Israeli forces punitively demolished the home of an alleged attacker in Turmus ‘Ayya, displacing his family and damaging nearby buildings as the house was blown up. 8 Palestinians were arrested during late-night raids in and around al-Arroub refugee camp, Hebron, Dahariya, al-Khader, and Abu Dis. In East Jerusalem, Israeli forces delivered a demolition order for a 4-story building in Shu‘fat, which would displace 55 Palestinians. 2 Palestinians were arrested during raids in Isawiya and the Old City. Israel charged a Palestinian Israeli imam of Lydda’s largest mosque, Shaykh Yousef al-Baz, with incitement to violence for sharing a movie clip on Facebook showing people killing a police officer. Shaykh al-Baz was arrested on 6/17. (ALM, HA 7/8)

Israeli foreign minister Yair Lapid and Jordanian foreign minister Ayman Safadi met at the Allenby Bridge, where the 2 made agreements for Jordan to buy 50 million cubic meters of water from Israel and to increase the Jordanian export to the West Bank from $160 million to $700 million. Foreign minister Safadi also called for Israeli to halt settlement expansions, maintaining the status quo of the holy sites in Jerusalem, and called evictions of Palestinians from their homes in East Jerusalem a “war crime.” Walla News also reported that Israeli prime minister Naftali Bennett secretly met with Jordan’s king Abdullah II in Amman last week and that PA president Mahmoud Abbas was summoned to meet King Abdullah shortly after his meeting with Prime Minister Bennett. The Israeli high court of justice denied petitions challenging the legality of the nation-state law, ruling 10-1 that the law is not anti-democratic in the eyes of the judges. The dissenting judge is the court’s only Palestinian Israeli judge. Chairman of the Joint Arab List Ayman Odeh called the ruling “racist and anti-democratic.” Adalah said that the court had “enshrined Jewish supremacy and racial segregation as founding principles of the Israeli regime” with its ruling. The U.S. embassy in Israel issued a statement criticizing the Israeli punitive demolition of the house of an accused Palestinian-American assailant in Turmus ‘Ayya (see above); secretary of state Antony Blinken “raised concern directly with senior Israeli officials” about the issue, possibly because the family living in the building are U.S. citizens. In the West Bank, Israeli settlers set up sheds in Dayr Istya. Israeli settlers with military escort vandalized property in Burqin and Israeli forces attacked Palestinians when they tried to fend off the settlers, injuring 2 with rubber-coated bullets. Israeli forces also shot and killed 1 Palestinian child and wounded dozens of others during a protest at a checkpoint in Bil‘in; Israel said that 2 Israeli soldiers were lightly injured. Elsewhere, Israeli forces shot and killed 1 Palestinian in Hebron, saying he was going to attack the soldiers. Israeli forces also violently dispersed Palestinian protesters in Ramallah, killing 2 and injuring 64. Separately, Israeli forces violently dispersed Palestinian protesters in Qalqilya, injuring 12 with live ammunition and 20 with rubber-coated bullets; others suffered tear-gas related injuries. In Gaza, 3 Palestinians were killed, including 1 child, and many were injured, raising the comprehensive death toll since 5/10 from 216 to 219, including 63 children and 2 pregnant women. The casualties included: 1 in an air strike a house south of Gaza City; 1 of a heart attack during heavy bombardment of Rafah; and 1 Palestinian infant succumbed to her wounds sustained on 5/11 during an air strike on Gaza City that killed her father, mother, and sister. In Israel, Israeli police shot and seriously injured 1 Palestinian-Israeli minor who was sitting in a car with friends in Umm al-Fahm. Rockets fired from Gaza killed 2 Thai citizens working at a factory in Moshav Ohad, raising the Israeli death toll to 12. Israel also said it had destroyed 7.5 miles of Gaza tunnels overnight. 1 drone of unknown origin was shot down by Israeli forces near the northern part of the Israeli-Jordanian border. The Israeli high court of justice ruled that 1 Israeli settler must stop cultivating 170 dunams (42 acres) of land near Turmus ‘Ayya, saying the cultivation is illegal. The court, however, refused to rule on the ownership of the land, stating that the 8 Palestinian petitioners must obtain permission to farm the land from a different body as the court does not consider itself the proper venue for the question. Israel’s Channel 12 said that an Egyptian truce proposal calling for an end to violence from 6 a.m. on 5/20 had been agreed to by Hamas. (AJ 5/19)

The Israeli police commissioner Kobi Shabtai was criticized by the public security minister Amir Ohana for saying that there “were terrorists from both sides [Jewish-Israeli and Palestinian-Israeli] and we will bring every one of them to justice.” (HA 5/18)

