In the West Bank, dozens of Palestinians performed Friday prayers in the Wadi Hummus neighborhood where 13 apartment buildings were demolished on 7/22. After the prayers, clashes erupted between protesters and Israeli soldiers, leading to tear-gas-related injuries. Elsewhere in the West Bank, 3 Palestinians were injured by Israeli forces using rubber-coated bullets to disperse the weekly anti-settlement protest in Kafr Qaddum; other protesters suffered from tear ­gas inhalation. In the West Bank, Israeli settlers sprayed racist graffiti on several structures, including a mosque, and punctured the tires of 3 vehicles in Kafr Malik near Ramallah. Israeli settlers also uprooted 30 olive trees near Bani Na‘im. Israeli forces arrested 16 Palestinians during late-night raids in and around Bethlehem, Hebron, Jenin, Nablus, and Ramallah. Israeli authorities also approved cutting down around 2,000 olive trees south of Bethlehem. In Gaza, 5 Palestinians were hospitalized after suffering from tear gas inhalation east of Rafah. The chairman of Qatar’s National Committee for the Reconstruction of Gaza Mohammed al-Emadi met Israeli and Palestinian officials in Israel and Gaza to discuss the implementation of the cease-fire agreement reached between Israel and Hamas in May. The Qatari delegation also delivered $20 million for vulnerable Palestinians in Gaza and for humanitarian projects. Some 108,000 families will receive $400 in 4 $100 payments. (HA 6/16; HA 6/17)

Israeli prime minister Benjamin Netanyahu unveiled a sign for a planned community in the Golan Heights called Trump Heights, named after U.S. president Donald Trump. Netanyahu decided to dedicate a settlement construction project to President Trump after Trump unilaterally recognized Israel’s annexation of the Syrian Golan Heights. (HA 6/16)

U.S. special representative for international negotiations Jason Greenblatt told The Jerusalem Post that the U.S. administration may delay the unveiling of the U.S. peace plan until November 2019 because of the upcoming Israeli elections in September. In the interview, Greenblatt also said that he supports U.S. ambassador to Israel David Friedman’s statement from 6/8 that Israel has a right to annex parts of the West Bank. (AJ, HA 6/16)

In the West Bank, Israeli forces injured 1 Palestinian using rubber-coated bullets at the weekly anti-settlement protest in Kafr Qaddum; other protesters suffered from tear gas inhalation. In 2 separate incidents near Hebron, 2 Palestinians were assaulted by Israeli forces: 1 inside of Hebron and 1 in Bayt Umar. 1 Palestinian was arrested during a raid in Hebron. In East Jerusalem, Israeli forces arrested 5 Palestinians during late-night raids in Jabal Mukabir. The raids led to confrontations with local Palestinians; no injuries were reported. In the West Bank 1 Palestinian teen was killed by Israeli forces at a checkpoint east of Bethlehem. Another Palestinian was wounded in the incident. 4 Palestinians were injured by Israeli forces using rubber-coated bullets during the weekly anti-settlement protest in Kafr Qaddum; other Palestinians suffered from tear gas inhalation. In East Jerusalem, 1 Palestinian man was killed by Israeli forces after an alleged stabbing attack in the Old City. 2 Israelis were reported to be wounded by the Palestinian. Thousands of Muslim worshippers prayed at the Haram al-Sharif compound for the last Friday of Ramadan. Males between 13 and 40 were prohibited from entering East Jerusalem from the West Bank. In Gaza, at least 7 Palestinians were injured by live ammunition and rubber-coated bullets fired by Israeli forces at protesters during the weekly Great March of Return demonstrations. In the West Bank, dozens of Palestinians suffered from tear gas inhalation near a school in Hebron after Israeli forces fired tear gas canisters. 4 Palestinians were arrested during late-night raids in and around Nablus and 1 Palestinian was arrested at a checkpoint near Jenin. In East Jerusalem, 4 Palestinians were arrested after a fight broke out between Palestinians and Israeli settlers. There were also reports of Israeli forces harassing Palestinians making their way out of the Haram al-Sharif compound. (WAFA, WAFA 5/8; MNA, MNA, WAFA 5/9)

