IDF troops on the n. Gaza border fire on 2 Palestinians collecting scrap metal nr. the border fence n. of Bayt Lahiya, killing 1 Palestinian, arresting the other. In the West Bank, the IDF conducts arrest raids, house searches nr. Tulkarm and in Balata r.c., Dura, al-Khadir, Nablus, Qabatya. Also in the West Bank, 10,000s of PA workers observe a 1-day strike called by the Fatah-aligned PA Government Employees Union to protest nonpayment of their salaries.
