Israeli forces also close the entrance to Husan. Meanwhile, Israeli forces arrest 25 Palestinians during late-night raids in and around Ramallah, Jenin, Tubas, Tulkarm, Aqraba, Hebron, and Bethlehem. In Gaza, Israeli forces bomb Dayr al-Balah, Rafah, Khan Yunis, and Nuseirat refugee camp, killing at least 63 people, including 7 aid workers of Palestinian, Polish, American, British, and Australian nationality from World Central Kitchen in Dayr al-Balah. Israeli forces also withdraw from al-Shifa Hospital after a 14-day siege, leaving it completely destroyed; witnesses say that hundreds of bodies are found in and around the hospital. The Gaza Media Office says that 400 Palestinians were killed during the attack on al-Shifa. In the Naqab, Israeli police arrest the sister of Hamas political leader Ismail Haniyeh, who is an Israeli citizen, in Tel as-Sabi. A drone launched from Iraq damages an Israeli military building in Eliat; no injuries are reported. The Islamic Resistance in Iraq takes responsibility. In Lebanon, Israeli forces bomb Rachaya Al Foukhar. In Jordan, protesters demonstrate near the Israeli embassy in Amman for the ninth day in a row. In Syria, Israeli forces target an Iranian consulate building in Damascus with airstrikes, assassinating Islamic Revolutionary Guard Corp senior commander Mohammad Reza Zahedi and killing 11 others. More than 32,845 Palestinians have been killed by Israeli forces in Gaza, including at least 13,750 children and 8,900 women, and around 75,392 have been injured since 10/7/2023. At least 7,000 people are missing in rubble, including 1,700 children. 445 Palestinians have been killed by Israeli forces and settlers in the West Bank and East Jerusalem since 10/7/2023, including 112 children. More than 4,700 people have been injured. Israel reports that 1,139 Israelis and foreign nationals have been killed and 5,400 have been injured in Israel since 10/7/2023, including Israeli soldiers. In addition, 254 Israeli soldiers have been killed and 1,520 injured in Gaza since the ground invasion began on 10/27/2023. Over 1.93 million Palestinians, nearly 85% of the population of Gaza, have been displaced since 10/7/2023. There has been a complete electricity blackout in Gaza since 10/12/2023 due to the Israeli blockade. World Central Kitchen (WCK) suspends all operations in Gaza after 7 of its workers are killed in an Israeli airstrike (see above), returning 3 ships docked off the coast of Gaza carrying 240 tons of aid to Cyprus. The organization runs 68 community kitchens in Gaza and has sent some 1,700 truckloads of aid into Gaza. Several investigations into the Israeli bombing of the WCK aid convoy reveal that the 3 vehicles the aid workers were in were targeted in 3 strikes 1.5 miles apart. The 3 vehicles were clearly marked with WCK’s logo on the top of the cars. The Israeli narrative changes several times during the period after the attack, from saying an armed person was traveling with the vehicles to saying the clearly marked vehicles were misidentified. Prime Minister Benjamin Netanyahu calls the attack “unintended” and “tragic” and says “[t]hese things happen in wartime.” UN special rapporteur on the occupied Palestinian territories Francesca Albanese says the Israeli attack was a deliberate effort to starve the population of Gaza. Australian prime minister Anthony Albanese calls Netanyahu, expressing “anger and concern” at the killing of the Australian aid worker. U.S. president Joe Biden says he is “outraged and heartbroken,” adding Israel is not doing enough to protect aid workers. The White House claims that there is no evidence that the aid workers were killed deliberately. UN secretary-general Antonio Guterres says 196 aid workers have been killed in Gaza since 10/7/2023. The Israeli Civil Administration announces that it will seize 206.3 dunams (51 acres) of land in Jiftlik, adding it to the settlement council in the Jordan Valley and declare 170 dunams (42 acres) of Palestinian land south of Furaydis near the Etzion settlement bloc as state land. The Knesset passes a law allowing the Israeli government to ban Al Jazeera in Israel in a 71-10 vote. Reuters reports that the U.S. considering approving an arms transfer to Israel worth $18 billion, including 25 F-15 fighter jets. Iranian foreign minister Hossein Amir-Abdollahian says Israeli failures in Gaza have led to Israel targeting the Iranian consulate in Damascus, calling for a serious international response. Iranian president Ebrahim Raisi says the attack will not go unanswered. Pakistan and Syria condemn Israel’s attack. Russia requests that the UN Security Council convene on 4/2 to discuss the attack. In the West