Israeli forces shoot and injure 4 Palestinians with live ammunition during raids in Tubas, Kafr al-Labad, and Hebron. Israeli forces also seize 3 vehicles in al-Zawiya. Elsewhere, Israeli forces raze 5 dunams of land planted with grape vines, uprooting 300 trees in Battir. Israeli forces also arrest 41 Palestinians during late-night raids in and around Tubas, Arrabah, Ein as-Sultan refugee camp, Bethlehem, Salem, Bayt Ibia, and Yatta. In East Jerusalem, Israeli settlers tour the Haram al-Sharif compound. In Gaza, Israeli forces bomb Gaza City, Nuseirat refugee camp, Dayr al-Balah, Khan Yunis, and Rafah, killing at least 118 people. Israeli forces also continue to raid al-Amal Hospital in Khan Yunis. More than 27,019 Palestinians have been killed by Israeli forces in Gaza, including at least 10,600 children and 7,200 women, and around 66,139 have been injured since 10/7. At least 8,000 people are missing in rubble, including 1,700 children. 374 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 94 children. More than 4,391 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 222 Israeli soldiers have been killed and 1,293 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 70,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 200 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. Israelis block trucks carrying aid to Gaza arriving at Ashdod port. The New York Times says its analysis found that Israeli forces have destroyed hundreds of buildings in Gaza in at least 33 controlled demolitions, including schools, mosques, and entire sections of residential neighborhoods. U.S. president Joe Biden signs an executive order allowing the U.S. to sanction people participating in acts of violence against civilians in the West Bank. The Department of the Treasury subsequently sanctions 4 settlers, David Chai Chasdai, Yinon Levi, Einan Tanjil, and Shalom Zicherman. In response to the sanctions, Israeli national security minister Itamar Ben-Gvir calls on the U.S. to rethink its policy in the West Bank and calls the settlers “heroic.” Finance Minister Smotrich calls the decision “anti-Semitic.” Axios reports that the Biden administration considered adding Ben-Gvir and Smotrich to the list. UK foreign secretary David Cameron tells AP that UK recognition of the state of Palestine “cannot come at the start of the [peace negotiation] process, but it does not have to be the very end of the process,” saying “[w]hat we need to do is give the Palestinian people a horizon towards a better future, the future of having a state of their own.” Cameron also says that for the UK to recognize the state of Palestine Hamas leaders will have to leave Gaza. National Security Council spokesperson John Kirby says the U.S. is prepared to increase humanitarian assistance to Gaza. Kirby also says National Security Council Coordinator for the Middle East and North Africa Brett McGurk has been in Qatar in recent days to negotiate the release of Israeli captives held in Gaza. National Security Advisor Jake Sullivan meets with Qatari prime minister Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani in Davos, Switzerland, discussing aid to Gaza and negotiations over the release of captives. U.S. senator Bernie Sanders (D-VT) forces a vote on a Senate resolution that would oblige the State Department to provide the Senate with a report on whether U.S.-provided arms to Israel have been used to violate human rights in Gaza within 30 days. Der Spiegel reports that Germany is considering sending tank ammunition to Israel. Israel reportedly requested 10,000 rounds of 120mm ammunition from Germany and departments involved with the arms transfer have reportedly already agreed in principle to the transfer. In the West Bank, a Palestinian man from East Jerusalem driving with Israeli license plates on his car is shot and killed in a drive-by shooting near the Ofra settlement north of Ramallah; it is unclear who the assailants are. Israeli settlers uproot 250 olive trees in Khallet al-Nahlah. Israeli settlers also assault several farmers and steal agricultural equipment in Maeen in the Masafer Yatta area. Elsewhere, Israeli settlers raid al-Juwaya in the Masafer Yatta area and Shuwe’er in the Jordan Valley, assaulting Palestinians. Israeli forces raid Jenin, killing 7 Palestinians in a drone strike in Jenin; 1 Israeli soldier is killed and 3 others are injured when an explosive device hits their car during the raid. Israeli forces also shoot and kill 3 Palestinians, including a 3-year-old girl, at a checkpoint near Beit Iksa; Israel claims the 2 adults had rammed and injured an Israeli soldier and says the girl was accidentally shot and killed and was in a different car not related to the alleged ramming incident. Save the Children says more than 1,000 Palestinian children in Gaza have had 1 or both legs amputated after being hit by Israeli bombs, many of the amputations are done without anesthetics. Save the Children notes that on average 10 children are subject to amputations every day. The WHO says it has canceled plans to bring medical supplies to northern Gaza because “[h]eavy bombardment, movement restrictions, and interrupted communications, makes it too dangerous. Authorities in Gaza call on Egypt to open the Rafah crossing further to allow more wounded Palestinians into Egypt, noting that 6,000 people are awaiting approval to cross to Egypt while 10-20 wounded people are evacuated daily. Hamas official Osama Hamdan says Israel has destroyed more than 200 heritage sites in Gaza and calls on the OIC, the Arab League, and the African Union to support South Africa’s filing at the ICJ. The Euro-Med Human Rights Monitor releases a report based on testimonies from Palestinians abducted by Israeli forces in Gaza and taken to Israel, saying civilians were tortured in detention, including being beaten, subject to electric shocks, burned with cigarettes, and tied up in stress positions. Euro-Med says many of the Palestinians taken from Gaza are being held at the Sde Teiman camp between Gaza and Beersheba in what was described as a Guantanamo-like prison. (Euro-Med 1/7)

