In the West Bank, Israeli settlers razed 5 dunams (1.2 acres) of land and threw stones at Palestinians and Israeli activists in Khirbet al-Farisiyya. Israeli settlers also vandalized 15 vehicles in Umm Safa. Elsewhere, Israeli settlers wearing military uniforms raided Khirbet Zanuta, demolishing a residential structure, 2 agricultural structures, and part of an EU-funded school. Israeli forces shot and killed 5 Palestinians during raids in Qalqilya, Sa’ir, and Qalandia. Israeli forces also shot and injured 35 Palestinians, including 5 children, during raids in Bani Naim, Qalqilya, and Qalandia. Elsewhere, Israeli forces demolished 6 agricultural structures in al-Ubeidiya. 60 Palestinians were arrested during raids in and around Dheisheh refugee camp, Jericho, Ramallah, Silwad, Jalazone refugee camp, and Abu Dis. In East Jerusalem, Israeli forces raided Kafr ‘Aqab, injuring 10 with live ammunition, 1 with a baton round, 3 with beatings, and others with tear gas. In Gaza, Paltel said telecommunications were cut off in all of Gaza. At least 349 people were killed and 750 injured in Israeli attacks, including 108 in Beit Lahiya and 40 in Khan Yunis and others in Gaza City and Khan Yunis. Israeli forces ordered Palestinians in the Dayr al-Balah district to evacuate south as Israel continued to heavily bomb the Rafah and Khan Yunis districts. Israeli forces also demolished Gaza’s main courthouse with explosives. 5 Israeli soldiers were killed in combat. Hamas’ military spokesperson Abu Obeida said Hamas had destroyed 28 Israeli military vehicles in the past 24 hours. Rockets were fired at Israel; no injuries were reported. In Lebanon, Israel conducted airstrikes, saying mortar shells were fired at Israel, injuring 3 soldiers. More than 15,899 Palestinians have been killed by Israeli forces in Gaza, including at least 6,387 children and 4,257 women, and around 41,316 have been injured since 10/7. At least 7,000 people were missing in rubble, including 1,700 children. 251 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 65 children. More than 3,313 people have been injured. Israel reported that 1,200 Israelis and foreign nationals have been killed and 5,431 have been injured since 10/7. 85 Israeli soldiers have been killed in Gaza since the ground invasion began on 10/27. Over 1.9 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. As of 11/18, at least 45,000 housing units had been destroyed and 233,000 had been damaged in Israeli airstrikes since 10/7, constituting 60% of all housing units. 100 trucks carrying aid, including around 13,000 gallons of fuel, entered Gaza. Aid was only distributed in Rafah for the second day in a row. 25 wounded Palestinians and 583 foreign nationals were evacuated to Egypt. Israel announced that it had approved the Lower Aqueduct plan in East Jerusalem, the first major new settlement plan to be fully approved in East Jerusalem since 2012, according to Ir Amim. The final approval greenlit the construction of 1,792 housing units on 186 dunams (46 acres) of land, including on privately owned land belonging to Palestinians in Umm Tuba. PA president Mahmoud Abbas spoke with U.S. vice president Kamala Harris in a phone call, discussing the situation in Palestine and need for aid to enter Gaza. U.S. senator Bernie Sanders (D-VT) called the proposed U.S. military aid package to Israel “absolutely irresponsible,” labelling Israel’s attacks on Gaza immoral and in violation of international law during a speech at the Senate. (AJ, HA 12/5)

Haaretz said that several stories about Hamas militants’ actions during Operation Al-Aqsa flood were unfounded, including that 40 babies were killed, some of which were said to be beheaded, a story recounted by U.S. president Biden. Other stories recounted by Prime Minister Netanyahu, such as children being bound together and burned, also appeared to be false. Netanyahu’s wife Sara also relayed a false story in a letter to Biden’s wife Jill, saying one of the captives held by Hamas was pregnant and had given birth in captivity. Former State Department office of public and congressional affairs director Josh Paul, who resigned on 10/18 in protest over the Biden administration’s policy toward Israel’s attacks on Gaza, told CNN that Israel had raided the offices of Defense for Children International – Palestine (DCI – Palestine) in 2021 after the State Department had shared credible evidence of a Palestinian child being raped at al-Mascobiyya Interrogation Center in Jerusalem with Israel. DCI – Palestine’s office was raided on 7/29/2021 and the organization declared a terrorist organization on 10/22/2021 along with 5 other groups. Paul suggested a link between the sharing of the DCI – Palestine investigation and the Israeli terrorist designation. (X 12/4)

