In the West Bank, Israeli settlers set fire to a Palestinian-owned car and threw stones at Palestinian vehicles near ‘Urif. Israeli settlers also attacked Israeli forces that were pursuing the suspected arsonist, blocking the soldiers’ vehicle and pushing the soldiers. Elsewhere, Israeli settlers threw stones at 2 schools and homes in Burqa. Israeli settlers also the slashed tires of Palestinian vehicles in Hebron. Israeli forces uprooted olive trees from a settlement farm after the Israeli Supreme Court ruled that the farmland belongs to Palestinian families. Some 40 Israeli settlers were detained during the razing of the land. Israeli forces also issued a demolition notice and a stop-work order for 2 homes in Birin. Elsewhere, Israeli forces demolished 1 house in Shaab al-Butum and uprooted 100 olive and almond trees in Khillet al-Dabe in the Masafer Yatta area. 20 Palestinians were arrested during late-night raids in Husan, Bethlehem, Kafr Malik, Beit Sira, Tell, Nablus, Tulkarm, and Bidya. The Knesset passed a law that allows the interior ministry to revoke the residency and citizenship of Palestinians in Israel who are convicted of terrorism and receive funding from the PA. Reuters reported that the UN Security Council was considering a draft resolution written by the UAE in coordination with the PA to have the body condemn Israel’s settlement announcement from 2/12. The U.S. State Department called the draft resolution “unhelpful” but did not say if the U.S. would veto it. The vote is likely to take place on 2/20. (AX 2/14; REU 2/15; HA, REU 2/16; AP, HA 2/17)

An investigation by dozens of media outlets worldwide led by Forbidden Stories revealed that an Israeli company has been hired to meddle in election campaigns throughout the world. According to the company’s senior staff, the company has successfully meddled in 27 of 33 presidential-level campaigns it has been involved in, including in the 2022 Kenyan elections and the Nigerian elections in 2015. In the West Bank, Israeli settlers destroyed a memorial for 1 Palestinian rights activist who was killed by Israeli forces on 1/5 in Umm al-Khair. Israeli settlers also assaulted 1 Palestinian farmer in Kisan. Israeli forces shot and killed 1 Palestinian man and injured 3 by live ammunition and 2 with baton rounds during a raid in Halhul. Israeli forces also shot and injured 1 Palestinian with live ammunition during a raid in Nablus. Elsewhere, Israeli forces shot and injured 3 Palestinians with live ammunition during a raid in Jenin refugee camp. Israeli forces also raided Jayyus, injuring 1 Palestinian with live ammunition and confiscating 1 bulldozer. Meanwhile, Israeli forces demolished an apartment building under construction in Beit Jala. Israeli forces also delivered a punitive demolition notice and took measurements for a separate punitive demolition in Rumana. 7 Palestinians were arrested during late-night raids in Baytin, al-Mazra‘a ash-Sharqiya, Tell, Tammun, Nur Shams refugee camp, and Tulkarm. In East Jerusalem, 9 Palestinians were arrested, and 1 Palestinian was assaulted before being taken to a hospital for treatment during a late-night raid in Isawiya and the Old City. Israeli prime minister Naftali Bennett met with UAE president Sheikh Mohammed bin Zayed al Nahyan in Abu Dhabi. Israeli media speculated if the meeting was part of Israeli and U.S. preparations to normalize relations between Saudi Arabia and Israel. (AJ, ALM, AP, HA, NYT, REU 6/9; HA 6/10)

Israel announced that Israeli citizens will be able to travel to the Qatar 2022 soccer World Cup, despite Israel and Qatar not having formal relations. Foreign minister Yair Lapid said the development “opens a new door for us to warm ties [with Qatar].” Israel is not qualified for the World Cup in Qatar. (MEE, REU 6/9)

