As massive Israeli strikes on Gaza enter a 2d day, IDF Southern Command head Maj. Gen. Yo’av Galant says (HA 12/28) that the IDF aims to “send Gaza decades into the past” in terms of Hamas’s leadership, weaponry, and smuggling capabilities while achieving “the maximum number of enemy casualties.” Israel’s security cabinet authorizes the IDF to call up 6,500 reservists, and the IDF begins massing tanks and troops on Gaza’s border, indicating planning for a ground incursion. Israel’s Homefront Command orders 80 factories and businesses within 3 mi. of the Gaza border to close indefinitely for their safety (a move expected [WJW 1/1] to cost Israel’s economy $1 m./day), indicating concerns of increased Palestinian rocket fire once ground operations begin. Israeli Military Intelligence breaks into Palestinian radio broadcasts to warn Gazans against cooperating with Hamas. The IDF drops 300,000 leaflets across Gaza warning residents to evacuate areas where Hamas is operating or storing weapons or to remain at their own risk. The Israeli FMin. opens an international media broadcast outlet in Sederot (a main target of Palestinian rockets), begins tours of Sederot and other Gaza border communities for foreign media, diplomats, and VIPs. (Israel continues to prevent the foreign media fr. entering Gaza.)

Israeli actions: The IDF reports air and naval bombardment of 100 sites across Gaza, bringing the number of targets destroyed since operations began to more than 210. The 2-day Palestinian toll rises to an estimated 300 dead (including at least 22 children, 9 women, 60 other civilians) and 1,300 injured (including at least 235 children and 200 women). Target areas include Abasan, Bayt Hanun, Bayt Lahiya, Bani Suhayla (s. Gaza), Bir al-Naja (n. Gaza), Dayr al-Balah, Gaza City (city center, al-Rimal, Shaykh Ridwan, Shati’ r.c., al-Shuja‘iyya, Tal al-Hawa, al-Zaytun), Jabaliya town and r.c., Khan Yunis, Khuza (east of Khan Yunis), Nussayrat r.c., al-Qarara (s. Gaza), Rafah, Shati’ r.c., and Tal al-Za‘atar (nr. Jabaliya).

The IDF’s primary targets are around 40 tunnels along the Rafah border, hit with GBU-39s. Other major targets include several buildings at Islamic University (including a science building Israel claims was connected to rocket manufacturing); Gaza City’s PA ministry compound, the offices of acting PM Ismail Haniyeh, and the main police station (destroying the Saraya; allowing about 50 Fatah prisoners to escape, but killing at least 4); Rafah’s main PASF, governorate, and municipal complexes; more civil and naval police stations, metal workshops believed to make rockets; the Gaza City and Rafah ports; at least 3 mosques (Imad ‘Akel Mosque in Jabaliya r.c., Izzeddin al-Qassam Mosque in Abasan, al-Rimal Mosque in Gaza City) alleged to be weapons depots; a Palestinian Energy Authority building in Khan Yunis; a private medical warehouse; and at least 8 homes and 3 apartment buildings.

Palestinian actions: Palestinians fire 17 rockets, 18 mortars into Israel, injuring at least 6 Israeli civilians (including cases of shock). The rockets include 1 manufactured Grad/Katyusha that lands in Gan Yavne 20 mi. inside Israel, outside Ashdod, the farthest to date. In the evening, 100s of Palestinians attempt to flee Gaza through small breaches in the border wall apparently caused by IDF air strikes; they are sent back by Egyptian security forces, who exchange fire with the crowd, leaving at least 1 Palestinian, 1 Egyptian border policeman dead, 4 Palestinians, 5 Egyptian border policemen, an 8-yr.-old Egyptian child wounded.

