In the West Bank, Israeli forces shot and injured 2 Palestinians with baton rounds and arrested 2 others during a late-night raid in Askar refugee camp. Israel deported Salah Hamouri to France. The deportation led to condemnation from France, calling it illegal. The French statement said that France has taken all measures to ensure that Hamouri could “lead a normal life in Jerusalem, the city where he was born, lives and wishes to stay.” Hamouri called his deportation to France a part of Israel’s “policy of ethnic cleansing.” The PA condemned the deportation, calling it outrageous and setting a dangerous precedent. The U.S. state department spokesperson Ned Price told reporters that the U.S. defers to Israel explanation of security concerns related to the decision to deport Hamouri but said “regarding any broader implications of this beyond this discrete situation, we of course have serious concerns about any broader practice of revocation of residency and deportation from East Jerusalem. In an interview in Haaretz, U.S. ambassador to Israel Tom Nides said that the U.S. still intends to reopen the consulate to Palestinians in Jerusalem but that the Israeli government has made it clear that it does not want the consulate to reopen. Ambassador Nides insinuated that the same work that would be carried out at the consulate is being done by staff under the name of the Office of Palestinian Affairs at the U.S. embassy. (HA 12/18)

In the West Bank, 1 Israeli settler was injured by unidentified stone throwers hitting his car near the Carmiel settlement. Israeli forces shot and injured 1 Palestinian with a baton round and injured others with tear gas during a raid in ‘Usarin. Israeli forces also shot and injured 3 Palestinians in al-Bireh. It was reported that the Israeli forces used expanding bullets known as dumdum. Elsewhere, Israeli forces demolished 2 agricultural structures in Nahalin. The French foreign ministry said that it is assisting Palestinian human rights lawyer Salah Hamouri with legal support and has urged Israel to release Hamouri and allow him to reside in East Jerusalem, where he is from. Al Jazeera announced that it had filed a lawsuit with the ICC against Israel over the killing of its journalist Shireen Abu Akleh. Al Jazeera said it had found new evidence that refutes Israel’s claim that Abu Akleh was killed by mistake in an exchange of fire between Israeli forces and Palestinian militants. The U.S. state department spokesperson Ned Price said that the U.S. opposed Al Jazeera’s lawsuit at the ICC. Itamar Ben-Gvir, presumed to be the next Israeli national security minister, subsequently said that Al Jazeera should be expelled from Israel. In the West Bank, Israeli settlers assaulted 1 Palestinian minor with metal clubs in Hebron. Israeli settlers also stole 30 bee hives and olive harvesting equipment in Deir Sharaf. Israeli forces shot and killed 2 Palestinians during a late-night raid in Jenin refugee camp; 3 were arrested. Israeli forces also demolished 2 Palestinian homes under construction in al-Ramadin and 2 commercial structures in Qalandia. Elsewhere, Israeli forces issued stop-work orders for 2 homes and 1 agricultural structure in Umm Lasfa in the Masafer Yatta area. 5 Palestinians were arrested during late-night raids in Kobar, Dura, and Beit Furik. Israel’s interior minister Ayelet Shaked ordered the deportation of Palestinian human rights lawyer Salah Hamouri to France. Hamouri, who is from East Jerusalem and held Israeli residency status until it was revoked in October 2021, is a French citizen. He has been held on administrative detention since March 2022. Interior Minister Shaked said Hamouri would be deported due to his alleged senior position in the PFLP. Amnesty International said that the deportation, scheduled for 12/4, would constitute a war crime. It was reported on 12/2 that Israel had postponed the deportation of Hamouri. In the West Bank, Israeli settlers vandalized 1 water well supplying Palestinians in al-Zawiya. Israeli settlers also set up a mobile home, 6 tents, and 2 water tanks near ‘Arab al-Rashayida. Israeli forces shot and killed 1 Palestinian riding a motorcycle and injured 3 others during a late-night raid in Nablus. Israeli forces also shut the main entrance to Beit Umar for the 2d day in a row. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. Israeli forces injured 1 Palestinian with a baton round and 15 with tear gas during a raid in Silwan. 1 Palestinian family demolished their own home near the Lion’s Gate in the Old City, displacing 8. In an interview with Haaretz, Israeli prime minister Yair Lapid blamed the PA for not creating a situation that allows for a 2-state solution, saying, “I accept that there is external difficulty, and the external difficulty we create. But when Israel was established, we already had a public health system, trains and a positive collective effort. You see very little such effort in the PA.” (HA 9/25)

In the West Bank, Israeli forces delivered a stop-work order for a house in Fasayil. In East Jerusalem, Israeli forces handed demolition orders for 1 house, 1 canopy, and 1 house stable in Isawiya. Israeli forces detained PA governor of Jerusalem Adnan Ghaith before handing him orders not to enter the West Bank for 6 months. Meanwhile, Israeli forces violently dispersed Palestinians gathered at the Damascus Gate plaza with baton rounds and stun grenades; at least 1 was injured. 12 were arrested in the Old City and 2 in Bayt Hanina. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of al-Sudaniyya; no injuries were reported. The Knesset passed a bill amending the citizenship law to ban Palestinians from the West Bank and Gaza married to Israeli citizens from obtaining Israeli residency or citizenship. The bill passed 45–15, with the United Arab List and Meretz in the government coalition opposing it. Prominent Palestinian lawyer and activist Salah Hamouri was placed in administrative detention after arrest on allegations of being a member of the PFLP. Hamouri, who lives in East Jerusalem, was 1 of the 6 Palestinians who in November 2021 discovered that his phone was infected with Pegasus spyware from the Israeli NSO Group. Israeli foreign minister Yair Lapid met with Jordan’s king Abdullah II in Amman. King Abdullah II called for Israel to preserve the status quo of the holy sites in Jerusalem and to establish a Palestinian state with East Jerusalem as the capital along the 1967 borders. The U.S. Senate passed a $1.5 trillion omnibus spending bill, including $1 billion of “emergency” Iron Dome missile defense system funding to Israel. The House and Senate tried to pass the standalone bill for the Iron Dome funding to Israel, but the military aid was consistently blocked from being fast-tracked by senator Rand Paul (R-KY). Also in the omnibus spending bill was an additional $3.3 billion in military aid on top of the $1 billion for Iron Dome spending, and $500 million for missile-defense partnerships between the U.S. and Israel. Additionally, the bill included funding for the Israel Relations Normalization Act, $219 million in aid to Palestinians in the West Bank and Gaza via the Economic Support Fund, $40 million in security assistance to the PA, and $50 million for the Middle East Partnership Act.
