Arab World: PLO is about ready to begin distribution of Palestinian ID cards, according to Jerusalem Domestic Service. Cards will initially be given to Palestinians living in U.A.E., followed by those in Kuwait and Qatar. Rather than replace existing passports, the cards will serve as additional identification [FBIS 12/15].

Occupied Palestine/Israel:- 30-year-old Palestinian accused of collaboration is killed [MET 12/26].

Arab World: Lebanese Defense Ministry states it will cut Aoun's 15,000 troops off payroll. Sources expect Aoun to continue paying salaries from foreign aid or taxes levied in enclave [MET 12/26].

Police arrest 10 students in Irbid, Jordan after opening of display marking anniversary of intifada leads to brawl between Palestinians and Jordanians [MET 12/26].

Syrian military intelligence post in al-Rumaylah, S. Lebanon is attacked, reports of dead and wounded vary. Syrian commander accuses Fateh forces of carrying out attack. PLO condemns raid, says it will investigate Fateh involvement [NYT, WP, FBIS 12/15].

Arab World: PLO Executive Committee member Jamal al-Surani arrives in Cairo carrying PLO response to Baker's 5 point framework [FBIS 11/21].

Other Countries: USSR has encouraged Syria to abandon quest for military parity with Israel, saying Soviet "new realities" stress "reasonable defensive sufficiency" for Syria [WP 11/20].

Occupied Palestine/Israel: Israeli military prohibits Gaza Islamic University's board of trustees from traveling to Kuwait for university conference [FJ 11/27].

Israeli Minister of Police Haim Bar Lev says Civil Administration ispreparing to issue magnetic ID cards to W. Bank Palestinians [FJ 11/27].

Petrol bomb thrown at Israeli fuel truck in Nablus, misses truck but causes minor damage. Soldiers shoot, injure 13- year-old girl. Palestinians report 19-year-old is hospitalized from beating injures when soldiers chased suspects [FBIS 11/ 28].

Arab World: Lebanese Christian leader Aoun accepts the Arab League's 7-point peace plan, agreeing to, among other points, an immediate cease-fire [WP, LAT, NYT 9/23]. Lebanon's Hizballah movement threatens vengeance on Saudi Arabia for 9/21 beheading of 16 Shiite Kuwaitis [WP 10/23].

Occupied Palestine/Israel: 2 Palestinians accused of collaboration are killed, one in Gaza, the other inside Ketziot prison. General strike is observed throughout O.T. Israeli military says it has improved procedures for notifying families when relatives are detained; new detainees will be required to write postcards to their family [LAT 9/23].

Arab World: U.S., PLO start 4th round of talks in Tunis; PLO gives U.S. memo criticizing U.S. slowness [FBIS 8/14].

Other Countries: U. S. Defense Department announces that Kuwait will purchase 40 FA-18 warplanes; planes will cost $389 million [MET 8/22].
