Israeli forces also arrest 25 Palestinians during raids in and around Hebron, Nablus, Tulkarm, Qalqilya, and Jerusalem. In East Jerusalem, Christians mark Good Friday while thousands of Christians from the West Bank are prevented from entering the city. Around 125,000 worshippers attend Friday prayers at the Haram al-Sharif compound. In Gaza, Israeli forces bomb Gaza City, Khan Yunis, Rafah, Maghazi, Jabalia refugee camp, and Nuseirat refugee camp, killing at least 71 people, including 17 people at a police station in Gaza City. Israeli forces continue to raid and besiege al-Shifa Hospital. An Israeli soldier is killed in combat. In Lebanon, Israeli forces assassinate Hezbollah member Ali Abed Akhsan Naim in an airstrike on Bazouriyeh. Israeli forces also bomb Ayta ash Shab and Meiss Ej Jabal. In Syria, Israeli forces bomb Aleppo, killing 52 people. A Syrian colonel is assassinated when his booby-trapped car explodes in Damascus. The colonel reportedly had close links to Hezbollah. More than 32,623 Palestinians have been killed by Israeli forces in Gaza, including at least 13,400 children and 8,900 women, and around 75,092 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 444 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 111 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 253 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Israeli prime minister Benjamin Netanyahu says Israel will return to ceasefire negotiations. Defense Minister Yoav Gallant reportedly pitched to U.S. officials during his visit to Washington D.C. earlier this week that Arab forces are brought to Gaza to defend aid convoys and the jetty the U.S. is planning to build. The Washington Post reports that the U.S. has approved the transfer of 1,800 MK84 2,000-pound bombs, 500 MK82 500-pound bombs, and F35-A fighter jets worth $2.5 billion to Israel. The Times of Israel reports that the U.S. has informed the Israeli Finance Ministry that U.S. sanctions on Israeli settlers do not have to be enforced by Israeli banks. The Harvard University law school’s student government calls on the university to “divest completely from weapons manufacturers, firms, academic programs, corporations, and all other institutions that aid the ongoing illegal occupation of Palestine and the genocide of Palestinians.” (AJ 3/31)

In the West Bank, Israeli settlers vandalize 50 olive and almond trees in Majdal Bani Fadil. Israeli settlers also attack Palestinian shepherds in Khirbet al-Farisiyya. Israeli forces shoot and kill 2 Palestinians and injure 4 others during a raid in Jenin. Israeli forces also shoot and kill a 15-year-old Palestinian, claiming he tried to stab 2 soldiers at the Tunnel checkpoint near Bethlehem. Elsewhere, Israeli forces demolish 2 commercial structures in al-‘Awja and issue a demolition notice for a home in Jenin refugee camp. Israeli forces arrest 6 Palestinians during raids in ‘Arura and Beit Umar. In East Jerusalem, 212 Israeli settlers tour the Haram al-Sharif compound. Israeli military spokesperson Daniel Hagari says Israel plans to force “a significant amount of the 1.4 million” people sheltering in Rafah to “humanitarian islands that we will create with the international community.” Hagari also says Israel will flood Gaza with aid. The EU, U.S., UK, Cyprus, UAE, and Qatar issue a joint statement calling on Israel to open more land crossings to Gaza to enable the delivery of aid. Dutch prime minister Mark Rutte meets with Israeli prime minister Benjamin Netanyahu, calling on him to “drastically reduce the level of force” used in Gaza and not to invade Rafah. A UNIFIL investigation finds that Israel shot and killed Reuters journalist Issam Abdallah with a tank shell in Lebanon on 10/13/2023, despite there being no fire or active combat in the area for 40 minutes prior to the killing and Abdallah and the other journalists being clearly marked as journalists. 6 other journalists were injured in the attack. Forensic Architecture releases a report saying Israeli evacuations of Palestinians in Gaza may amount to forced displacement and that Palestinian civilians have been “bombed, shot at, executed, arrested, tortured, treated in a degrading manner, and forcibly disappeared by the Israeli military along roads, corridors and zones declared ‘safe.’” (AJ, FA 3/13)

