In the West Bank, a Palestinian succumbed to injuries sustained from Israeli forces in Tulkarm on 10/13. Israeli settlers vandalized 3 water wells, uprooted 70 olive tree saplings, and removed barbed wire in Susiya. Israeli forces shot and killed 2 Palestinians during raids in Aqabat Jaber refugee camp and Jenin. Israeli forces also violently dispersed Palestinians in Aqabat Jaber refugee camp and Fawwar refugee camp, injuring 4 with live ammunition. At least 70 Palestinians were arrested during late-night raids in and around Hebron, Tulkarm, Nablus, Ramallah, Nil’in, Qarawat Bani Hassan, Bethlehem, and Jericho. In Gaza, Israeli airstrikes killed more than 100 Palestinians and caused extensive damage. Israeli forces also attacked the Rafah crossing for the fourth time since 10/7. Rockets were fired at Israel, causing damage and injuries. In Lebanon, Israel said it attacked Hezbollah targets. The Gaza Ministry of Health said at least 2,808 Palestinians have been killed and 10,850 have been injured in Israeli airstrikes on Gaza since 10/7, including 47 entire families consisting of 500 people. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 58 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 12 children. More than 1,176 have been injured, including at least 300 with live ammunition. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,300 Israelis and foreign nationals; 4,121 have been injured since 10/7. The UN reported that over 1 million Palestinians have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. At least 11,887 housing units have been destroyed in Israeli airstrikes since 10/7. The Palestinian civil defense team said that more than 1,000 Palestinians were under the rubble of buildings in Gaza. 7 members of the civil defense team were killed in Israeli airstrikes on the Palestinian civil defense headquarters in at-Tuffah, bringing the number of humanitarian staff killed since 10/7 to 31. The Palestinian Journalists Syndicate said 11 Palestinian journalists have been killed in Israeli airstrikes since 10/7. UNRWA said in a tweet that people claiming to be from the Gaza Ministry of Health seized fuel and medical equipment from its compound in Gaza City, before later deleting the tweet. An UNRWA statement later said that there had been no looting of UNRWA warehouses. (HA, HA 10/16; HA 10/17)

Palestinian prisoner Kayed al-Fafsous suspended his 75-day hunger strike after his family urged him to end it, fearing that Israel will let him die as part of its campaign against Palestinians related to the war with Hamas. Al-Fafsous was protesting being held in administrative detention. (WAFA 10/16)

Hamas released a video of one of its captives, a 21-year-old dual French Israeli citizen, who said in the video, “I'm in Gaza. I came back early on Saturday morning from a party in the Sderot area. I was seriously injured in the arm. They brought me to Gaza, and they took me to the hospital here for three hours. They've been taking care of me, providing medication. I'm just asking that you bring me back home as soon as possible to my family, my parents, my siblings. Please get me out of here as quickly as possible.” Hamas military spokesperson Abu Obeida said Hamas is holding around 200-250 people captive and that they are being treated with dignity and respect. Egypt said humanitarian aid for Gaza is stuck in Egypt as Israel is not cooperating in allowing the aid to enter Gaza. The EU said it would launch a humanitarian air bridge to Egypt with aid to Gaza and the UN began shipping aid to Egypt in anticipation of being able to enter Gaza. Iranian foreign minister Hossein Amir-Abdollahian told Iranian state TV that a “preemptive strike” against Israel could be expected as Israel continues to attack Gaza. Amir-Abdollahian suggested the strike would be carried out by Hezbollah and would be related to a potential Israeli ground invasion of Gaza. U.S. secretary of state Antony Blinken visited Israel again after touring the Middle East over the weekend, meeting with Prime Minister Netanyahu, the Israeli war cabinet, and President Isaac Herzog. Blinken said Israel had agreed to develop a plan to get humanitarian aid to Gaza without it benefiting Hamas. Blinken also spoke with Foreign Minister Fidan, who condemned Israel’s “inhumane” actions in Gaza. President Joe Biden spoke with German chancellor Olaf Scholz and Egyptian president Abdel-Fattah el-Sisi. The Wall Street Journal reported that the U.S. has prepared around 2,000 soldiers for potential deployment to Israel to serve as advisors and for medical support. The UN Security Council rejected a Russian resolution calling for a humanitarian ceasefire and condemning violence and terrorism against civilians. 