After saying that his committee would review a sale of arms to Israel on 5/17, chairman of the house of foreign affairs committee Gregory Meeks was said to have reversed course and that he is looking at discussing the arm sales with the Biden administration. The Biden administration had informed Congress on 5/4 that it would be selling Israel $735 million’s worth of precision-guided missiles. It was reported that Chairman Meeks had come under significant pressure after saying he would review the sale. U.S. president Joe Biden joked, when asked by a journalist if he would answer a question about Israel, that she could ask a question if she let him run her over with the Ford F-150 he was sitting in. President Biden was visiting a Ford plant in Dearborn, Michigan. (FOX 5/18)

France called for the UN security council to agree on a resolution calling for a ceasefire. Prime minister Emmanuel Macron made the call after a meeting with Egyptian president Abdel Fattah al-Sisi and Jordanian king Abdullah II. (AJ, REU 5/18; AP, HA 5/19)

The EU foreign ministers met to discuss how to help facilitate a ceasefire between Israel and Hamas. Hungary was said to have prevented consensus on a meaningful engagement. Separately, Germany said it would donate $48.9 million in humanitarian aid to Gaza. (AJ, AJ, AP, HA, HA, HA 5/18; ALM 5/19)

Israeli forces also assaulted Palestinian journalists trying to cover the incident and smashed 1 camera. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 1 with live ammunition; others suffered tear-gas related injuries. Israeli forces also raided the home of an alleged attacker in Turmus ‘Ayya and took measurements for a punitive demolition. 6 Palestinians were arrested, including 2 during late-night raids in and around Aida refugee camp and al-‘Arub refugee camp, and 4 at checkpoints in Qalandia and Nablus. In East Jerusalem, Israeli forces attacked Palestinians at the Haram al-Sharif compound, wounding 205 Palestinians, including 88 who were hospitalized and 3 who lost eyes; 17 Israeli police officers were also reported injured. The Kahanist lawmaker Itamar Ben-Gvir from the Otzma Jehudit (Jewish Power) party closed his makeshift office on the opposite side of the street from where Palestinians have been eating iftar meals in protest over Israeli threats of evicting Palestinian families in Shaykh Jarrah. Ben-Gvir said he closed the office after Israeli prime minister Benjamin Netanyahu had requested he do so. (HA 5/7)

Palestinians reported that information shared about Shaykh Jarrah had been censored by social media companies like Instagram and Twitter and in some instances, Palestinian accounts sharing information about Shaykh Jarrah had been closed by the companies. PA president Mahmoud Abbas condemned the Israeli aggression in Jerusalem, saying he has called on the PA ambassador to the UN to request an emergency session at the UN security council. (WAFA 5/7)

The U.S. issued a statement saying that the country “is extremely concerned about ongoing confrontations in Jerusalem, including the Haram al-Sharif/Temple Mount and in Sheikh Jarrah, which have reportedly resulted in scores of injured people . . . It is absolutely critical that all sides exercise restraint, refrain from provocative actions and rhetoric, and preserve the historic status quo on the Haram al-Sharif/Temple Mount—in word and in practice.” The UN also warned Israel that forced evictions of Palestinians in East Jerusalem could amount to war crimes. U.S. senators Bernie Sanders (D-VT), Elizabeth Warren (D-MA), Chris Van Hollen (D-MD), and Chris Murphy (D-CT) and representatives Alexandria Ocasio-Cortez (D-NY), Gregory Meeks (D-NY), Andy Levin (D-MI), Pramila Jayapal (D-WA), and Ayanna Pressley (D-MA) called on Israel not to evict Palestinians from their homes in Shaykh Jarrah. Representatives Marie Newman (D-IL) and Mark Pocan (D-WI) circulated a letter in congress calling on secretary of state Antony Blinken to pressure Israel not to move forward with the eviction and to stop home demolitions in al-Bustan. The racist Israeli organization Lehava called on its supports to gather at the Damascus gate in the Old City, where clashes between Israeli police and Palestinians have continued since Israeli measures against celebrations for Ramadan started on 4/13. The Lehava organizers called for breaking Palestinians’ faces and burning them alive. Israeli settlers have attacked Palestinians in East Jerusalem almost every night since 4/13. (HA 4/21)

Facebook said it had broken up a hacker network used by the PA’s intelligence service to spy on journalists, human rights activists, and government critics. Facebook said the intelligence service used compromised, fake profiles to befriend potential targets and trick them into installing malware on their computers. It was reported that some 800 people had been targeted in the Middle East. (AP 4/21; PCHR 4/22)