Bank, a Palestinian man succumbs to injures sustained from Israeli forces during a raid in Fawwar refugee camp on 6/17/2023. Israeli settlers set fire to a vehicle in Kafr Ni’ma. Israeli settlers also vandalize olive, almond, grape, and fig trees, demolish an agricultural structure, and steal property in Qusra. Elsewhere, Israeli settlers assault a Palestinian child and vandalize wheat and barley fields in Ein al-Beida in the Masafer Yatta area. Israeli forces raid al-Fara’a refugee camp, destroying infrastructure and property. In East Jerusalem, 80,000 Muslim worshippers attend Friday prayers at the Haram al-Sharif compound. Thousands of worshippers from the West Bank are denied entry to East Jerusalem for the prayers. Israeli forces block Palestinian Red Crescent medics from entering the compound. Hamas, Islamic Jihad, the PFLP, and the Palestinian National Initiative criticize the appointment of the new PA prime minister Mohammed Mustafa, calling it a “unilateral” designation by President Mahmoud Abbas that “inflicts harm on our people and national cause,” saying the formation of the new government should be done by national consensus. Fatah responds by saying Hamas caused the Israeli invasion of Gaza by “undertaking the October 7 adventure.” Agence France-Presse reports that Hamas, Islamic Jihad, PFLP, and Houthi movement members discussed coordinating their actions against Israel last week. Israeli prime minister Benjamin Netanyahu’s office issues a statement saying that Israel will send a delegation to Qatar to continue ceasefire negotiations and that the Israeli military is preparing to invade Rafah. U.S. National Security Council spokesperson John Kirby says Hamas’s ceasefire proposal is “within the bounds” of what has been discussed in recent months. Times of Israel, Channel 12, and Ynet report that an invasion of Rafah is not imminent. Defense Minister Yoav Gallant presents the security cabinet with 4 scenarios for the political situation in Gaza after Israel’s war, including Hamas control, Israeli occupation, chaos, and local rule in coordination with the PA, saying he prefer the latter scenario. Australia resumes funding of UNRWA. Foreign Minister Penny Wong says the “best available current advice from agencies and the Australian government lawyers is that UNRWA is not a terrorist organization and that existing additional safeguards sufficiently protect Australian taxpayer funding.” Australia will also deploy a military cargo plan to help airdrop aid in Gaza. In the West Bank, a Palestinian man succumbed to injuries sustained from Israeli forces in Jenin on 11/9. Israeli settlers shot and injured a Palestinian with live ammunition in Khirbet Tana. Israeli settlers also assaulted Al Jazeera journalist Joseph Handal and vandalized his vehicle near Abu Dis. Israeli forces raided Jenin refugee camp, killing 5 Palestinians in a drone strike and injuring 14 others. The soldiers raided the Ibn Sina Hospital, detaining medical staff for interrogation, uprooted streets with bulldozers, and cut the power to several neighborhoods in Jenin during the attack. Israeli forces also shot and killed 2 Palestinians, claiming they had opened fire on them in Hebron. Meanwhile, Israeli forces shot and injured 5 Palestinians during raids in Kafr Dan and Dahariya. 36 Palestinians were arrested during late-night raids in and around Ni’lin, Hebron, Jalqamus, and Tulkarm. In East Jerusalem, Israeli forces prevented Palestinian worshippers from reaching the Haram al-Sharif compound, including by attacking Palestinians and a Turkish news crew in Wadi al-Juz. Israeli forces also arrested journalist Marwat al-Azza, claiming her social media posts encourage terrorism. In Gaza, the internet was partially restored at the end of the day due to a delivery of fuel. Israeli airstrikes killed at least 40 people in Jabalia refugee camp, Khan Yunis, and Nuseirat refugee camp. Israeli airstrikes also killed several at al-Wafa Hospital, including its director. The number of fatalities was likely much higher since the Gaza Ministry of Health was unable to communicate with hospitals and civil defense members in northern Gaza. Elsewhere, Israeli forces attacked bakeries and wheat mills in the south, leaving only 1 company able to produce flour in Gaza. Al-Shifa Hospital remained under Israeli siege; the number of premature babies that had died at the hospital rose to 4 with a total 40 patients having died at the hospital since 11/16. Rockets were fired at Israel; no injuries were reported. In Lebanon, Israeli attacked several places and shot down a missile that targeted an Israeli drone. 