In the West Bank, 1 Palestinian man succumbed to wounds sustained from Israeli forces on 8/15 in Nablus. Unidentified gunmen shot and killed 2 Israeli settlers at a car wash near Huwwara. Israeli settlers threw stones at Palestinian vehicles traveling in the Nablus area and posted posters saying, “Burn down Huwwara.” Israeli settlers also threw stones at Palestinian vehicles traveling near al-Bireh, causing damage. Israeli forces closed the Huwwara and Za’tara checkpoints and imposed further restrictions on travelers at the Deir Sharaf and Beit Furik checkpoints. Israeli forces escorting Israeli settlers prevented Palestinian municipal workers from carrying out work on a road in Qaffin and seized a truck. Elsewhere, Israeli forces seized a concrete mixer in Arab al-Zawaidin in the Masafer Yatta area. In East Jerusalem, Israeli settlers assaulted 1 Palestinian minor in the Old City, fracturing his arm. UN humanitarian coordinator Lynn Hastings said that 77 Palestinian health-care workers had been injured and 30 ambulances damaged by Israeli forces during raids in 2023. (UNOCHA 8/19; AJ 8/20)

In the West Bank, Israeli settlers set fire to a Palestinian residential tent with 2 Palestinians in it in al-Baqa’a; both were unharmed. Israeli forces shot and killed 1 Palestinian man at a checkpoint near Deir Nidham, claiming that the man threw a grenade and opened fire at Israeli soldiers when he was shot. Israeli forces also detained and assaulted 2 Palestinian journalists and vandalized their vehicle at the Deir Sharaf checkpoint. Elsewhere, Israeli forces shot and injured 5 Palestinians, including 1 with live ammunitions and 4 with baton rounds during a raid in Shuqba. Israeli forces also blocked roads in the Nablus area for Palestinians to facilitate a settler march between the Eli and Beit El settlements. Meanwhile, Israeli forces issued stop-work orders for residential structures in Bardala. Israeli forces also prevented Palestinian workers in Area B from carrying out work on an agricultural road near Atara and seized drilling equipment. 3 Palestinians were arrested during late-night raids in Hebron, al-Shuyukh, and Bayt Rima. In East Jerusalem, 1 Palestinian family was forced to demolish 2 storage rooms in Bayt Hanina. 2 Palestinians were arrested in raids in Shu’fat refugee camp and Silwan. UN special rapporteur on the situation of human rights in the Palestinian territories Francesca Albanese told the UN Human Right Council that more than 800,000 Palestinians have been imprisoned by Israel since 1967, with 5,000 currently being held in prison. She called “the entire occupied Palestinian territory . . . an open-air prison, where Palestinians are constantly confined, surveilled, and disciplined.” (AJ, MEE, REU, WAFA 7/11; MDW 7/16)

Save the Children released a report saying that Palestinian minors were subject to emotional and physical abuse, including of a sexual nature, in Israeli custody. Save the Children also said that Palestinian children are the only ones in the world experiencing systematic prosecution in military courts. (AJ 7/10)

The Knesset voted 64 to 54 to approve the first of 3 readings of a bill that would prevent the judicial branch of government from overturning decisions made by government, ministers, and elected officials on the grounds of “reasonableness.” Large demonstrations against the bill were held in several places in Israel. In the West Bank, Israeli settlers shot and injured 1 Palestinian man near Beit Umar, others suffered tear-gas related injuries when Israeli forces intervened on behalf of the settlers. Israeli settlers also set fire to a Palestinian home in Mukhmas, rendering 6 Palestinians homeless. Elsewhere, Israeli settlers threw stones at Palestinian vehicles traveling near Ein al-Beida, Tulkarm, Qalqilya, Haris, Huwwara, and Deir Sharaf. Israeli forces shot and killed 2 Palestinians and injured 3 others during a raid in Nablus, 3 were arrested. Israeli forces also shot and killed 1 Palestinian man while dispersing a protest in Umm Safa; Israeli settlers also attacked the Palestinian protesters with sticks and stones, causing injuries. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Kafr Qaddum, injuring 5 with baton rounds and others with tear gas. Israeli forces also violently dispersed some 300 Israeli activists from Peace Now using stun grenades. The Israeli military said it had disciplined 5 soldiers for not obeying standard procedures when striking Gaza during the May 2021 assault on Gaza. The military did not say which incidents the soldiers were disciplined for and the soldiers will not face criminal charges. (AP 7/7; AJ 7/8)

