In the West Bank, Unidentified assailants opened fire at an Israeli settlement bus traveling near Hebron; no injuries were reported. 1 Israeli settler rammed 1 Palestinian minor near al-Funduq. Israeli settlers also stole goods displayed outside of a store in Huwwara. Elsewhere, Israeli settlers fenced off a parcel of land near al-Farisiyya. Israeli settlers also razed land near Qalandia. Israeli forces shot and killed 1 Palestinian man at a flying checkpoint near Silwad. The man was shot after he allegedly refused to exit his vehicle and subsequently defended himself against assault by Israeli soldiers. The Israeli military launched an investigation into the killing on 1/22 after an initial probe found that man was unjustly killed. 4 Palestinians were arrested during a raid in Beit Umar. In East Jerusalem, 292 Israeli settlers toured the Haram al-Sharif compound. Israeli forces and municipality workers uprooted several olive trees in Silwan. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. In Israel, 1 Palestinian citizen of Israel was shot and killed in Baqa al-Gharbiyye, marking the 111th murder in the Palestinian community in Israel in 2022. Benjamin Netanyahu was sworn in as the new prime minister of Israel after winning the election on 11/1. Eli Cohen of the Likud Party was appointed foreign minister, Yoav Gallant of Likud defense minister, Itamar Ben-Gvir of Otzma Yehudit national security minister, and Bezalel Smotrich of the Religious Zionism Party as finance minister and a minister at the defense ministry in charge of the administration of the West Bank. In the West Bank, 1 Israeli settler hit 2 Palestinian men with his car south of Nablus, killing both. It was unclear if the ramming was intentional. The U.S. said it supported an investigation into the incident. Israeli settlers also threw stones at Palestinian vehicles traveling near Huwwara, causing damage. Israeli forces notified residents in Aqraba that it has confiscated 3,492 dunams (863 acres) of land classified as state land. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 2. In Haifa, 3 were arrested for waiving Palestinian flags during a protest against disproportionate punishment of Palestinian citizens of Israel during the unrest that coincided with Israel’s Operation Guardian of the Wall in May 2021. Israeli police also stopped a performance by the rapper Tamer Nafar in Kafr Yasif, claiming that the rapper’s songs incite violence against Israel. In the West Bank, Israeli settlers razed Palestinian-owned land in Khirbet Muafya and brought their sheep to graze on the land. Israeli settlers also razed Palestinian-owned land in as-Samu. Israeli forces issued stop-work orders for 1 water line, 2 agricultural structures, an agricultural road in Khirbet ar-Ras al-Ahmar, and an agricultural road in Atuf. 5 Palestinians were arrested in al-Mukassar. 11 Palestinians were arrested during late-night raids in al-Arroub refugee camp, Burqin, Ya’bad, and Birzeit. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces demolished 1 Palestinian-owned house in Silwan. In Israel, 1 Palestinian citizen of Israel demolished his family home in Tayibe to avoid paying exorbitant demolition fees. A UN Security Council report said that Israeli forces had crossed the Golan Heights ceasefire line with Syria on 7 occasions since August 2022. The report also stated that Israel has deployed Iron Dome batteries in the area, contravening the ceasefire agreement. (HA 12/11)

In the West Bank, Israeli settlers threw stones and bottles at Palestinian homes in Hebron. Israeli settlers also assaulted 1 Palestinian minor in al-Muarajat, causing bruises. Israeli forces violently dispersed Palestinian protesters in Aida refugee camp, injuring 1 minor with live ammunition. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 4 with baton rounds and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Beita, injuring 5 with tear gas. Israeli forces also violently dispersed Palestinian protesters in Bayt Dajan, injuring 23 with tear gas. Meanwhile, Israeli forces expelled 1 Palestinian family from their home in Hebron. The Hebron municipality said it would take legal action against the expulsion, saying it owns the building. Israeli forces also confiscated 1 tractor in the Masafer Yatta area. In Jaffa, Palestinian citizens of Israel protested against Israeli plans to evict 1,400 Palestinians from their homes in Jaffa, using the Absentees’ Property Law. The parliament of Azerbaijan approved the establishment of an embassy to Israel in Tel Aviv. The Azerbaijani parliament also voted to open a representative office in Ramallah. In the West Bank, Israeli forces shot and killed 1 Palestinian minor and injured 3 others during a late-night raid in Kafr Dan, where Israeli forces took measurements to punitively demolish the family home of 2 Palestinians killed in an exchange of fire at the Jalamah checkpoint on 9/14. The PA called on the U.S. to pressure Israel into ending its deadly nightly raids and condemned the killing. Israeli forces also fired tear gas near a school in Burin, prompting an evacuation of the students. Elsewhere, Israeli forces delivered stop-work notices for 5 industrial structures in Qarawat Bani Hassan. Israeli forces also raided al-Twana to pray and attend a lecture in the middle of a populated street in the early hours of the night; Israeli settlers claim that a synagogue once stood in the village. 1 Israeli settler was shot and injured at the Carmel settlement; there was no information about the suspect. 15 Palestinians were arrested during late-night raids in Sa‘ir, Yatta, Surif, Hebron, Kafr Ra‘i, Jaba‘, and Kafr Dan. In East Jerusalem, former MK Yehuda Glick toured the Bab al-Rahma area of the Haram al-Sharif compound, raising an Israeli flag and blowing a shofar. Israeli forces fired tear gas into the schoolyard of Isawiya high school for boys, injuring 5 students with tear gas. 3 Palestinian minors were arrested at the Haram al-Sharif compound. The Israeli state attorney’s office closed an investigation into the killing of a 17-year-old Palestinian citizen of Israel by an Israeli police officer in May 2021 in Umm al-Fahm, saying it found no evidence of wrongdoing. The family of the Palestinian minor said the process relating to the long investigation had been abusive and that they believe the killing was unjustified. (HA 9/15)