5 countries voted for the resolution (China, Russia the UAE, Gabon, and Mozambique), 4 voted against (the U.S., the UK, France, and Japan), while 6 abstained. U.S. senators Brian Schatz (D-HI), Chris Van Hollen (D-MD), and Peter Welch (D-VT) called on Israel to protect civilians in Gaza. 14 U.S. senators, 8 Democrats, 5 Republican, and 1 independent, called on President Biden to freeze $6 billion in Iranian assets held in Qatar that the U.S. exchanged for the release of people held in Iran last month. 13 members of the House co-sponsored a resolution urging Biden to call for an immediate ceasefire. Pakistani foreign minister Jalil Abbas Jilani called Israel’s attacks on Gaza genocide. Canadian prime minister Justin Trudeau called for the opening of a humanitarian corridor in Gaza to allow delivery of food, fuel, and water. Scottish first minister Humza Yousaf said that he fears that his in-laws, who are visiting Gaza, could die any day as they are running out of water and food. Prime Minister Sunak characterized the Hamas operation on 10/7 as a “pogrom” while addressing the House of Commons and said, “Israel must defend itself in line with international humanitarian law.” Sunak said 6 UK citizens have been killed and 10 are missing. Furthermore, Sunak said the UK would increase its aid to Palestinians by $12.12 million. In the West Bank, masked gunmen fired 12 shots at Hebron deputy mayor Asmaa Hatem Nasser al-Shurbati’s car parked in front of her house and later fired shots at her husband’s clinic in Hebron, causing damage. Israeli settlers set up tents and sheep pens on Palestinian land in Shaab al-Butum in the Masafer Yatta area. Israeli forces shot and killed 1 Palestinian during a raid in Aqabat Jaber refugee camp, 2 were arrested. Israeli forces also raided Jalbun, leading to tear-gas related injuries. Elsewhere, Israeli forces issued 23 stop-work orders for homes in Qarawat Bani Hassan. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli settlers from the Im Tirtzu organization harassed and threatened a delegation of foreign diplomats touring Palestinian communities experiencing settler violence with members of B’Tselem near Ramallah. 1 settler were arrested by PA forces in Taibeh in Area B and transferred to Israel after PA forces fired warning shots at the settlers when they entered Taibeh. 1 of the settlers waived a gun at the PA forces when they arrived. EU high representative for foreign affairs Josep Borrel spoke to Israel foreign minister Eli Cohen about the incident. A diplomat told Haaretz that the delegation had informed Israel about the tour beforehand but when they contacted the Israeli army to request assistance they did not show up. (HA, WAFA 9/21)

U.S. president Joe Biden met Israeli prime minister Benjamin Netanyahu on the sidelines of the annual UN General Assembly meeting in New York. According to a White House statement, Biden cautioned Netanyahu about further advancing his judicial overhaul without gaining a broad consensus and invited Netanyahu to the White House later in 2023. Israeli officials said the Biden-Netanyahu conversation mostly concerned the Israeli-Saudi normalization deal. U.S. national security council coordinator for the Middle East and North Africa Brett McGurk and presidential envoy on energy security Amos Hochstein, who have been leading the U.S. negotiations with Saudi Arabia on normalization, also attended the meeting. It was the first time Biden and Netanyahu met since Netanyahu took office in December 2022. According to an Israeli official, Netanyahu told Biden that there can be a Palestinian component to the deal but the Palestinians cannot have veto power. Israeli government ministers Bezalel Smotrich and Itamar Ben-Gvir, along with 11 members of the Likud Party, sent Prime Minister Netanyahu a letter demanding that Israeli-Saudi normalization not be tied to improvements for the Palestinian people. (HA 9/21; HA 9/22)

Saudi Arabian crown prince Mohammed bin Salman told Fox News in an interview that normalization with Israel is moving closer every day. Bin Salman said “[f]or us, the Palestinian issue is very important. We need to solve that part,” later saying “[w]e hope that it [the normalization talks] will reach a place that will ease the life of Palestinians and get Israel as a player in the Middle East.” Lastly, bin Salman said that if Iran gets a nuclear weapon, then Saudi Arabia will “have to get one.” One of the Saudi demands for normalization is that the U.S. aids the country in creating a nuclear program. UN envoy for the Middle East Tor Wennesland issued a report warning that the economic crisis in the West Bank and Gaza could threaten regional stability. The report called for investment in health, education, social support, employment opportunities for youth and women, and infrastructure. The report was issued ahead of a donor conference for Palestine which will take place on the sidelines of the annual UN General Assembly meeting. (HA 9/20)