The UN Security Council met to discuss Israel’s attack on Jenin refugee camp earlier in the week at the request of the UAE. The closed-door meeting did not result in any action. (HA 7/8)

In the West Bank, Israeli settlers fenced off a tract of Palestinian-owned land in Umm al-Ubur in the Jordan Valley. Israeli settlers also vandalized 25 olive trees and grapevines and erected tents at a water spring in Ein al-Beida. Elsewhere, Israeli settlers set fire to crops outside of Qusra. Israeli settlers also destroyed 2 tombstones at a graveyard in Burqa. Israeli forces shot and injured a 2-year-old Palestinian and his father outside of their home in Nabi Salih, claiming to be returning fire at Palestinian militants. The 2-year-old was evacuated by helicopter to a hospital in Israel for treatment and later succumbed to his succumbed to his wounds on 6/5. The Israeli military claimed that the incident would be investigated. Neither the family of the 2-year-old nor others in Nabi Salih had heard any other gun shots than those fired by the Israeli forces. Israeli forces also shot and injured 1 Palestinian at a checkpoint in Deir Sharaf. Elsewhere, Israeli forces issued a notice to a Palestinian family that they will seize 5 dunams (1.25 acres) of land in al-Mughayyir for construction of a military watchtower. Israeli forces also raided several towns in the Tulkarm area, violently dispersing Palestinians protesting the incursions; tear-gas related injuries were reported. 38 Palestinians were arrested during late-night raids in Tuqu, Beit Umar, Fawwar refugee camp, Ramallah, Nablus, Qabatiya, and Kafl Haris. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen; no injuries were reported. The PA called on UNESCO to help prevent Israel from passing a law that would stifle speech on Palestine by Palestinian teachers in Israel. The law, which has passed 1 reading in the Knesset, would require security checks for Palestinian teachers in schools in Israel. (WAFA 6/1)

Officials from Hamas and Islamic Jihad met with officials from the Egyptian intelligence services. The meetings followed meetings between PA prime minister Mohammed Shtayyeh and Egyptian intelligence chief Abbas Kamal on 5/30. (HA 6/2)

Senior Israeli officials, including Shin Bet chief Ronen Bar, National Security Advisor Tzachi Hanegbi, and Strategic Affairs Minister Ron Dermer met with U.S. officials, including CIA director William Burns, in Washington D.C. The BDS movement said that the security company G4S will sell its 25% stake in the Israeli company Policity to G1 following years of campaigning against the complicity of G4S in Israeli human rights violations against Palestinians. (WAFA 6/1)

In the West Bank, Israeli forces raided Ni‘lin and punitively demolished the family home of a Palestinian man who was killed after he allegedly killed 1 Israeli woman in Tel Aviv on 3/9; 2 Palestinians were injured by live ammunition while protesting the demolition. The punitive demolition was carried out in a 4-story apartment building on the second floor with explosives, causing damage to other apartments. Israeli forces also shot and injured 2 Palestinians during a raid in Qabatiya. Elsewhere, Israeli forces issued a demolition order for a house under construction in Tura. Israeli forces also seized 2 tractors in Deir Sharaf. Meanwhile, Israeli forces raided Bardala, sealing water wells. 18 Palestinians were arrested during raids in Qabatiya, al-Jalama, Tubas, al-Am’ari refugee camp, Nablus, Salem, al-Arroub refugee camp, Birzeit, al-Mughayyir, and al-‘Awja. The head of the Israeli police’s operational division Sigal Bar-Zvi said that Israel should declare a state of emergency over the continuing rise in gun violence in the Palestinian cities and towns in Israel. So far this year, 80 Palestinian citizens of Israel have been murdered. Bar-Zvi blamed organized crime for the rise in the murder rate. (HA 5/24)

