Anonymous Israeli officials say that 2 wks. ago, Abbas, under heavy Quartet pressure (especially fr. the U.S.), submitted a proposal for restarting talks that dropped demands that Israel halt settlement construction but demanded that Israel release in exchange 100 Palestinian prisoners jailed since before the Oslo process began. Israel rejected this on the grounds that (1) it would replace 1 precondition with another, and (2) it was vague about whether the talks that would result would be preparatory talks or direct negotiations between Abbas and Netanyahu. There is no official Palestinian, U.S., or Quartet comment on this. Another Israeli official says that Israel is concerned that if talks do not resume by 1/26/12, Abbas would resume Palestinian statehood efforts at the UN, including seeking membership in various UN organizations. Late at night, unidentified Palestinians fire 4 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. In response, Israeli warplanes carry out 3 air strikes on a smuggling tunnel on the Rafah border and 1 air strike on a Hamas training site s. of Gaza City; damage but no injuries are reported. In the West Bank, the IDF conducts latenight arrest raids, house searches in Azariyya nr. East Jerusalem, in Hebron, and nr. Tulkarm. Israeli municipal officials in Jerusalem approve construction of another 130 housing units in Gilo settlement, s. of Jerusalem. (PCHR 12/29; YA 12/30; OCHA, PCHR 1/5)

As of this date, Congress has freed up only $40 m. of the $192 m. in humanitarian aid to the Palestinians that was frozen in light of the UN bid (see QU in JPS 162). USAID and the White House are pressuring Congress to release the rest of the money, calling it “in the interest of the Palestinians, Israel and the United States” to ensure continued development “vital to the establishing and strengthening the foundations necessary for a future Palestinian state.” (WP 12/29)

The IDF makes a brief incursion into n. Gaza in the morning to level lands and clear lines of sight along the border e. of Jabaliya r.c., firing on nearby residential areas to keep Palestinians indoors. In Dura and Ithna villages nr. Hebron, the IDF destroys 1 Palestinian home, part of 2 other homes, 9 agricultural pools and irrigation networks, 4 water tanks, and 5 wells, also confiscating 15 water pumps and other agricultural equipment. The IDF also patrols in 3 villages nr. Qalqilya and 1 nr. Jenin in the evening; conducts late-night arrest raids, house searches in Bethlehem and neighboring Dahaysha r.c. Washington Jewish Week reports that in the previous wk., Israel’s Jerusalem Magistrate’s Court rejected 2 lawsuits demanding the eviction of Palestinian families fr. their Silwan homes; the suits were brought by Eldad, an organization seeking to Judaize Jerusalem in part by settling Jews in the predominantly Palestinian neighborhood of Silwan, nr. the Haram al-Sharif/Temple Mount. At the close of 2 days of talks in Cairo, Fatah’s Abbas and Hamas’s Mishal agree that they will both sit on the comm. that will prepare for the next elections of the PLO’s parliament-in-exile, the Palestinian National Council (PNC), marking a major step toward Hamas joining the PLO. They also agree to form an interim unity government by the end of 1/2012 and to bring elected Hamas-affiliated legislators back into the PA’s parliament, the Palestinian Council (PC), in 2/2012. Reports indicate that Hamas is scaling back its presence in Syria because of violence there, but overall feels buoyed by the Arab Spring. Senior Hamas official Mahmud Zahar states that Hamas feels strengthened and validated by the popular support shown for Islamist parties in countries affected by the Arab Spring, suggesting that the new Tunisian model of power-sharing among Islamist and secular nationalist parties could be a model for the Palestinians. In light of Jewish settler violence against the IDF on 12/12, the Israeli cabinet approves several measures against right-wing Jewish extremists, including permitting their detention without trial (administrative detention) and trial in military courts, allowing soldiers in the West Bank to arrest them, and banning them fr. entering the West Bank; it does not label them “terrorists,” which would have allowed security forces even greater leeway to act against them. Hrs. later, Israeli police raid a Jerusalem apartment and arrest 6 Israelis for involvement in “recent events” targeting Palestinians and the IDF. In apparent “price-tag” attacks to protest the government moves: Jewish extremists set fire