In the West Bank, Palestinian militants shot and killed 1 Israeli settler and wounded 1 other during a drive-by shooting near Hebron; 2 Palestinians were arrested on 8/22 in relation to the killing. Israeli settlers threw stones and Molotov cocktails at a Palestinian home in Burin and set fire to nearby beehives. Israeli forces shot and wounded 8 Palestinians with live ammunition during a raid in Beita, including 1 man who was filmed walking away from the Israeli soldiers unarmed when he was shot in the back. Israeli forces also closed all entrances to Hebron and some of the surrounding villages and raided Hebron, causing tear-gas related injuries. Elsewhere, Israeli forces demolished 1 house and 1 brick factory in Biddu. Israeli forces also demolished 4 homes in al-Diyouk al-Tahta and issued demolition notices for 5 others. 12 Palestinians were arrested during raids in Kafr ‘Aqab, Marah Rabah, Beit Fajjar, Hebron, and Tulkarm. In Gaza, Israeli forces violently dispersed Palestinian protesters near the Gaza fence, injuring 15, including 1 with live ammunition. In Jerusalem, Israeli forces violently dispersed Palestinian citizens of Israel protesting at the Foreign Ministry against the withholding of funds allocated for Palestinian communities in Israel. Hadash-Ta’al leader Ayman Odeh was photographed being grabbed by his throat by a police officer. The protest coincided with a 2-hour strike called by the National Council of Arab Mayors in Israel. In response to the attack that killed 1 Israeli settler (see above), Otzma Yehudit party MK Yitzhak Kroizer wrote on social media, “We want revenge!” Otzma Yehudit leader and National Security Minister Itamar Ben-Gvir called on Prime Minister Benjamin Netanyahu to place checkpoints, enforce blockades, deny work permits, and conduct assassinations in the West Bank. The PA foreign ministry issued a statement saying that President Mahmoud Abbas had informed a number of Palestinian ambassadors that they will have to retire. The statement did not specify which ambassadors would be forced to retire. (MEMO, WAFA 8/21)

UN Middle East envoy Tor Wennesland told the UN Security Council that Israel had killed more than 200 Palestinians this year while nearly 30 Israelis had been killed by Palestinians, saying the number of Palestinians killed was the highest since 2005. Wennesland said the rise in violence was related to the lack of a political horizon to end the conflict. Wennesland also criticized Israeli settlement expansion and demolitions of Palestinian homes. In the West Bank, 1 Israeli settler and Israeli forces shot and killed 2 Palestinians who allegedly shot and killed 4 Israeli settlers and wounded 4 others at a gas station near the Eli settlement east of al-Lubban ash-Sharqiya. Israeli settlers subsequently raided al-Lubban ash-Sharqiya, setting fire to 30 cars and 10 homes. Israeli settlers also raided Huwwara setting fire to 20 cars, throwing stones at Palestinian vehicles, and attacking Israeli forces. Elsewhere, Israeli settlers threw stones at Palestinian vehicles near Nablus and Za‘atra. Israeli settlers, including Religious Zionism Party MK Zvi Sukkot, also entered the evacuated Evyatar settlement outpost in an attempt to resettle it. Israeli forces issued demolition notices for 3 homes and an agricultural building in al-Karmel. Israeli forces also closed several checkpoints near Jenin, Salfit, Ramallah, and Nablus. In East Jerusalem, Israeli authorities demolished 1 Palestinian house in Silwan. Israeli forces raided the Haram al-Sharif compound, forcing overnight worshippers at al-Aqsa Mosque to leave in order to facilitate settler tours of the compound in the morning. In response to the killing of the 4 settlers, Israel revoked travel permits for all Palestinians sharing the last names of the 2 alleged perpetrators. Israeli national security minister Itamar Ben-Gvir demanded that the Israeli government respond to the killing of the 4 Israeli settlers by assassinations by airstrikes, demolitions, deportations, and death penalty. U.S. ambassador to Israel Tom Nides tweeted that he was “[d]eeply concerned about the civilian deaths and injuries that have occurred in the West Bank these past 48 hours, including