In the West Bank, Israeli settlers injured 5 Palestinians in Yasuf, including 3 with live ammunition and 2 with stones. Israeli settlers also assaulted Palestinians harvesting olives in Deir Istiya and al-Khader. A Palestinian family of 16 fled their home in Khirbet ar-Ratheem, south of Hebron, after Israeli settlers raided the area, causing destruction to their property and threatening them with guns. Israeli forces shot and killed a Palestinian minor during a raid in Jericho. Israeli forces also shot and injured 10 Palestinians with live ammunition during raids in Askar refugee camp, Beita, and Deir as-Sudan. Elsewhere, Israeli forces punitively demolished the home of a Palestinian man in Aqabat Jaber refugee camp using explosives. Israeli forces also seized Hamas political bureau deputy leader Salah al-Arouri’s home in Bani Zeid al-Sharqiya, turning it in to a Shin Bet facility. Meanwhile, Israeli forces prevented Palestinians from harvesting olives in Duma, Burin, Zabbuba, and Sebastia. More than 120 Palestinians were arrested during late-night raids in Aroura, Rantis, Bethlehem, Hebron, Deir Sammit, and Nablus. The Palestinian Prisoners Club said at least 1,070 Palestinians have been arrested in the West Bank since 10/7. In Gaza, around 250 Palestinians were killed in Israeli airstrikes. Rockets were fired at Israel; no new fatalities were reported. In Lebanon, anti-tank missiles fired at Israel wounded an Israeli soldier and Israel attacked Hezbollah-linked sites. Hezbollah said 19 of its members have been killed by Israel since 10/7, including 6 today. The Gaza Ministry of Health said as of 5 p.m. at least 4,385 Palestinians had been killed, including at least 1,524 children, and 13,561 had been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. The UN said that about 70% of Palestinians killed in Gaza are children and women. It is estimated that hundreds are still trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 84 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 26 children. More than 1,653 have been injured, including at least 360 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 4,629 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 26,756 housing units have been destroyed and 139,000 have been damaged in Israeli airstrikes since 10/7. At least 42% of all housing units have been either destroyed or damaged in Israeli airstrikes. 43 unidentified Palestinians were buried in a mass grave in Gaza City. It was the second time Palestinians in Gaza were buried in mass graves this week. The Palestinian Health Ministry said 37 medical personnel have been killed since 10/7 and 7 hospitals no longer are operational. The first trucks carrying aid to Gaza arrived through the Rafah crossing. About 35 trucks carrying aid entered Gaza. Israeli military spokesperson Daniel Hagari said fuel will not enter Gaza via the Rafah crossing. UNRWA said 17 of its staff members have been killed and 35 of its buildings damaged in Israeli airstrikes since 10/7. A PA official told Haaretz that Israel only allowed the aid that arrived in Gaza today to enter because of the release of 2 captives on 10/20 and that future aid will depend on the release of more captives. The official said that the U.S. and European countries have been trying to link aid to the release of civilian captives. (HA 10/21)

