The UN reports that in 3/08, at least 4 ailing Palestinians died as a direct result of Israel’s closure on Gaza barring access to adequate medical treatment. In the West Bank, the IDF arrests 4 Palestinian teenagers (ages 13–17) who stray nr. the separation wall nr. Tulkarm; raids a construction site in Marda nr. The IDF makes an air strike on Bayt Lahiya in a failed attempt to assassinate Islamic Jihad mbrs. Ihab Abu Jarad, Nidal Shaqqura, and Muhammad alZa’nin as they walk in a crowded residential area, wounding the 3, as well as 6 bystanders, including 2 children and a mentally disabled person; bulldozes land on the Palestinian side of the Qarni industrial zone (for a 2d day), nr. the border fence e. of Dayr al-Balah. Late at night, the IDF sends troops into Bayt Hanun, raiding a home and arresting 7 mbrs. of a Palestinian family. Hamas’s Haniyeh publicly offersIsrael a comprehensive cease-fire deal covering the West Bank and Gaza in exchange for a lifting of the siege of Gaza and a halt to all Israeli “assassinations, killings, and raids.” The Israeli government does not officially reply, but hrs. later in the West Bank, IDF undercover units in Bethlehem ambush, assassinate Islamic Jihad’s Bethlehem cmdr. Muhammad Shihada, senior AMB mbr. Ahmad Balbul), and 2 Islamic Jihad mbrs. driving with them. The IDF also sends troops into Sa‘ida village nr. Tulkarm in search of Islamic Jihad’s Tulkarm cmdr. Egyptian intelligence chief Omar Sulayman secures a pledge by Hamas, Islamic Jihad to suspend rocket fire fr. Gaza unilaterally while he works to obtain a more formal bilateral cease-fire agmt. with Israel. In Jerusalem, an armed Palestinian enters the library of Mercaz Harav, Israel’s leading Zionist yeshiva and the ideological home of the far-right religious settler movement, and opens fire on students with an AK-47, killing 8 Israelis and wounding 9 before an IDF soldier and 2 undercover policemen enter the building and shoot him dead; Israeli security officials identify the attacker as a bus driver for the school and an East Jerusalem resident who apparently acted alone. Overnight, the IDF makes an air strike on a suspected rocket-launching site in n. Gaza, killing 1 Palestinian. During the day, the IDF makes a 2d air strike, killing another Palestinian; briefly sends 25 armored vehicles into Wadi al-Silqa in c. Gaza to surround the home of senior Islamic Jihad mbr. Yusuf Samiri, who flees and is killed in an exchange of fire with troops; troops also fire on Samiri’s home, killing a Palestinian infant, wounding 4 Palestinians (including a woman and child). The IDF also sends tanks and bulldozers into s. Gaza to level land nr. the Rafah airport site, firing on surrounding areas, causing no reported injuries. Palestinians fire 8 rockets and mortars fr. Overnight, the IDF makes several air strikes on Gaza, killing 5 Hamas mbrs. before withdrawing ground troops fr. Gaza in the morning, stating that it is suspending Operation Hot Winter during U.S. Secy. of State Condoleezza Rice’s upcoming 3/4–5 visit. The toll for the 5-day operation is at least 110 Palestinians (half of them civilians, including at least 24 children; Hamas says it lost 37 mbrs.; Islamic Jihad and the PRCs say they lost 15) and 3 Israelis dead (1 civilian inside Israel, 2 IDF soldiers in Gaza), and nearly 400 Palestinians injured (most of them civilians). In addition, 21 Palestinian homes were destroyed (leaving 147 Gazans homeless) and 88 heavily damaged (affecting 616 Gazans), 90 dunams (d.; 4 d. = 1 acre) of agricultural land was bulldozed, and 80 Palestinians were detained for questioning (at least 5 were remanded to Israel). Abbas suspends peace talks with Israel to protest Operation Hot Winter. Overnight, the IDF makes air strikes destroying Haniyeh’s vacant office in Gaza City and Change and Reform offices in Khan Yunis. During the day, IDF assaults kill at least 21 Palestinians (including at least 7 civilians, including 3 children; 5 militants; 2 Hamas-affiliated policemen); 4 IDF soldiers are wounded. Palestinians fire about 33 rockets (3 of them Grads, according to the IDF) fr. Gaza into Israel, causing damage but no injuries. Egypt opens its border to allow transportation of wounded Palestinians to Egyptian hospitals, but Palestinian hospitals report that many patients are too badly injured to be moved. Late in the evening (9:00 P.M. EST; 4:00 A.M. on 3/3 local time), the IDF withdraws ground troops fr. the Jabaliya area, substantially reducing the scope of Operation Hot Winter.
