A video of the incident showed Israeli soldiers in civilian clothes shooting a Palestinian man laying still on the ground in his head. The killings were described in the media as assassinations. Israeli forces also shot and injured 3 Palestinians while others suffered tear-gas related injuries during a late-night raid in Nablus in preparation for a settler tour of Joseph’s Tomb. In Israel, a bomb explosion on a road near the Megiddo prison injured 1 Palestinian citizen of Israel traveling in his car. Israeli Channel 12 reported that the UAE had frozen purchases of Israeli military equipment due to the Israeli government’s behavior against Palestinians, including National Security Minister Itamar Ben-Gvir’s tour of the Haram al-Sharif compound in January and Finance Minister Bezalel Smotrich’s comment that Huwwara “should be wiped out.” Prime Minister Benjamin Netanyahu, the Israeli ambassador to the UAE, and the Israeli foreign ministry denied the reporting. The Israeli public broadcaster KAN reported that Saudi Arabia had refused to grant visas to an Israeli delegation for an upcoming UN conference on tourism. Axios reported that Saudi Arabia had initially approved Israeli foreign minister Eli Cohen’s attendance at the conference with 2 staffers, but effectively blocked Cohen’s trip by not engaging in making arrangements for his security. In the West Bank, Israeli settlers also assaulted Palestinian shepherds and tried to steal their sheep near al-Juwaya in the Masafer Yatta area. 13 Palestinians were arrested during late-night raids in Dura, Battir, Qalqilya, and Fasayil. PA forces arrested 18 Palestinians accused of resisting PA forces’ violent dispersal of a funeral procession on 3/8. In East Jerusalem, Israeli settlers assaulted 1 Palestinian at the Damascus Gate plaza. 2 Palestinians were arrested in the Old City. In Gaza, Israeli forces opened fire at Palestinians east of Khan Yunis; no injuries were reported. In Israel, about half a million Israelis protested against the Israeli government in several cities, with the largest crowds in Tel Aviv and about 50,000 in Haifa. It was the tenth Saturday in a row that Israelis have voiced their opposition to the judicial overhaul being carried out by the government. In the West Bank, 1 Israeli settler shot and killed 1 Palestinian man at the Dorot Illit settlement farm near Qalqilya. Israel claimed the Palestinian man was armed with knives and explosives. Israeli forces shot and killed 1 Palestinian minor during a raid in Qalqilya. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 3 with live ammunition and others with tear gas. Elsewhere, Israeli forces violently dispersed Palestinian protesters in Bayt Dajan, injuring 10 with tear gas. Israeli forces also took measurements in Ni’lin for a punitive demolition of the family home of the Palestinian man who shot and injured 3 Israelis in Tel Aviv on 3/9. The Washington Post published an investigation into the 2/22 raid on Nablus in which 11 Palestinians were killed and 102 were injured, saying that Israeli forces fired at least 14 shots at unarmed Palestinian civilians taking cover outside of a mosque, 2 of whom were killed and 3 of whom were injured. The investigation used 3D modeling to show that the shots were fired despite the soldiers having a clear view of the civilians. (WP 3/10; HA, WAFA 3/11)

Iran and Saudi Arabia agreed to reopen embassies in each other’s countries within 2 months after meetings brokered by China in Beijing. It was reported that China will host a Gulf Cooperation Council summit where Iran will be participating. The U.S. granted Israeli finance minister Bezalel Smotrich a diplomatic visa for his trip to Washington D.C. where he will address the Israel Bonds summit. It had been reported that the State Department had been discussing if the U.S. should deny Smotrich entry to the country over his remarks in support of the settler attacks in Huwwara on 2/26, which the U.S. called “irresponsible, disgusting, and repugnant.” (ALM, AX, HA, MEE 3/9; MDW 3/10; MDW 3/11)

U.S. secretary of defense Lloyd Austin met with Defense Minister Gallant in Tel Aviv. Austin told reporters that diplomacy is the best option to prevent Iran from obtaining nuclear weapons. The Wall Street Journal reported that Saudi Arabia wants U.S. security guarantees and assistance in building a civilian nuclear program in exchange for normalizing ties with Israel. (HA, NYT 3/9)

More than 90 Democratic members of the U.S. Congress signed a letter to U.S. president Joe Biden urging him to pressure the Israeli government not to undermine its judicial branch, to scale-down Israeli raids in the West Bank, and not to annex the West Bank. (HA 3/9)