2 anti-tank missiles were fired at Kibbutz Manara, injuring 4. As of 11/6, at least 40,000 housing units have been destroyed and 220,000 have been damaged in Israeli airstrikes since 10/7, constituting 45% of all housing units. 73 injured Palestinians and their family members were evacuated to Egypt for treatment. Around 700 foreign nationals were also evacuated. Aid deliveries to Gaza were suspended due to the blackout of communications. Al-Amal Hospital and the headquarters of the Palestinian Red Crescent said the 2 facilities had not had water or electricity for the past 5 days. Hamas said that some of the captives it’s holding had been taken to hospitals in Gaza for treatment of “serious health conditions,” but denied that it was holding any captives in hospitals. (AJ 11/17)

The BBC said 1 of its reporters was allowed to tour parts al-Shifa Hospital with the Israeli military, filming some of the same areas that the Israeli military had published footage of previously. The BBC said that it was evident from comparing the 2 sets of footage that by the time their journalist arrived alleged Hamas weaponry had been moved around. For example, an area behind an MRI machine had a bag with 2 rifles in the BBC footage but only 1 in the Israeli military footage. The BBC also pointed out that the Israeli claim that its video was unedited was false and that the purported evidence presented by Israel did not validate the Israeli claim that al-Shifa was a Hamas command center. PA president Mahmoud Abbas, Foreign Minister Riyad al-Maliki, and Prime Minister Mohammad Shtayyeh met with EU high commissioner for foreign affairs Josep Borrell in Ramallah. Borell called for an immediate ceasefire and for Israel to abide by international law. (AJ, WAFA, WAFA 11/17; AJ 11/18)

The Israeli war cabinet approved a U.S. request to allow 2 tanker trucks to enter Gaza each day with fuel, amounting to about 13,000 gallons. UNRWA said that covers about 37% of its daily needs. National Security Adviser Tzachi Hanegbi said the fuel allowed to enter constituted “roughly 2-4% of the normal quantities of fuel that enter Gaza.” Finance Minister Bezalel Smotrich called the decision illegal because it had not been approved by the security cabinet and demanded that Prime Minister Benjamin Netanyahu change the war cabinet. The war cabinet reportedly rejected the latest proposal for a prisoner exchange. Knesset deputy speaker Nissim Vaturi said in a post on X that Israel should “burn Gaza now,” calling its attacks on Gaza “too humane.” Israeli defense minister Yoav Gallant called Hamas leader in Gaza Yahya Sinwar “the new [Osama] bin Laden.” (AJ, AX, HA 11/17; AJ 11/18)

Israeli forces shot and wounded 1 unarmed Palestinian man suffering from physical and cognitive disabilities near the separation wall in Qalqilya. It was reported that the man was injured with Tutu ammunition. Israeli forces also violently dispersed Palestinian protesters in Kafr Qaddum, injuring 10 with baton rounds and others with tear gas. In East Jerusalem, Israeli forces shot and seriously wounded a Palestinian minor in Silwan, claiming he had thrown a Molotov cocktail at Israeli forces. Israeli forces also shot and wounded 1 Palestinian man driving a car in Shu’fat refugee camp, claiming he was speeding toward them. In the Galilee, Israeli forces prevented thousands of Christians from visiting a church for the celebration of the Feast of the Transfiguration. Church officials said the event was coordinated with Israeli police 2 weeks prior but that Israeli authorities retracted its approval on the day of the event, citing fire risk. UNRWA said it had suspended its services in Ain al-Hilweh refugee camp in Lebanon in protest over armed militants operating in its facilities in the camp since violent conflict arose between Fatah and armed Islamist groups on 28 July. It was reported that the Israeli government had granted de facto recognition to Israeli settlement outposts that had not received official independent status, allowing the government to fund infrastructure and education in the outposts. U.S. president Joe Biden spoke with Israeli prime minister Benjamin Netanyahu in a phone call, inviting Netanyahu to meet him in the U.S. later in 2023. U.S. president Joe Biden released a 60-page document on how his administration seeks to combat anti-Semitism. It was feared that the document would adopt the International Holocaust Remembrance Alliance (IHRA) working definition of anti-Semitism. However, the highly controversial definition was only mentioned as being “embraced” by the administration. The subcommittee for settlements under the Higher Planning Committee in the Civil Administration approved 552 housing units for construction in