In the West Bank, Israeli settlers steal around 35 sheep from Palestinians in Qarawat Bani Hassan. Israeli forces fatally shoot 3 Palestinians, including 2 children, at the Adora settlement; Israel says 1 settler is lightly injured. Israeli forces also beat an 18-year-old Palestinian to death during a raid in Zeita, 2 others are shot and injured with live ammunition. Elsewhere, Israeli forces uproot streets during a raid in Nur Shams refugee camp. In Gaza, telecommunications services are down throughout the territory for the ninth time since 10/7. Israeli forces bomb Rafah, Dayr al-Balah, Gaza City, Nuseirat refugee camp, al-Bureij refugee camp, Maghazi, and Khan Yunis, killing at least 151 people. Al-Aqsa Hospital runs out of fuel, leaving many patients at risk. An Israeli soldier is killed in combat. In Lebanon, Israeli forces conduct airstrikes in Meiss Ei Jabal, Marwahin, Yaroun, and Kafr Yarin, causing damage. 2 anti-tank missiles are fired at Israel; no injuries were reported. More than 23,708 Palestinians have been killed by Israeli forces in Gaza, including at least 16,350 women and children, and around 60,005 have been injured since 10/7. At least 7,000 people are missing in rubble, including 1,700 children. 340 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7, including 86 children. More than 4,148 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7, including Israeli soldiers. In addition, 185 Israeli soldiers have been killed and 1,099 injured in Gaza since the ground invasion began on 10/27. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7. There has been a complete electricity blackout in Gaza since 10/12 due to the Israeli blockade. At least 69,000 housing units have been destroyed and 290,000 have been damaged in Israeli airstrikes since 10/7, constituting over 60% of all housing units. 178 trucks carrying aid enter Gaza via the Rafah and Karem Abu Salem (Kerem Shalom) crossings. UNRWA says at least 330 Palestinian sheltering at its facilities have been killed in 1,135 Israeli airstrikes since 10/7. UNOCHA criticizes Israel for not allowing it to deliver aid in northern Gaza. Israel presents its defense at the ICJ in the genocide case brought against it by South Africa. Germany says it will speak in Israel’s defense. Namibia calls Germany’s decision shocking, noting that the first genocide of the 20th century was carried out by Germany in Namibia 120 years ago. The PA expresses dismay with Germany’s decision, saying it is shielding Israel from accountability. Canadian prime minister Justin Trudeau says Canada does not accept the premise of South Africa’s case. After the hearing, South African justice minister Ronald Lamola says Israel failed to disprove the South African case. Israel’s military says it will activate a mechanism to investigate actions in Gaza suspected of being in violaton of international law. Turkish president Recep Tayyip Erdoğan says his country provided documents to the ICJ about Israeli attacks on Gaza, saying he believes Israel will be convicted of genocide. The Intercept reports that Al Jazeera cameraperson Samer Abudaqa was left to bleed out at the Farhana school in Khan Yunis on 12/15/23 after being hit by an Israeli airstrike, despite multiple organizations and journalist pleading with the Israeli military to let emergency workers evacuate him. The New York Times reports that the CIA has formed a task force to track Hamas leaders and find Israeli captives held in Gaza, providing its findings to Israel. The Times says U.S. officials believe Hamas leader in Gaza Yahya Sinwar is hiding in a tunnel network under Khan Yunis and is surrounded by captives. (AJ, NYT 1/12; AJ, HA 1/13)

The HuffPost reports that U.S. National Security Council coordinator for the Middle East and North Africa Brett McGurk has presented national security officials with a plan to link a Saudi-Israeli normalization agreement with the rebuilding of Gaza and Israeli acceptance of a single Palestinian body to control both Gaza and the West Bank. McGurk, who is said to be leading the U.S. post-war planning for Gaza, reportedly dubbed his plan “the Jerusalem-Jeddah Pact.” (HUFF 1/12)