that of minors,” referring to both Israeli settler and Palestinian casualties. This led to criticism from Israeli ambassador to the U.S. Michael Herzog, who said that the “balanced” statement was disrespectful to the Israeli settler casualties. In the West Bank, Israeli settlers attacked Palestinians harvesting olives in Jibiya, injuring 1 and vandalizing nearby vehicles. Israeli forces shot and killed 2 Palestinians and injured 1 other, saying it had fired at 2 vehicles that looked suspicious near the Huwwara checkpoint. The 2 killed were members of the Palestinian civil defense. The PA condemned the killings. Israeli forces also violently dispersed Palestinian protests in Kafr Qaddum, injuring 1 with a baton round and others with tear gas. PA president Mahmoud Abbas issued a decree to form a supreme judicial council with himself as the head. The decree received criticism from rights organizations and Hamas, who said the move further erases the separation of the executive and judicial branches. The UN Middle East envoy Tor Wennesland told the UN security council that 2022 will likely be the deadliest for Palestinians in the West Bank, since the UN started tracking fatalities in 2005. In the West Bank, Israeli settlers threw stones at 1 Palestinian vehicle driving near the Homesh settlement outpost, injuring 1 and damaging the car. Thousands of Palestinians partook in a funeral ceremony in Ramallah for Al Jazeera journalist Shireen Abu Akleh, who was killed by Israeli forces on 5/11 in Jenin refugee camp. PA president Mahmoud Abbas spoke at the ceremony and awarded her the Al-Quds star of honor. Abu Akleh will be buried in East Jerusalem on 5/13. Israeli forces prevented Palestinians in the funeral procession from accompanying her casket through the Qalandia checkpoint from Ramallah to East Jerusalem. Israel’s higher planning council approved 4,427 new settlement housing units in the West Bank. 2,791 received final approval, while 1,636 were deposited for public comment before final approval. Among the new housing units are the retroactive legalization of the Mitzpeh Dani and Givat Oz VeGaon settlement outposts and expansion of the settlements of Negohot, Shvut Rachel, Dolev, Betar Ilit, and Kiryat Arba. According to Haaretz, the government’s meeting to approve the settlements was a condition by Yamina MK Nir Orbach to remain in the fragile government coalition. The New York Times reported that the FBI stated in a 2018 letter to the Israeli government that it wanted to use NSO Group’s Pegasus spyware “for the collection of data from mobile devices for the prevention and investigation of crimes and terrorism” before purchasing the spyware later the same year. In the West Bank, Israeli settlers uprooted 50 olive trees in Tarqumiyah as part of an effort to make a road to the Telem settlement. Israeli forces shot and killed 1 Palestinian man near a checkpoint in the Nablus area; Israel claimed that the man had attempted ramming soldiers with his car; no soldier was injured. Israeli forces demolished a 2-story house in Nahalin; Israeli forces also violently dispersed Palestinians protesting the demolition, causing tear-gas related injuries. 1 Palestinian was arrested during a house raid in Jericho. In East Jerusalem, 1 Palestinian family demolished their own home in Jabel Mukaber, displacing 5. Israeli forces detained 3 Palestinian minors and seized their Palestinian flags after they had raised the flags on the Haram al-Sharif compound. 4 others were arrested in the Old City. In Israel, the Israeli member of the Knesset from the Religious Zionist party Itamar Ben-Gvir threatened 2 Palestinian Israeli parking garage employees with a gun when the 2 told Ben-Gvir not to park in a prohibited zone. United Arab List leader Mansour Abbas said during a conference hosted by the Hebrew newspaper Globes that “Israel was born as a Jewish state. And that was the decision of the Jewish people, to establish a Jewish state. The Washington Post reported that the UAE had planted NSO Group’s Pegasus spyware on Saudi dissident journalist Jamal Khashoggi’s then-fiancée’s phone prior to the killing of Khashoggi. The Post reported that Hanan Elatr’s devices were hacked while she was in Dubai airport due to her job as a flight attendant. While in Dubai airport, Elatr was detained and questioned as agents planted the Pegasus spyware on her devices. The Citizen Lab research group confirmed that the Pegasus spyware had been planted on her phone prior to the killing of Khashoggi. AP also reported that Citizen Lab had found Pegasus spyware on phones belonging to a Polish lawyer and a Polish prosecutor known to publicly oppose the right-wing Polish government’s attempts to undermine the judicial branch of government. UN special coordinator for the Middle East peace process Tor Wennesland called on Israel to cease settlement activities and displacement of Palestinians in East Jerusalem during a UN security council meeting. In the West Bank, Israeli settlers tried to steal sheep in Qarawat Bani Hassan before being chased away by Palestinians. Israeli forces delivered stop-work notices for 1 house, 1 water well, and 1 outhouse in al-Twana. 