the Givat Ze’ev settlement. The Knesset approved a preliminary vote to ban flying the flag of a “hostile entity,” including the Palestinian flag. Israeli Foreign Ministry director general Ronen Levy met with U.S. officials in Washington D.C. to discuss ways to expand the normalization deals the U.S. has been brokering for Israel, particularly the prospect of normalizing ties with Saudi Arabia. PA president Mahmoud Abbas addressed the UN to commemorate the 75-year anniversary of the Nakba. It was the first time that the UN officially commemorated the Nakba. Haaretz reported that settler violence against Palestinians has been raising in 2022, with more than 400 recorded incidents in the 1st half of the year, compared to 650 recorded incidents in all of 2021. A source in the Israeli military told Haaretz that the military is aware of the situation and is seeing an increase in radicalized Israeli settlers. The Israeli military recorded 360 incidents of Israeli settler violence in the West Bank against Palestinians in 2019; in 2020 the number increased to 500, before in increasing to 650 last year. An Israeli police investigation into the attacks on the funeral procession for Palestinian American journalist Shireen Abu Akleh on 5/13 found that Israeli police had acted with misconduct, but no commanders were disciplined. According to the Haaretz source, the decision not to discipline any of the commanders responsible was made before the investigation started. The report was also not released to the public. An Israeli court found former Gaza director of the charity World Vision, Mohammad El Halabi, guilty of membership of a terrorist organization, providing information to a terror group, taking part in forbidden military exercises, and carrying a weapon. The purported evidence against El Halabi is kept secret and the guilty verdict was in part based on a confession given under duress to an informant. World Vision, independent audits, and the Australian government have all said they have found no evidence of wrongdoing by El Halabi since he was 1st arrested in 2016. El Halabi has declined multiple plea deals that would have seen him released before the upcoming sentencing, refusing to enter a plea for a crime he says he is innocent of. Palestinian officials said that the U.S. had refused Palestinian calls for peace negotiations, claiming that the Israeli political situation is too sensitive. Israeli sources told Haaretz that Secretary Leaf had asked Israeli politicians to refrain from sending Israeli soldiers into Area A and not to carry out punitive demolitions ahead of President Biden’s visit. Israeli foreign minister Yair Lapid said that Israel is seeking peace with Saudi Arabia and elaborated, “I won't say whether we have under-the-radar talks with the Saudis . . . Israel, Egypt, and the EU signed a deal to increase the sale of liquified natural gas from Israel to the EU via Egypt, in a stated effort to reduce EU countries’ dependency on Russian gas. Haaretz reported on recently released documents at the Israeli State Archive, which details conversations between Israeli and U.S. officials during the 1st Israeli Invasion of Lebanon. In the trove of released documents are conversations between then Israeli prime minister Menachem Begin and U.S. president Ronald Reagan, where President Reagan suggests that Palestinian refugees in Lebanon become Lebanese citizens. Prime Minister Begin responds by suggesting that Palestinians in Lebanon be deported to Libya, Iraq, Syria, or Saudi Arabia. (HA 6/6)

In the West Bank, Israeli settlers raided al-Juwaya in the Masafer Yatta area, bringing their cattle to graze on wheat and barley crops and assaulting Palestinian herders. During the debate leading to the vote, MK Eli Cohen of Likud told Sami Abu Shehadeh of Joint List that he should “go to Gaza or Jordan.” On the same day, Israeli authorities removed a large Palestinian flag placed next to an Israeli flag with the words “We are destined to live together” from an office building in Tel Aviv. The Israeli high court of justice postponed the eviction hearing for the Palestinian families in Shaykh Jarrah under the most immediate threat of eviction. The hearing, which has already been postponed a number of times, was scheduled for 5/10. The postponement was made after a request by the Israeli attorney general Avichai Mendelblit, whom the attorneys representing the Palestinian families have requested be part of the proceedings. Israeli prime minister Benjamin Netanyahu said, “[w]e firmly reject pressure not to build in Jerusalem. And sadly, these pressures have been increasing recently. I say to our closest friends: Jerusalem is the