In response to mortar fire on settlements in Gaza and across the border into Israel, which cause no damage, the IDF raids Bayt Hanun, bulldozing 5 Palestinian homes, 3 PSF posts, the local Fatah headquarters and killing 4 Palestinians, wounding 70, arresting 15 before withdrawing. After troops fatally shoot a 5th Palestinian allegedly attempting to infiltrate a Jewish settlement in Gaza, the IDF sends tanks into Rafah. The IDF also bulldozes the Nablus-Tubas road; confiscates a Palestinian home in Ramallah as an IDF outpost; breaks into the Voice of al-Quds radio station, damaging equipment, confiscating broadcasting gear; fires at a Red Crescent ambulance, wounding the driver; reinforces positions outside Bayt Lahia, Jabaliya. The IDF kills 8 Palestinians in clashes (including 6 PSF officers in Salfit, 2 Palestinians nr. Qarni crossing); conducts arrest sweeps in Asira Shamaliyya, Dura, Hebron, Nablus, Salfit, Tal, arresting at least 50 Palestinians; demolishes 3 Palestinian homes in Salfit, 36 in Khan Yunis (leaving over 350 people homeless); occupies 3 homes in Salfit, 1 home in Khan Yunis as military posts; sends tanks, bulldozers into Tamun in the West Bank. In retaliation for mortar fire, Israeli F-16s drop bombs on a Force 17 complex, a PSF office in Gaza City, injuring 7 Palestinians. Eyewitnesses in Salfit say at least 2 of the PSF officers killed were disarmed by IDF soldiers, told to lie on the ground, then were fatally shoot by soldiers. Palestinians in and around Ramallah, al-Bireh say they are suffering shortages of medicine, basic foods due to the ongoing IDF encirclement of the area. The mayor of the Jewish town of Upper Nazareth announces plans to enlarge its jurisdiction by 3,700 dunams for construction of new neighborhoods, shopping centers. The 3,700 dunams will come fr. land expropriated in 1976 fr. the Arab town of `Ayn Mahil. Last wk., Upper Nazareth authorities bulldozed 2,000 old growth olive trees on confiscated `Ayn Mahil land for a new Jewish neighborhood that will be linked to Upper Nazareth. The IDF cuts electricity to Gaza City, Ramallah; sends tanks and F-16s to shell the control tower at Gaza airport, the PA headquarters in Gaza City and Ramallah (Arafat is unharmed), the PA naval police offices in Bayt Lahia, and PSF and Fatah offices nr. Gaza City, Ramallah, and Jinin; blows up the main radio, TV transmitters in Ramallah; bulldozes the Palestinian Media Center offices in Ramallah; occupies the home of Fatah tanzim leader Marwan Barghouti (who is not there at the time); makes incursions into PA-controlled areas of Bayt Hanun, Bayt Lahia, Beitunia, Jinin, Nablus, Ramallah, Sudaniyya, Tulkarm, al-Zahra; bulldozes Palestinian land in Rafah. Israel resumes attacks on PA targets, with F-16s dropping bombs on a PSF post in Gaza, injuring 18 Palestinians. Under the force of continued Palestinian demonstrations, PSF pulls back fr. Shaykh Yasin's house. The NIHC ultimately brokers an informal agmt. btwn. Hamas and the PA under which Yasin agrees to observe a "voluntary house arrest," leaving only to go attend prayer services at a nearby mosque. Sharon claims PA is not making a serious effort to arrest wanted Palestinians. In Gaza, Palestinians fire 6 mortars at 2 Jewish settlements and toss grenades at an IDF post, causing no injuries. The IDF returns fire killing 1 Palestinian; a 2d Palestinian dies of a heart attack at an IDF checkpoint when soldiers refuse him passage to a hospital. A Palestinian woman gives birth at an IDF checkpoint when soldier refuse to let her ambulance pass. Fatah stages a pro-Arafat rally in Gaza, but only 1,000 Palestinians take part. Egyptian FM Ahmad Maher meets with Sharon, Arafat in a new cease-fire effort, presses Israel to relax its demand for a 7-day quiet period. Instead, Sharon hands Maher a list of demands to transmit to Arafat. U.S. envoy Zinni, still in the region, also meets with Arafat today. Upon his return fr. the U.S. Sharon meets with his security cabinet, then his full cabinet to discuss how to respond to the 12/1+n2 attacks. The full cabinet votes to declare the PA "an entity that supports terrorism," adds Force 17 (Arafat's "presidential guard") to its list of terrorist groups, authorizes Sharon to escalate military action. FM Shimon Peres, other Labor MKs walk out of the cabinet mtg. in protest but do not formally withdraw fr. the governing coalition. While the cabinet meets, the PSF continues to arrest mbrs. of Hamas and Islamic Jihad, risking confrontations with hostile Palestinian crowds. Arafat also orders the arrest of Hamas spiritual leader Shaykh Ahmad Yasin, but when PSF officers arrive around midnight, crowds of Palestinians force them to retreat. The PSF says it has arrested more than 100 Palestinians since 12/2. Arafat asks Peres for a 4-day grace period, during which he vows he would crack down on opposition groups. Israel refuses, dismissing the arrests as a "show for international consumption." The U.S. says the PA must "root out the infrastructure of the groups that support terrorists." Soon after the cabinet mtg., the IDF launches air raids against Arafat's headquarters and other PA sites around Gaza City, destroying the PSF barracks, Arafat's 2 personal helicopters, injuring 12 Palestinians; sends tanks into Gaza airport to bulldoze runways; sends troops into Ramallah to surround the PA's West Bank headquarters, where Arafat is staying. In Jinin, U.S.-supplied F-16s destroy the Palestinian governate building, jail, PSF headquarters. The IDF also fatally shoots 1 Palestinian nr. IDF soldiers guarding Rachel's Tomb in Bethlehem open fire on stone-throwing Palestinian youths, killing a 13-yr.