Humanitarian notes: Israel allows the entry to Gaza of 100 truckloads of food and medical aid, 10 ambulances, and fuel for hospitals, donated by Jordan, Turkey, and international aid organizations. The shipments include 4 truckloads of pharmaceuticals from the PA central pharmacy in Ramallah (the 2d PA delivery since the PA had blocked the shipments of medicine to Gaza in early 9/08; see 12/16), transferred by the PA at UNRWA request. Humanitarian groups, however, continue to warn of deteriorating medical conditions and lack of food in Gaza and urge Israel to allow unrestricted entry of aid. OCHA reports power outages of up to 16 hrs./day in Gaza City, n. Gaza, and c. Gaza; says all flour mills have shut down for lack of grain imports, threatening widespread bread shortages. Across the West Bank, Palestinians protest against OCL, clashing with the IDF at numerous points (Abu Dis, Issawiyya, and al-Ram nr. Jerusalem; Bani Na‘im nr. Hebron; Ni‘lin and Silwad nr. Ramallah), leaving 3 Palestinians dead, 31 Palestinians, 1 IDF soldier, 1 Israeli child injured. In at least one instance, PASF breaks up one protest by 100s of Palestinians in Ramallah when demonstrators unfurl Hamas banners; the PASF reportedly (NYT 1/3) has been ordered to prevent any popular displays of support for Hamas. Gaza border e. of Khan Yunis fire on a group of armed Palestinians inside Gaza, causing no injuries; troops then cross into Gaza, exchange fire with armed Palestinians, wounding 4. PRC mbrs. then fire 11 mortars fr. Gaza toward the IDF military post at Nahal Oz crossing; 3 mortars hit the base, wounding 6 IDF soldiers, 1 critically. In the West Bank, the IDF conducts an evening raid on an Internet cafe nr. Jenin, checking IDs and searching ´ the premises but making no arrests; conducts late-night arrest raids, house searches nr. In the evening, the settlers rampage through Palestinian areas, burning cars, slashing tires, breaking windows of cars and homes, destroying water tanks; the IDF does not intervene. In the West Bank, the IDF conducts late-night arrest raids, house searches in Tulkarm, nr. Bethlehem and Jenin. To demonstrate disapproval of unauthorized settlement in keeping with the Israeli cabinet’s 11/2 decision, the IDF tears down several shacks erected by Jewish settlers nr. the unauthorized outpost of Migron (n. of Jerusalem) who intended to expand the outpost; the IDF continues to guard Migron itself, which is connected to Israel’s electricity grid and has paved access roads. Jewish settlers fr. Kochav Ya’acov nr. Ramallah attack Palestinians harvesting olives nearby; the IDF disperses the settlers. (WT 11/4; OCHA 11/5; PCHR 11/6)

In the West Bank, the IDF conducts late night arrest raids in and around Jenin town and r.c., Nablus, and in al-Fara‘a r.c. nr. Tubas (firing live ammunition and rubber-coated steel bullets on stone-throwing youths who confront them, wounding 6); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin (injuring 2 Palestinians, 1 international). Israel imposes new restrictions requiring Palestinian medical personnel fr. the West Bank who work in Jerusalem to enter Jerusalem only through the Qalandia checkpoint, the most crowded checkpoint, causing them significant delays. Heavy rains cause the collapse of 10 smuggling tunnels on the Rafah border, trapping and injuring at least 7 Palestinians. Egypt allows the entry of a delegation of Islamic Jihad officials fr. Gaza who are heading to Damascus for a wk. of internal discussions on Egypt’s proposed national unity plan ahead of national unity talks in Cairo on 11/9. Inside Israel, Hebrew University student Ali Baher, an Israeli Palestinian, is detained by campus security, questioned for 3 hrs., charged with “inappropriate conduct” for refusing on political grounds to shake hands with Pres. Shimon Peres, who randomly approached Baher while he was touring the campus library meeting with students; the university evicts Baher from campus housing and orders a disciplinary hearing (date not set) to decide whether he should be suspended. Concerned by the escalating settler violence directed at Israeli security forces, the Israeli cabinet at its weekly meeting votes to suspend all direct and indirect government funding to unauthorized settlement outposts (especially citing infrastructure such as roads, garbage collection, and school buses) in the 1st de facto admission that public funds are used to