6 Palestinians, including 2 11-year-old boys, were arrested during late-night raids in Hebron, Husan, and al-Zawiya. In East Jerusalem, 1 Palestinian minor was arrested during a late-night raid in Silwan. Israel advanced 1,355 Israeli settlement units in the West Bank by inviting bids for construction, the last step before they are constructed. It was the 1st time that Israel promoted new settlement units since U.S. president Joe Biden took office in 1/2021. Of the 1,355 units, 729 are for the Ariel settlement, 324 are for the Beit El settlement, 102 are for the Elkana settlement, and some are for the Geva Binyamin, Immanuel, Karnei Shomron, and Betar Illit settlements. The Israeli construction and housing ministry said it is working toward doubling the settler population in the Jordan Valley by 2026. The UN envoy to the Middle East Tor Wennesland said that the UN is “deeply concerned” about the settlement expansion. The U.S. state department spokesperson Ned Price said, after being asked, that the U.S. is “concerned” and asked both Israel and the PA not to take steps to undermine a 2-state solution. Israel’s Knesset passed a bill to connect homes built without a permit before 2018 to the electricity grid inside of Israel. The bill, pushed by the United Arab List, will provide electricity to many Palestinian Israelis living in the Negev desert. (HA 10/24)

Israeli Labor leader Merav Michaeli and Meretz leader Nitzan Horowitz, both part of the Israeli government coalition, demanded in a cabinet meeting that prime minister Naftali Bennett put a hold on the 10/22 labeling of 6 Palestinian rights organizations as terrorist organizations and further settlement expansion. In the West Bank, Israeli forces shot and injured 2 Palestinians during a late-night raid in Qalandia refugee camp; both were taken to a hospital for treatment. Israeli forces also razed a paved road connecting Ya‘bad and Mariha and delivered a demolition notice for a house under construction in Ghazara. 6 Palestinians were arrested during late-night raids in Qalandia refugee camp, Rantis, Tulkarm, and Tulkarm refugee camp. In East Jerusalem, Israeli forces and Israeli settlers clashed with Palestinians at the Damascus Gate plaza, injuring dozens of Palestinians; 22 were arrested. A video showed Israeli forces pulling 1 woman by her hair and beating Palestinians with batons. Palestinians in East Jerusalem have in recent weeks expressed dismay over Israeli forces’ decisions to disperse Palestinians present at the Damascus Gate plaza, leading to stone throwing. Palestinians also threw stones at a public bus near the plaza, lightly injuring 2 in the bus. In Israel, Israeli authorities delivered eviction notices for some 30 Palestinian shop owners in Tayibe and Qalansuwa, claiming that their stores were built without the correct zoning permits. Hussein al-Sheikh, head of the PA Civil Affairs Committee, said Israel had approved the registration of 4,000 unregistered Palestinians living in the West Bank, allowing them to receive Israeli-issued ID cards to be used at Israeli checkpoints. The far-right Kahanist Israeli lawmaker Itamer Ben-Gvir of the Religious Zionist party and Ayman Odeh of the Joint List got into a physical altercation at a hospital in Rehovot, where Ben-Gvir was trying to provocatively visit a Palestinian prisoner who has been hunger striking for 90 days. The Palestinian is protesting his administrative detention and is said to be in life-threatening condition. Odeh was with the family of the hospitalized prisoner when Ben-Gvir tried to provoke the family. Ben-Gvir later filed a complaint against Odeh at a police station, saying he was physically attacked. U.S. ambassador to the UN Linda Thomas-Greenfield called reports of Israeli settler violence against Palestinians and their property “abhorrent” and called on Israel to fully investigate the incidents and the lack of response by Israeli forces during a UN security council meeting. Ambassador Thomas-Greenfield also noted that the U.S. believes that the UN security council has an outsized focus on issues related to Israel.