to the Nabi Ukasha mosque in West Jerusalem (Israeli authorities have barred Palestinians fr. using the mosque but have allowed Jewish settlers affiliated with the extremist Kach party to use the courtyard as a playground); Jewish settlers fr. Burkan settlement set fire to 2 Palestinian cars in nearby Salfit; and Jewish settlers fr. Yitzhar set fire to 2 Palestinian cars in nearby Douma village nr. Nablus. Under pressure fr. PA and Jordanian officials, Israel reopens the Mughrabi footbridge to the Haram al-Sharif/Temple Mount (closed on 12/12/11), saying it will reinforce rather than rebuild it. Meanwhile, IDF troops on the Gaza border e. of Gaza City fire on a Palestinian who strays too nr. the border fence while hunting birds, moderately wounding him. Addressing 10,000s of Hamas supporters in Gaza City to mark Hamas’s 24th anniversary, Hamas acting PM Ismail Haniyeh says that “Today we say it clearly: Armed resistance and armed struggle are the strategic way to liberate the Palestinian land from the sea to the river,” but that if Israel were to turn over the occupied territories, including East Jerusalem, Hamas could take a “temporary” respite “without Israel being recognized and without any concession being made.” Of note: at the rally, the flags of the Arab states are displayed except for Syria’s. The New York Times runs a long special report on a 6-yr. U.S. investigation of Lebanese Canadian Bank and its suspected role providing financial support to “terrorists.” U.S. officials allege—but refuse to release their evidence—that the investigation revealed that the bank laundered hundreds of millions of dollars fr. Hizballah criminal enterprises and that Hizballah had significant ties to Latin American drug cartels. U.S. investigators say the transactions also revealed a pattern “in which entities tied to Hezbollah have been buying up militarily strategic pieces of property in largely Christian areas” of Lebanon. Hizballah calls the claims “politically motivated propaganda.” U.S. admin. sources say that when the connections first came to their attention in fall 2010, some argued that the Hizballah link should be left unstated, but the admin. changed course (1) after Hizballah forced out Saad Hariri as PM and secured appointment of an ally in his place and (2) when the UN tribunal accused Hizballah of involvement in Rafiq Hariri’s assassination. With the completion of a section of the separation wall bordering Shu’fat r.c. in East Jerusalem, the IDF closes its Shu’fat checkpoint into Jerusalem and redirects traffic to a new modern checkpoint (begun in 2009 to serve as a future international crossing into Jerusalem). The move leaves more than 50,000 Palestinians living in Shu’fat r.c. and several surrounding Jerusalem suburbs (Ras Shihada, Ras Khamis, al-Salam, and part of ‘Anata) who hold Jerusalem IDs completely isolated fr. Jerusalem. In the West Bank, the IDF clashes with mourners taking part in the funeral for Palestinian activist Mustafa Tamimi (see 12/10), causing no serious injuries; conducts daytime patrols in 3 villages nr. Salfit, 2 nr. Qalqilya, and 1 nr. Jenin; conducts late-night arrest raids, house searches in and around Hebron, in Bethlehem, and in Tulkarm; conducts late-night patrols in 1 village nr. Qalqilya. The Israeli cabinet unanimously approves $160 m. for the next stage of construction of the security fence along the border with Egypt, expansion of detention centers, and increased policing of companies that hire illegal workers. Since 1/2006, nearly 50,000 illegal workers, mostly fr. Eritrea and Sudan, have entered Israel via the Sinai, raising concerns among Israelis that the mounting influx of illegal African workers could undermine Israel’s Jewish character. (NYT, WP 12/12)

Overnight, Jewish settlers set fire to the entrance of a mosque, a car, and a construction vehicle in Burqin village nr. Salfit, moderately damaging the mosque and destroying the 2 vehicles. IDF troops on the n. Gaza border fire warning shots at Palestinians scavenging for construction material in the demolished Erez industrial zone, forcing them to flee. Republican presidential candidates Mitt Romney and New Gingrich address the conservative Republican Jewish Coalition, criticizing U.S. Pres. Barack Obama for his weak and confused foreign policy and mistreatment of Israel. Neither endorses a 2-state solution, even though the Republican Party platform officially supports this. Romney pledges that his 1st trip as pres. would be to Israel. Gingrich promises that he would move the U.S. emb. fr. Tel Aviv to Jerusalem. Republican candidates Michele Bachmann, John Huntsman, Rick Perry, and Rick Santorum also address the forum and promise new approaches to the Middle East but do not go into detail. (NYT, WP 12/8)