advance illegal settlement. Olmert also proposes increasing arrests and administrative detention of Jewish settlers who break the law. The Jerusalem District Juvenile Court remands and indicts 3 Jewish settler girls (ages 12, 15, 17) for reckless endangerment, aggravated assault of security forces, and obstruction of a police officer for attacks against Israeli border police in Givat Harsina on 10/30. IDF district cmdr. Noam Tivon cancels plans to give a speech at a yeshiva in Efrat settlement nr. Bethlehem after Jewish settlers fr. Hebron threaten to hold a massive demonstration to block his visit, calling him an “expulsion criminal” for previously ordering the removal settlers fr. the unauthorized Federman Farm outpost. Hebron, firing on residential areas, sparking clashes with Palestinians, wounding 3; conducts late-night arrest raids, house searches in al-‘Arub r.c. nr. Hebron, in and around Nablus; fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Bil‘in (injuring 1); fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a similar nonviolent demonstration in Ni‘lin (injuring 1). In Hebron, Jewish settlers fr. A week ahead of her deadline to form a government, Kadima party head and acting Israeli FM Tzipi Livni, with powersharing deals with the Labor and Meretz parties already drafted, unexpectedly informs Israeli pres. Shimon Peres that she cannot form a coalition. She blames other Israeli parties for making unreasonable political and economic demands, stating that she was unwilling to compromise her priciples to form a government (see Quarterly Update). Overnight, the IDF, Israeli police, and border police evacuate Jewish settlers fr. the unauthorized settlement outpost of Federman Farm in Hebron, sparking violent clashes with the settlers in which 1 policeman is seriously injured, 2 settler girls attempt to burn police vehicles, and settlers rampage through Palestinian areas, slashing the tires of 22 cars and vandalizing a Muslim cemetery. In interviews with the press afterward, Jewish settlers call for retributive attacks on the Israeli security forces. During the day, Jewish settlers fr. Harsina settlement in Hebron attack, vandalize, attempt to occupy a Palestinian home and land adjacent to the settlement; Jewish settlers vandalize Palestinian cars in Hizma village nr. Jerusalem; and 10 masked settlers attack IDF soldiers guarding Palestinians harvesting olives nr. Otniel settlement nr. Hebron, injuring 1 soldier. At the weekly Israeli cabinet meeting, Olmert warns that the government “will show no tolerance toward such expressions and actions,” while Shin Bet security chief Yuval Diskin states that he is “very concerned” that right-wing settler groups might try to assassinate pro-peace politicians. Nablus. Under pressure to prevent further clashes like those that recently occurred in Acre, Israeli police arrest 3 Israeli Jews for assaulting Palestinians in Jerusalem and stoning Palestinian cars. In the West Bank, the IDF conducts latenight arrest raids, house searches nr. Jenin and in Dahaysha r.c., Nablus, Ni‘lin Inside Israel, Hebrew University professor Ze’ev Sternhell, a prominent critic of Jewish settlements and the siege of Gaza, is lightly injured when suspected hardcore right-wing settlers throw a pipe bomb at him outside his Jerusalem home; police find posters in his neighborhood offering a reward of $320,000 to anyone who kills a member of Peace Now, an Israeli group that campaigns against settlements and of which Sternhell is a mbr. Israeli FM Tzipi Livni narrowly wins Kadima party elections to replace Ehud Olmert as party head. Olmert, Israel’s current PM, called for party elections on 6/11/08, after government investigators turned up serious new evidence of his financial impropriety (see Quarterly Update in JPS 149). Israel reopens Gaza’s Kerem Shalom crossing for limited imports of humanitarian goods and the Nahal Oz crossing for limited fuel (see 9/14). In the West Bank, the IDF fires rubber-coated steel bullets, tear gas at Palestinian, Israeli, international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, injuring 6; conducts late-night arrest raids, house searches in and around Nablus, in Azariyya nr. The Israeli navy fires on Palestinian fishing boats off the coast of Gaza City, wounding 2 fishermen, forcing the boats to return to shore. In the West Bank, the IDF eases age restrictions on Palestinians entering Jerusalem to attend al-Aqsa Mosque during Ramadan, extending opening hours for checkpoints into Jerusalem; conducts late-night arrest raids, house searches nr. Bethlehem and in villages and camps around Hebron. The PA central pharmacy in Ramallah takes over the coordination of pharmaceutical deliveries to Gaza from the World Health Organization (WHO). For a 2d day, Palestinians fire 2 rockets fr. Gaza into Israel, causing no damage or injuries. Israel closes Gaza border crossings for 48 hrs. in response. In the West Bank, the IDF conducts late-night arrest raids, house searches in and around Hebron, Jenin town and r.c., Nablus. (OCHA 8/27; PCHR 8/28)

