In light of Jewish settler violence against the IDF on 12/12, the Israeli cabinet approves several measures against right-wing Jewish extremists, including permitting their detention without trial (administrative detention) and trial in military courts, allowing soldiers in the West Bank to arrest them, and banning them fr. entering the West Bank; it does not label them “terrorists,” which would have allowed security forces even greater leeway to act against them. Hrs. later, Israeli police raid a Jerusalem apartment and arrest 6 Israelis for involvement in “recent events” targeting Palestinians and the IDF. In apparent “price-tag” attacks to protest the government moves: Jewish extremists set fire to the Nabi Ukasha mosque in West Jerusalem (Israeli authorities have barred Palestinians fr. using the mosque but have allowed Jewish settlers affiliated with the extremist Kach party to use the courtyard as a playground); Jewish settlers fr. Burkan settlement set fire to 2 Palestinian cars in nearby Salfit; and Jewish settlers fr. Yitzhar set fire to 2 Palestinian cars in nearby Douma village nr. Nablus. Under pressure fr. PA and Jordanian officials, Israel reopens the Mughrabi footbridge to the Haram al-Sharif/Temple Mount (closed on 12/12/11), saying it will reinforce rather than rebuild it. Meanwhile, IDF troops on the Gaza border e. of Gaza City fire on a Palestinian who strays too nr. the border fence while hunting birds, moderately wounding him. Addressing 10,000s of Hamas supporters in Gaza City to mark Hamas’s 24th anniversary, Hamas acting PM Ismail Haniyeh says that “Today we say it clearly: Armed resistance and armed struggle are the strategic way to liberate the Palestinian land from the sea to the river,” but that if Israel were to turn over the occupied territories, including East Jerusalem, Hamas could take a “temporary” respite “without Israel being recognized and without any concession being made.” Of note: at the rally, the flags of the Arab states are displayed except for Syria’s. The New York Times runs a long special report on a 6-yr. U.S. investigation of Lebanese Canadian Bank and its suspected role providing financial support to “terrorists.” U.S. officials allege—but refuse to release their evidence—that the investigation revealed that the bank laundered hundreds of millions of dollars fr. Hizballah criminal enterprises and that Hizballah had significant ties to Latin American drug cartels. U.S. investigators say the transactions also revealed a pattern “in which entities tied to Hezbollah have been buying up militarily strategic pieces of property in largely Christian areas” of Lebanon. Hizballah calls the claims “politically motivated propaganda.” U.S. admin. sources say that when the connections first came to their attention in fall 2010, some argued that the Hizballah link should be left unstated, but the admin. changed course (1) after Hizballah forced out Saad Hariri as PM and secured appointment of an ally in his place and (2) when the UN tribunal accused Hizballah of involvement in Rafiq Hariri’s assassination. Overnight, Jewish settlers set fire to the entrance of a mosque, a car, and a construction vehicle in Burqin village nr. Salfit, moderately damaging the mosque and destroying the 2 vehicles. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction material in the demolished Erez industrial zone, forcing them to flee. In the West Bank, the IDF conducts late-night arrest raids and house searches nr. Hebron, Tulkarm. (PCHR 12/8, 12/15; OCHA 12/16)

Republican presidential candidates Mitt Romney and New Gingrich address the conservative Republican Jewish Coalition, criticizing U.S. Pres. Barack Obama for his weak and confused foreign policy and mistreatment of Israel. Neither endorses a 2-state solution, even though the Republican Party platform officially supports this. Romney pledges that his 1st trip as pres. would be to Israel. Gingrich promises that he would move the U.S. emb. fr. Tel Aviv to Jerusalem. Republican candidates Michele Bachmann, John Huntsman, Rick Perry, and Rick Santorum also address the forum and promise new approaches to the Middle East but do not go into detail. (NYT, WP 12/8)

Hamas leader Mishal and PA pres. and Fatah head Abbas meet for 2 hrs. in Cairo to hold the 1st detailed talks since 8/2011 on implementing their 5/2011 national unity deal (see QU in JPS 161). They approve a 2-page document (leaked to AFP on 11/24, which publishes excerpts, but not released publicly) reiterating their commitment to the main elements of the 5/2011 accord, agreeing to observe a truce in the West Bank and Gaza Strip (including halting political arrests), vowing to increase “popular resistance” to oppose Israel’s settlement expansion and construction of the separation wall, and pledging that the factions would agree on the “style” of popular resistance and form “a framework to direct it.” In an interview with AFP later in the day, Mishal clarifies that Hamas believes in both armed and popular resistance, stating “armed struggle is our right. How we use it, and when we use it, is something different.” Mishal and Abbas fail, however, to resolve key issues regarding composition of an interim unity government and elections. Though both call the meeting positive, sources say (e.g., WP 11/25) that the meeting “raised new questions about whether the rivals are serious about working together or just going through the motions.” (AFP 11/24; NHR, NYT, WP, WT 11/25; WP 12/22)

Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them back to shore. In the West Bank, the IDF troops operating in the Hebron area demolish a mosque, 2 Palestinian homes, a rabbit farm, and a generator and block up a cave used as an agricultural storeroom in Yatta village; demolish 1 Palestinian home, 3 wells, and 3 agricultural storehouses in Ithna village; bulldoze a residential tent and an animal pen in Khirbat Susia. The IDF also patrols in 5 villages nr. Jenin (1 village is entered twice; 3 villages are entered simultaneously) and 3 villages nr. Qalqilya (2 villages are entered simultaneously). Hebron for expansion of a settlers-only bypass road; raids a house in Hebron, firing stun grenades and live ammunition, wounding and arresting 1 Palestinian; searches several abandoned houses and photographs an old mosque in Kafr Qaddum nr. Qalqilya; conducts 3 synchronized morning patrols in 2 villages nr. Ramallah, 2 villages nr. Tulkarm, and 3 nr. Jenin; conducts other morning patrols in 1 village nr. Israel announces it has signed a prisoner swap agreement in Cairo with Hamas, which agreed to free IDF soldier Gilad Shalit (captured on the Gaza border in 6/2006). In return, Israel will release around 1,027 Palestinian prisoners in 2 stages: the 1st 450 Palestinians would be exchanged for Shalit within a wk.; the remaining 550 or so Palestinians would be freed within 2 mos. Unidentified Palestinians fire a Qassam rocket fr. Gaza into Israel, causing no damage or injuries. In the West Bank, IDF troops in Hebron violently beat a group of Palestinian children and teachers who refuse new IDF demands to submit to searches before crossing a permanent checkpoint in al-Shuhada Street to reach the Cordoba Elementary School, moderately injuring 7 children (ages 10–15). The IDF also demolishes a newly constructed mosque in Khirbat Yazra nr. Tubas; demolishes 2 Palestinian homes and an animal pen belonging to a bedouin family outside Qalqilya; conducts synchronized latenight patrols in 2 villages nr. Qalqilya. The IDF makes a day-long incursion into n. Gaza to level land and clear lines of sight along the border fence nr. Bayt Lahiya. In the West Bank, the IDF demolishes a Palestinian home and well northwest of Hebron before an Israeli court hears the appeal filed by the owner contesting the demolition orders; bulldozes another 12-d. area of Palestinian agriculture land northwest of Hebron, uprooting and confiscating at least 250 olive and almond trees; patrols in Tulkarm in the morning, in 2 villages nr. Jenin and Tulkarm in the afternoon, and 4 villages nr. Qalqilya and 1 nr. Tulkarm late at night. Jewish settlers fr. Esh Kodesh nr. Nablus uproot at least 210 olive and fig trees fr. nearby Palestinian land. Jewish settlers fr. Gil’ad settlement nr. Qalqilya chase Palestinians harvesting a nearby olive grove; the IDF intervenes to remove the settlers. Israeli police arrest an 18-yr.- old rabbinical student tied to a radical Jewish settler group in connection with the 10/3 Tuba-Zangaria mosque arson. Inside Israel, Jewish extremists set fire to a mosque in the Israeli Palestinian village of Tuba-Zangaria and scrawl graffiti reading “price tag,” “revenge,” and “Palmer” (in reference to Asher Palmer, the Jewish settler killed in a traffic accident that Jewish settlers claimed was caused by stone-throwing Palestinians; see 9/23). Some 200 angry Palestinian residents march toward a neighboring Jewish town but are blocked by Israeli police who fire tear gas to disperse them; protesters set fire to tires and throw stones at police in response; no serious injuries are reported. Netanyahu denounces the arson, and Israeli pres. Peres and Israel’s 2 chief rabbis visit the mosque in a show of solidarity with the village. IDF troops on the c. Gaza border fire warning shots at Palestinians scavenging for construction materials in a landfill nr. the border, wounding 1. In the West Bank, the IDF razes at least 5 d. of Palestinian agricultural land and uproots at least 95 olive and oak trees for construction of an IDF access road in preparation for construction of a new segment of the separation wall in al-Walaja; patrols in Tulkarm and 1 village nr. Abbas tells a group of 20 left-leaning Israeli intellectuals that the Palestinians want above all to resume negotiations, stating that “no matter what happens at the [UN], we have to return to negotiations,” but also that even if there is a last-minute deal to resume talks, the UN bid will proceed. He confirms that in recent months he met 3 times secretly with Israeli pres. Shimon Peres in Amman, London, and Rome to discuss reviving talks. He also reveals that he met secretly on 8/27/11 with Israeli DM Ehud Barak, who asked him to drop the statehood bid. (NYT 9/6; WJW 9/8; OCHA 9/9)