All Gaza and West Bank crossings into Israel were closed except for medical and other emergencies for the 3d day in a row. Israeli authorities announced the closure on 5/6, citing Israeli celebrations of Memorial Day and Independence Day. (HA 5/6)

The PA announced that it sent 15 truckloads of medical supplies to Gaza. (WAFA 5/8)

UN humanitarian coordinator for the Palestinian territories Jamie McGoldrick told reporters that 1,700 people in Gaza are in risk of needing amputations due to lack of funds to undertake complicated operations. He further stated that the high number was due to Israeli lethal response to the Great March of Return, where 29,000 Palestinians were wounded in 2018; 7,000 of the wounded were hit by gunshots from Israeli snipers. In Jordan, all cabinet ministers tendered their resignations as Jordan’s King Abdullah prepares to reshuffle the government after he fired several security officials reported to be plotting against the regime. King Abdullah said that the security officials were replaced because of incompetence and some used their position for personal gain. (HA 5/8)

U.S. president Donald Trump imposed further sanctions on Iran via executive order. The U.S. move follows Iran’s announcement that it would begin to enrich uranium in 60 days if the signatories of the Iran nuclear deal did not uphold their commitments. (AJ 5/7; HA 5/8)

In the West Bank, Israeli forces fired tear gas near a Hebron elementary school, causing tear gas inhalation injuries among students and teachers. Israeli forces raided Sabastiyya near Nablus and set up roadblocks on 3 entrances to the village. 10 Palestinians were arrested during late-night raids in and around Bethlehem, Shu‘fat, Ramallah, Jenin, Tulkarm, and Qalqilya. In East Jerusalem, 4 Palestinians were released after 2 weeks of detention but were banned from returning to their homes in Silwan for 7 days. Hundreds of Christians from Gaza were denied permits by Israel to visit Christian holy sites in East Jerusalem and Bethlehem for Easter holidays. In Israel, 1 Palestinian construction worker from the West Bank died while being arrested by Israeli police for working illegally in Israel. In Egypt at an Arab League meeting, PA president Mahmoud Abbas called on Arab League members to reject the Trump administration’s “peace plan.” The Arab League pledged $100 million a month to help the PA economy as Israel continued to withhold PA tax revenue. In the West Bank, for the 2d day in a row, Israeli forces fired tear gas in and around schools in Hebron, causing dozens of students and teachers to suffer from tear gas inhalation. Israeli forces arrested 12 Palestinians in late-night raids in and around the West Bank Jerusalem district, Bayt Ula, Hebron, Nablus, Salfit, and Ramallah. (WAFA, 4/15; WAFA 4/16)

The hunger strike organized by Palestinian prisoners in Israel ended after 8 days when the Israeli Prison Service (IPS) agreed to install public phones, allowing prisoners to make calls to relatives up to 3 times a week. An Israeli security official said that Palestinian prisoners promised to hand over all smuggled cellphones to the IPS. (HA, WAFA 4/15; EI 4/16; MDW 4/17)

In a letter to EU foreign policy chief Federica Mogherini, 37 former European officials called on the EU to reject any U.S. peace proposal that does not create a sovereign, territorial contingent, and economically viable Palestinian state. (HA, WAFA 4/15)