Israeli military chief of staff Herzi Halevi says Israel will be fighting in Gaza all year. Defense Minister Yoav Gallant tells the Wall Street Journal that Hezbollah leaders “know we can copy-paste [Israel’s attacks on Gaza] to Beirut,” adding Israel’s priority is not a war in Lebanon. U.S. secretary of state Antony Blinken meets with Qatar prime minister Mohammed bin Abdulrahman bin Jassim Al Thani in Doha, discussing the situation in Gaza and the Red Sea. Blinken calls the killing of Hamza Dahdouh (see above) an “unimaginable tragedy” and says Palestinians in Gaza must be allowed to return to their homes and “must not be pressed to leave Gaza.” Al Thani says the Israeli assassination of Saleh al-Arouri in Beirut has affected Qatari mediation efforts but that the negotiations continue. Blinken also meets with Jordanian king Abdullah II and foreign minister Ayman Safadi in Amman. King Abdullah II warns Blinken of “catastrophic repercussions” if Israel’s war on Gaza continues. The Washington Post reports that U.S. president Joe Biden has tasked his staff with preventing an all-out war between Israel and Hezbollah. The Post says U.S. officials are worried that Israeli prime minister Benjamin Netanyahu sees an escalation with Hezbollah as a way to stay in power. A Defense Intelligence Agency report saying that Israel would have trouble winning a war against Hezbollah while fighting in Gaza is also leaked to the press. (HA 1/8)

In the West Bank, 1 Palestinian child succumbed to injuries sustained from Israeli forces on 10/30 in Zawata. Israeli settlers set fire to vehicles and buildings in Deir Sharaf, set fire to olive trees in Jit, and threw stones on a road between the 2 towns, causing damage. Israeli settlers also attacked Palestinian homes in Shaab al-Butum in the Masafer Yatta area, causing damage. Elsewhere, Israeli settlers attacked a motorist in the Jordan Valley, destroying his car; the man was able to escape. 1 Israeli settler wearing an Israeli military uniform was shot and killed near Beit Lid. Israeli forces shot and killed 4 Palestinians, including 1 child, during raids in Qalqilya, Jenin, and al-Bireh. Israeli forces also shot and injured 9 Palestinians during raids in Huwwara, Jenin, al-Bireh, and Qalqilya. Elsewhere, Israeli forces assaulted 1 Palestinian man in Salfit. Israeli forces also demolished 6 vending stalls in Jalamah. 65 Palestinians were arrested during late-night raids in and around Ramallah, Bethlehem, and Hebron. The Israeli security cabinet decided to deduct funds from the PA tax revenue that is used in Gaza, in addition to the funds it deducts from the PA that are said to be used for paying stipends to the families of Palestinian prisoners and Palestinians killed by Israel. The cabinet also decided to no longer allow Palestinians from Gaza to work in Israel and to send those held in the Israeli internment camps back to Gaza. Interior Minister Moshe Arbel approved a memorandum making it easier for Israel to revoke the citizenship for people accused of supporting, inciting, or identifying with a terrorist organization. Arbel also transferred $50.4 million to 67 Palestinian municipalities in Israel after the funds had been frozen by Finance Minister Bezalel Smotrich since July. Israeli military chief of staff Herzl Halevi said Israel would allow fuel to enter Gaza to keep hospitals running. However, Prime Minister Netanyahu’s office rejected the move. The U.S. House of Representatives passed a bill that would provide $14.3 billion in aid to Israel and deduct the same amount from the Internal Revenue Service (IRS). The bill was unlikely to pass in the Senate due to the deduction in funds from the IRS and the lack of funding for Ukraine. Senator Chris Murphy (D-CT) said the civilian deaths in Gaza were unacceptable and called on Israel to “immediately reconsider its strategy and shift to a more deliberate and proportionate counterterrorism campaign.” Senator Dick Durbin (D-IL) called for a ceasefire, among the U.S. senators to do so. The Taub Center for Israel Studies at New York University made available documents from the Israeli archives showing that the Israeli military poisoned Palestinian land around Aqraba in 1972 to ensure that Palestinians could not cultivate the land as Israel established the Gitit settlement on land confiscated from the town’s residents. Israel’s interior minister Ayelet Shaked ordered the deportation of Palestinian human rights lawyer Salah Hamouri to France. Hamouri, who is from East Jerusalem and held Israeli residency