capital of Israel. Just as every nation builds its capital and builds in its capital, we also reserve the right to build Jerusalem and build in Jerusalem. This is what we have done, and this is what we will continue to do.” His comments came after days of international condemnation of Israeli efforts to evict Palestinians in East Jerusalem, replacing them with Israeli settlers. Jordan summoned the Israeli envoy to the country to express its condemnation over Israeli behavior in East Jerusalem in recent days. Jordan’s king Abdullah II also called PA president Mahmoud Abbas to express his support. Jordan called the Israeli violence against Palestinians in East Jerusalem “barbaric.” Protests outside the Israeli embassy in Amman called for Jordan to end its peace treaty with Israel. U.S. national security advisor Jake Sullivan spoke to Israeli national security advisor Meir Ben-Shabbat, expressing concern over the recent violence in East Jerusalem and the Israeli eviction threat over the Palestinian families in Shaykh Jarrah. According to Axios, Security Advisor Ben-Shabbat told U.S. security advisor Sullivan that the U.S. and the international community should stay out of Israel’s actions in East Jerusalem. The spokesperson for UN secretary-general António Guterres urged Israel to “exercise maximum restraint and respect the right to freedom of peaceful assembly” and to stop demolitions and evictions in East Jerusalem. Pope Francis also called on the parties to stop the violence. Pakistan and Switzerland were also among the countries to criticize Israel’s aggression. The bill also specifies annual oversight of the U.S. aid to Israel. Israeli prime minister Benjamin Netanyahu approved delivery of extra water rations from the Jordan River to Jordan almost a month after the request was made. It had been reported that Prime Minister Netanyahu was stalling the request because of his personal deteriorating relationship with Jordanian king Abdullah II. It was also reported that U.S. secretary of state Antony Blinken had asked Israel to send the extra water to Jordan. Prime Minister Netanyahu also held a joint press conference with U.S. secretary of defense Lloyd J. Austin III in Jerusalem. During the conference, which was held 1 day after Israel attacked the Iranian Natanz nuclear site, Netanyahu called the Iranian government a “fanatical regime.” When asked about the attack on the nuclear site, Netanyahu did not say whether it was an Israeli operation but did say, “[m]y policy as prime minister of Israel is clear: I will never allow Iran to obtain the nuclear capability to carry out its genocidal goal of eliminating Israel.” (AJ, HA 4/12)

The Lebanese outgoing minister of public works Michel Najjar signed a decree that extended Lebanon’s maritime border claim by 550 square miles. The EU imposed sanctions on 8 Iranian officials in response to the crackdown on protests in November 2019, when some 1,500 people were reportedly killed by Iranian forces. The Church of the Holy Sepulchre closes down indefinitely to protest a “systemic campaign” to persecute Jerusalem’s Christian community, according to a church official. The Jerusalem Municipality recently implemented a new policy of collecting taxes on church-owned property not being used for worship (see JPS 47 [3]), and the Knesset is set to take up a bill allowing the state to confiscate church property under certain circumstances. An Israeli court sentences Bassim al-Tamimi, the main organizer of the weekly nonviolent demonstrations in al-Nabi Salih, to 13 mos. in jail (time already served) for instructing youths to throw stones at IDF troops during protests. The case rested on the testimony of a 15-yr.-old Palestinian who confessed to stone-throwing during interrogation in custody, without access to a lawyer. Tamimi was granted a humanitarian release in 4/2012 after his mother suffered a stroke. Israel’s Tourism Min. and municipal officials in Jerusalem allocate more than $1 m. for a new settlement project in Silwan, in East Jerusalem. Iranian officials confirm government computers are currently under attack by a sophisticated new virus called Flame, and accuse Israel and the U.S. of being behind it. (The U.S. declines to comment, whereas Israeli officials comment that ‘‘Israel is blessed with being a country rich in hi-tech ... both in the civilian and defense sector’’ and that ‘‘it’s certainly reasonable that [someone who views Iran as a threat] uses all means at his disposal, including these, to harm the Iranian nuclear system.’’) The new virus is a keystroke-logging program that steals data from infected computers and can be controlled remotely by whoever installed it.