The U.S. state department announced that the Palestinian Affairs Unit at the Israeli embassy will change its name to U.S. Office of Palestinian Affairs and start reporting directly to the Near Eastern Affairs Bureau in the State Department “on substantive matters” instead of the U.S. embassy in Jerusalem. The diplomatic representative to the PA was also changed from U.S. ambassador to Israel Tom Nides to Hady Amr, who was promoted to the state department envoy to Palestinians. The PA has demanded that the Biden administration uphold president Joe Biden’s promises made during his presidential campaign, including to reopen the U.S. consulate to Palestinians in Jerusalem. A bipartisan group of members of the U.S. house and senate introduced legislation that would require the defense department to submit a strategy for an integrated air and missile defense system for Israel, Jordan, Egypt, Iraq, Saudi Arabia, the UAE, Qatar, Bahrain, Kuwait, and Oman within 180 days. The bill, “the Deterring Enemy Forces and Enabling National Defenses Act of 2022,” was described as an effort to bolster Israeli ties with countries in the Middle East. The senate version of the bill was introduced by Cory Booker (D-NJ), Jacky Rosen (D-NV), Joni Ernst (R-IA), and James Lankford (R-OK), while the house version was introduced by Brad Schneider (D-IL), David Trone (D-MD), Jimmy Panetta (D-CA), Cathy McMorris Rodgers (R-WA), Ann Wagner (R-MO), and Don Bacon (R-NE). The director general of the international atomic energy agency (IAEA) Rafael Grosso warned that Iran is in the process of removing 27 surveillance cameras from the country’s nuclear sites. The Iranian move comes as the progress in talks for the U.S. to renter the Iran nuclear deal has stalled, and Israel has intensified its assassinations of Iranian military personnel and scientists. Director General Grosso said that Iran would leave some 40 surveillance cameras at its nuclear facilities. In the West Bank, armed Israeli settlers chanted racist slogans at Palestinians traveling near the entrance of Nabi Salih. Israeli settlers also threw stones at a Palestinian vehicle in the Masafer Yatta area, causing damage to the car. Israeli forces seized 1 tractor in the Jordan Valley. Israeli forces also blocked an agricultural road near Qusra with dirt mounds. Elsewhere, Israeli forces dismantled and seized 2 residential structures in al-Ouja, displacing 12. Israeli forces also raided Bayt Liqya, leading to a confrontation with Palestinians; 3 were injured by rubber-coated bullets and others suffered tear-gas related injuries. 32 Palestinians were arrested, including 2 at a checkpoint near Burqa and 30 during late-night raids in Abu Dis, Tuqu‘, Madama, Tell, Kafr al-Labad, Kafr Abbush, Illar, Ya‘bad, Fahma, and Tayba. In East Jerusalem, Israeli settlers led by MK Itamar Ben-Gvir toured Sheikh Jarrah. 1 Palestinian minor was arrested in the Old City. Haaretz reported that declassified material from the Shin Bet revealed that Israel funded and ran the Khaim prison together with the South Lebanon Army in the southern part of Lebanon. The documents revealed that from 1985 to 2000, prisoners in the Khaim prison were tortured and held in indefinite detention without a trial. (HA 3/23)

In the West Bank, 1 Israeli settler rammed his car into 1 Palestinian east of Qalandia, causing injuries. Israeli settlers also threw stones at Palestinian houses and vehicles in Jalud, causing damage to the windows of several houses and vehicles. Elsewhere, Israeli settlers vandalized cars and houses in Huwwara. Israeli forces demolished parts of a Palestinian-owned house in Battir and 3 houses in the Masafer Yatta area. Israeli forces also raided ‘Ayn Yabrud and fired tear gas canisters, causing damage to 1 building and leading to tear-gas related injuries. 19 Palestinians were arrested during raids in and around Ramallah, al-Khadir, Hebron, Tell, Nablus, Balata, Tulkarm, Jenin, and Jericho. In East Jerusalem, Israeli forces injured 2 Palestinians during a house raid in Issawiyya and 5 Israeli soldiers were injured in subsequent clashes in the area; tear-gas related injuries were also reported. 7 Palestinians were arrested, including 1 at the Haram al-Sharif compound, and 6 during raids in the Old City, al-Tur, and Issawiyya. Off the coast of Gaza, Israeli naval forces opened fire and sprayed water at Palestinian fishermen within 3 nautical miles west of Gaza, causing damage to 1 boat; no injuries were reported. A day after receiving criticism from Palestinian NGOs about the COVID-19 vaccination distribution, the PA admitted that some vaccines earmarked for health workers had gone elsewhere. 1,200 of 12,000 vaccines had been given to the Palestinian national football team, government ministers, presidential guards, and members of the PLO executive committee. 200 were sent to Jordan to be given to members of the royal court. In the West Bank, 1 Israeli settler claimed that a Palestinian tried to stab him near the Yitzhar settlement; no injuries or arrests were reported. Israeli settlers also threw stones at Palestinian vehicles in the same area around Huwwara. Elsewhere, Israeli settlers stole 7 sheep from a Palestinian family in Jalud. Israeli forces shot and injured 3 Palestinians with rubber-coated bullets during a raid in Kaubar. 11 Palestinians were arrested during late-night raids in and around Tulkarm refugee camp, Anabta, Tell, Tubas, Kafr Malik, and Bethlehem. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of Gaza City and within 4 nautical miles west of Bayt Lahiya; no injuries were reported. U.S. secretary of State Antony Blinken announced that the U.S. will seek a seat at the UN Human Rights Council and that the U.S. would counter “unacceptable bias against Israel.” (ALM, JP, NBC, REU 2/24)

The chairman of the house foreign affairs committee Gregory Meeks (D-NY) said that even if Israel were to de jure annex the West Bank, he would not support leveraging U.S. military aid to Israel. Rep. Meeks has previously made comments to the opposite effect. (HA, MEE 2/24)

The U.S. state of Kentucky adopted the International Holocaust Remembrance Alliance’s (IHRA) controversial working definition of anti-Semitism. Kentucky is the 1st U.S. state to adopt the IHRA’s working definition of anti-Semitism, which conflates criticism of Israel with anti-Semitism. The Israeli high court of justice ruled that Israeli officials must explain why the Jerusalem cable car project was approved at Israel’s national infrastructure committee and not through the Jerusalem district and planning committee and why they have categorized the project as a transportation project and not a tourism project. The high court of justice gave the Israeli government until 4/22 to respond and meanwhile the project was ruled to be suspended. (ALM 3/10)