In the West Bank, Israeli forces raided Jenin refugee camp, killing 4 Palestinians, including a minor, and injuring more than 30 others using 2 suicide drones and live ammunition. 1 Israeli military vehicle was damaged by an explosive device. The Israeli forces cut off electricity in the camp during the raid. Palestinians demonstrated against PA inaction to protect the residents of the camp after the raid. Defence for Children International said that the minor was chased and killed by Israeli forces after he had seen them sneak into the camp. Israeli forces also raided ‘Anata, leading to tear-gas related injuries. Elsewhere, Israeli forces seized the rooftop of a Palestinian home in Jalbun, turning it into a watchtower and placing Israeli flags on the building. Israeli forces also raided ‘Urif, taking measurements for punitive demolitions of 3 homes. Palestinians from the West Bank who work in Israel protested at Israeli checkpoints against an agreement between the PA and Israel to deposit workers’ wages in Palestinian banks rather than paying them in cash. Israel’s high court of justice rejected an appeal to have Khalil Awawdeh released from administrative detention, saying it has no room to intervene despite his medical condition, which is categorized as serious. Israel dropped charges against 2 Palestinian men from East Jerusalem after video evidence showed that the 2 of them were attacked by Israeli police, and not the opposite as the Israeli police had claimed. The incident happened in Isawiya in 2019 during a raid in the neighborhood, in which the 2 Palestinians asked the police not to park in a private parking spot and were attacked by Israeli police. The directors of Al Haq and Defense for Children International – Palestine received calls from the Shin Bet separately ordering the 2 to show up at Shin Bet facilities in the West Bank. Al Haq director Shawan Jabarin told the Shin Bet representative that he would not show up unless he receives a letter to his lawyer or the Shin Bet shows up at his home. Defense for Children International – Palestine general director Khaled Quzmar showed up at a Shin Bet facility at the Ofer settlement and was told to cease work for his organization immediately during a 2-hour interrogation. The offices of the 2 rights organizations, along with 5 others, were raided by Israeli forces on 8/18. The organizations have been categorized by Israel as terrorist organizations. The international community has largely condemned the raids and the terrorist designations. The PLO also announced that it had opened its offices in Ramallah to the 7 rights organizations to provide them a space to carry out their work. Israeli forces raided the offices of Union of Agricultural Work Committees, Al-Haq, Addameer, Bisan Research Center, Defense for Children International – Palestine, Union of Palestinian Women’s Committees, and Union of Health Work Committees. The raid was in response to Israel’s terrorist designations against the 7 organizations. The forces seized documents and equipment from some of the Palestinian rights organizations and sealed the doors of the offices. The UN Human Rights office condemned the Israeli raids and the EU called the Israeli allegations against the organizations unsubstantiated. The U.S. expressed concern about Israel’s raids, saying that Israel has not provided sufficient evidence to justify the terrorist designations against the organizations. In a show of solidarity, officials from the EU, Belgium, Chile, Denmark, Finland, France, Ireland, Italy, Mexico, the Netherlands, Norway, Poland, Spain, Sweden, and the UK visited the offices of Al-Haq, which had been forced open by Palestinians after the Israeli forces sealed the entrance. 6 of the rights organizations were deemed terrorist organizations by Israel in October 2021, and 1 was designated as such in 2020. Norway’s foreign minister Anniken Huitfeldt said she had raised concerns about the lack of evidence during her visit to Israel in March. In the West Bank, Israeli settlers vandalized Palestinian property in Imreiha and assaulted 12 Palestinians in al-Mazra‘a al-Qibliya. Israeli forces seized 2 residential structures belong to 2 families in Markaz in the Masafer Yatta area, displacing 12 for a 2d time since 5/11, when Israeli forces also demolished their residential structures. Israeli forces also delivered stop-work notices for 6 residential structures in Artas. 12 Palestinians were arrested during late-night raids in Bayt Rima, al-Ubeidiya, al-Khader, Hebron, and Nablus. Haaretz reported that Israel’s military police criminal investigation division had decided not to open a criminal investigation into the murder of Al Jazeera journalist Shireen Abu Akleh, reportedly because they fear such an investigation into an Israeli soldier would cause controversy among the Israeli right. Israel’s military also said it may have identified a rifle used by an Israeli soldier that could have killed Abu Akleh, but said it could not confirm this unless the PA hands over the bullet for analysis. The U.S. on 5/20 reiterated its call for a “thorough and transparent” investigation, while not directly addressing the Israeli decision not to launch a criminal investigation. 1 member of the Meretz party, Ghaida Rinawie Zoabi, said she was leaving the government coalition, making the coalition a minority government with 59 out of 120 seats at the Knesset. Rinawie Zoabi criticized the coalition for being right-wing and hawkish, specifically pointing out the Israeli-led violence at the Haram al-Sharif compound and the killing of Abu Akleh. 3 Palestinian citizens of Israel were indicted on charges of smuggling pistols and hashish from Lebanon into Israel. According to the indictment, the 3 were going to sell the pistols to a man in Hebron. (HA 4/6)

