In the West Bank, IDF troops block Palestinian farmers from working their fields outside Ni‘lin. They also arrest 12 Palestinians during late-night raids in and around Hebron, Nablus, Bethlehem, Tulkarm, and Ramallah, and patrol near Hebron. Israeli settlers uproot about 40 olive trees outside Jit village near Qalqilya and throw stones at a Palestinian home in Hebron, causing no serious damage. Israeli PM Netanyahu postpones a Ministerial Committee for Legislation vote planned for today on the so-called Greater Jerusalem Bill, which would strengthen the relationship between the Jerusalem Municipality and the nearby Israeli settlements in the West Bank. “The current version of the [. . .] bill invites international pressure and involves difficult legal issues,” explains a senior official in the governing coalition. “[Netanyahu] cannot allow himself to advance this version at this time.” (HA, TOI 10/29; ALM 10/30)

In Ramallah, Israel’s finance minister Moshe Kahlon meets with PA PM Hamdallah for the 2d time in 6 months. The meeting stems from reported U.S. pressure on Israel to continue to work on agreements with the PA that would strengthen the Palestinian economy. (HA, TOI 10/30)