Timed with Rice’s arrival in Israel, the Israeli human rights group Peace Now issues a report showing that Israeli settlement construction in 2008 to date has nearly doubled compared to the same period in 2007, with significant construction taking place in East Jerusalem and the unauthorized settlement outposts that Israel pledged to the U.S. it would remove as part of its road map commitments to advance the peace process. In her meeting with Israeli FM Tzipi Livni, Rice urges Israel not to take such steps that undermine peace talks. Livni calls the 2008 construction “small activities” that should not be used by the Palestinians as an “excuse” not to negotiate. Rice then holds a 3-way mtg. in Jerusalem with the PA and Israeli negotiating teams, then heads to Ramallah to meet with Abbas. (NYT, WP, WT 8/27)

In the West Bank, the IDF bars Palestinian workers fr. paving a road inside al-Walaja village nr. Bethlehem, stating that the area is under the jurisdiction of Israel’s Jerusalem municipal authority; this marks the 1st clear indication that Israel plans to annex the area to Jerusalem after its separation wall, which is planned to bisect al-Walaja, is completed. The IDF also makes daytime raids on 3 radio and TV stations in Hebron, arresting employees and confiscating broadcasting equipment; conducts late-night arrest raids, house searches in and around Jenin and Nablus, nr. Egyptian border police discover, demolish 20 smuggling tunnels on the Rafah border; smugglers exchange fire with police, leaving 2 unidentified individuals dead and 4 wounded inside Egyptian territory. In the West Bank, the IDF fires rubber-coated steel bullets, tear gas, percussion grenades at Palestinian, Israeli, and international peace activists taking part in a nonviolent demonstration against the separation wall in Ni‘lin, wounding 7. For a 2d day, armed Jewish settlers attempt to enter Shu‘fat r.c. to establish an unauthorized outpost; the IDF bars their entry. Jewish settlers fr. Kiryat Arba dump trash in front of the entrance of Hebron’s al-Ras Mosque. Jewish settlers fr. Givat Ha’avot settlement in Hebron vandalize 5 nearby Palestinian homes. The Israeli Interior Min. approves construction of 400 new settler housing units in Neve Ya’acov settlement n. of Jerusalem, and authorizes tenders to be issued for construction of 286 housing units in Beitar Ilit nr. Bethlehem (approved by the Housing Min. on 5/21) and 130 units in Har Homa in East Jerusalem (some of which may have been approved by the Interior Min. on 7/9). Israel also reportedly agrees to transfer settlers living in the unauthorized outpost of Migron nr. Meeting with Abbas in Jerusalem, Olmert pledges to release 150 Palestinian prisoners as a gesture to improve the climate of negotiations and support for Abbas; the release is tentatively set for 8/25. Today, Israel releases 6 Palestinian prisoners (fulfilling a requirement of the 7/16 prisoner release deal with Hizballah): the 6 include Hamas-affiliated Nablus mayor Adli Yaish (see 7/14) and 5 minors arrested for stone-throwing. Meanwhile, the IDF sends undercover units into Ramallah to arrest a wanted Palestinian; conducts late-night arrest raids, house searches nr. Hebron, and in and around Jenin town and r.c., Tulkarm (breaking into a taxi company, stealing 3 cars). Armed Jewish settlers attempt to enter East Jerusalem’s Shu‘fat r.c. to establish an unauthorized outpost, claiming ownership of land inside the camp; the IDF bars their entry. In the West Bank, the IDF conducts latenight arrest raids, house searches in Qalandia r.c. nr. Jerusalem and nr. Nablus, Ramallah. Jewish settlers fr. Kiryat Arba occupy, set up tents on a plot of Palestinian land in Hebron’s Wadi al-Nassara neighborhood to expand an unauthorized