The PLO executive committee confirmed that it supports PA president Mahmoud Abbas’s bid to have Palestine become a full member of the UN. President Abbas is expected to give a speech on 9/23 at the UN general assembly seeking recognition for the state of Palestine. (WAFA 9/15)

The Balad party announced that it is not running as part of the Joint Arab List at the next Israeli elections. The Joint Arab List now consists of the Hadash and Ta‘al parties. (HA 9/15; AP, JP, TOI 9/16)

U.S. senator Patrick Leahy (D-VT) said in a statement that the Leahy Law, prohibiting military aid to countries that violate human rights, should apply to Israel if Shireen Abu Akleh was killed intentionally. In the statement, he questioned Israel’s probe, which found that Abu Akleh was not killed intentionally, saying, “[i]f, as the Israeli authorities appear to be saying, the soldier missed who he was aiming at and hit Ms. Abu Akleh by mistake, who was he aiming at? What evidence is there, if any, that anyone in the immediate vicinity of where Ms. Abu Akleh was shot was firing at the [Israeli] soldier who killed her?” Senator Leahy’s statement comes 1 day after the senate foreign relations committee demanded a report from the state department regarding the killing of Abu Akleh. Chilean president Gabriel Boric postponed the acceptance of the Israeli ambassador’s credentials due to Israel’s killing of a 17-year-old Palestinian in the West Bank (see above). Israel said that the Chilean foreign ministry had apologized to the Israeli government for the situation. Israeli forces also shot and killed 1 Palestinian minor near the separation wall west of al-Midya. PCHR reported that the minor was playing with friends when he was shot from 164-218 yards. The PA called the killing an execution. Elsewhere, Israeli forces raided Taqqua, causing tear-gas related injuries near a kindergarten, and arrested 1 minor. Israeli forces also shot and injured 1 Palestinian during a raid in al-Arroub refuge camp. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Sudaniyya; no injuries were reported. In Israel, an Israeli security guard pressed a knee on the neck of a Palestinian citizen of Israel for 30 minutes, pinning him to the ground at his workplace in Beersheba; the security guard claimed that the man had tried to steal a gun; the Palestinian man said the security guard refused him access to his workplace because he was Palestinian and that he accidentally touched the guard’s gun while trying to escape. In the West Bank, Israeli forces violently dispersed Palestinian protesters in Burin, leading to tear-gas related injuries. 2 Palestinians were arrested, including 1 during a late-night raid in Dheisheh refugee camp and 1 at a checkpoint. Israel denied a Palestinian citizen of Israel, who had been released after 6 years in Ramon prison, entry into Gaza where her husband and 7 children live. Israel said it denied her entry because she is an Israeli citizen and is therefore not allowed to enter Gaza. The woman was charged with spying on Israel. The woman was later reunited with her family in Gaza on 10/20. (MEE, MEMO 10/18; WAFA 10/20)

An Israeli court in Jerusalem upheld the Israeli municipality’s decision to demolish al-Yusufiya Muslim cemetery in East Jerusalem to make space for a settler Bible park project. Palestinians clashed with Israeli forces last week over the demolition as human remains were found in the rubble of the demolition. (MEMO 10/18)

The Israeli high court of justice postponed the evacuation of settlers cultivating Palestinian land in the Shiloh Valley near Turmus ‘Ayya upon request by Israel’s defense minister Benny Gantz. The settlers will be allowed to work the land until 9/25/2022, when they will receive a plot of land within the Green Line. The justices said the settlers would not be allowed to work the land “except for essential agricultural work to preserve the existing situation.” The high court of justice accepted Defense Minister Gantz’s request, citing the Jewish sabbatical year shmita prohibiting agricultural labor in the ‘Land of Israel’ every 7 years. The Popular Front for the Liberation of Palestine (PFLP), the Democratic Front for the Liberation of Palestine (DFLP), and the Palestinian People’s Party (PPP) said in a joint statement that the PA had stopped paying the 3 parties their monthly stipends to stifle their criticism of the PA. the PFLP, DFLP, and PPP are all members of the PLO. The 3 parties have all publicly criticized the PA’s increase in dialogue with Israel and repression of dissent. (MEMO 10/18)

Israeli authorities said that the military had reprimanded a soldier who used excessive force against 1 Israeli activist demonstrating with Palestinians on 9/17. The soldier will be barred from promotion for 3 years and from attending a commander’s course. (ABC, AP, TOI 10/17)
