Axios reported that U.S. secretary of state Antony Blinken asked PA president Mahmoud Abbas to pause the PA’s efforts for justice at the UN and other international organizations and to resume security coordination with Israel in exchange for Israel pausing settlement expansion, demolitions of Palestinian homes, and evictions. Israel was reportedly ready to reduce but not halt its activities, while the PA reportedly was ready to pause its efforts. (AX 2/7)

Israeli police informed Palestinian residents of a Wadi Qaddum apartment building in East Jerusalem that Israeli authorities will not demolish the building this week. 2 earthquakes with magnitudes of more than 7.5 and epicenters in southern Turkey killed more than 50,000 people in Turkey and Syria. The PA said that at least 95 Palestinians were killed in Turkey and Syria. In subsequent days 2 smaller 3.5 magnitude earthquakes with epicenters in the West Bank were recorded, with no injuries reported. Israeli finance minister Bezalel Smotrich of the Religious Zionist Party resigned his seat in the Knesset, allowing fellow Religious Zionist Party member Zvi Sukkot to take his place. Sukkot, who lives in the Yitzhar settlement, is one of the founders of the Evyatar settlement outpost and has been arrested for terrorist attacks on Palestinians and temporarily expelled from the West Bank for planning terrorist attacks against Palestinians. In the West Bank, Israeli forces shot and injured 6 Palestinians during a raid in Aqabat Jaber refugee camp, critically injuring 2, and fired anti-tank missiles at homes, causing damage. 3 were arrested during the raid. During the demolitions in Duma, Israeli forces shot and injured 1 journalist with a baton round and injured others with tear gas. Israeli forces also notified Palestinians in Hizma and Jaba’ that Israel will seize 500 dunams (123 acres) of land between the 2 villages to expand a settler-only road. 28 Palestinians were arrested during late-night raids in al-Mughayyir, Kafr Malik, al-Bireh, Nur Shams refugee camp, Nablus, Jericho, Aqabat Jaber refugee camp, and Hebron. Prime Minister Netanyahu met with French president Emmanuel Macron in Paris. According to the French daily Le Monde, Macron told Netanyahu that “France will assume that Israel has disconnected from the two countries’ democratic perception,” if Netanyahu moves ahead with his planned changes to the Israeli judicial system. In the West Bank, Israeli settlers vandalized 1 Palestinian house in Silat ad-Dhahr. Israeli forces demolished 1 agricultural structure in Deir Balut, 1 house in Bayt Jala, and 1 house in al-Walaja. Israeli forces also notified Palestinian residents of Khirbet Humsa that they have to leave their homes on 10 separate days between 5 and 28 February due to Israeli military drills in the area. The Israeli government requested an extension from the Israeli High Court of Justice on making a decision on the forced displacement of Palestinians from Khan al-Ahmar, pushing the decision to 6/1. In the West Bank, Israeli settlers vandalized 3 cars and wrote racist graffiti in al-Bireh. Israeli forces seized heavy machinery worth $50,000 from the ‘Anin village council. 1 Palestinian man rammed 2 Israeli soldiers near Nablus; the man later turned himself in saying that the incident was an accident. In East Jerusalem, Palestinians in Jabel Mukaber observed a general strike and blocked several roads leading to the neighborhood in protest over planned demolitions in the neighborhood. U.S. secretary of state Antony Blinken met with PA president Mahmoud Abbas in Ramallah. Secretary Blinken urged President Abbas to resume security coordination with Israel and to accept and implement a security plan made by U.S. security coordinator Mike Fenzel, which will see PA forces trained specifically to counter militant groups in Jenin and Nablus. The PA had reportedly earlier complained to the U.S. that the plan is untenable without ending Israeli nighttime raids in the cities. Blinken also announced that the U.S. will give an additional $50 million to UNRWA and will continue to work on reopening the U.S. consulate to Palestinians in Jerusalem but did not give a timeframe. Israeli forces also issued 6 stop-work notices for houses in Deir Balut and a demolition notice for 1 residential structure in Bayt Jala. Representatives from a dozen of countries visited Palestinians threatened by forced displacement in Khan al-Ahmar. In East Jerusalem, Israeli settlers toured the Haram al-Sharif compound. U.S. secretary of state Antony Blinken met with Israeli prime minister Benjamin Netanyahu in Israel. The U.S. State Department said that the 2 spoke about