PA prime minister Mohammed Shtayyeh met with 15 conservative members of the UK Parliament in Ramallah. Prime Minister Shtayyeh called on the MP to recognize the State of Palestine, citing the UK’s historical responsibility for the current situation. Shtayyeh also asked the politicians to help facilitate elections being held in Jerusalem. (WAFA 4/6)

The 6 Palestinian rights organizations deemed terrorist organizations by Israel in October 2021—al-Haq, Addameer, Bisan Center for Research and Development, Defence for Children International – Palestine, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees—issued a joint statement calling for international help to have their terror designations rescinded. Idit Sliman of Yamina said she would leave the Israeli government coalition after striking a deal with former prime minister Benjamin Netanyahu. Sliman’s departure from the coalition ended the coalition’s majority in the Knesset that is now split 60-60. Sliman commented that “the time has come to form a national, Jewish and Zionist government.” Sliman was promised, by Netanyahu, the role of health minister if he wins the next election. In the West Bank, Israeli settlers uprooted 110 olive saplings from 2 different groves in Burqin. Israeli settlers with military escort also toured Sabastia, closing parts of the town for Palestinians. Elsewhere, Israeli settlers vandalized 3 Palestinian vehicles in Kifl Haris. Israeli forces damaged agricultural lands planted with onions and garlic and a water pipeline during a military drill in Bardala. 11 Palestinians were arrested during late-night raids in Ramallah, Silwad, Kafr Ni’ma, Qaddura refugee camp, Nablus, ‘Anata, Burqa, Kafr Qud, and al-Khader. Israel’s foreign minister Yair Lapid and Foreign Minister Annalena Baerbock said at a joint press conference that the 2 countries will cooperate to find ways for Germany to fund projects in the West Bank without allowing funds to go to the 6 Palestinian rights organizations deemed terror organizations by Israel. The 6 organizations outlawed by Israel’s defense ministry in October 2021 are al-Haq, Addameer, Defense for Children International-Palestine, Bisan Center for Research and Development, the Union of Palestinian Women’s Committees, and the Union of Agricultural Work Committees. In the West Bank, Israeli settlers uprooted 60 olive tree saplings in Khallet al-Dabe. Israeli settlers also assaulted 1 Palestinian minor herding sheep near Hebron. Israeli forces razed residential structures belonging to Bedouins in al-Husa near Deir Nidham. 8 Palestinians were arrested during raids in Silat al-Harithiya, Hableh, Kafr Thulth, Tubas, Deir Istiya, and Dheisheh refugee camp. The PA reported that there were more than 70,000 active cases of Palestinians infected with the Omicron variant of the COVID-19 virus in the West Bank, more than twice the amount from previous COVID-19 surges. While the Omicron variant is less lethal, the high infection rate has put the West Bank hospitals near capacity. According to the Health Ministry, West Bank hospitals were at 85% capacity and more were expected to be admitted to hospitals in the near future. 80 Palestinians were admitted in intensive care and 24 were on ventilators. In Gaza, there were 63 serious cases of COVID-19 infection. At least 4,859 Palestinians have died while infected with the COVID-19 virus since the pandemic hit Palestine in March 2020. About half of Palestinians in the West Bank are vaccinated against the COVID-19 virus. The Omicron variant is able to infect vaccinated people, but symptoms are typically milder for vaccinated people than for those who have not been fully vaccinated. The Palestinian Prisoners’ Society also reported that half of the Palestinian prisoners held at Ofer Prison are infected with COVID-19. (AP, WAFA 2/3)

Addameer, al-Haq, Bisan Center for Research and Development, Defence for Children International – Palestine, and the Union of Palestinian Women’s Committees filed a procedural objection to their designation as unlawful, made by the Israeli military’s central command 2 weeks after Israeli defense minister Benny Gantz designated the organizations as “terrorist organizations” in October 2021. The organizations said that they have not been able to review the claims against them as they are classified and thus are unable to defend themselves against the allegations. The Union of Agricultural Work Committee was filing its objection separately, as it was designated unlawful by the Central Command 1 year before the 5 other organizations. (HA 2/3)

In response to a petition filed by Palestinian landowners in Beita to the Israeli supreme court, the Israeli government said that it will continue to allow Israeli settlers to study at the yeshiva built on the evacuated settlement Homesh, despite a law from 2005 barring Israeli settlers from visiting the site. The government further said that it was up to Defense Minister Gantz to raze the remaining structures at the site. Thousands of Israeli settlers visited the site in January without the Israeli military making an effort to enforce the law against them visiting it. (HA 2/4)