EU high representative for foreign affairs Josep Borrell wrote an op-ed in Project Syndicate, saying that European and Arab states must start being more engaged in pursuing peace between Israel and Palestine as U.S. efforts have not brought peace any closer. Borrell wrote that he and other EU representatives have already taken an initiative to start talks with Saudi Arabia and the Arab League. Borrell also criticized Israel for allowing settler violence against Palestinians, not protecting civilians during military operations, expanding settlements, and eroding the status quo at the holy sites. In the West Bank, Israeli settlers threw stones at Palestinian homes in Hebron, injuring 1 minor who was hospitalized for his injuries. Videos of the incident show Israeli forces did not intervene while in the area. PA forces violently dispersed a funeral procession, using smoke grenades and tear gas, for a Palestinian man who was killed by Israeli forces on 3/7 during a raid in Nablus. The PA said its forces intervened because Hamas flags were waived. In Gaza, 1 rocket was launched at Israel; no damage was reported. Later Israel said that 1 military vehicle was hit by an explosive device and Israel subsequently directed artillery fire at Khan Yunis, injuring 2 and causing damage. The Israeli military’s chief of staff, Herzi Halevi, said that the military did not allocate enough troops to respond to the large-scale settler raid in Huwwara on 2/26 but that there would be no disciplinary measures taken against the officials involved. In the West Bank, Israeli settlers threw stones at Palestinians and their property in Hebron and Nablus, injuring 2 in Nablus. Israeli settlers also assaulted 1 Palestinian farmer working his land in ‘Urif. Israeli forces shot and killed 7 Palestinians, including the alleged perpetrator of the killing of 2 Israeli settlers on 2/26 and 1 minor, and injured 25 others during a raid in Jenin. 2 Israeli soldiers were injured. The PA called the raid a “heinous crime,” while the U.S. said Israel had a right to defend itself. Israel Hayom reported that Israeli foreign minister Eli Cohen was working on normalization deals with Mauritania, Somalia, Niger, and Indonesia. Talks about normalization with those countries were reportedly brought up in conversations that included U.S. secretary of state Antony Blinken and National Security Advisor Jake Sullivan. Israel Hayom said Israeli talks with Mauritania were the most advanced of the 4 and that Israel had asked Germany to assist in its efforts. (ALM 3/7)

In Syria, Israeli forces conducted airstrikes in Aleppo, damaging the runway at Aleppo International Airport. The Syrian transport ministry said it had to reroute earthquake aid to other airports due to the strike. In the West Bank, Israeli settlers uprooted 80 olive tree saplings in Yasuf. Israeli settlers also raided Huwwara, throwing stones at Palestinians and their property, injuring 4 and causing damage. During the raid, Israeli settlers and soldiers were filmed dancing together on the street. Israeli forces shot and injured 4 Palestinians with live ammunition during a raid in Aqabat Jaber refugee camp. Israeli forces also demolished 4 residential structures in Shaab al-Butum, displacing 40 Palestinians and issued stop-work orders for 3 homes and 11 agricultural structures in al-Zawyeh. Haaretz reported that since 2016 planes from Azerbaijan’s Silk Way Airlines have landed at the Israeli Ovda airbase 92 times. In the West Bank, 1 Israeli settler was shot and injured by an unidentified gunman near Hebron. Israeli settlers threw stones at Palestinian homes and vandalized olive trees in Burin. A video of the incident showed Israeli soldiers standing by the settlers and not intervening. Israeli settlers also attacked Palestinian herders in Zanuta and threw stones at Palestinian vehicles traveling near al-Muarajat. Israeli forces violently dispersed 500 Israeli solidarity activists, including former Knesset speaker Avraham Burg, touring Huwwara in coordination with local Palestinian residents. The activists were told by the Israeli military ahead of the tour that they would not be allowed to tour Huwwara. PA security forces prevented some 150 Palestinians from holding a press conference at the Watan Media Network office in Ramallah. Israeli finance minister and minister in charge of the civil administration at the defense ministry, Bezalel Smotrich, said “Huwwara needs to be wiped out. I think that the State of Israel needs to do that, not, God forbid, private individuals,” when asked about the Israeli settler attack on Huwwara on 2/26. The U.S. State Department spokesperson Ned Price condemned Smotrich’s comments, calling them “irresponsible, repugnant, and disgusting” and calling on Prime Minister Benjamin Netanyahu to reject the comments. UN high commissioner for human rights Volker Türk called the comments “unfathomable.” Later on 3/4, Smotrich said “being upset, I misspoke” and Netanyahu called Smotrich’s statements “inappropriate” in a tweet on 3/5. The Knesset passed the first of three readings of a bill that will reintroduce the death penalty to Palestinians. The legislation stipulates that a person who “causes the death of an Israeli citizen when the act is carried out from a racist motive . . . with the purpose of harming the State of Israel and the rebirth of the Jewish people in its homeland,” can receive the death penalty. Israeli national security minister Itamar Ben-Gvir’s party Otzma Yehudit boycotted a Knesset session to hold a party meeting in the Evyatar settlement outpost to complain about the Israeli government being too lenient on Palestinians. Ben-Gvir said of the Israeli settler attacks in Huwwara on 2/26 that “this is not the way. The U.S. State Department released its 2021 Country Reports on Terrorism, which stated that “Israeli security personnel often did not prevent settler attacks and rarely detained or charged perpetrators of settler violence.” The report also noted that settler attacks in 2021 had “expanded in severity and scale.” (AX, HA 2/28)