5 UN agencies released a joint statement calling the situation in Gaza “catastrophic.” (HA 10/21; WAFA 10/22)

Leaders from the PA, Egypt, Jordan, Bahrain, Qatar, Italy, Spain, Greece, Cyprus, South Africa, the UAE, UN, and EU, and senior government officials from Kuwait, Germany, France, Japan, Norway, Russia, and China met at the Cairo Peace Summit on Israel’s war on Gaza. Jordanian king Abdullah II said “[t]oday Israel is literally starving civilians in Gaza but for decades Palestinians have been starved of hope, of freedom and of future,” complaining that Israel is never held accountable and calling its actions in Gaza a war crime. UN secretary-general Antonio Guterres said Hamas’ attack does not justify “collective punishment of the Palestinian people.” PA president Mahmoud Abbas called on Hamas and Israel to release all captives and prisoners. The summit ended without agreement on a joint statement. Abbas met with Spanish prime minister Pedro Sanchez, EU high representative for foreign affairs Josep Borell, European Council president Charles Michel, Italian prime minister Giorgia Meloni, Japanese foreign minister Yoko Kamikawa, and South African president Cyril Ramaphosa on the sidelines of the summit. The U.S. introduced a draft UN Security Council resolution, saying Israel has a right to defend itself, Iran needs to stop exporting arms to “militias and terrorist groups,” and calling for unhindered aid and protection of civilians. (HA 10/21)

AP said, based on videos, its experts have determined that it was likely an errant rocket that caused the explosion at al-Ahli Arab Hospital on 10/17. French and Canadian intelligence also suggested that an errant rocket fired by Palestinian militants caused the explosion. Investigations by UK Channel 4, Al Jazeera, and Forensic Architecture have concluded that it was likely an Israeli airstrike or artillery fire that caused the explosion. Israeli forces demolished 1 house in Dahariya, 1 agricultural structure in Beit Jala, 1 agricultural structure in Hebron, and 1 commercial structure in al-Walaja and razed land in Sur Bahir. A delegation of EU officials met with Sebastia mayor Mohammad Azem to learn about the recent Israeli measures to seize Sebastia’s archeological site. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. 3 Israeli soldiers were sentenced for abducting and assaulting 1 Palestinian man before releasing him in a remote area. 2 of the soldiers were sentenced to 60 days in prison while the third was sentenced to 40 days. (TOI, TOI 5/24; AJ 5/25)

The Knesset approved the Israeli government’s 2023-24 budget, which was criticized for heavily favoring ultra-orthodox communities in Israel. Approximately $4 billion is allocated in discretionary funds for ultra-Orthodox and pro-settler parties. The Otzma Yehudit party also said it had been appeased by the allocation of $67 million to Judaize the Naqab and Galilee through the Negev and Galilee development ministry. The EU and U.S. expressed dismay with a bill that the Knesset Ministerial Committee for Legislation was set to debate on 5/28. The bill would impose a 65% tax on non-profits that receive funding from foreign governments while engaging in public advocacy. According to the bill it seeks to curb foreign interference. PayPal shareholders warned the company that they will take action if it does not expand access to the platform to Palestinians in the West Bank and Gaza. At the same time, U.S. congressperson Mark Pocan (D-WI) circulated a letter among his colleagues calling on PayPal CEO Dan Shulman to allow Palestinians equal access to the company’s services. Forensic Architecture released an investigation in cooperation with Adalah on the Tantura Massacre committed by the Israeli army 1 week after the establishment of Israel. In the West Bank, Israeli forces shot and injured 1 Palestinian minor approaching the separation wall near Faqqua. Israeli forces also shot and injured 3 Palestinians during a raid in Ni’lin, and injured others with tear gas. Meanwhile, Israeli forces shot and injured 1 Palestinian during a raid in Nabi Salih. Israeli forces also demolished 2 residential structures in az-Za’ayyyem, displacing 11. In East Jerusalem, Israeli forces assaulted 1 Palestinian in the Old City. Israeli forces also assaulted several Palestinians in Jabel Mukaber. 1 Palestinian was arrested in Sur Baher. In Gaza, 1 rocket was launched at Israel, landing in an open area; no damage was reported. Israeli forces also opened fire at Palestinian farmers east of al-Qarara, Dayr al-Balah, and Jabaliya. VICE released their own investigation into the death of Walid al-Sharif, who was shot on 4/22/2022 at the Haram al-Sharif compound, concluding that he died of a baton round to the head fired by Israeli forces. Israeli authorities had maintained that the 23-year-old had died because he fell while running from Israeli forces. Sharif fell into a coma after being hit by the baton round and died on 5/14/2022. In the West Bank, Palestinian militant factions protested PA cooperation with Israel by burning tires and throwing stones at PA security forces in Nablus and Jenin. In Nablus, 1 Palestinian was killed and 2 were injured during the unrest; the PA claimed it was not present during the killing of the man, who was said to be a bystander. Israeli forces shot and injured 1 Palestinian man during a funeral procession in Beit Umar; others suffered tear-gas related injuries. Israeli forces also fired tear gas at Palestinians protesting a raid in Rumana, causing tear-gas related injuries. Elsewhere, Israeli forces arrested 1 Palestinian NGO worker, detained others, and seized 1 vehicle while the workers were doing maintenance work on solar panels in Wadi al-Faw. Israeli forces also pumped cement in 2 water wells in al-Ras and Kafr Abbush and seized a stone-cutting machine in Beit Fajjar. 8 Palestinians were arrested during late-night raids in Biddu, Beit Duqqu, Bethlehem, Bayt Rima, and Deir Nidham. 1 Palestinian cancer patient died in Gaza while waiting to obtain a permit from Israel to travel to East Jerusalem for treatment. The man is the 6th Palestinian in Gaza to die of cancer this year while waiting for Israeli permission to travel for treatment. (PCHR 9/21)

