The Israeli Interior Min. approves construction of 900 new housing units in Gilo settlement in East Jerusalem, precipitating sharp criticism from the White House not only for the Gilo project but for “the continued pattern of evictions and demolitions of Palestinian homes” in Jerusalem; UN Secy.-Gen. Ban Ki-moon “deplores” the decision. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Bethlehem, Hebron (evicting 1 Palestinian family from their home, occupying it as an observation post), Jericho, Nablus. In the Jerusalem environs, Israeli forces demolish 2 Palestinian homes (1 in Wadi Qaddum, housing 30 Palestinians; 1 in Bayt Hanina, displacing 11 Palestinians). In the West Bank, the IDF patrols Kafr Haris village nr. Salfit and imposes a curfew, disrupting all daily activities in the village; conducts late-night raids, house searches in Qalandia r.c. s. of Ramallah, ‘Aqabat r.c. s. of Jericho, Hebron, Qalqilya, and nr. In the West Bank, IDF troops stationed atop Hebron homes occupied on 10/11 fire rubber-coated steel bullets, tear gas at 10s of stone-throwing Palestinian youths who confront them, injuring 1 Palestinian teenager. The IDF also ambushes several Palestinian vehicles attempting to evade IDF checkpoints to transport workers to jobs in Israel, burning and destroying 3 of them; conducts late-night raids, house searches nr. Nablus, Hebron, Jericho, and Jenin, arresting 10 Palestinians. Jewish settlers fr. the unauthorized settlement outpost of Mitzpe Ami nr. Qalqilya set fire to a Palestinian olive tree field and block firemen fr. reaching the area, destroying as many as 250 trees; Israeli police arrest 13 settlers who refuse to leave the area. Jewish settlers fr. Kiryat Arba stone Palestinians harvesting olives nr. Hebron and steal harvested olives; the IDF observes but does not intervene. In East Jerusalem, the IDF bulldozes a Palestinian home in Bayt Hanina neighborhood, displacing 5 Palestinians. (OCHA, PCHR 10/15; PCHR 10/22).

A mysterious explosion in Tayr Filsi village in s. Lebanon injures or kills at least 1 person. Israel cites the explosion as proof that Hizballah is stockpiling weapons in violation of UN Res. 1701 that ended the 2006 Lebanon war. (NYT 10/13)

Israel says it has taken significant steps to improve West Bank movement and access, including reducing manned IDF checkpoints and improving wait times at checkpoints, especially around Nablus, also noting that Israeli tour buses are now routinely bringing Israeli Palestinians to Nablus to shop. Palestinians and the UN confirm that restrictions on movement have been eased considerably in Jericho, Nablus, Qalqilya, and Ramallah; but the UN notes that there are still 68 manned and 545 unmanned barriers to Palestinian travel across the West Bank. Today, in the West Bank, the IDF conducts separate synchronized late-night house searches in villages s. and e. of Tulkarm and w. of Jenin, making no arrests; carries out late-night arrest raids in Balata r.c. and nr. In the West Bank, the IDF conducts late-night arrest raids, house searches nr. Tulkarm; conducts late-night patrols in Silat al-Harithiyya nr. Jenin, erecting a checkpoint and checking IDs and car registrations. The UN reports that the IDF has removed the physical infrastructure of an IDF checkpoint at the entrance to Jericho; soldiers remain posted at the site but have not been stopping Palestinian vehicles; the IDF has also opened 3 checkpoints nr. Jenin, Jericho, and Nablus (Tayasir, Ma’ale Ephraim, and Hamra, respectively) around the clock. Jewish settlers fr. Eli settlement nr. Nablus set fire to nearby Palestinian crop land; the IDF observes but refuses to stop the settlers or call firefighters. A Hamas mbr. dies in PA custody in Hebron, and Hamas accuses the PASF of torturing him; the 34-yr.-old man was arrested on charges of money laundering, illegal gun possession, and conspiracy to target PASF forces. Israeli naval vessels fire on Palestinian fishermen off the Bayt Lahiya coast, detaining 2 boats and arresting 4 fishermen. Overnight, in the West Bank, the IDF removes 2 settler tent outposts nr. Hebron; settlers vow to reoccupy and expand the sites. The IDF also conducts late-night arrest raids, house searches in Aqabat Jabir r.c. nr. Jericho, Balata r.c., and Nablus, and nr. U.S. special envoy George Mitchell meets with Netanyahu’s senior advisers in Britain to follow up on the issues discussed in the 5/18 Obama-Netanyahu mtg. The Israelis offer a partial settlement freeze that would allow continued construction to accommodate natural growth, but the U.S. continues to demand a stop to all settlement activity. Gaza coast to force them back to shore, seizing 3 boats, demanding that the 8 crew mbrs. of 1 boat strip naked and jump into the water, then detaining them and taking them to the Ashdod port. In the West Bank, the IDF lifts the closure on Khirbat Safa imposed on 4/2 and withdraws fr. the area, but reenters the vicinity later in the day after Jewish settlers fr. Bet Ayn fire toward the village, causing no injuries; fires on stone-throwing Palestinian youths nr. The IDF opens a main checkpoint at Bayt Ibia nr. Nablus for the 1st time in 8 yrs., as a 1st step toward permanently relocating it (see 3/30 below). Unidentified gunmen fatally shoot 2 Israeli border policemen driving nr. Massu’a settlement in the Jordan Valley n. of Jericho, marking the 1st Israeli death in the West Bank since 4/25/08; Israel blames Palestinians, and individuals identifying themselves as mbrs. of the Imad Mughniyah Group, after the Hizballah military cmdr. assassinated in Damascus by unknown assailants in 2/08, later (3/16) claim responsibility. Jewish settler groups in the n. West Bank say Israel’s reckless removal of Palestinian checkpoints is to blame for the policemen’s deaths; the Israeli government denies any connection.