In the West Bank, Israeli settlers set up tents on land near Deir Sharaf. Israeli settlers also threw stones at Palestinian vehicles traveling near Duma, injuring 2 Palestinians and damaging a car. Elsewhere, Israeli settlers assaulted Palestinians with pepper spray near Jamma’in, injuring 1. Israeli forces uprooted 70 olive trees in Khallet al-Qutun near Tuqu’. Israeli forces also leveled land near Qaryut in preparation for settlement expansion. In East Jerusalem, Israeli forces raided the home of 16 Palestinians who had previously been imprisoned by Israel, seizing cash, several vehicles, and jewelry, claiming that the Palestinians had received payments from the PA. The Israeli military alleged that a rocket was launched from the Jenin area at Israel before exploding within the West Bank, causing neither damage nor injuries. (HA, JP, TOI 6/26)

An Israeli parole board denied an early release petition for Palestinian prisoner Walid Daqqa, who the Israeli prison service acknowledge is terminally ill with cancer. Daqqa, who has been imprisoned by Israel for 39 years, has already completed his original sentence but was sentenced to an additional 2 years for allegedly helping smuggling cellphones into prison. The Israeli Higher Planning Council approved 5,700 settlement housing units and retroactively approved the Palegi Maim, HaYovel, and Nof Harim settlement outposts. 818 housing units received final validation including 359 in Elkana, 381 in Revava, 29 in Givat Ze’ev, 42 in Carmiel, and 7 in Hermesh. 4,915 housing units were approved for deposit, including 1,563 in Eli, 98 in Ariel, 714 in Givat Ze’ev, 340 in Ma ‘ale Adumim, 312 in Beitar Ilit, 310 in Adora, 264 in Etz Efraim, 152 in Ma ‘ale Amos, 78 in Asfar, and 754 in the 3 settlement outposts. Peace Now reported that more than 13,000 housing units had been approved in the first half of 2023. The French foreign ministry and the UN issued a statement condemning the settlement approval and the recent Israeli settler violence. Israeli public broadcaster Kan reported that Prime Minister Benjamin Netanyahu had told a Knesset committee that his government is ready to help the PA financially to prevent it from collapsing but that the Palestinian “ambitions for the establishment of a state must be eliminated.” (NA, QDS 6/26; MEMO 6/27; QDS 6/29)

The UN Office for Coordination of Humanitarian Affairs counted 570 Israeli settler attacks on Palestinians and Palestinian property between 1 January and 26 June, raising the number of attacks counted by the UN from 71 in 2022 to 95 incidents in the first half of 2023. (HA 7/1)

The Taub Center for Israel Studies at New York University made available documents from the Israeli archives showing that the Israeli military poisoned Palestinian land around Aqraba in 1972 to ensure that Palestinians could not cultivate the land as Israel established the Gitit settlement on land confiscated from the town’s residents. The Israeli military estimated that they had caused property loss from the spraying of the land amounting to $25,000. (HA 6/23)

In the West Bank, Israeli settlers assaulted 2 Palestinians with pepper spray in Hebron. 1 Israeli settler also shot and injured 1 Palestinian man near the Adora settlement. Elsewhere, Israeli settlers blocked roads near al-Twana. Israeli settlers also threw stones at Palestinian vehicles traveling near Huwwara, injuring 1 Palestinian and causing damage. Israeli forces delivered a demolition notice for a school under construction in the al-Saffi community in the Masafer Yatta area. Israeli forces also demolished 1 car repair shop in Nabi Ilyas. 8 Palestinians were arrested during late-night raids in Qalqilya, Jalbun, Nazlet Zeid, Tulkarm, Yatta, and Asira ash-Shamaliya. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen west of al-Waha and al-Sudaniyya; no injuries were reported. In Gaza, 22 Palestinians were killed in a fire in the Jabalia refugee camp. The PA called on Israel to open its crossings to Gaza to allow the injured to receive treatment in East Jerusalem and the West Bank, which Israel subsequently said it had done. The preliminary investigation suggested that the fire escalated quickly due to a large amount of gasoline stored in the house. U.S. ambassador to Israel Tom Nides visited the Kiryat Netafim settlement. Ambassador Nides said he visited the settlement to offer condolences to the family of an Israeli settler who was stabbed to death on 11/15 in the Ariel settlement, allegedly by a Palestinian. Shomron Regional Council head Yossi Dagan, who accompanied Nides, told Nides that “we will build Samaria [the West Bank]. We are believers, and we know that this is our land.” (HA 11/17)