In the West Bank, 2 Israeli settlers were shot and killed while driving through Huwwara. In response to the events in Huwwara, PA president Mahmoud Abbas called the raid terrorism and said he held the Israeli government responsible. Palestinian MK and leader of the Ta‘al party Ahmad Tibi compared the settler raid to Kristallnacht. MK for the Otzma Yehudit Party Zvika Fogel expressed support for the settler raid, saying it was a useful deterrence against attacks on Israeli settlers. Opposition leader Yair Lapid of Yesh Atid responded by saying “MK Fogel must go to jail for inciting terror.” Israel’s chief of the central command Yehuda Fuchs called the settler attacks a pogrom. U.S. State Department spokesperson Ned Price said that the U.S. condemns “today’s violence in the West Bank, including the terrorist attack that killed two Israelis and settler violence, which resulted in the killing of one Palestinian, injuries to over 100 others, and the destruction of extensive property.” Price later said that the U.S. expects Israel to hold the perpetrators accountable and compensate lost homes and property. Officials from the PA, Israel, the U.S., Egypt, and Jordan attended a summit in Aqaba, Jordan, to discuss the deterioration of security in the West Bank. A joint communique stated that Israel and the PA “confirmed their joint readiness . . .  to end unilateral measures for a period of 3-6 months. This includes an Israeli commitment to stop discussions of any new settlement units for 4 months and to stop authorization of any outposts for 6 months.” The parties agreed to meet again in Sharm El Sheikh, Egypt next month. A day after advancing plans for 3,144 new settlement housing units, the Civil Administration’s Higher Planning Council advanced plans for a further 4,013 new settlement units, including 1,135 in Ma’ale Adumim. The total number of settlement units advanced on 2/22 and 2/23 was 7,157, of which 1,900 were given final approval and the rest were advanced for deposit. Israeli prime minister Benjamin Netanyahu granted Israeli finance minister Bezalel Smotrich authority over the Civil Administration, which was previously under the defense minister’s authority, and allowed Smotrich to create a settlement authority that will seek to improve services and infrastructure in Israeli settlements. The move was described as de jure annexation as Israel transferred the authority of the occupation from the military to a civilian entity. The UN Security Council issued a presidential statement expressing “deep concern and dismay” over Israel’s 2/12 announcement to legalize settlement outposts and expand settlements by more than 10,000 housing units. The U.S. supported the statement which was made in lieu of a vote on a draft resolution calling on Israel to halt settlement activity. It was reported on 2/19 that the U.S. had convinced the UAE and the PA to drop the binding resolution, which the U.S. said it would veto, and instead present the statement. PA UN ambassador Riyad Mansour said that the PA was very happy with the statement. The UAE informed the UN Security Council that it will not call a vote on a draft resolution to demand that Israel ceases its settlement activity. The decision not to call the vote was reportedly the result of intense lobbying by the U.S. targeting the UAE and the PA. Instead the Security Council members are set to vote on a statement condemning Israeli settlement activity. Part of the deal made by the U.S. involved the PA not pursuing action against Israel in international organizations until August while Israel would not expand more settlements and legalize more settlement outposts beyond the 9 settlement outposts that Israel said it would legalize on 2/12. It was also reported that the U.S. had offered the PA meeting with President Joe Biden at the White House, movement on reopening the U.S. consulate in Jerusalem, and aid. Leading Democrat and former presidential candidate senator Bernie Sanders (D-VT) said during an interview “I think we’ve got to put some strings attached to that [U.S. aid to Israel] and say ‘You cannot run a racist government,’ You cannot turn your back on a two-state solution. You cannot demean the Palestinian people there. Bloomberg reported that Israel and Saudi Arabia have intensified talks on developing a closer military and intelligence sharing relationship. According to Bloomberg sources, the two countries held talks on the sidelines of the U.S.-Gulf Cooperation Council Working Group meeting in Riyadh and are expected to continue talks at the Munich Security Conference in Prague in the coming days. The Knesset passed a law that allows the interior ministry to revoke the residency and citizenship of Palestinians in Israel who are convicted of terrorism and receive funding from the PA. Reuters reported that the UN Security Council was considering a draft resolution written by the UAE in coordination with the PA to have the body condemn Israel’s settlement announcement from 2/12. A video of the incident was circulated by New Yorker journalist Lawrence Wright, who was given a tour of Hebron by Amro at the time of the assault. The Israeli security cabinet approved the legalization of the 9 settlement outposts Avigail, Asael, Shacharit, Givat Arnon, Givat Harel, Givat Haro’eh, Malachei Hashalom, Mitzpe Yehuda, Beit Hogla, and Sde Boaz. The security cabinet also approved the connection of other settlement outposts to Israeli infrastructure. In addition, finance minister Bezalel Smotrich said that the cabinet approved building permits for nearly 10,000 new Israeli settlement units, with the final number to be decided by the civil administration planning and zoning committee. The PA condemned the decisions and called on the international community to intervene. Israel’s ministerial committee for legislative affairs voted to repeal parts of the 2005 Disengagement Law, allowing Israeli settlers to enter settlement outposts evacuated in 2005, including the Homesh settlement outpost. The Israeli Civil Administration issued a new directive prohibiting Palestinians from the West Bank under the age of 22 from participating in organized peace-building activities in Israel. Married Palestinians over the age of 22 will be allowed to participate as will single Palestinians over the age of 27. Arab leaders met at the Arab League Conference in Support of Jerusalem in Cairo.