-old Palestinian boy. In retaliation for the 11/24 mortar attack on Kefar Darom, the IDF shells, destroys the PA military intelligence office in Khan Yunis, a naval police post in Sudaniyya, and a Fatah office in Dayr al-Balah, injuring 3; bulldozers demolish 3 Palestinian homes in Dayr al-Balah. The IDF also directs heavy machine gun fire at residential areas of Bayt Lahia, Khan Yunis, Rafah, Tal Sultan. In Jinin, the PSF arrest senior Islamic Jihad mbr. Mahmud Tawalbi, who is wanted by Israel. The arrest sparks riots in Jinin, with some 3,000 Palestinians, including local Fatah tanzim mbrs., firing guns and throwing grenades at PSF offices, burning cars; 1 protester, 1 PSF officer are injured. A Palestinian in Tulkarm dies of kidney failure after the IDF bars him fr. crossing a checkpoint to reach a hospital. The IDF directs heavy machine gun fire at residential areas of Khan Yunis. In a gesture to mark the start of Ramadan, Israel extends the Palestinian fishing area to 12 mi. off the Gaza coast, releases 30 Palestinian prisoners, resumes prison visits in Israel for Palestinian families in the West Bank. Israel cuts off all contact with the PA; gives Shin Bet, the IDF the "green light" to step up assassinations. Some MKs say Sharon should banish Arafat fr. the West Bank, Gaza. The PA arrests 3 PFLP leaders, but says it has not identified Ze'evi's assassins, will not extradite them to Israel once it does. Israel says if the killers are not extradited, it will treat the PA as a sponsor of terrorism. (The State Dept. refuses to back Israel's extradition demand.) The IDF reoccupies areas A in Jinin, Nablus, and Ramallah, sending in tanks and troops, shelling buildings, killing 3 Palestinians. In Bethlehem, 3 Palestinians, including Fatah tanzim leader Atif Ubayyat, 1 of Israel's most wanted, are killed when an explosion destroys their car. The deaths, which Palestinians claim were an assassination, spark a serious gun battle around the city; Palestinians in Bayt Jala also fire a mortar at Gilo for the 1st time in 2 mos., causing no damage. A Palestinian gunman dressed in an IDF paratrooper uniform opens fire at the Afula bus station inside Israel, killing 3 Israelis, wounding 7 before being fatally shot by police. In Hebron, the IDF fatally shoots 1 Palestinian, wounds 3 others; shells residential areas of the PA-controlled section of the city. The IDF also directs shells, heavy machine gun fire at residential areas of Bayt Lahia, al-Qarara (where soldiers occupy a residential building as an outpost). Angered by continued U.S. pressure on Israel to exercise restraint toward the Palestinians while Washington builds its coalition against Bin Laden, Sharon accuses the U.S. of sacrificing Israel to "appease the Arabs" the way Britain sacrificed Czechoslovakia to Hitler in 1938. The Israeli cabinet authorizes the IDF to "take all necessary measures" to defend Israeli citizens. The U.S. says it has more evidence linking Bin Laden to the 9/11 attacks. Laying the groundwork for a military response, Bush labels the attacks "acts of war," begins to rally "an international coalition to combat terrorism." The U.S. presses Pakistan in particular to cooperate with any U.S. military action against neighboring Afghanistan, Bin Laden's base of operations. Congress adopts (100-0 in the Senate, 408-0 in the House) a joint resolution that the admin. says frees the White House from having to seek a formal declaration of war to carry out military action. In an apparent assassination attempt on senior Fatah official Muhammad Mansur, the IDF fires rockets into the Fatah headquarters in a residential area of Ramallah, causing no injuries. Mansur left the building just before the attack. Nr. Rafah, an explosion in a building known to be used by tanzim mbrs. leaves, 1 tanzim mbr. dead, 1 injured; the tanzim accuses Israel of carrying out an assassination. Israel admits to the attempt on Mansur, but denies staging the Rafah incident. The WCAR closes after agreeing on a final statement that expresses concern over the "plight of the Palestinian people under foreign occupation," endorses the right of Israelis and Palestinians to live in secure and independent states, recognizes the right of refugees to return to "freely return to their homes." Ra'id Karmi, firing missiles at his car as he, 3 tanzim mbrs. drive through Tulkarm; Karmi (wanted for kidnapping, killing 2 Israelis in Tulkarm on 1/23) is injured, 2 tanzim mbrs. are killed, 1 Palestinian bystander is seriously wounded. In response, other tanzim mbrs. fire on an IDF patrol nr. Tulkarm, killing 1 soldier, wounding 1. In Hebron, a group of Jewish settler children (ages 5-12) hit, throw stones at 2 foreign aid workers; the IDF refuses to apprehend the children. The IDF apparently attempts to assassinate DFLP West Bank head Qays Samurai (Abu Layla) by planting an explosive device in his home in Ramallah; tanzim mbr. In Hebron, Israeli undercover agents assassinate local Fatah tanzim leader Imad Abu Sunayna, who was on Israel's most-wanted list. The IDF assassinates Hamas student activist `Amr Hadiri (also reported as Omar Madiri), firing missiles at his car as he drives in Tulkarm. Also nr. Tulkarm, the IDF fatally shoots a Palestinian allegedly planting a roadside bomb. A Palestinian opens fire outside the Israeli DMin. in Tel Aviv, wounding 8 IDF them soldiers, 2 Israeli civilians. He is wounded, captured in his attempt to flee and later dies of his injuries. Palestinians open fire on a Jewish settler family driving in the West Bank, killing 1 pregnant settler, seriously wounding her husband, lightly injuring 2 children.
