To break impasse in talks with Syria, FM Peres suggests upgrading talks to FM level, discussing all aspects (withdrawal, borders, diplomatic relations, security, timetables) at once rather than struggling over "equality" (see 4/3); also hints at possible withdrawal to the "international border" drawn after WW I.