Israeli forces shot and killed 1 Palestinian minor while violently dispersing a protest in Deir al-Hatab. PA prime minister Mohammed Shtayyeh called the killing an instance of state terrorism. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 5 with rubber-coated bullets. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 6 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Hebron and Burqa, causing tear-gas related injuries. Meanwhile, Israeli forces raided al-Bireh, violently dispersing Palestinian protesters; 1 was shot with a rubber-coated bullet, others suffered tear-gas related injuries. The Finnish Christian missionary group Felm said it had stopped funding Defense for Children International-Palestine because of Israel’s announcement on 10/22 that the organization is 1 of 6 to be declared a terrorist organization. Felm is the 1st to publicly take action based on the Israeli terror designation. Felm’s executive director said it had done so due to concerns of banking sanctions. The director said his group had not seen evidence to back Israel’s claim that the 6 rights organizations are financing or supporting terrorism. (MEMO, REU 11/5)

UNRWA commissioner-general Philippe Lazzarini told the Guardian that the UNWRA was close to collapsing, in part due to UK budget cuts to the agency by more than 50%. Commissioner-General Lazzarini said UNRWA is short $100 million for its budget for 2021. Lazzarini was in London to urge the Foreign Office to rethink its cuts to the UNRWA. (GDN, WAFA 11/5)

Israeli forces also violently dispersed a protest in Biddu, injuring 1 Palestinian when a tear gas canister hit his back. In East Jerusalem, Israeli forces violently dispersed Palestinian protesters in Sheikh Jarrah, physically assaulting 2. Israeli forces assaulted several Palestinians during a house raid in Jabal Mukaber; 4 were arrested. Islamic Jihad said its members had ended a mass hunger strike against Israeli collective punitive measures put in place in the wake of 6 Palestinians fleeing Gilboa prison on 9/6. An Islamic Jihad official said Israel had lifted the measures against the Islamic Jihad prisoners that first prompted the prisoners to start the hunger strike on 10/12. An Israeli security official told the Times of Israel that the Israel Prison service had not made any concessions to the hunger-striking prisoners. (ALM 10/22)

Israel’s defense minister Benny Gantz signed an order declaring 6 Palestinian rights groups terrorist organizations: Addameer, al-Haq, the Union of Agricultural Work Committees, the Bisan Centre for Research and Development, the Union of Palestinian Women’s Committees, and Defense for Children International – Palestine. Defense Minister Gantz alleged that the 6 groups are “part of a network of organizations operating under cover in the international arena” on behalf of the political party the Popular Front for the Liberation of Palestine, which Israel considers a terrorist organization. Israel’s evidence for the allegations was classified and Israel did not state any plans to prosecute individual members. The general director of al-Haq Shawan Jabarin called the accusations “nonsense” and said Israel’s “occupation has no limits to its injustice and insanity.” The PA called the designation “a strategic assault on Palestinian civil society.” The U.S. did not officially criticize the move but said it was not informed of it prior to the announcement and said it would like to review the evidence. Israel claimed that the U.S. had been informed. Several U.S. congresspeople condemned the Israeli government for its attack on the Palestinian organizations, including Betty McCollum (D-MN), Ilhan Omar (D-MN), and Mark Pocan (D-WI). Amnesty International and Human Rights Watch released a joint statement calling the designation “appalling and unjust” and said that the international community must respond. In the West Bank, Israeli forces violently dispersed a funeral procession for a Palestinian child killed by Israeli forces on 7/28 near Beit Umar, killing 1 Palestinian man and injuring 5 others with rubber-coated bullets, tear gas, and stun grenades. Israeli forces also violently dispersed Palestinians protesting the Evyatar settlement outpost in Beita, injuring 8 with rubber-coated bullets and others with tear gas. Israeli forces later returned to disperse Palestinians protesting in Beita, injuring 10 with rubber-coated bullets and causing tear-gas related injuries. Elsewhere, Israeli forces raided the offices of Defense for Children International in al-Bireh, confiscating computers and client files. Israeli forces also raided the Bisan Center for Research and Development in Ramallah, seizing computers and posting a notice to shut the offices down for 6 months. Meanwhile, Israeli forces delivered demolition notices for 4 residential structures belonging to 4 families in ‘Ain al-Hilweh and seized 1 tractor in Khirbet ar-Ras al-Ahmar. 4 Palestinians were arrested during raids in Bayt Jala, Dura, and Tell. 1 Japanese-owned vessel managed by an Israeli-run company was attacked off the coast of Oman, resulting in the death of 1 Romanian and 1 British national. An investigative report based on declassified documents revealed that Israel built 2 detention camps in the Sinai Peninsula in 1971 for Palestinian prisoners from Gaza. The 2 detention camps, Abu Zenima and Nekhel, were closed 1 year later. The investigation showed that many of the Palestinians sent to the detention camps were not suspected of any crimes. (HA 7/29)