The IDF carries out an air strike on a house in Nussayrat r.c. in c. Gaza, seriously injuring 1 Palestinian woman. Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. In the West Bank, the IDF conducts morning house searches in Sirris village nr. Jenin, summoning several Palestinians for interrogation; conducts late-night arrest raids, house searches nr. Qalqilya and Ramallah (arresting Hamas-affiliate PC mbr. Muhammad Abu Tair). The IDF razes 3 buildings in Migron outpost, ordered removed by Israel’s High Court; settlers scuffle with the IDF, which arrests 6. Soon after, Jewish settlers set fire to a mosque in a nearby Palestinian village and spray graffiti saying “Migron.” In other apparent reprisals, Jewish settlers fr. Beitar Ilit nr. Bethlehem pump wastewater on agricultural lands in nearby Husan and Nahalin villages, damaging 100s of trees and crops; Jewish settlers vandalize a Palestinian home in Hebron; Jewish settlers fr. Shilo settlement set up a roadblock on the Nablus–Ramallah road and stone passing vehicles, seriously damaging 1 car and injuring 1 Palestinian; Jewish settlers fr. Ramallah in the morning and in Jericho and 2 villages nr. Salfit late at night; fires live ammunition, rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinian youths who confront them in Nabi Salih, causing no serious injuries; conducts late-night arrest raids, house searches in ‘Azun. Jewish settlers set fire to a mosque in al-Mughayyir nr. Ramallah, spray graffiti that says “Price Tag—Aley Ayin,” indicating the attack was in retribution for the IDF’s removal of structures at Aley Ayin outpost on 6/2. Jewish settlers fr. Carmiel settlement nr. Hebron prevent local Palestinians farmers and shepherds from reaching their land nr. the settlement, stoning the Palestinians and killing several sheep; the IDF observes but does not intervene. In the West Bank, Jewish settlers illegally enter Nablus to pray at Joseph’s Tomb and refuse to leave, barricading themselves inside the tomb and sparking stone-throwing clashes with Palestinians. The IDF conducts late-night arrest raids, house searches in Hebron, arresting Hamas-affiliated fmr. PC mbr. Issa alJabari. Palestinians report the arson of a mosque in Hawara nr. Nablus, blaming Jewish settlers. OCHA reports that since 4/27, 3 Gazan children have been injured when they accidentally triggered unexploded IDF ordnance (UXO). (WP 5/4; PCHR, WJW 5/5; OCHA 5/6)