The UN social, humanitarian, and cultural issues committee adopted a draft resolution affirming the right of the Palestinian people to self-determination. 167 counties voted in favor, 5 against, and 7 abstained. (WAFA, WAFA 11/17)

In the West Bank, PA forces arrested 9 Palestinian protesters during a general strike in Hebron over rising food prices. Food prices have been rising throughout the world due to Russia’s blockade of Ukrainian wheat and global supply chain issues. In Palestine, prices on flour, sugar, and cooking oil have risen up to 30% in the last quarter. 1 Israeli settler opened fire at Palestinians, claiming they had thrown stones at him; no injuries were reported. Israeli forces delivered a demolition notice for part of a Palestinian home in al-Rakiz in the Masafer Yatta area. Israeli forces also raided Nabi Salih, firing tear gas at Palestinians protesting the incursion; no injuries were reported. Elsewhere, Israeli forces violently dispersed a Palestinian protest in Tubas, causing tear-gas related injuries. Israeli forces also delivered notices to Palestinians in Tarqumiyah informing them that 600 dunams (148 acres) of agricultural land will be seized by Israel to expand the settlements of Telem and Adora. In East Jerusalem, Israeli forces raided Silwan, firing tear gas at Palestinians and causing injuries. In Jerusalem, Israeli right-wing activists raided the Greek Garden and the Church of Holy Trinity on Mount Zion, damaging property of the Greek Orthodox church. The Israeli Knesset failed to pass the 1st vote on extending the Emergency Regulations – Judea and Samaria, Jurisdiction and Legal Aid, extending Israeli law to Israeli settlers living in the West Bank. 58 voted against and 52 voted for, as the Israeli right-wing opposition voted against the measure to trigger the dissolution of the coalition government. The emergency regulation expires at the end of June. 2 party members in the Israeli coalition, Mazen Ghanaim from the United Arab List and Ghaida Rinawie Zoabi from Meretz, voted against the bill, as did the members of the Joint Arab List. The Palestinian Prisoner Society reported that 1 Palestinian prisoner who has been hunger-striking for 96 days in protest over his administrative detention was in critical condition. (WAFA 6/6)

Amnesty International (AI) called on Israel to “immediately release” Salah Hammouri, a Palestinian-French human rights lawyer who works for Addameer and who has been held in administrative detention since 3/7. AI also demanded that Israel ensure that Hammouri’s East Jerusalem residency status will not be revoked. (AI 6/6)

A survey conducted by the Israeli Democracy Institute found that 60% of Israeli Jews favored segregation from the country’s Palestinian community, up from 45% in last year’s survey. In comparison, about 20% of Palestinian citizens of Israel favored segregation. (HA 6/6)

In Syria, Syrian media reported that the Syrian military had intercepted Israeli missiles targeting Damascus. (HA, REU 6/6; JP, TOI 6/7)

U.S. senators Mitt Romney (R-UT) and Jon Ossoff (D-GA) sent a letter to U.S. secretary of state Antony Blinken, urging the Biden administration to ensure a “full and transparent investigation” into the killing of Palestinian American journalist Shireen Abu Akleh on 5/11 in Jenin refugee camp. Haaretz reported on recently released documents at the Israeli State Archive, which details conversations between Israeli and U.S. officials during the 1st Israeli Invasion of Lebanon. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. Prime Minister Begin responds by suggesting that Palestinians in Lebanon be deported to Libya, Iraq, Syria, or Saudi Arabia. (HA 6/6)