status until it was revoked in October 2021, is a French citizen. He has been held on administrative detention since March 2022. Interior Minister Shaked said Hamouri would be deported due to his alleged senior position in the PFLP. The New York Times reported that its own investigation into the killing of Palestinian American journalist Shireen Abu Akleh concluded that the bullet that killed Abu Akleh on 5/11 was fired from the location of an Israeli military convoy and “most likely by a soldier from an elite unit.” It also concluded that there were no armed Palestinians near where Abu Akleh was killed. Israeli prime minister Naftali Bennett and foreign minister Yair Lapid held a press conference announcing that they have decided to hold a vote next week to dissolve the Knesset. If the vote passes, Foreign Minister Yair Lapid will be caretaker prime minister until new elections are held on 10/25. In a joint statement, the 2 ministers said that they had “exhausted options to stabilize” the government coalition. Israeli media reported that Prime Minister Bennett was mulling retiring from politics. A decisive factor in the government coalition’s collapse was the failure to extend the emergency regulations extending Israeli law to Israeli settlers, which will be automatically extended if the Knesset is dissolved. Prime Minister Bennett also claimed that Türkiye, in coordination with Israel, had arrested several people said to be planning attacks against Israelis in Türkiye. It was reported that the people arrested were working on behalf of Iran. Foreign Minister Yair Lapid is expected to travel to Türkiye on 6/23. Israeli defense minister Benny Gantz told the Foreign Affairs and Defense Committee that Israel and partners in the Middle East had begun working together on air force cooperation against Iran, calling the cooperation the “Middle East Air Defense Alliance.” Defense minister Gantz said that he continues to work with the U.S. to strengthen the cooperation with Middle East countries. In the West Bank, Israeli settlers attacked Israeli activists from Rabbis for Human Rights working with Palestinians in Burin to plant trees; 7 were injured by the settlers with clubs and other improvised weapons and 1 car was set on fire. Rabbis for Human rights posted a video of the incident on Twitter. Israeli settlers also fenced off 4 dunams (1 acre) of Palestinian land in Kafr ad-Dik and planted it with trees. Elsewhere, Israeli settlers vandalized some 300 olive tree saplings in Deir Sharaf. Israeli settlers also vandalized 90 olive trees and olive saplings in Yasuf and Bidya. Meanwhile, Israeli settlers assaulted 1 Palestinian man and attempted to set his car on fire in Deir Istiya. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, inuring 6 with rubber-coated bullets and others with tear gas. Israeli forces also violently dispersed Palestinian protesters in Beita, injuring 9 with rubber-coated bullets and 52 with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 17 with tear gas. Israeli forces also shot and injured 1 Palestinian man in Sinjil, detaining him before allowing Palestinians to take him to a hospital in Ramallah. Meanwhile, Israeli forces opened fire at Palestinian protesters in Hebron, injuring 1 with a rubber-coated bullet and others with tear gas. 6 Palestinians were arrested, including 2 during late-night raids in Sinjil and Jannatah and 4 during a house raid in Zeita. PA forces arrested 3 members of Islamic Jihad during a raid in Beita, including Abdul Raouf al-Jaghoub, a local Islamic Jihad leader. Hamas and Islamic Jihad slammed the PA for the arrests. In East Jerusalem, Israeli settlers led by deputy mayor of Jerusalem Aryeh King assaulted 1 Palestinian and set up barbed wire around a plot of land belonging to the Salem family, who are threatened by eviction in Sheikh Jarrah; Israeli forces also confiscated Palestinian flags from protesters. In Gaza, Israeli forces opened fire and fired tear gas at Palestinian farmers east of Dayr al-Balah, Abasan, and al-Qarara; no injuries were reported. Israel’s public security minister Omer Bar-Lev called the incident where activists from Rabbis for Human Rights were attacked by Israeli settlers near Burin “actions of a terror organization.” Public Security Minister Bar-Lev further stated that it is difficult to apprehend the attackers. In the West Bank, Israeli settlers vandalized some 600 almond and olive trees in Deir Sharaf. Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 2 with rubber-coated bullets. 1 Palestinian was arrested during a late-night raid in Kafr Qalil. In East Jerusalem, 3 Palestinian families demolished their own apartment building in Silwan, displacing 20 Palestinians. 2 Palestinians were arrested in Isawiya. Municipal elections were held for representatives in 154 village councils in Area C of the West Bank. Some 400,000 Palestinians were eligible to vote in the elections. There were no elections held in Gaza, as Hamas boycotted the elections. A Hamas spokesperson said that Hamas refuses to “participate in partial elections that are tailored to Fatah, and conducted by the PA.” The Central Election Committee said the voter turnout was 65%. The 2d phase of the municipal elections is scheduled to take place on 3/26/2022, when Palestinians in towns and cities will vote.