outpost set up in a nearby building seized by settlers some time ago; the IDF reinforces troops in the area but does not intervene. The IDF fatally shoots a Palestinian nr. the Gaza border fence e. of Dayr al-Balah, saying it mistakenly thought he was armed. In retaliation, the AMB fires 2 rockets fr. Gaza into Israel, causing no damage or injuries. Later, Hamas-affiliated police arrest 7 AMB mbrs. for firing the rockets, marking the 1st such arrests by the Hamas leadership in Gaza. Israel does not reseal Gaza border crossings or take any military action against the rocket fire. In the West Bank, the IDF conducts daytime arrest raids, house searches nr. Bethlehem; patrols in Tulkarm, conducting random ID checks; makes another late-night raid into Nablus, breaking into the municipal headquarters (confiscating computers and documents fr. the accounting department), searching 4 mosques, confiscating 4 school buses; conducts late-night arrest raids, house searches nr. The IDF conducts additional late-night raids in Nablus, searching, sealing, and confiscating computers and documents fr. several organizations allegedly connected to the ICA, including Afaq TV station, the Union of Palestinian Women Committees (confiscating food donations intended for needy Nablus families), a clinic, a kindergarten (taking 2 buses). The IDF sends undercover units driving a car with Palestinian license plates into Kafr Dan nr. Jenin, ambushing a Palestinian car and opening fire, assassinating Talal ‘Abid, a wanted mbr. of the Abu Ammar Brigades (a Fatah offshoot in Jenin), arresting a 2d Palestinian; sends troops, bulldozers into Hebron to demolish 2 Palestinian homes (18 residents) for allegedly harboring wanted individuals, also uprooting trees and heavily damaging a 3d home; fires rubber-coated steel bullets, tear gas a Palestinians demonstrating against the separation wall in Dayr al-Ghusun nr. Tulkarm, injuring several (including 2 journalists); conducts late-night arrest raids, house searches in Hebron, Nablus. Jewish settlers fr. Brakha fire 6 mortars at Burin village and 1 at Madama village, causing no damage or injuries (see 7/1, 7/3). Israel’s Interior Min. approves construction of 920 new settler housing units in Har Homa settlement in the Palestinian neighborhood of Jabal Abu Ghunaym in Jerusalem; it is not clear if this figure includes 121 units approved on 6/1. The IDF makes a predawn raid on an apartment building in Nablus, assassinating Islamic Jihad cmdr. Tariq Abu Ghalil (targeted by the IDF on 3 prior occasions) and a bystander in an adjacent apartment. In response, Islamic Jihad mbrs. in Gaza fire 3 rockets, 1 mortar fr. Gaza into Israel, lightly injuring 2 Israelis, causing light injuries. Israel calls the rocket attacks a “grave violation of the calm,” closes all commercial crossing into the Strip, but does not take military action. Hamas calls the closure of the crossings a violation of the truce agmt. but says it will maintain the cease-fire. Meanwhile, the IDF uproots, replants more than 80 olive trees along the separation wall route around Jerusalem (farmers do not expect the trees to survive); fires rubber-coated steel bullets, tear gas at Palestinians demonstrating against separation wall construction in Ni‘lin nr. Ramallah (injuring 12 Palestinians, including an 11-yr.- old boy); fires rubber-coated steel bullets at residents of Far‘un village nr. On the sidelines of a donors conference in Berlin, U.S. secy. of state Rice meets with Israeli and PA negotiators and invites them to take part a series of trilateral discussions in New York and Washington beginning in 7/08 in an effort to reach a deal on Palestinian statehood before Bush leaves office. As a goodwill gesture to the PA, which recently deployed a new security unit in Jenin, Israel begins allowing up to 100 Israeli Palestinians/day to travel to Jenin; visitors must return by nightfall and expect to undergo searches and questioning. Kiryat Arba hold an outdoor celebration the “unification” of Jerusalem; the IDF bars Palestinians fr. using roads in the area. In Gaza City, the acting Hamas government organizes a military court that convicts 5 Palestinians on charges of forming an illegal organization in 7/07 and of plotting against the dismissed government of Ismail Haniyeh, sentencing them to unspecified prison terms. In the West Bank, the IDF patrols in Qaryut nr. Nablus, detaining 4 Palestinians (including 3 teenagers) for questioning; conducts late-night arrest raids, house searches nr. Hamas mbrs. fire 4 mortars fr. Gaza into Israel, killing 1 Israeli civilian, wounding 3, in what may be the 1st fatal Palestinian mortar strike. The IDF retaliates with air strikes on Gaza Interior Min. security offices in Rafah (killing 2 Hamas-affiliated security officers, wounding 5 civilians) and a naval police post on the s. Gaza shore (killing 3 policemen). In a mysterious incident northeast of Jerusalem, Ofra settlement guards fire on 2 Palestinians whom they claim approached the settlement fence carrying a hunting rifle, killing 1 Palestinian and detaining the other, turning him over to the IDF, which quickly seals the area; later, the AMB claims responsibility for an attack on Ofra but says the man killed was an innocent bystander and that its mbrs. escaped unharmed. Also in the West Bank, the IDF fires rubber-coated steel bullets, percussion grenades, tear gas at Palestinian, Israeli, international activists taking part in the weekly nonviolent demonstration against the separation wall in Bil‘in (10s suffer tear gas inhalation) and beat demonstrators at a similar protest al-Masa’ra (lightly injuring 3). Hizballah and its allies take control of streets in west Beirut, attacking and shutting down media outlets owned by Saad Hariri’s Future Movement, as the army steps aside, saying soldiers will keep peace but not take sides. Hizballah also takes over several government offices, but immediately turns them over to army. Clashes abate somewhat after Hariri orders his forces not to fight. In Gaza, the IDF sends tanks, armored vehicles, bulldozers, and helicopters into Bayt Hanun, exchanging fire with local armed men and making air strikes on residential areas, leaving a total of 8 Palestinians dead, 17 Palestinians and 1 IDF soldier wounded; most casualties are the result of a missile that hits a home, killing a Palestinian woman, 4 of her children (ages 18 mos. to 5 yrs.), an unrelated teenager, and wounding 10 bystanders (including 2 more of the woman’s children). Palestinians fire 7 rockets, 9 mortars fr. Gaza into Israel, causing light damage but no injuries. In the West Bank, the IDF raids and searches a car repair shop in Hebron, confiscating 3 cars; conducts late-night arrest raids, house searches in and around Nablus and Tulkarm, in Qalqilya, and nr. Hebron. As Israel begins preparations to move its Jerusalem police headquarters from the predominantly Arab neighborhood of Ras al-Amud to the controversial new E-1 site in occupied East Jerusalem, police officials sign an agmt. giving a right-wing Jewish settler group the right to occupy the vacant Ras al-Amud building, which will serve as the nucleus of a new Jewish settlement; the settlers have already filed with the Jerusalem Planning Comm. to construct 110 housing units on the site. In addition, the Israeli High Court rejects a petition by Palestinians in al-‘Aqaba village nr. Tubas seeking repeal of an IDF order for the demolition of 60% of the village’s homes and confiscation of all but 100 d. of the village 3,000 d. of land, supporting the IDF’s position that the land is “strategically important” to the military. In Gaza, the IDF continues the incursion into Bayt Hanun begun on 4/25, demolishing the home of the Hamas mbr. targeted on 4/25, leveling surrounding land before withdrawing in the early morning. The IDF also sends troops into Bayt Lahiya, to seize and take to Israel local Hamas leader Hasan Marouf, trading heavy gunfire with local Palestinians and firing on Marouf’s home, killing his 14-yr.-old daughter. In the West Bank, the IDF raids an orphanage for girls, a 2d sewing factory in Hebron owned by the ICA (see 4/11), reiterating its 2/26 decision to evict residents and seal the sites for 3 yrs. if they are not vacated and turned over to the IDF within 24 hrs. In Jerusalem, Israeli police barricade gates into the Old City, forcibly bar Orthodox Palestinian worshipers fr. reaching the Church of the Holy Sepulcher and the St. Jacob Cathedral to perform Holy Saturday services to mark Orthodox Easter (cf. 4/22), beating and arresting several worshipers, while allowing Jewish worshipers to enter the Old City for Pesach celebrations. The UN reports that in 3/08, at least 4 ailing Palestinians died as a direct result of Israel’s closure on Gaza barring access to adequate medical treatment.