Israeli naval vessels fire on Palestinian fishing boats off the n. Gaza coast, forcing them to return to shore. A Palestinian dies of injuries he sustained in a 9/24/11 accident in a smuggling tunnel on the Rafah border. The IDF conducts late-night arrest raids, house searches nr. Jerusalem and Hebron. Hamas officials say that all main Gaza factions have agreed to reimpose their cease-fire immediately, while Egyptian mediators work to secure the compliance of smaller factions. Islamic Jihad says it will observe the moratorium as long as Israel also ceases fire. Israel does not comment. Before the new cease-fire goes into effect, the PFLP and other unidentified Palestinians fire 1 Grad and 2 Qassam rockets fr. Gaza into Israel, causing no damage or injuries. Israel does not respond. Israeli DM Barak authorizes construction of a kindergarten in Hebron’s Beit Romano settlement, home to some of the most extremist Jewish settlers. Meanwhile, Jewish settlers uproot olive trees in Qasra village nr. Nablus; when local Palestinians try to drive them away, IDF troops intervene, firing tear gas and live ammunition at the Palestinians, seriously injuring 1. The IDF also patrols in Kafr al-Dik village nr. Salfit. Palestinians (sometimes accompanied by Israeli and international activists) hold weekly nonviolent demonstrations against the separation wall, land confiscations, and settlement expansion in Bil‘in, al-Ma‘sara, and Ni‘lin, as well as at the Qalandia crossing into Jerusalem. IDF soldiers beat and fire rubber-coated steel bullets, tear gas, and stun grenades at the protesters, causing no serious injuries, and arrest 2 Palestinians. Unidentified assailants attack and damage Egypt’s national gas pipeline to Israel for the 3d time in a month and the 5th time since unrest in Egypt erupted in 2/2011 (see 7/11). IDF troops on the n. Gaza border fire warning shots at Palestinian farmers working nr. the border fence, grazing 1. In the West Bank, the IDF conducts synchronized morning patrols in 4 villages nr. Jenin; patrols in 3 villages nr. Tulkarm, 2 nr. Salfit, and 1 each nr. Jericho and Ramallah; conducts late-night arrest raids, house searches nr. Hebron. As many as 150,000 Israelis in Tel Aviv, Haifa, Jerusalem, Beersheba, and 6 other cities protest the high cost of living, demanding economic reforms, “social justice,” and “a welfare state now.” In previous days, the Histadrut, Israel’s labor federation, said it strongly supports the demonstrations. The PLO and Fatah leaderships meet jointly in Ramallah and formally agree “to approach the UN this coming September to obtain recognition of the State of Palestine on the 1967 borders and Palestinian membership in the international community,” given that there are “no new incentives to return to negotiations.” (AP 6/26; JTA, Telegraph 6/27; HA 6/28)

Israel’s Government Press Office sends a letter to accredited foreign correspondents stating that Israel will ban entry for 10 yrs. to any foreign journalist who rides along with the Freedom Flotilla II; the Foreign Press Association denounces the decision. Israel’s Jerusalem municipal authorities begin work on a car park for the planned Museum of Tolerance, bulldozing 100 graves in the Mamilla cemetery. The IDF patrols in 2 villages nr. Ramallah during the day, firing rubber-coated steel bullets, tear gas, and stun grenades at stone-throwing Palestinians who confront them, causing no serious injuries; conducts late-night patrols in ‘Ayn al-Sultan r.c. and Jericho; and conducts late-night arrest raids, house searches nr. Overnight, Israel makes an air strike on Gaza, killing 1 Palestinian preparing to fire a rocket into Israel. Between dawn and mid-morning, Islamic Jihad fires 3 manufactured Grad rockets fr. Gaza into Israel, causing light damage and slightly injuring 1 Israeli. Later, unidentified Palestinians fire 7 mortars fr. Gaza into Israel, some of which allegedly contain white phosphorous, causing no damage or injuries. Late in the evening, the IDF carries out several air strikes on training sites, rocket launching sites, and smuggling tunnels on the Rafah border, causing no reported injuries. In the afternoon, suspected Palestinian assailants leave a bomb nr. Jerusalem’s central bus station and convention center that detonates, killing 1 British woman, injuring 38 