Overnight, Israel makes an air strike on Gaza, killing 1 Palestinian preparing to fire a rocket into Israel. Between dawn and mid-morning, Islamic Jihad fires 3 manufactured Grad rockets fr. Gaza into Israel, causing light damage and slightly injuring 1 Israeli. Later, unidentified Palestinians fire 7 mortars fr. Gaza into Israel, some of which allegedly contain white phosphorous, causing no damage or injuries. Late in the evening, the IDF carries out several air strikes on training sites, rocket launching sites, and smuggling tunnels on the Rafah border, causing no reported injuries. In the afternoon, suspected Palestinian assailants leave a bomb nr. Jerusalem’s central bus station and convention center that detonates, killing 1 British woman, injuring 38 Israelis; the PA immediately condemns the incident; no group claims responsibility. In the West Bank, the IDF blocks a funeral procession fr. using a main road in Bayt Umar village nr. Hebron, sparking a clash in which 2 Palestinian mourners are wounded by live ammunition and 4 are arrested. Hours later, the IDF sends undercover units into Bayt Umar to raid and search a gas station, beating the owners and confiscating a computer. Several hours after that, the IDF returns to block the main entrance of the village with cement blocks and sand barriers. The IDF also patrols in Jericho (photographing the Intercontinental Hotel) and 3 villages nr. Ramallah; conducts late-night arrest raids, house searches in and around Hebron and in Tulkarm. In Syria, security forces make a predawn assault on the main mosque in Dara‘a, where antigovernment protesters have taken refuge, killing 15. Clashes last throughout the day and spread to 4 nearby villages. Over the succeeding days, clashes spread to towns and villages across the nation, becoming nr. daily events but remaining relatively small (in the 1,000s) and uncoordinated. Hot spots include Baniyas, Hama, Homs, Idlib, Latakia (which was reported to be “near anarchy”), and the Kurdish zone. (Only a few protests are reported in Damascus.) Govt. forces routinely dispersed the rallies, violently killing around 100 nationwide by 4/4. Meanwhile, Syrian activists mobilize through online social networking sites to call for mass protests every Friday until the regime falls. Palestinians fire 2 rockets (including 1 Grad) and 54 mortars fr. Gaza into Israel within 15 mins., lightly injuring 2 Israelis, damaging an empty kindergarten, and marking the largest barrage since OCL in 1/2009. Hamas acknowledges it fired 33 of the mortars, targeting IDF bases along the border in retaliation for a 3/16 Israeli air strike that killed 2 Hamas mbrs. Israel retaliates with heavy air strikes and tank fire on Hamas facility e. of Gaza City, killing a Hamas official and wounding at least 5 Palestinians (including at least 2 civilians); artillery fire throughout the morning directed at villages on the s. Gaza border with Israel, damaging a mosque in Abassan but causing no injuries; 4 air strikes on rocket-launching sites in s. Gaza, causing no reported injuries; and, late at night, artillery fire directed at suspicious movement nr. the s. Gaza border, killing 2 16-yr.-old Palestinians, allegedly armed. Meanwhile, a group of 10 armed, plain-clothed Palestinians claiming to be Hamas-affiliated security forces raid the Gaza City bureaus of CNN, NHK news channel, and Reuters, attacking journalists, destroying cameras, and confiscating tapes to punish them for filming Hamas police dispersing a 3/17 Palestinian rally. Hamas’s interior M Fathi Hamad denies the men were connected to Hamas, and Reuters confirms that the men did not show identification. In the West Bank, Jewish settlers fr. Dolev settlement nr. Ramallah set up a tent and hold Purim services on a nearby plot of Palestinian land; the IDF observes but does not intervene, and the settlers leave on their own the next morning (3/20). Jewish settlers attack Palestinians and international activists working an olive grove nr. Hebron; the IDF intervenes to remove the settlers. Jewish settlers fr. Suissa settlement nr. Hebron raid a nearby Palestinian farm, releasing 100s of sheep into crop fields; the IDF observes but does not intervene. Jewish settlers stone Palestinian cars driving nr. Hebron and Qalqilya. U.S., British, and French forces begin strikes (fr. planes and warships) on Libya. The forces target radar and antimissile batteries to enforce a no-fly zone against Qaddafi’s forces. (NYT, WP 3/20)

When protests in Dara’a resume today, Syrian security forces seal off the city and clash with the demonstrators. Violence in Dara’a continues through 3/22. (NYT, WP 3/20; NYT, WP 3/21)

In the West Bank, the IDF raids and searches Palestinian villages around Itamar settlement, particularly in Awarta village, in search for the killers of 5 settlers found murdered on 3/11, detaining at least 20 young men for questioning. At least 27 attacks on Palestinians and their property by armed Jewish settlers retaliating for the Itamar murders are reported in Nablus (10), Hebron (9), Qalqilya (6), and Ramallah (2). Incidents involved: rampaging through Palestinian areas (6 cases, including an attempt to kidnap 2 children); vandalizing homes, businesses, and community buildings (11, including an attempt to set fire to a mosque); stoning and vandalizing cars (10); and cutting down olive trees (1). Meanwhile, a statement released to the press claims responsibility in the name of the al-Aqsa Martyrs Brigade of Imad Mughniyah; AMB officials deny any connection to the purported offshoot group. Netanyahu makes a televised address calling on settlers not to take matters into their own hands and to allow the IDF to search for the assailants, also calling on the PA to halt the incitement that encourages such attacks. The Arab League calls on the UN to impose a no-fly zone over Libya and recognizes the rebels’ provisional govt., steps that NATO had requested as a precondition for Western intervention in Libya, where extremely heavy fighting continues. (NYT, WP, WT 3/13)

After Yemen’s opposition rejected (3/10) as insufficient a proposal by Pres. Saleh to discuss constitutional reform and again demanded he immediately step down, Saleh deploys troops to crush growing antigovernment protests, authorizing them to use water cannons, tear gas, live ammunition, and sniper fire. Over the next few days, injuries quickly rise into the 100s but demonstrations only grow, now involving 10,000s of protesters.