A powerful explosion occurred in an Israeli weapons manufacturing factory near Ramle. The factory said it “was a controlled test with no exceptional circumstances.” (HA, JP, TOI 4/21)

A British Zionist youth movement, Noam, boycotted an event with Israeli ambassador to the UK Tzipi Hotovely because of her “racist and anti-pluralistic views.” In a recent interview with the BBC, Ambassador Hotovely would not say if she favored a 2-state solution, saying she favors peace. A bipartisan bill that seeks to task the U.S. State Department with identifying opportunities to expand normalization efforts with Israel was introduced to the house. The bill was introduced by Gregory Meeks (D-NY) and Michael McCaul (R-TX). (JTA 4/21; JP 4/22)

The U.S. presented, through intermediaries, a list of sanctions to Iran that it is ready to lift in exchange for Iranian compliance with the Joint Comprehensive Plan of Action. A U.S. state department official also said that the U.S. had presented Israel with a list of sanctions that could potentially be lifted on Iran. (AP 4/21; AJ, HA 4/22)

UK Labour leader Keir Starmer withdrew from participating in a Ramadan iftar event because the organizer had retweeted a post about boycotting Israeli dates during Ramadan. It was also reported that Starmer had yet to respond to a letter sent to him by 25 members of the Labour party, complaining that the party is creating a “hostile environment” for Palestinians since Starmer became leader after Jeremy Corbyn resigned in 2019. In the West Bank, Israeli settlers vandalized trees and 1 house under construction, and stole construction equipment in Jalud. 1 Palestinian was arrested at a checkpoint in Sa‘ir. In East Jerusalem, Israeli forces prevented, for the 2d day in a row, iftar meals to be delivered to Palestinian worshipers at the Haram al-Sharif compound. 8 Palestinians were arrested in the Old City, including at the Haram al-Sharif compound. UN-appointed human rights experts said that the 1st quarter of 2021 had seen a rise in settler violence compared to 2020 and that the settler violence was aimed at making Palestinian life “untenable.” The UN has recorded 210 incidents of Israeli settler violence against Palestinians in the 1st 3 months of 2021, including 1 leading to the death of a Palestinian. HaMoked filed a petition, on behalf of Palestinians in Issawiyya, at the Israeli high court of justice to have the main road leading to the East Jerusalem neighborhood reopened after 20 years. The presiding judge gave the Israeli state until 5/13 to respond. (HA 4/14)

Gregory Meeks (D-NY), the chairman of the U.S. House of Representatives Foreign Affairs Committee said that he and some of his colleagues were concerned after Reuters reported that the Biden administration had approved the sale of weapons to the UAE by the Trump administration. The sale process had been paused since Biden took office, but Reuters reported that Biden had approved the sale on 4/13. Rep. Meeks said he and the foreign affairs committee would review the sale. In the West Bank, 1 Israeli settler claimed that a Palestinian tried to stab him near the Yitzhar settlement; no injuries or arrests were reported. Israeli settlers also threw stones at Palestinian vehicles in the same area around Huwwara. Elsewhere, Israeli settlers stole 7 sheep from a Palestinian family in Jalud. Israeli forces shot and injured 3 Palestinians with rubber-coated bullets during a raid in Kaubar. 11 Palestinians were arrested during late-night raids in and around Tulkarm refugee camp, Anabta, Tell, Tubas, Kafr Malik, and Bethlehem. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 6 nautical miles west of Gaza City and within 4 nautical miles west of Bayt Lahiya; no injuries were reported. U.S. secretary of State Antony Blinken announced that the U.S. will seek a seat at the UN Human Rights Council and that the U.S. would counter “unacceptable bias against Israel.” (ALM, JP, NBC, REU 2/24)

The chairman of the house foreign affairs committee Gregory Meeks (D-NY) said that even if Israel were to de jure annex the West Bank, he would not support leveraging U.S. military aid to Israel. Rep. Meeks has previously made comments to the opposite effect. (HA, MEE 2/24)

The U.S. state of Kentucky adopted the International Holocaust Remembrance Alliance’s (IHRA) controversial working definition of anti-Semitism. Kentucky is the 1st U.S. state to adopt the IHRA’s working definition of anti-Semitism, which conflates criticism of Israel with anti-Semitism. The Israeli high court of justice ruled that Israeli officials must explain why the Jerusalem cable car project was approved at Israel’s national infrastructure committee and not through the Jerusalem district and planning committee and why they have categorized the project as a transportation project and not a tourism project. The high court of justice gave the Israeli government until 4/22 to respond and meanwhile the project was ruled to be suspended. (ALM 3/10)
