Hamas says in a statement that it has agreed to release American Israeli captive Edan Alexander and the bodies of 4 other captives with dual nationalities. Spokesperson Hazem Qassem says the decision was meant as a “positive gesture” and not as a signal that Hamas wants to renegotiate the already existing ceasefire agreement after the U.S. demand that a different ceasefire agreement be negotiated. The Arab League holds an emergency summit in Cairo, discussing the future of Gaza. The final communique from the meeting calls for the resumption of peace negotiations aimed at ending the Israeli occupation and establishing a sovereign Palestinian state, rejects all forms of displacement of Palestinians, calls for international financial backing for the reconstruction of Gaza, the implementation of the second and third phases of the Gaza ceasefire, for the UN Security Council to deploy peacekeeping troops in the West Bank and Gaza, and supports Palestine’s decision to form an interim Gaza administration comprised of Gaza-based officials and a transition toward the PA taking control in Gaza. The Arab states support an Egyptian plan for the reconstruction of Gaza that is divided into 3 phases. First, a 6-month phase that would cost $3 billion and would see Salah al-Din Street cleared of rubble, the construction of temporary housing, and restoration of partially destroyed homes. Second, a 2-year phase that would cost $20 billion, including continued rubble removal, the establishment of utility networks, and building of homes. Third, a 2.5-year phase that would cost $30 billion, including building housing for all of Gaza’s population and establishing an industrial zone, fishing and commercial ports, and an airport. The Egyptian Foreign Ministry says the interim managers of Gaza have been chosen. The PA commends the reconstruction plan. Hamas expresses support for the plan, calling for Palestinian elections as soon as possible. Haaretz reports that the Israeli Central Command has expanded its open-fire policy in the West Bank to allow Israeli soldiers to kill anyone “messing with the ground” and open fire at any vehicle coming toward a checkpoint from a combat zone. Israeli military sources tell the newspaper that the new policy has resulted in a higher number of Palestinian civilian deaths. Peace Now releases its annual report on Israeli settlement activities for 2024, saying that last “year marks the most significant reduction in Palestinian presence and rights in the West Bank, with an unprecedented weakening of law enforcement against settlers regarding construction violations and violence against Palestinians.” 59 new settlement outposts were established, compared to the yearly average of 7 between 1996 and 2023, including 8 in Area B. Settlers and soldiers established 71 miles of new settler roads. The Higher Planning Council advanced 9,884 new settlement housing units. The Israeli government declared 24,258 dunams of land as Israeli state land. The Israeli cabinet established 5 new settlements and began the legalization process for 5 additional outposts. 70 outposts were recognized as eligible for funding and infrastructure. In addition, Israeli settlers attacked Palestinians at least 1,420 times, resulting in 356 injuries, 3 fatalities, and the displacement of around 1,762 people. Hamas announces that it will suspend the release of captives until further notice, citing Israeli violations of the ceasefire agreement, including delaying the return of displaced people to the north, killing Palestinians, obstructing the entry of shelter facilities and rubble lifting machinery, and delaying the entry of medicines and equipment to restore hospitals. Hamas says its announcement is a warning to Israel to strictly adhere to the agreement and says it made the announcement with ample time for Israel to implement its obligations before the next exchange. Israel has also not started engaging in negotiations for the second phase of the ceasefire despite talks being scheduled to begin a week ago. The UN also says not enough tents are entering Gaza. The Israeli army says it will “significantly reinforce” areas around Gaza. The PA issues a decree to restructure payments to families of Palestinian prisoners and Palestinians killed by Israeli forces, complying with a U.S. demand to end the program it misleadingly calls “pay for slay.” The PA says it has revoked the legal articles relating to the payment program and that families will be eligible for regular welfare programs based on their needs rather than on the length of the prisoner’s sentence. It is estimated that 35,000-40,000 Palestinian families will be affected by the decision. Hamas calls the decision “unpatriotic” and calls on the PA to reverse it. Islamic Jihad says the decision “represents a clear abandonment of the issue of prisoners” and that the PA has given in to pressure from Israel and the U.S. Israel says the PA is trying to deceive the international community with the decision and that payments will just flow through different channels.