Israelis; the PA immediately condemns the incident; no group claims responsibility. In the West Bank, the IDF blocks a funeral procession fr. using a main road in Bayt Umar village nr. Hebron, sparking a clash in which 2 Palestinian mourners are wounded by live ammunition and 4 are arrested. Hours later, the IDF sends undercover units into Bayt Umar to raid and search a gas station, beating the owners and confiscating a computer. Several hours after that, the IDF returns to block the main entrance of the village with cement blocks and sand barriers. In Syria, security forces make a predawn assault on the main mosque in Dara‘a, where antigovernment protesters have taken refuge, killing 15. Clashes last throughout the day and spread to 4 nearby villages. Over the succeeding days, clashes spread to towns and villages across the nation, becoming nr. daily events but remaining relatively small (in the 1,000s) and uncoordinated. Hot spots include Baniyas, Hama, Homs, Idlib, Latakia (which was reported to be “near anarchy”), and the Kurdish zone. (Only a few protests are reported in Damascus.) Govt. forces routinely dispersed the rallies, violently killing around 100 nationwide by 4/4. Meanwhile, Syrian activists mobilize through online social networking sites to call for mass protests every Friday until the regime falls. An anonymous Israeli official says that Israel has been discussing with the U.S. a unilateral “phased approach to reaching a final status accord” in absence of negotiations with the Palestinians. PLOEC mbr. Saleh Rafaat warns that the PLO will refuse any interim or partial solution and any call for creating a Palestinian state with temporary or undefined borders. (REU 3/2; NYT 3/3)

Israel’s Jerusalem municipal authority approves construction of 14 Jewish settlement housing units in Ras al-Amud in East Jerusalem. In Gaza, Israel permanently closes the Qarni crossing, shifting all import and export of goods to Kerem Shalom. It also allows Gazans to export tomatoes for the 1st time since 6/2007. Meanwhile, IDF troops on the n. Gaza border twice fire on Palestinian farmers who stray nr. the border fence, forcing them to leave. In the West Bank, the IDF demolishes 20 structures in Khirbat Tana, marking the 6th major demolition of the village; patrols and sets up checkpoints in Tulkarm town and r.c. in the morning; bulldozes a well nr. a settleronly bypass road outside Hebron; conducts late-night patrols in al-Til village nr. In Yemen, antigovernment protests have steadily picked up since 2/16, particularly in Sana’a and Taiz. Some scuffles between protesters and govt. supporters (thought to be plain-clothed security forces) have been reported, but protests are still largely nonviolent. (Amnesty International reports at least 27 protesters killed to date.) By this time, 10 MPs fr. Pres. Ali Abdullah Saleh’s ruling party have resigned in solidarity with protesters, and medical unions, entire tribes and villages, and lawyers’ and labor groups have joined demonstrations. Today, opposition figures, tribal leaders, and influential clerics present Saleh with a plan for his peaceful transition fr. power and meet with him late into the night to discuss it, but there is no immediate deal. Al-Jazeera and Britain’s Guardian newspaper release a set of documents written by Palestinian officials (the “Palestine Papers”) that they claim constitutes “the confidential record of 10 years of efforts to seek a peace agreement with Israel.” The more than 1,600 pages of documents dating from 1999 to 2010 are mostly from the PLO Negotiation Affairs Dept. (PLONAD) and its successor body, the Negotiations Support Unit (NSU), headed by chief negotiator Saeb Erakat, and include memos, emails, maps, minutes from private meetings, accounts of high-level exchanges, strategy papers, and Power Point presentations. The papers apparently were leaked to al-Jazeera by several PLONAD/NSU staff. Timed with the release, al-Jazeera begins a 4-night series (1/23–26) of hour-long programs to discuss the contents of the leaked material thematically: Jerusalem and settlements, refugees and right of return, PA security coordination with Israel, and the negotiations process. Israeli DM Ehud Barak resigns as head of the Labor party, taking 4 rightleaning party mbrs. with him to form a “new centrist independence faction” within Netanyahu’s governing coalition. The 8 remaining Labor MKs immediately withdraw fr. the coalition, leaving Netanyahu with a smaller but more stable coalition, controlling 66 of 120 Knesset seats.
