In separate press conferences, Israeli prime minister Benjamin Netanyahu and U.S. president Joe Biden announce a ceasefire between Israel and Hezbollah starting at 4 a.m. on 11/27. The agreement, which is approved by the Israeli cabinet in a 10-1 vote, stipulates that Israel will withdraw from Lebanon during a 60-day period while the Lebanese army deploys to the south of the country. It also stipulates that only members of the Lebanese Armed Forces, the Internal Security Forces, the General Security, State Security, Lebanese customs, and municipal police are allowed to carry arms in Lebanon. The U.S., France, Israel, and Lebanon will share a joint monitoring and enforcement mechanism to ensure that the agreements are upheld. The Israeli military and the Lebanese army order people not to return to their homes in the south, orders that thousands defy. President Biden says Israel will have the “right to self-defense consistent with international law” if Hezbollah does not uphold the agreement. Biden also says the war in Gaza should end and that the U.S., Turkey, and Qatar are launching another effort for a ceasefire. Lastly, he says that Saudi-Israeli normalization is still possible. The ICC issues arrest warrants for Israeli prime minister Benjamin Netanyahu, former Defense Minister Yoav Gallant, and Hamas military commander Mohammed Deif. Deif is presumed to having been killed in an Israeli airstrike. The court says that there are reasonable grounds to believe that Netanyahu and Gallant “intentionally and knowingly deprived the civilian population in Gaza of objects indispensable to their survival.” The PA welcomes the decision, saying it restores hope and trust in international law. Hamas also welcomes the decision. Netanyahu’s office issues a statement calling the decision “anti-Semitic” and a “modern-day Dreyfus trial.” The U.S., Czech Republic, Argentina, and Hungary reject the arrest warrants, saying they will not adhere to the ruling. White House spokesperson Karine Jean-Pierre suggests that the U.S. is open to sanctioning the ICC over the arrest warrants for Netanyahu and Gallant. 44-year-old Palestinian prisoner Anwar Esleem from Gaza dies at the Soroka Medical Center in Beersheba after being transferred there from the Naqab Prison. The Palestinian Prisoner’s Society and the Palestinian Commission of Detainees and Ex-Detainees Affairs say another prisoner Sameeh Eleiwi, 61, died on 11/6 after being transferred from the Ramle prison clinic to the Shamir Medical Center. The Knesset passes 2 laws that ban UNRWA from operating in Israel and areas under Israel’s control, including the West Bank, East Jerusalem, and Gaza. The first law, which bans UNRWA from conducting any activity or providing any service inside Israel, passes 92 votes to 10. The second law, which declares UNRWA a terror group and bans Israeli officials from any contact with the agency, passes 87-9. The ban, which comes into force in 3 months, also evicts UNRWA from its headquarters in East Jerusalem and end all visas for UNRWA staffers. UNRWA serves around 3 million Palestinians within Palestine. The PA presidency releases a statement saying the Palestinian leadership “reject and condemn the legislation.