Haaretz reported that the second largest Israeli spyware company QuaDream had announced that it would shut down due to its failure to get authorization from the Israeli Defense Ministry to sell its Reign spyware to Morocco and other new clients. Morocco was reportedly barred by Israel from buying QuaDream’s spyware as it had used NSO Group’s Pegasus spyware to target senior officials in Europe, including French president Emmanuel Macron. In the West Bank, Israeli settlers uprooted 15 olive and 10 almond trees in Husan. Israeli forces shot and injured 1 Palestinian man during a raid in Nablus; 2 were arrested. Israeli forces also assaulted 2 Palestinians at the Deir Sharaf checkpoint, leading to the hospitalization of 1 of them. Elsewhere, Israeli forces forced Palestinian businesses to close and removed Palestinian flags from buildings in Huwwara. Israeli forces also notified Palestinians in Khirbet Humsa that they will be temporarily evicted from 5/16 to the morning of 5/17 for Israeli military drills. 6 Palestinians were arrested during raids in Qatanna, Jenin, and Jericho. In East Jerusalem, Israeli authorities forced 1 Palestinian family to demolish part of their own home in Jabel Mukaber. 4 Palestinians were arrested during raids in Isawiya and Jabel Mukaber. In Gaza, 1 rocket was fired at Israel around 24 hours after the ceasefire was announced in what was claimed to be a misfire. Israel conducted an airstrike on Beit Lahiya, causing damage. Israel reopened the Erez and Kerem Shalom crossings to Gaza for the first time since Israel began its attacks on Gaza on 5/9. The reopening of the crossings followed a ceasefire agreement which was reached on 5/13. (HA 5/13; REU 5/14)

Hamas political bureau head Ismail Haniyeh spoke to Islamic Jihad secretary-general Ziyad al-Nakhalah, offering his condolences for the Islamic Jihad members killed by Israel in the latest assault on Gaza. Haniyeh also said in a press statement that Hamas and Islamic Jihad had managed the response to Israel through the Joint Operations Room. Israeli officials had said that Hamas did not actively partake in the firing of rockets. (QDS, QDS 5/14)

The Knesset Ministerial Committee on Legislation discussed a bill that would stop Israeli government funding to East Jerusalem schools that use the Palestinian curriculum. (HA 5/14)  

Otzma Yehudit leader Itamar Ben-Gvir said that he opposed the Israeli budget because of a lack of funds “to Judaize the Negev and the Galilee.” (TOI 5/14)

Axios reported that PLO secretary-general Hussein al-Sheikh and Israeli national security advisor Tzachi Hanegbi have been in secret talks discussing day-to-day issues and efforts to de-escalate the violence in the West Bank. According to Axios the talks started shortly after prime minister Benjamin Netanyahu was sworn-in after the PA had reached out to Netanyahu using the U.S. as a mediator. (AX 2/20)

The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. In the West Bank, Israeli settlers threw stones at Palestinian vehicles and assaulted Palestinians with pepper-spray in Huwwara, injuring 5 and causing damage. Israeli forces shot and killed 1 Palestinian, injured 5 with live ammunition and 19 with tear gas during a raid near Joseph’s Tomb in Nablus. Israeli forces also demolished 2 commercial structures in Deir Sharaf and delivered a demolition order for a commercial structure in Qalqilya. In the West Bank, Israeli settlers vandalized an irrigation pond in Bayt Dajan. Israeli forces shot and killed 1 Palestinian during a late-night raid in al-Fara‘a refugee camp, claiming he threw an incendiary device at the forces during the raid. Israeli forces also shot and injured 1 Palestinian riding a motorbike in Nablus. Elsewhere, Israeli forces demolished agricultural structures in ‘Anata and delivered demolition notices against a wedding hall, a ceramic shop, a factory, and 2 car repair shops in Deir Sharaf. 20 Palestinians were arrested during late-night raids in Silwad, Kafr Ein, Dura, Hebron, Nablus, Beita, al-Fara‘a refugee camp, Ya‘bad, Qalqilya, and Tulkarm. In response to U.S. requests for Israel to change its rules of engagement as a measure of accountability for the killing of Shireen Abu Akleh on 6/11, Israel’s prime minister Yair Lapid said “no one will dictate open fire regulations to us when we are fighting for our lives.” Prime Minister Lapid further said of the killing of Abu Akleh that he would “not allow them to put an IDF soldier on trial who defended himself against fire from terrorists, just to receive a round of applause from the world.” Several independent investigations have found that no gunfire was detected around the Israeli soldiers who killed Abu Akleh.
