeks met with Israeli and PA officials, calling on both parties to ensure that the PA is strengthened as both the U.S. and Israel have expressed concerns that the PA does not have the power to exert control over parts of Area A. The PA has said that the security instability in the West Bank is caused by Israeli raids and that calm would ensue if Israel stopped these raids. The Israeli supreme court rejected a petition for a retrial in a case where the Israeli settler group Ateret Cohanim allegedly purchased 3 buildings in the Old City from the Greek Orthodox church, allowing the settler organization to evict the Palestinian tenants. The Greek Orthodox church called the ruling “unfair” and without “any legal logical basis.” The EU voiced concern about the supreme court ruling. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. UN special coordinator for the Middle East peace process Tor Wennesland called on Israel to cease settlement activities and displacement of Palestinians in East Jerusalem during a UN security council meeting. In the West Bank, Israeli settlers with military escort attempted to raid a school in al-Lubban ash-Sharqiya before they were repelled by Palestinians protecting the students. Israeli forces razed agricultural lands in Birin, uprooting 120 olive and almond trees and demolishing 1 well in Khillat al-Furn. Israeli forces also raided Birzeit University, injuring 1 student with a rubber-coated bullet who was protesting the raid. 17 Palestinians were arrested during raids in Deir Abu Mash‘al, Deir Nidham, Kafr Ni‘ma, Bethlehem, al-Walaja, Sa‘ir, al-Shuyukh, Tarqumiyah, Tulkarm, Far‘un, and Kafr al-Labad; Israel also said that it had arrested 11 students of An-Najah University in Nablus, saying they were connected to a Hamas student network. In East Jerusalem, Israeli forces demolished the foundations to a house in al-Tur and demolished 1 house near the Old City. 2 Palestinians were arrested during late-night raids in Wadi al-Juz and Isawiya; Israeli forces confiscated 11,500 NIS ($7,300) during a raid in Sur Baher. Israeli Channel 13 reported that a group called Returning to the Mount are praying at the Haram al-Sharif compound by disguising themselves as Muslims while following Islamic practices of prayer, but reciting Jewish prayers. Israel’s prime minister Naftali Bennett said settler violence is an “insignificant phenomena” in the West Bank, criticizing Israel’s public security minister Omer Bar-Lev, who on 12/13 brought up the issue in a meeting with U.S. state department undersecretary for political affairs Victoria Nuland. Prime Minister Bennett said that the settlers were the victims in the West Bank and needed the support of the Israeli government. Public Security Minister Bar-Lev subsequently reiterated his focus on settler violence during a trip to Hebron, saying that “it is truly difficult for some to look in the mirror” instead of tackling the issue of extremist settlers. Human Rights Watch (HRW) called on the UN Commission of Inquiry to investigate what HRW have found to be organized discriminatory behavior of Israeli law enforcement agencies when dealing with “Jewish ultra nationalist” and Palestinian citizens of Israel during the May 2021 civil unrest. Israel’s interior minister Ayelet Shaked announced that plans to construct the Trump Heights settlement in the Israeli occupied Golan Heights had advanced. The Trump Heights settlement, named after former U.S. president Donald Trump, will cover 70 acres. The announcement stated that construction of homes, public buildings, industrial zones, and roads can begin. (HA 12/14)

The Knesset passed the 1st reading of a bill that would allow Israeli police to conduct house raids in Israel without a court-issued warrant. An explanatory note to the bill clarified that the bill was intended for the Israeli police to use “in its battle against serious crime, and particularly serious crime in Arab society.” (Knesset 12/14; MEMO 12/15)

The UAE said it had suspended talks with the U.S. on buying 50 F-35 fighter jets, citing “[t]echnical requirements, sovereign operational restrictions, and cost/benefit analysis.” The announcement follows U.S. concerns about the UAE’s relationship to China, including the UAE using Huawei 5G technology. The Trump administration had agreed to allow the UAE to purchase the F-35 fighter jets as part of the UAE’s and Israel’s normalization agreement. The UAE announced on 12/3, during a visit to the country by French president Emmanuel Macron, that it would buy 80 French-made Rafale fighter jets and 12 military helicopters. The U.S. embassy in Rabat said the assistant secretary of state for Near Eastern affairs David Schenker had made “a historic visit” to the Moroccan-occupied Western Sahara.
