The IDF fatally shoots an unarmed Palestinian attempting to infiltrate the Israeli border in n. Gaza. AMB gunmen fatally shoot an Israeli security officer guarding civilian contractors working on the separation wall in Idna in the s. West Bank. Palestinians report that the curfew on Talluza, imposed on 12/11, is still in place. The IDF allows 1,000 PA policemen in the West Bank to patrol with arms through 12/23 to provide security during municipal elections. A PFLP suicide bomber fr. Askar r.c. nr. Nablus detonates a device in a Tel Aviv open-air market, killing 3 Israelis, wounding 32. The PFLP says that the bombing was carried out to warn Palestinian leaders against being “seduced into talking about ending the resistance and haggling over the national legitimate rights and principles of our people” now that Arafat is out of the West Bank. In the evening, IDF undercover units raid Nablus, assassinate Nablus AMB leader Majdi Mari (whom it attempted to assassinate on 9/15/04), AMB mbrs. Jihad Abu Salah and Fadi al-Sarwan, injure a 4th AMB mbr., 4 bystanders. During the day, the IDF closes the Qalandia checkpoint, declaring the area a closed military zone (see 10/16); fatally shoots 2 Palestinians allegedly attempting to infiltrate Kefar Darom; fires on a group of stone-throwing Palestinian children in Askar r.c., killing a 12-yr.-old Palestinian boy; stops, argues with, shoots and wounds 2 Palestinian teenagers walking nr. the separation wall nr. An Israeli court rules that Palestinian residents of Jerusalem have the right to register any child under age 12 without having to apply for family reunification even if 1 parent holds a West Bank ID. Previously, the Israeli Interior Min. asserted that any such children not registered by age 1 would have to apply for family reunification. (PR 11/3)

Arafat collapses in his Ramallah headquarters and deteriorates dramatically during the day, reportedly lapsing in and out of consciousness. His personal doctor is summoned fr. Amman, a medical team fr. Egypt, and his wife fr. Paris, raising speculation that he is nearing death. In Hebron, the IDF surrounds, evacuates the home of a wanted Palestinian; fires 3 shells at the house when he does not emerge, wounding him; arrests him, demolishes the house. The IDF demolishes a 2d Palestinian home in Salfit. IDF undercover units storm a Jericho caf´e, assassinate senior Amari r.c. AMB mbr. ‘Amr A‘idiyya, wounding 3 Palestinian bystanders, arresting 19. The IDF shells residential areas of Khan Yunis, killing 1 Palestinian; attempts to assassinate senior AMB mbr. Mahmud Abu Khalifa by firing a missile at his car as he drives through Jenin, missing it and hitting a nearby building, injuring a 9-yr.-old Palestinian girl; imposes curfews on villages around Jenin; fires on an ambulance waiting to cross Mahatin checkpoint nr. Khan Yunis, seriously injuring a doctor and a paramedic; fires rubber bullets at Palestinians in Budrus w. of Ramallah to disperse their nonviolent protest against the construction of the separation wall. Late at night, Israel border police raid and search homes in the Dahiyat al-Salam neighborhood of Anata in East Jerusalem, take all men ages 16–80 to a nearby base for ID checks, warn those without blue Jerusalem IDs that they could be arrested, detained, possibly sent to the West Bank if they are caught staying in the village overnight again. As Israeli-Palestinian tensions continue to run high in Gaza, the Israel Defense Forces (IDF) fatally shoots 3 Palestinians who enter a closed military zone nr. Gaza’s border with Israel; fires missiles at 3 sites in Gaza City (the local Fatah headquarters, Hamas’s al-Risala newspaper, an electrical transformer), cutting electricity to part of the city, wounding at least 3 Palestinian children. Gaza crossings into Israel remain closed for the 8th consecutive week. Rejecting a 5/15 petition by a Palestinian human rights group, the Israeli High Court says the IDF may widen the Philadelphi Route buffer zone along the Gaza border with Egypt, potentially demolishing 100s of Palestinian homes, ruling that the army has a “real, imminent need” to do so. The IDF announces over loudspeakers in Rafah’s Bloc O section, where much bulldozing has occurred, that Palestinians have 24 hrs. to evacuate their homes; fires on residential areas to encourage Palestinians to leave. The International Comm. of the Red Cross begins setting up a tent camp in Rafah able to provide emergency housing for 1,500 Palestinians left homeless by IDF bulldozing operations in the past wk. and those fleeing in fear of further demolitions.
