IDF operations continue in Khan Yunis, where 2 Palestinians are killed in an explosion at the home of a leading Hamas mbr.; Palestinians say IDF tanks shelled the house, whereas the IDF says the men were preparing a bomb that exploded prematurely. The IDF withdraws fr. Khan Yunis late in the day, pledging to return as necessary to halt rocket fire, calling the open-ended operation Operation Violet Iron. The IDF turns over security control of Bethlehem to the PA security forces btwn. Christmas Eve and Armenian Christmas on 1/19; says it will give IDF soldiers manning checkpoints around Bethlehem special instructions on how to handle Christian tourists. Palestinians report that the curfew on Talluza, imposed on 12/11, is still in place. In the morning, a closed military memorial service for Arafat is held on a military base outside Cairo. The Palestinian leadership, Arafat’s family, Egyptian envoy Omar Sulayman then escort Arafat’s body by helicopter to Ramallah, where 10,000s of grieving Palestinians overrun the Muqata in an attempt to observe his sunset funeral. Israel executes Operation New Leaf–the Day After to step up Israeli security but ensure that “Palestinians’ dignity is preserved” for3days of mourning: declares a state of emergency, seals the occupied territories until 11/16, pulls out of all West Bank population centers, reinforces the troop presence surrounding Ramallah and leading to Jerusalem, facilitates West Bank Palestinians’ access to Ramallah for the funeral, allows PA security officers to carry weapons for the 3-day mourning period in order to maintain crowd control. The only reported violence of the day is in Rafah, where the IDF fires on, shells residential areas. A PFLP suicide bomber fr. Askar r.c. nr. Nablus detonates a device in a Tel Aviv open-air market, killing 3 Israelis, wounding 32. The PFLP says that the bombing was carried out to warn Palestinian leaders against being “seduced into talking about ending the resistance and haggling over the national legitimate rights and principles of our people” now that Arafat is out of the West Bank. An Israeli court rules that Palestinian residents of Jerusalem have the right to register any child under age 12 without having to apply for family reunification even if 1 parent holds a West Bank ID. Previously, the Israeli Interior Min. asserted that any such children not registered by age 1 would have to apply for family reunification. (PR 11/3)

Arafat collapses in his Ramallah headquarters and deteriorates dramatically during the day, reportedly lapsing in and out of consciousness. His personal doctor is summoned fr. Amman, a medical team fr. Egypt, and his wife fr. Paris, raising speculation that he is nearing death. Gaza, the IDF fires a missile at a group of AMB mbrs. allegedly preparing an attack on IDF forces in Jabaliya r.c., killing 2 AMB mbrs., wounding 3; shells residential areas of Bayt Lahiya, hitting 3 homes, killing 3 Palestinians (2 may be Islamic Jihad mbrs. targeted for assassination), wounding at least 11 (including 9 children ages 7 mos.–13 yrs.).
