In East Jerusalem, 3 Palestinian families started demolishing their own homes in Issawiyya and Ras Khamis. 2 Palestinians were arrested during late-night raids in al-Tur. Off the coast of Gaza, Israeli naval forces opened fire at Palestinian fishermen within 3 nautical miles west of Dayr al-Balah; no injuries were reported. Israel confiscated the PA foreign minister Riyad al-Maliki’s VIP travel permit upon his return to the West Bank because he had met with the ICC chief prosecutor Fatou Bensouda on 3/18. The PA foreign ministry called Israel’s decision an “attack against the State of Palestine.” The foreign minister of Luxembourg Jean Asselborn said his country deeply regretted the retaliatory action by Israel. Arafat reportedly slips deeper into a coma, possibly suffering a stroke, and is put on life support. In light of Israel’s refusal to allow his burial in Jerusalem, the PA requests that he be buried in Ramallah after lying in state in Cairo.
