In the West Bank, Israeli settlers attacked Palestinian property in Burin. In East Jerusalem, Israeli settlers marched through the Old City, waving Israeli flags and chanting anti-Palestinian slogans. In Israel, Israeli police arrested 3 Israeli activists from Peace Now in Rosh HaAyin and blocked several other activists from entering the West Bank as the group had rented a bulldozer and intended to demolish the partly evacuated Homesh settlement outpost. Forensic Architecture and Al Haq released an investigation into an Israeli attack on 5/15/2021 that concluded that an Israeli artillery shell hitting the Khudair Pharmaceuticals and Agricultural Tools Company in Beit Lahiya in Gaza amounted to the “indirect deploying of chemical weapons.” The shell set fire to hundreds of tons of pesticides, fertilizers, plastics, and nylons, causing health issues and environmental damage in Gaza. The U.S. announces a "major gesture" to Iran, acknowledging (but not apologizing for) past meddling in Iran, including the 1953 CIA-backed coup that restored the monarchy; promising steps toward the return of assets frozen since the 1979 revolution; lifting a ban on imports of Iranian luxury goods; easing restrictions on Iranian academics and athletes visiting the U.S. Secy. of State Albright adds that the U.S. will also consider the upcoming trial 13 Iranian Jews as a "barometer of U.S.-Iran relations." Lebanon grants asylum to 1 of 5 Japanese Red Army mbrs. who just completed prison terms for passport forgery. When they hear the news, angry demonstrators rally outside Lebanese PM Salim al-Huss's home. Huss claims Lebanon did not have an agmt. with Jordan, Japan to send the 4 back to Tokyo. New York City police seize 5 pipe bombs, arrest 1 Egyptian, 2 Jordanians in a raid on a Brooklyn apartment. Police were tipped to the bombs by a Pakistani, Muhammad Shindli, who believed that his friends, Ghazi Ibrahim Abu Mayzar and Lafi Khalil (who both identify themselves as Palestinian), were planning to bomb the New York subway. Abu Mayzar had stated in his application for asylum in the U.S. that he had been arrested in Israel on charges of "being a mbr. of a terrorist organization." The 3d man, Egyptian `Abd al-Rahman Musabah, is detained as a witness. Hamas denies any connection to the men. Arab World: The Times quotes senior PLO official as saying the organization is near bankruptcy because Arab countries have not met their financial commitments [LT, MG 10/14]. U.S. State Dept. spokesman says body of man washed up near Syrian port of Tartus may be that of Leon Klinghoffer [NYT 10/15]. Tunis branch of the Palestine Liberation Front issues statement acknowledging the real target of the hijackers of the Achille Lauro was the Israeli port of Ashdod [WP 10/15]. Pres. Other Countries: Britain calls off talks with joint Palestinian-Jordanian delegation on M.E. peace process, saying the Palestinian members of the delegation refused to sign a previously agreed upon statement renouncing "terrorism" and explicitly recognizing Israel's right to exist. The Palestinians state they had not seen the statement before and could not sign it unless it had already been approved by the entire PLO Executive Committee. British For. Sec. Occupied Palestine/Israel: Gasoline bomb thrown at Israeli bus near Ramallah slightly injures 1 passenger [JP 10/15].

Arab World: Israeli fighter bombers fly deep into Jordanian territory at dawn; no attacks reported [NYT 10/15]. Syria states a shoulder-held missile was recently fired at an Israeli jet near the Golan Heights but missed its target. Syria sent a formal apology to Israel for the attack, saying it was ordered by a junior-level commander and did not reflect a change in Syria's adherence to the cease-fire. Israel reportedly accepted the explanation [NYT, WP 10/15].