In the West Bank, IDF troops clash with and violently disperse Palestinian, Israeli, and international activists at Friday demonstrations against the increased Israeli crackdown and the occupation in villages nr. Ramallah, Bethlehem, and Qalqilya, injuring 44 Palestinians. Israel continues closures of Palestinian areas, shutting down the entrances to 4 villages nr. Nablus. In the evening, IDF troops enter a village n. of Hebron, clashing with stone-throwers and firing tear gas at them; several Palestinians suffer from tear gas inhalation. Other Israeli troops in the village raid 2 homes, arresting 2 Palestinians and issuing summons to 2 others. The IDF conducts additional raids around Dura nr. Hebron and in al-‘Arub r.c. nearby, arresting 16 Palestinians; patrols during the day in the Salfit, Hebron, and Tulkarm areas. Also nr. Salfit, Israeli settlers throw stones at a Palestinian taxi driver and cause minor damage. Unrest continues in Gaza, as IDF troops open fire on protesters gathering along the e. and s. border fences, injuring 29 Palestinians. E. of Jabaliya, Israeli forces open fire on agricultural land along the border fence, causing no injuries. Israel announces plans to build 238 new settlement housing units in Pisgat Ze’ev and Ramot settlements in East Jerusalem. The PA and U.S. denounce the move as contrary to peace. Also in East Jerusalem, the IDF fires rubber-coated steel bullets, tear gas, and water with a colored dye at Palestinians holding a sit-in in the al-Bustan area of Silwan after Friday prayers to protest Israel’s plans (announced in 3/2010) to demolish homes and businesses in the area to create the City of David, an archeological park to accommodate settlers; local Jewish settlers join in, stoning Palestinians and vandalizing Palestinian homes; 15 Palestinians are injured. Meanwhile, the IDF conducts synchronized daytime patrols in 2 villages and 1 open area nr. Jenin, making no arrests. Palestinians (accompanied by Israeli and international activists in some locations) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, Ni‘lin, Nabi Salih/Dayr Nizam. Some 20 Jewish settlers fr. Harsina nr. Hebron attack 3 Palestinian vehicles parked nearby with rocks and iron bars, heavily damaging them; the IDF intervenes when Palestinians emerge fr. their homes to challenge the settlers, beating the Palestinians back into their houses, arresting 2 and moderately injuring 1. IQB mbrs. fire 1 manufactured Grad rocket fr. Gaza into Israel, striking nr. Ashqelon, causing damage but no injuries, marking a serious escalation; the last time Ashqelon was hit by Palestinian rocket fire was in 2/09. Several hrs. later, unidentified Palestinians fire 2 mortars fr. Gaza into Israel, causing no damage or injuries. In response, the IDF carries out 3 air strikes targeting a training camp for the Hamas-affiliated police in Gaza City (wounding 5 policemen and 16 bystanders, damaging 30 surrounding buildings) and smuggling tunnels on the Rafah border (causing no reported injuries). In the West Bank, the IDF patrols in Bayt Liqya village nr. Ramallah at midday without incident; conducts late-night arrest raids, house searches nr. Hebron. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall and land confiscations in Bil‘in (a 45- mbr. Spanish delegation and a 30-mbr. German delegation take part), Ni‘lin, and Dayr Nizam/al-Nabi Salih. IDF soldiers fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, leaving scores suffering tear gas inhalation and arresting 1 Palestinian and 1 international activist. Jewish settlers fr. Brakha nr. Mitchell returns to the region for 3 days of talks with Israeli and Palestinian peace teams, Egyptian pres. Husni Mubarak, and the crown prince of Abu Dhabi Shaykh Muhammad bin Zayid al-Nahayan to press Israel and the Palestinians to resume direct talks. After their meeting, Abbas says he will begin direct talks with Israel if it accepts the 1967 borders as the baseline for negotiations and accepts deployment of international forces to guard them. In the West Bank, the IDF partly opens Route 443 between Jerusalem and Ramallah to Palestinian traffic for the 1st time in 8 yrs., but Palestinians will still have to go through several checkpoints and will not be allowed to take the road all the way into Ramallah (see Quarterly Update in JPS 155 for background). The IDF continues Operation Hot Winter with air strikes on n. and c. Gaza (targeting alleged weapons stores and factories) and gunfire across the border into n. Gaza. Senior Hamas cmdr. Eyad al-Ashram (assassinated in Jabaliya) and 2 Palestinian civilians (including 1 child) are killed and around 45 Palestinians (including 10 children, 5 women) are wounded. Palestinians fire 13 rockets fr. Gaza into Israel, hitting a house, lightly injuring 1 Israeli; 1 rocket lands inside Gaza, hitting a home, killing a 3-yr.-old Palestinian boy and wounding 2 other children. Occupied Palestine/Israel: Conference of Presidents of Major American Jewish organizations refuses Israeli request to criticize U.S.-PLO talks. Conference asks U.S. to reassess talks with PLO, defends Israel's human rights record [WP 2/11]. Palestinian activist Faisal al-Husseini states that Palestinians are willing to discuss giving up the right of return in exchange for compensation [LAT 2/11]. Jerusalem Post poll shows that 65% of Israelis are willing to give up part of the O.T. for peace. Poll by the Dahaf Institute shows that 53% of Israelis favor talks with PLO [LAT 2/11].

Military Action