Israeli-Palestinian relations and the need for a diplomatic solution. Secretary Blinken met with Egyptian president Abdel Fattah al-Sisi earlier in the day in Cairo. According to Yediot Ahronot, the U.S. offered Netanyahu help with normalizing ties with Saudi Arabia and curbing Iran’s nuclear program if Netanyahu reigns in his far-right coalition partners, ends his plans to weaken the judiciary, and maintain the status quo at the Haram al-Sharif compound. In the West Bank, PA officials said that 144 settler attacks were recorded in the Nablus area overnight, including damage to some 120 vehicles and 22 shops. Israeli settlers also threw stones at Palestinian vehicles traveling near Rawabi and Yasuf. Israeli national security minister Itamar Ben-Gvir released a video showing the family of the accused assailant from the 1/27 shooting removing their belongings from their home before their house was sealed. In the West Bank, thousands of Palestinians protested Israel’s deadly raid in Jenin on 1/26 with demonstrations in cities and towns throughout the West Bank and in East Jerusalem. Several countries condemned Israel’s raid in Jenin, including Saudi Arabia, Jordan, Kuwait, and Oman. U.S. assistant secretary of state for Near Eastern affairs Barbara Leaf said that the U.S. has reached out to Israel to understand the circumstances of the raid and urged the PA not to end its security coordination with Israel. The family home of Udai Tamimi, who is accused of killing an Israeli soldier in October 2022, was demolished by the Israeli forces. EU commissioner for crisis management Janez Lanericic said that Israel must pay reparations for structures it demolishes that are funded by the EU. Elsewhere, Israeli settlers vandalized 14 olive trees in Yasuf. The Israeli prison service began transferring Palestinians to different prisons in Israel to impede contact between them. 70 Palestinian prisoners, including Palestinian presidential candidate Marwan Barghouti, were transferred to the Nafha prison. Likud Party MK Hanoch Milwidsky told the Knesset during a debate on revoking citizenship for Palestinians convicted of terrorism that he prefers Jewish terrorists and will not seek to revoke their citizenship. The proposed legislation Milwidsky was defending would see Palestinians receiving prisoner stipends from the PA, or through a foreign body, having their citizenship revoked. Representatives from the U.S., Israel, the UAE, Egypt, Bahrain, and Morocco met in Abu Dhabi for the first day of a two-day summit of the Negev Forum, discussing normalization and regional integration. The U.S. Supreme Court allowed a lawsuit brought by WhatsApp against the Israeli spyware company NSO Group to continue, denying the NSO Group immunity as a foreign government agent. NSO Group’s Pegasus spyware has been used to spy on activists and journalists in several countries, with more than 100 cases where the spyware having been installed via WhatsApp messages in more than 100 cases. Israel revoked the VIP travel permit for PA foreign minister Riyad al-Maliki in retaliation for the UN General Assembly vote on 12/30/22 to ask the International Court of Justice for its opinion on the legality of the Israeli occupation. Israeli national security minister Itamar Ben-Gvir ordered Israel’s police commissioner Kobi Shabtai to ban Palestinian flags in public spaces. Israeli police raided a parent-teacher association meeting in Isawiya, claiming the event was funded by the PA. The chairperson of the association Mahmoud Faiz said the meeting had no relation to the PA and was related to staffing shortages at schools. (HA 1/7)

In retaliation for the UN General Assembly vote on 12/30/22 to ask the International Court of Justice for its opinion on the legality of the Israeli occupation, the Israeli cabinet imposed a series of sanctions against the PA and Palestinians in the West Bank. First, seizing $39 million from the tax collected on behalf of the PA to pay to Israeli victims of Palestinian attacks. Second, seizing the funds from the PA which Israel deems the PA spent for payments to Palestinian prisoners and their families in 2022. Third, placing a moratorium on Palestinian construction in Area C. Fourth, revoking VIP benefits from officials “leading the political and legal war against Israel.”Fifth, warning action “against organizations in Judea and Samaria [the West Bank] that promote terrorist activity or any hostile activity, including political and legal action against Israel under the guise of humanitarian work.” The PA presidency spokesperson Nabil Abu Rudeineh condemned the sanctions, demanding that the international community intervene.
