U.S appoints career diplomat Frank Ricciardone as "special representative for transition in Iraq" to coordinate the opposition to Saddam Hussein as mandated under the ILA. U.S. says it is prepared to contain Hussein with missiles, sanctions for yrs., while it tries to win acceptance for surrogate Iraqi exile armies that might eventually be able to overthrow the regime; will solicit cooperation fr. Jordan, Saudi Arabia, Turkey, possibly Iran to host exile armies. Turkey says it hopes Ricciardone will not operate fr. Ankara.