A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. A forensic investigation by Al Haq and Forensic Architecture also found that Israeli soldiers deliberately targeted Shireen Abu Akleh when she was shot on 5/11/22. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. Türkiye president Recep Tayyip Erdoğan and Israeli prime minister Yair Lapid held a meeting on the sidelines of the UNGA. It was the 1st time since 2008 that an Israeli prime minister has met with the leader of Türkiye. (AX, HA 9/20; AJ, ALM, MEE, REU 9/21)

In the West Bank, Israeli forces leveled land near Abu Dis to expand nearby settlements. 15 Palestinians were arrested, including 12 during a raid in and around Jenin, Tubas, Hizma, Bethlehem, Harmala, Bayt Umar, and al-‘Arub refugee camp, and 3 Palestinians were arrested at a checkpoint near Hebron. In East Jerusalem, 2 Palestinians were arrested in al-Tur and Shu‘fat refugee camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 4 nautical miles west of Bayt Lahiya; no injuries were reported. In a report, Forensic Architecture concluded that a Palestinian man Ahmed Erekat was killed by Israeli forces in an “extrajudicial execution” on 7/23/2020. The Forensic Architecture report stated that Erekat was shot and killed while not posing a threat to Israeli forces and that the forces had prevented him from getting medical attention after he was shot. Israel claims that Erekat intended to ram Israeli forces at a checkpoint, but the report states that he did not accelerate his car while approaching the checkpoint, that he kept a low speed of 9.3 miles per hour, and that he held his arms in the air after exiting his vehicle after the accident. Israel announced that it will share COVID-19 vaccination doses with Guatemala, Honduras, the Czech Republic, and Hungary, all countries that have enhanced ties to Israel in the last couple of years. Israel has been widely criticized for refusing to provide vaccines to Palestinians in the occupied territories, including by U.S. senator Bernie Sanders (D-VT), who said it was “outrageous that [Israeli prime minister Benjamin] Netanyahu would use spare vaccines to reward his foreign allies while so many Palestinians in the occupied territories are still waiting.” The PA foreign minister Riyad al-Maliki called Israel’s decision immoral. The World Bank threatened to suspend its financing of the COVID-19 vaccine campaign in Lebanon after reports that the vaccines had been given to politicians rather than people who should be 1st in line for a vaccine, such as health workers and the elderly. (AP 2/22)

U.S. state department officials attended a meeting at the Ad Hoc Liaison Committee. At the meeting, PA prime minister Mohammed Shtayyeh welcomed the U.S. delegation and said that Israel was systematically destroying the possibility of a 2-state solution. (AP, WAFA 2/23)
