Israeli settlers also assaulted Palestinians during a raid in Susiya. Israeli forces shot and killed 4 Palestinians during raids in Jenin and Qalqilya; during the raid in Jenin, Israeli forces vandalized the memorial of Shireen Abu Akleh and used bulldozers to destroy infrastructure. Israeli forces also shot and injured 19 Palestinians, including at least 1 child, during raids in Jenin, Hebron, Deir Abu Masha’al, Qalqilya, Bethlehem, al-Bireh, and Nablus. The Gaza Ministry of Health said at least 7,326 Palestinians have been killed, including at least 4,000 women and children, and 18,967 have been injured in Israeli airstrikes on Gaza since 10/7. It is estimated that 1,700 people, including 940 children, were trapped in rubble. In addition, Israeli media reported that 1,500 Palestinian militants have been killed near Gaza. 108 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 30 children. More than 1,967 have been injured. Israeli officials recorded no new fatalities, leaving the Israeli death toll at around 1,400 Israelis and foreign nationals; 5,431 have been injured since 10/7. The UN reported that over 1.4 million Palestinians, more than half the population in Gaza, have been displaced since 10/7 and that since 11 p.m. on 10/12 there has been a complete electricity blackout due to the Israeli blockade. As of 10/23, at least 27,781 housing units had been destroyed and 150,000 had been damaged in Israeli airstrikes since 10/7. At least 45% of all housing units have been either destroyed or damaged in Israeli airstrikes. UNRWA said 14 of its staff members have been killed in the last 24 hours, raising the total number of UNRWA staff killed in Israeli attacks to 53. UN secretary-general Antonio Guterres said the monitoring regime for the aid trucks that pass into Gaza via the Rafah crossing was too slow. At least 10 trucks carrying aid entered Gaza. The UN General Assembly voted to adopt a non-binding resolution calling for an immediate humanitarian truce between Israel and Hamas and demanding humanitarian aid access in Gaza. 120 countries voted in favor, 45 abstained, and 14 voted against. Tunisia and Iraq explained their abstentions, saying the resolution did not support Palestine strongly enough. 2 Israelis were sentenced to 11 and 4.5 years in prison for an attack on a Palestinian man in Jerusalem in 2021 during the Unity Intifada. Noam Elimelech was sentenced for stabbing the man 10 times in addition to punching and kicking him and for attacking a police officer. Naftali Elmakais was sentenced for punching the man after he was on the ground. The 2 Israelis also had to pay the Palestinian man $26,000 in damages. 2 other Israelis are convicted but have yet to be sentenced. (HA 9/14)

The Israeli Ministry of Justice said it managed to reconstruct a deleted video related to the arrest and assault on a Palestinian man in Shu’fat in August who had what appeared to be a Star of David imprinted on his face. Israeli police had claimed that there was not any video of the incident and that the 16 police officers who arrested the man all had their body cameras off. (HA 9/14)

Israeli prime minister Benjamin Netanyahu’s office said that he and U.S. president Joe Biden will meet on the sidelines of the UN General Assembly next week. Times of Israel reported that Saudi Arabia will co-host an event focused on revamping efforts to end the Israeli occupation of Palestine called “Peace Day Effort for Middle East Peace” on the sidelines of the UN General Assembly annual meeting. Members of Nizar Banat’s family called on the ICC to investigate the killing of Banat by PA security forces in June 2021. Banat was killed while being arrested by PA security officers. 14 security officers were later arrested but none of them have been convicted in relation to the killing. In an interview with NPR, Israeli prime-minister elect Benjamin Netanyahu said that he will not agree to a Palestinian state with full sovereignty. “[M]y formula is very simple . . . . The only peace that will hold is one that we can defend. And the one that we can defend is one in which the Palestinians have all the powers to govern themselves, but none of the powers to threaten our life, which means that security, in whatever political arrangements we'll have realistically will have to remain in Israel's hands.” The PA called Netanyahu’s remarks unacceptable. Unilever said the legal dispute between it and its subsidiary Ben & Jerry’s over the sale of the license to manufacture and sell the ice cream company’s products in Israel had been resolved but did not offer any details. 1 Palestinian man was released from prison on the condition that he does not enter his own land for 30 days. An Israeli military court said that video evidence of the incident on 9/12 where the man allegedly assaulted a settler complicated the narrative told by the Israeli settlers. The video shows that the man was approached by armed Israeli settlers in al-Twana before they assaulted him, breaking both his arms. 1 Israeli settler was injured in the incident. (HA 9/22)

At the UNGA, Israeli prime minister Yair Lapid said that he supports a 2-state solution and underscored that an Israeli prime minister had not voiced support for a 2-state solution at the UNGA “for many years.” Prime minister Lapid said his condition for a 2-state solution is that “a future Palestinian state will be a peaceful one. That it will not become another terror base from which to threaten the well-being, and the very existence of Israel. A group of lawyers and rights organizations said they had referred the killing of Shireen Abu Akleh to the ICC on behalf of her family. An Israeli court ruled that Israel can revoke the residency permits of 17 Palestinians related to a Palestinian accused of killing 4 Israeli soldiers in Jerusalem in 2017. Interior minister Ayelet Shaked subsequently said that she would revoke the 17 Palestinian family members’ residency permits and work to deport them to the West Bank. Palestinian schools in East Jerusalem observed a general strike in protest over Israeli attempts to censor Palestinian textbooks and introduce Israeli curriculum in the schools. According to the head of the parents committee union, between 90% and 95% of the some 280 Palestinian schools in East Jerusalem observed the strike. It was revealed that Israel had installed a remote-controlled gun at a checkpoint on Shuhada Street in Hebron, capable of shooting baton rounds, stun grenades, and tear gas. Keder published an article “’Cast Thy Bread’: Israeli biological warfare during the 1948 War” in Middle Eastern Studies, saying that declassified materials in the Israeli archives have revealed that Israel used biological weapons against Palestinians and Arab armies during the Nakba. The codename used for the biological weapons campaign used by the Zionist leaders, including David Ben-Gurion was “Cast Thy Bread.” Zionist militias were given typhoid bacteria which they were to put in water wells.
